Department of Development andapproved by the DevelopmentFinancing Advisory Council and theState Controlling Board, this programprovides direct loans for businesseslocating or expanding in Ohio thatdemonstrate that they will create orretain new jobs for Ohio citizens. Theprogram may lend $15,000 per job tobusinesses engaged in commerce,manufacturing, research anddevelopment or distribution. Theminimum direct loan is $350,000. Loanamounts less than $350,000 may beacquired through the Regional 166Direct Loan Program. ODOD’smaximum loan normally is $1 million,however loans can exceed that amountwith the approval of the ODODdirector. The interest rate is fixed attwo-thirds of prime. The standard termfor the loan is the useful life of theassets being financed.

Business and Industry Guaranteed Loans
Business and Industry GuaranteedLoans are administered by the USDA,Rural Development and are submittedthrough a private lender. Anycorporation, legal entity, trust orpartnership may apply. Entitiesinvolved in industrial manufacturing,wholesale, retail and services areeligible, but the entities must belocated in a rural community with apopulation of less than 50,000. Theloan maximum is set at $10 million,with preference given to loans of under$5 million. Loan requests of under$500,000 generally will be referred tothe Small Business Administration.Interest rates are negotiated as fixed orvariable. A start-up business must havea minimum tangible balance sheetequity of 20 percent excludingsubordinated debt or appraisalsurplus. An established business musthave a minimum of 10 percent equity(or more, depending upon lender’srequirements). Guarantee isestablished at 80 percent of the loanamount with a fee set at two percent ofthe guaranteed portion plus a 0.25percent annual servicing fee. However,due to the American Recovery andReinvestment Act of 2009 (ARRA),some 90 percent guarantees areavailable with reduced fees of 1percent.

Columbus-Franklin County Finance Authority
The Columbus-Franklin CountyFinance Authority is a public financingagency that provides creative andattractive financing tools to the privateand public sectors. The funds can beused by small and medium-sizebusinesses, manufacturing, 501(c)(3)nonprofit organizations and localgovernments to enhance and facilitateeconomic activity, capital investment,job creation and retention in CentralOhio. The Finance Authority’s BondFund program allows qualifiedborrowers to obtain affordable long-term and fixed-rate financing primarilyfor equipment, land, building andinfrastructure. The Bond Fund canprovide up to $6 million in taxable ortax-exempt financing and has a BBB+rating from Fitch. The FinanceAuthority’s Conduit Financingprogram offers significant cost savingsto eligible borrowers by providingaccess to the tax-exempt bond marketfor qualified capital projects allowingthe borrower to pay less over the life ofthe financing.

Community Reinvestment Area ProgramThe CRA program is a real property tax exemption
program benefiting property owners who renovate existingbuildings or construct new buildings within an authorizedCRA area. There are two types of CRAs in Ohio: thosecreated prior to July 1, 1994 and those created after thatdate. The rules and regulations governing each type varyconsiderably. The CRA law permits municipal corporationsor counties to offer the following incentives: fixedexemptions of real property taxes for residential projects ineither a Pre-1994 CRA or a Post-1994 CRA and real propertytax exemptions for commercial or industrial projects wherethe exemption is fixed (much like residential projects) in aPre-l 1994 CRA and negotiated on a case-by-case basis in aPost-1994 CRA. New construction projects may receive anexemption for up to 15 years at the determined rate andrenovation projects may receive up to 12 years (10 years forone- or two-family residential projects). Certain incentivepackages may require board of education approval.

Economic and Community Development InstituteThe Economic and Community Development Institute
is a non-profit organization that provides small loans tobusinesses in Franklin, Licking, Delaware, Madison,Fairfield, Union, Mahoning and Pickaway counties.Through its Microloan Program, ECDI makes loans inamounts of $1,000 to $35,000. The program is intended toprovide financing to borrowers with insufficient credithistory. Eligible loan applicants include retail, service andmanufacturing businesses employing up to five full-timeemployees, including the owner. All loans have fixedinterest rates and maturity up to 60 months. Start up andexisting businesses are eligible to apply for working capital,equipment and inventory loans.

Enterprise Zone ProgramThe EZ program provides local and state tax incentives
for businesses that expand or locate in designated areas ofOhio. An entity may receive up to and including at 75percent exemption in an incorporated area and up to andincluding 60 percent in an unincorporated area on realproperty improvements or tangible personal property (thistax is slated to be completely phased-out in taxable year2009) for up to and including 10 years. Local school boardapproval is required to exceed these thresholds; howeveragreements may neither exceed 15 years in duration norexempt more than 100 percent of real propertyimprovements or tangible personal property placed intoproductive service at the project site. Businesses mustfinalize an Enterprise Zone Agreement prior to projectinitiation; agree to retain or create employment positions;and establish, expand, renovate or occupy a facility in an EZzone. To establish exemption authority, a metropolitanstatistical area principal city or a county must apply to theDirector of Development for certification. To securebenefits under the program businesses (generally non-retail) must apply to the local legislative authority for realproperty tax exemptions and to the Director ofDevelopment for state incentives under ORC § 5709.64-66.

Export Express Loan ProgramThe export express is a small loan program offered by

Loanguarantees are currently 90 percent.Fees have been temporarily suspended.Equity investment varies from 15percent and 40 percent, or up to 50percent on risky ventures.

International Trade Loan Program-7(A)
Administered by the SmallBusiness Administration, this is aguaranteed loan program designed toassist companies adversely affected byimport competition or companies thatcan show export market expansion ornew export market creation due to thereceipt of loan proceeds. Interest ratesoffered are the same as the SBAGuaranteed Loan. Only domesticcollateral (that which is located withinthe United States) will be accepted.The SBA can guarantee up to $1.5million. GrowNOW Linked Deposit ProgramAdministered by the Office of the
Treasurer of the State of Ohio, thiseconomic development programprovides small business owners up to a3 percent interest rate reduction onbank loans at eligible statedepositories. Eligible businesses musthave fewer than 150 employees at thetime of application, be organized forprofit, have offices and operatingfacilities in Ohio and have a majority ofOhio residents as employees. They alsomust create or retain one full-timeequivalent job for a 3 percent interestrate reduction on every $50,000increment of th eloan. The ratereduction is limited to the first$400,000 of the loan. Credit decisionsand collateral for the loan is dependenton bank requirements.

MicroLoan ProgramUnder the MicroLoan Program, a
small business can borrow up to$35,000 from an intermediary lender,which also provides management andtechnical assistance. The proceeds canbe used for working capital or topurchase inventory, supplies,furniture, fixtures, equipment ormachinery. Neighborhood CommercialRevitalization Program
The Neighborhood CommercialRevitalization Program, coordinatedby Columbus’ Economic DevelopmentDivision, stimulates investment in 15designated business districts. The NCRProgram is a redevelopmentpartnership between the city, localmerchants and developers. It buildsupon the economic base of these areasto create an environment conducive tobusiness growth and expansion. Theelements of the program are: financialincentives, planning and design,public improvements and businessassociation activities. There are fourloan and grant programs to aid in therenovation of the business districts.Grants range from $250-$3,000 forexterior facade renovation. The loanprograms range from $7,500-$300,000for acquisition and exterior renovationof commercial buildings.

Through the OEBF,the Ohio Department of Developmentissues bonds, the proceeds of whichare provided to businesses for eligibleprojects in the form of a loan. Theinterest rate is fixed for the term of theloan and is determined at the amountthe bond is sold. Eligible businessesinclude those engaged in, but notlimited to, manufacturing, researchand development and distribution.Retail projects are ineligible for theOEBF. Eligible projects include thepurchase of land or buildings,machinery and equipment, andbuilding construction or renovationcosts. Refinancing is ineligible. TheOEBF may provide financing up to 90percent of the total eligible projectcosts directly related to the fixed-assetpurchase. The minimum loan amountis $1.5 million and the maximum loanamount is $10 million. The term of anyloan awarded through the OEBF isconditioned upon the useful life of thefinanced assets, with the maximumlimit up to 15 years for real estate andup to 10 years for machinery andequipment. Ohio prevailing wage ratesapply. Benefits to the OEBF are long-term fixed rates, 90 percent projectfinancing and access to the nationalcapital markets.

U.S. Small Business Administration Office of Disaster Assistance
The U. S. Small Business Administration is the primarysource of federal funds for long-term recovery assistance inthe form of low-interest loans for homeowners, renters,businesses and nonprofit organizations that suffered lossesas a result of declared disasters. Homeowners may beeligible for up to $200,000 to repair or replace a primaryresidence. Homeowners and renters are eligible for up to$40,000 to repair or replace personal property. Businessesand non-profit organizations are eligible for up to $2 millionfor property damage, including buildings, machinery andequipment, furniture and fixtures, inventory and otherbusiness assets. Small businesses, and most private non-profit organizations, that suffered economic losses as aresult of the disaster may apply for working capital loans fornecessary and ongoing operating expenses until businessreturns to normal.

Work Opportunity Tax Credit The Work Opportunity Tax Credit Program is a tax
credit that provides Ohio employers with a tax credit againsttheir federal tax liability for hiring individuals from 11 targetgroups. There are only two forms required to apply for thesetax credits. The IRS form 8850 from the Internal RevenueService opens the request for a tax credit, and the ETA Form9061 from the Department of Labor lists the different targetgroups. A Spanish version of these forms is available. TheWOTC Tax Credits are administered by the OhioDepartment of Job and Family Services. Ohio processesrequests in accordance with the business rules establishedby the Internal Revenue Service and the Department ofLabor for all target groups.

Ohio Capital Access Program Administered by the Ohio Department of
Development’s Minority Business Enterprise Division, thisprogram is designed to help financial institutions lend fundsto small businesses that may not meet conventionalunderwriting criteria. Eligible borrowers must have asignificant presence in Ohio, less than $10 million inrevenues and must be creating or retaining jobs. Borrowersmust not use loans for passive real estate acquisition ordevelopment, and they must not use loans for residentialhousing development. CAP loans can be used for workingcapital (maximum $250,000), fixed asset purchases(maximum $500,000) and refinancing existing debt.

INCREASE Community Development Corporation INCREASE CDC is a not-for-profit organization with the
mission to increase economic self-sufficiency throughmicro-enterprise development, personal finance education,asset development and job creation. program is the premier technical assistance programoffered to Ohio’s small businesses. South Central Ohio Minority Business CouncilSCOMBC links the minority business community with

Ohio Job Creation Tax CreditThis program is administered by
the Ohio Department of Developmentin conjunction with the Ohio TaxCredit Authority. The programprovides a refundable tax credit onCATs (commercial activities taxes) orincome taxes, based on performance,to encourage businesses to expand orlocate in Ohio. The credit is based onthe state income tax withheld on netnew, full-time employees. Generally,the tax credit rate and term can be upto 75 percent for up to 10 years,depending upon the parameters of theproject. It must be approved by thefive-member Tax Credit Authority. Thetax credit can exceed 75 percent orthere can be a term of up to 15 years ifthe ODOD director rules extraordinarycircumstances merit an exception.Businesses must agree to create atleast 25 new, full-time jobs with aminimum average wage of at least 150percent of the current federalminimum wage within three years ofoperations, or in certaincircumstances, as few as 10 full-timejobs paying an average of 400 percentof the federal minimum wage. Inaddition, the business mustdemonstrate to the state that the taxcredit is a major factor in its decisionto go forward with the project. Retailprojects do not qualify for thisprogram. The local community mustalso provide financial support for theproject. Municipalities can providesimilar tax credits with their localemployee income taxes.

Procurement Technical Assistance Centers of Ohio
The PTACs help Ohio small andminority-owned businesses sell goodsand services to local, state and federalgovernments by providing assistancewith marketing, e-commerce training,bid preparation, post-award issues,subcontracting, one-on-one training,information resources and tradeshows. The PTAC mission is tomaximize contracting dollar awards bymentoring qualified contractors in thegovernment procurement arena. Theservices are provided through localcenters. The PTACS also provide:
• bid matching services toautomatically match a company’sproduct or services with daily bidnotices;
• buy history service to providetechnical descriptions and importantinformation about service or producthistory; and
• MIL-SPEC and FAR assistance tohelp business owners understandlocal, state and federal governmentregulations.
The program is operated inpartnership with the U.S. DefenseLogistics Agency and Ohio Departmentof Development, and is supported by anumber of community-basedorganizations serving local businesses.
