IntroductionThe mission of the Woodinville Little League (WLL) Safety Program is to provide a safe envi-ronment for players and all participants of Little League Baseball and Softball. The WLL Safety Program provides coaches and managers with training, equipment, and procedures that will reduce the number of incidents/accidents in 2019 and prepare them to effectively han-dle accidents when they occur.

The WLL Safety Program is structured to meet the requirements of the “A Safety Awareness Pro-gram” (ASAP) set forth by the Little League International. WLL believes that a good safety pro-gram is important to the success of the league and the positive experience of all players, coaches and parents. The WLL would like to thank all coaches and managers in advance for their cooperation in this program.

Safety Manual

This manual shall be distributed to all managers/coaches or team safety officers at the annual WLL Safety Meeting and shall also be provided online on the Woodinville Little League web-site. It is to be kept in the WLL Safety/First Aid bag both of which must be at all games and practices to be used as a reference, and general guide. In the event of an emergency, Call 911 and utilize first aid trained bystanders to assist.

First Aid Training

Basic first aid training will be provided at the annual safety meeting. Additional first aid train-ing options are available and can be scheduled through Woodinville Fire and Rescue.

For a fun and safe atmosphere, all teams are required to have at least one coach or manager from each team attend a fundamental skills training session. The league will provide these op-portunities for coaches, managers, and players.

Scheduled training dates: 3/9/19 8-10am

Mandatory Online Coaches trainingAll coaches will complete an online Concussion training and Sudden Cardiac Arrest training then submit certification of completed training prior to the start of the first practice. Heads up youth sports online training and Sudden Cardiac Arrest training course through NFHS are mandatory for all coaches. Training can be accessed though the Woodinville little league website, coaches tab, then “Mandatory online training”. Certifications of completion should be emailed to [email protected]

Safety Procedures at Practices and Games

Safety is everyone’s responsibility. Ultimately, the team manager is responsible for providing a safe and fun learning environment for the players. It is recommended that team managers designate a Safety Parent or Safety Coach on the team to help them conduct safety checks of the equipment and the fields before they are used. Below are the Safety Procedures that should be followed before and during each practice and game.

Fields: Check Field Conditions

1) Walk the facilities to inspect for any unsafe conditions such as rocks, glass or holes.1) Keep the dugout clean and tidy during games and practice.1) Keep all players clear of dugout doorway during a game.2) Do not hesitate to cancel practice or stop a game due to inclement weather, particu-

larly in the case of lightening, or growing darkness.3) No snacks are allowed in dugouts that have nuts or nut oils in them. This is for the

safety of players in the league who may have nut allergies.

Equipment:

1)Inspect equipment before every practice and game to ensure that it is in proper working condition.2)All batting helmets must have a face shield- *Except in Majors.3)All helmets must have NOCSEA# somewhere on the helmet.4)Infield faceguards are recommended, but not required.5)All personal equipment must meet team gear requirements.6)Aluminum bats must have no dents and grips intact. All bats must have USA Baseball marking (ex-

ception for T-ball).

7)No catcher will get in a catching stance without proper catching gear.8)Mouth guards are not required but are highly recommended.9)All male players will wear athletic supporters/cups.10)All catcher masks will have a throat protector.11)Team balls as well as game balls will be appropriate for the level of play.12)Only players in proper catching gear may warm the pitcher up.13)Only players going to bat may take a warm up swing during a game.

League Field Survey will be completed each year for LL International.

Enforce Little League RulesEnforce Little League rules, including proper equipment.Most Little League rules have some basis in safety — follow them.Ensure players have required equipment at all times, even catch-ers warming up during infield.Make sure coaches and managers enforce rules at practices as well as games.Make sure all fields have all bases that disengage from their an-chors, as required starting in 2008.Remind managers, coaches they are not allowed to catch pitchers (Rule 3.09); this includes standing at backstop during practice as informal catcher for batting practice.

What to Do If There Is an Accident1. Call time and stop play.2. Coaches get players away from injured player and prepare them for when play resumes3. Give first aid as necessary.4. Know your limitations and err on the side of caution.

WHEN IN DOUBT - CALL 911.5. Notify player’s parents if they are not present.6. Player cannot resume play if uniform has blood on it.7. In the case of blood, use Communicable Diseases Procedures.8. Fill out the Little League Injury/Accident Tracking form and notify league Safety Officer.

Included at the back of this manual are Medical Release and WA State Concussion forms for each player. Have the parent of each of your players fill out these forms and return them before prac-tice begins. Then put all of the forms back into the safety manual and bring these forms to every practice and game.

Little League Injury/Accident Tracking Form

After an injury occurs, fill out a Little League Injury/Accident Tracking form and return it to the WLL Safety Officer within 24 hours. You will find several forms at the back of this manual, and addi-tional forms are available on our website.

Concession StandAll operators at any concession stand must follow local food handling guidelines and have proper training and conditions. Any concerns must be brought to the attention of the Safety Officer immediately prior to opening the stand. Concession stand typically run by outside vender not by little league parents or volunteers.

Child Protection Program The backbone of Little League Baseball is the adult volunteer. Little League is the world’s largest and most respected youth sports organization, with millions of volunteers. The Little League Child Protection Program seeks to educate children and volunteers in ways to prevent child abusers from becoming involved in the local league. Little League regulations state, “No local league shall permit any person to participate in any manner, whose background check re-veals a conviction for any crime involving or against a minor.”

The Woodinville Little League is required to conduct annual background checks of man-agers, coaches, Board of Directors members and any other persons, volunteers or hired work-ers, who provide regular service to the league and/or have repetitive access to, or contact with, players or teams. The purpose of these background checks is, first and foremost, to protect children. Second, they maintain Little League as a hostile environment for those who would seek to harm children. Third, they will help to protect individuals and leagues from possible loss of personal or league assets because of litigation.

All volunteers must submit a background check through JDP as this was the process selected by the board of directors for the Woodinville little league in 2019.

Woodinville Little league will keep an online database of approved Volunteers. All approved Volunteers will be given a badge to wear at all times to recognize the approved volunteers.

Youth Sports Parents Code of ConductThe essential elements of character building and ethics in sports are embodied in the concept of sportsmanship and six core principles: trustworthiness, respect, responsibility, fairness, car-ing, and good citizenship. The highest potential of sports is achieved when competition re-flects these "six pillars of character."

I therefore agree:

1. I will not force my child to participate in sports.

1.I will remember that children participate to have fun and that the game is for youth, not adults.

2. I will inform the coach of any physical disability or ailment that may affect the safety of my child or the safety of others.

3. I will learn the rules of the game and the policies of the league.

4. I (and my guests) will be a positive role model for my child and encourage sportsmanship by showing respect and courtesy, and by demonstrating positive support for all players, coaches, officials and spectators at every game, practice or sporting event.

5. I (and my guests) will not engage in any kind of unsportsmanlike conduct with any official, coach, player, or parent such as booing and taunting, refusing to shake hands, or using profane language or ges-tures.

6. I will not encourage any behaviors or practices that would endanger the health and well-being of the athletes.

7. I will teach my child to play by the rules and to resolve conflicts without resorting to hostility or violence.

8. I will demand that my child treat other players, coaches, officials and spectators with respect re -gardless of race, creed, color, sex or ability.

9. I will teach my child that doing one's best is more important than winning, so that my child will never feel defeated by the outcome of a game or his/her performance.

10. I will praise my child for competing fairly and trying hard, and make my child feel like a winner every time.

11. I will never ridicule or yell at my child or other participants for making a mistake or losing a competition.

12. I will emphasize skill development and practices and how they benefit my child over winning. I will also de-emphasize games and competition in the lower age groups.

13. I will promote the emotional and physical well-being of the athletes ahead of any personal de -sire I may have for my child to win.

14. I will respect the officials and their authority during games and will never question, discuss, or con-front coaches at the game field, and will take time to speak with coaches at an agreed upon time and place.

15. I will demand a sports environment for my child that is free from drugs, tobacco, and alcohol, and I will refrain from their use at all sports events.

1.I will refrain from coaching my child or other players during games and practices, unless I am one of the official coaches of the team.

Coaches Code of Conduct

Speed Limit 5 mph in roadways and parking lots while attending any Woodinville Little League function. Watch for small children around parked cars.

No Alcohol allowed in any parking lot, field, or common areas within the Woodinville Little League fields.

No SMOKING or Tobacco products of any kind (including spit tobacco) allowed in any common

areas of Woodinville Little League.

No Playing in parking lots at any time.

No Playing on and around lawn/maintenance equipment.

No Profanity allowed in any parking lot, field, or common areas within the Woodinville Little League complex.

No Swinging Bats or throwing baseballs at any time within the walkways and common areas of the Little League complex.

No throwing balls against dugouts or against backstop. No throwing rocks and no climbing fences.

Only a player on the field and at bat, may swing a bat (Ages 5 - 12).

Observe all posted signs. Players and spectators should be alert at all times for Foul Balls and Errant Throws.

During game, players must remain in the dugout area in an orderly fashion at all times.

After each game, each team must clean up trash in dugout and around stands.

All gates to the field must remain closed at all times. After players have entered or left the playing field, gates should be closed and secured.

Failure to comply with the above may result in expulsion from the Woodinville Little League fields or complex.

First Aid Training Outline

February, 2019

1. Safety procedures at practices and games.

2. Personal protective equipment for the players such as helmets and athletic cups.

3. Personal protective equipment for the coaches.

4. Basic theory around first aid and how to "assess" a critical injury from a minor one.

5. What info should they know about their players (allergies, medication, and medical con-ditions) and how the coaches should prepare and use player information.

6. "When in Doubt, Call 911" and how it applies to many common scenarios in baseball.

7. Quick overview of how to use the AED (auto defib unit) that is located at the Northshore Athletic Fields.

8. Review of the contents of the first aid kits and how each item should be used.

Woodinville Little League - Lystedt Law Compliance Form

A 2009 act requiring the adoption of policies for the management of concussion and head injury in youth sports; amending the Revised Code of Washington 4.24.660 and adding a new section to RCW chapter 28A.600 states, in part, the following:

A concussion is a brain injury, and all brain injuries are serious. They are caused by a bump, blow, or jolt to the head or by a blow to another part of the body with the force transmitted to the head. They can range from mild to severe and can disrupt the way the brain normally works. Even though most concussions are mild, all con-cussions are potentially serious and may result in complications including prolonged brain damage and death if not recognized and managed prop-erly. In other words, even a “ding” or a bump on the head can be serious. You can’t see a concussion and most sports concussions occur without loss of consciousness. Signs and symptoms of concussion may show up right after the injury or can take hours or days to fully appear. If your child reports any symptoms of concussion, or if you notice the symptoms or signs of concussion yourself, seek medical attention right away.

Symptoms may include one or more of the following: • Headaches • “Pressure in head” • Nausea or vomiting • Neck pain • Balance problems or dizziness • Blurred, double, or fuzzy vision • Sensitivity to light or noise • Feeling sluggish or slowed down • Feeling foggy or groggy • Drowsiness • Change in sleep patterns

Signs observed by teammates, par-ents/guardians, and coaches in-clude: • Appears dazed • Vacant facial expression • Confused about assignment • Forgets plays • Is unsure of game, score, or opponent • Moves clumsily or displays lack of co-ordination • Answers questions slowly • Slurred speech • Shows behavior or personality

• Amnesia • “Don’t feel right” • Fatigue or low energy • Sadness • Nervousness or anxiety • Irritability • More emotional • Confusion • Concentration or memory problems (forgetting game plays) • Repeating the same question/com-ment

What can happen if my child keeps on playing with a concussion or returns to soon?

Athletes with the signs and symptoms of concussion should be removed from play immediately. Continuing to play with the signs and symptoms of a concussion leaves the young athlete especially vulnerable to greater injury. There is an in-creased risk of significant damage from a concussion for a period of time after that concussion occurs, particularly if the athlete suffers another concussion before com-pletely recovering from the first one. This can lead to prolonged recovery, or even to severe brain swelling (second impact syndrome) with devastating and even fatal consequences. It is well known that adolescent or teenage athletes will often under-report symptoms of injuries, and concussions are no different. As a result, education of administrators, coaches, parents/guardians, and students is the key for student athletes’ safety.

If you think your child has suffered a concussion:

Any athlete even suspected of suffering a concussion should be removed from the game or practice immediately. No athlete may return to activity after an apparent head injury or concussion, regardless of how mild it seems or how quickly symp-toms clear, without medical clearance. Close observation of the athlete should con-tinue for several hours. The new “Zackery Lystedt Law” in Washington now requires the consistent and uniform implementation of long and well-established return-to-play concussion guidelines that have been recommended for several years: “A youth athlete who is suspected of sustaining a concussion or head injury in a prac-tice or game shall be removed from competition at that time.” “[He or she]…may not return to play until the athlete is evaluated by a licensed heath-care provider trained in the evaluation and management of concussion and has received written clearance to return to play from that health care provider.” You should also inform your child’s coach if you think that your child may have a concussion. It is better to miss one game than miss the whole season. And when in doubt, the athlete sits out.
