Broomfield Parish Council would like to welcome three new councillors. I’m sure they are looking forward to hearing what ideas and issues the parishioners have and working with the other Councillors to make a difference for the community of Broomfield.Congratulations to the Civic Amenities Committee for adopting a little bit of history with the telephone box on Angel Green (see page 43). If you would like to influence this or the wider vision for Broomfield, the neighbourhood plan is now under way and you are welcome to contribute to its development (see page 14). The cycle path on David Smith field is due to start next year. We thank Cllr Trevor Jones for his persistence and time, negotiating his way through the plethora of grants and planning applications.On a less cheerful note both Angel Pavilion and Broomfield Football Club have suffered vandalism attacks in recent months. We ask you to be vigilant and report any suspicious behaviour to the Police.It was touching to see a small gathering around the war memorial on the 11th, lest we forget. Perhaps we could expand on this next year, should you find yourself alone and wanting to pay respect. A Merry Christmas to all of you.Wendy Daden

Parish Council meetings take place on the third Wednesday of each month at 7.30 p.m. in Broomfield Village Hall – the next meeting will be Wednesday 21st December 2016. Members of the public are welcome to attend and there is a 10 minute Public Question Time at the start of the meeting for any questions to be put forward to the Parish Council for consideration. The minutes of all Parish Council meetings can be found on the Broomfield Parish Council website www.broomfieldessex.co.ukA summary of the main topics discussed at the last two meetings are below but fuller reports for Planning, Civic Amenities and the Village Hall are included separately.New CouncillorsThe Parish Council are pleased to report that three new Councillors have been co-opted onto the Council – Selina Matthews (Editor of BT); Karen Charlton and Les Steed.

Erick Ave Zebra CrossingThe Parish Council are still pursuing the safety issues regarding this crossing with Essex County Council Highways through the Local Highways Panel – a site meeting has been arranged to discuss this further.

New Parish Council WebsiteThe new website is up and running and teething issues have been dealt with. The new website address is: www.broomfieldessex.co.uk

Angel Green Telephone Kiosk The Parish Council were asked to consult on the removal of two telephone kiosks – one on Angel Green and one in Church Avenue. The Parish Council agreed that as both had received little or no use they should be taken out of service. It was recommended that the Church Avenue kiosk be removed but that the Parish Council adopt the one on Angel Green – future use will be discussed and ideas sought from the Village.

Neighbourhood PlanIt was confirmed that Councillors Blake, Hubble, Garwood, Thomson & Steed represent the Parish Council on the Steering Committee together with Volunteers. The group were hard at work preparing for the launch event that was held on Saturday 19th November 2016 in Broomfield Village Hall.

Village Coffee Mornings are held on the 1st Wednesday of the month from

civic amenities civic amenities Centenary WoodSome of the shrubs in Centenary Wood are starting to display their autumn colour; the sight is well worth a visit.

Parish Pathways Partnership (P3)One of the tasks carried out by the P3 volunteers was to cut back the brambles starting to overhang the walkway between the Church and Chelmer Valley High School.The volunteers also cut down 2 semi-fallen trees partly blocking the footpath in Border Wood.If any resident spots a numbered official footpath that has started to become overgrown then please let the Parish Office know and some local volunteers may be able to rectify the situation.

5 GreensThis year’s “5 Greens’ walk” took place on September 4th. We were lucky with the weather and the underfoot conditions.Village volunteers have cut down vegetation from around and within the ditch by Parsonage Close. They have also planted a further 500 daffodils and painted the stones defining the Green, white. The stones on Angel Green have also been painted white (in time for winter)The Elm Close side of Parsonage Green will have its ditch cleared by village volunteers in mid-October.

Play-areaA trial experiment is being run in the Play-area by “ Jim’s Bench” (in memory of our late Groundsman Jim Thorp). A shallow ‘tray’ has been dug in front of the bench and it has been filled with wood chippings. This should provide, in all weathers, a dry space for the feet of those sitting on the bench.

AllotmentsI wish to record my thanks, on behalf of the Parish Council, to members of the volunteer group called ‘Good-Gym’. They have helped to dig out part of the drainage ditch on the allotment site. Village volunteers have dug out the rest of the lower drainage ditch thereby saving the Parish Council thousands of pounds. If you wish to take on a ½ or ¼ plot then please put your name down on the waiting list in the Parish office.

Living History ProjectThe Parish Council has been involved in a ‘Living History Project’ with senior members of our community. We have recorded these seniors talking about their memories of life in Broomfield when they were much, much younger. The latest instalment was hosted by Broomfield Primary School and consisted of 3 of our seniors, who all went to the Primary School, being interviewed by present members of the school. We hope to post a link on the Broomfield PC web page to the videos taken.The photo shows Bob Jarred, Les Steed and Betty Mullender by the railings of the School. Bob is pointing out where he got his head stuck in the railings trying to get into the School; he was younger than his friends and wanted to follow them into School before his rightful time! Further to the report by Essex County Council (ECC) in 2013 recognising that the Erick Avenue crossing is unsafe, in 2016 ECC allocated £30,000 to spend on a redesign that does NOT include a traffic light controlled system. On receiving a quote of £153,000 from ECC contractor (Ringway Jacobs) to provide a single controlled signaled crossing (say that after a couple of gins!), several private residents have questioned this cost and provided Broomfield’s (ECC) representative Cllr Aldridge quotes from various councils delivering puffin crossings, from scratch, in their entirety, some priced for as little as £30k. You would be forgiven for thinking we could simply apply the allocated £30k to new traffic lights but what would we have to write about if life were so simple! Cllr Aldridge is questioning the situation with Director for Transport & Infrastructure who has stated that “The location in question is not

suitable for a signalised crossing”. Why this option was presented for consideration to Broomfield PC in February 2016 is yet to be established. What is clear, is that any deviation from a cosmetic improvement will cause considerable delays and potentially a new bid. Cllr Aldridge has been asked by a parishioner to challenge Ringway Jacobs costing by passing the lower quotes to the ECC Scrutiny Committee. In October, Broomfield Parish Council again asked for signals to be placed at the location for fears the new development at Day’s garage brings greater risk to public safety with the added traffic and new residents. BPC is currently waiting for a proposed plan for improvements from Essex Highways and would welcome your views on the matter. Wendy Daden

Our Annual Parish Meeting (APM) is the opportunity for the Parish Council to have a focussed engagement with residents about facilities in the village and their maintenance. It helps to guide our discussions on how we best use funding gained through new developments and how we should make provision through the Precept, i.e. the “Parish Rate” and other sources such as grants and Parish Council reserves.The starting point for many of the ideas on which we have consulted over the years was the Parish Plan of 2005, which was produced after a large scale, village wide consultation. Subsequently the items contained in its Action Plan have been the focus for the Parish Council in its discussions with the City Council on the use of developer contributions to local facilities. In such a way developer funding was secured to finance the rebuilding of the Village Hall although the uncertainty of timing meant that we needed to take out a loan to provide the enhanced facility sooner rather than later. To be prudent, the Parish Council has kept reserves to pay off the loan should any of the developments not come to fruition. When development monies become available, this will release our reserves to fund other things.What other things? What priority should they be given? This is what we asked residents at the APM.We asked you to rank the items on our Future Strategy List, which came from the Parish Plan Action Plan with amendments over the years. Using coloured dots: green = highest priority, yellow = not essential and red = not interested, we were able to capture your opinions under various headings:•Sport&Leisure:MovetheKickwall-5green

dots. Adventure Cycleway - 4 green dots. Resurface the Village Hall Car Park – no dots. Swings for over 12s – 3 green dots. More Benches – no dots. Planted areas – 4 green dots.

•OpenSpace:protectNightPasture–11greendots, 3 yellow dots. Enhance strategic gap at

Felsted Field – 3 green dots, 2 yellow dots. Provide Bus Shelter at Erick Avenue – no dots, but 2 suggestions for a bus shelter at Church Green. Make a feature of the Anglo Saxon Burial site – 13 green dots. Enhance other areas of Open Space currently maintained by the City Council eg. Vellacotts, Constance Close – 1 red dot.

•VillageEnvirons:VillageGateways,enhancewith planting in south and place new “gates” in north – 5 green dots. Enhance Church Green – 4 dots plus a suggestion for planters at the entrance to the Church footpath. Enhance Angel Green once reconfigured junction is in place – 4 green dots, 2 red dots. Provide Heritage Information Boards – 11 green dots. Cycle Path Network, continue discussions with ECC Highways re routes – 8 green dots.

•Inadditionarangeofyouthactivitiesweresuggested, some of which the Youth Bus provides. Some specific ideas like a Turtle swing were supported, together with Safer Cycle Ways, Pelican Crossings near schools and Care in the Community.

neighbourhood Plan update Planning MattersRe-development of Days GarageMany residents will be aware that plans have been submitted by Higgins Homes for 37 dwellings on the site of the former Day’s Garage site in Main Road. There was an exhibition of their plans earlier in the year. We understand the application has to be determined by late November.The Parish Council’s main concern is about vehicular access, which is proposed to be from Saxon Way. As this is opposite Erick Avenue, we are concerned it will create a conflict with traffic coming out of that road, particularly at peak times when Main Road is so busy. In our Village Design Statement, we proposed a small roundabout at this junction.We also think the new development makes an upgraded signalised crossing (in place of the current zebra) even more important, as residents of the new houses will need to cross Main Road to get to shops, take-aways and schools, as well as the north-bound bus service. We put in a bid to Essex Highways two years ago to have this crossing upgraded to signalised. Progress has been painfully slow, even to get some basic safety upgrades to the existing crossing. Essex Highways has allocated £30k to this project, so we hope that if the developers of Days Garage add some more funding, we can get a decent crossing for both new and existing residents.We have asked the City Council to refer the application to its Planning Committee (rather than it being decided by officers) so that we can explain our concerns to the Committee direct.

Chelmsford City Council’s Local PlanFollowing the Save Broomfield Open Day last January, the 550+ residents who came along to find out more about the City Council’s plans for Broomfield may be wondering if we’ve been able to change the City Council’s mind. The answer is that we’re still waiting to find out.The next stage of the process is called the Preferred Option – when the City Council will put forward just one option that it wants to pursue. Due to further preparatory work that the City needs to complete, this has now been put back to January.In the meantime, the Parish Council has been doing everything possible to keep up the pressure. We’ve continued to work closely with all the other parishes to the north and west of Chelmsford, who are also resolutely opposed to the City’s options revealed last autumn. We’ve attended workshops and all the meetings of the relevant City Council Committee (Development Policy). One potentially positive sign is that the City Council is now considering another option, which includes development that might help to achieve a North-East Chelmsford Bypass. The details of this option are still somewhat vague, so we won’t know until January whether this might reduce the pressure on Broomfield or not.Most of the farmland around Broomfield (and indeed the whole of Chelmsford) has been put forward for development by landowners, developers or their agents. This exercise is called the ‘Call for Sites’. It doesn’t mean that all this land will be developed – if it were, Chelmsford would have too much land for development! But the City Council has to consider and assess the land put forward for its development suitability. We learned recently that one of the areas most valued by Broomfield residents, Night Pasture, has also been put forward through this Call for Sites. Broomfield’s Neighbourhood Plan is well underway. Over the last 3 months, a steering group has been formed and several preparatory meetings have been held. It has now been formally set up by the Parish Council. The members are Sue Hubble, Geof Garwood, Les Steed, Angela Thomson, John Blake, Duncan Coles, Peter Marrriage, Ann Skippers, Tom Clarke and (from January) Faith Marchal.The group have been hard at work in preparation for the launch event that took place on 19th November. They have also been producing publicity materials, setting up a website and facebook page, applying for funding and generally sorting out how the Plan will progress over the next few months.The aim of the Neighbourhood Plan is to set out how Broomfield should develop over the next 15-20 years. It has to fit in with national planning rules and with Chelmsford City’s Local Plan, but within these constraints it is meant to set out the local community’s views about the future of the village.So it is vital that local people have their say. By the time you read this, the launch event will have taken place, but there will be more opportunities to give us your views over the next 2 years, culminating in a referendum. The days when money grew on trees for local communityfacilitieshavelonggone. SoBroomfieldParishCouncil istrying tomake themost of the funding we get through new development. To use the jargon, this used to be known as ‘Section 106 money’ but is now called the ‘Community Infrastructure Levy’.‘Section 106 money’ was very specific – it was tied to a specific purpose and had to be used by a certain date, or the money would go back to the developer. To avoid that happening, the Parish Council developed a plan to make sure that all Section 106 got used for a worthwhile local project. This has gradually developed into a strategy, to make sure that when Broomfield is forced to take new development, local people get some kind of benefit.At the moment, the strategy is divided into 3 sections:•Sportsand‘Formal’LeisureActivitiesthatrequire

equipment or groundworks•Purchaseoflandforinformal‘openspace’,to

promote public access and protect key areas from development

•ImprovingtheVillageEnvironment(excludingsport/formal leisure facilities, which are covered above).

In addition, we are identifying facilities that should be provided by developers as standard – for instance, cycleways through any significant new housing development.To date, the Parish Council has received ‘Section 106 money’ from the Saxon Gate development (off Patching Hall Lane). This has gone towards the cost of transforming the old community centre into the new Village Hall. We also expect to receive another payment, when the development on the north side of Hospital Approach goes ahead (it has had planning consent for almost 3 years, but hasn’t yet been started). This payment will also go towards the cost of the new Village Hall.Because of the uncertainty about when/if new developments will actually go ahead, the Parish Council has had to build up sufficient reserves to pay the remaining debt for the new Village Hall. When the money comes in from Hospital

Approach, most of these reserves can be re-allocated to other projects. However, they need to be one–off projects (such as equipment or groundworks), as we can’t afford to put in the same money year after year.Because the Hospital Approach development now seems likely to happen soon, the Parish Council unanimously decided that it is safe to allocate £35,000 towards the cost of improving the community facilities in the area around the Village Hall – specifically for a new cycle track around the David Smith field (the open space east of the Village Hall). This is targeted at youngsters of all ages (including younger children learning to cycle), but also at anyone with mobility issues who needs a firm smooth, dry surface in order to enjoy the outdoors and indeed anyone wanting a short route to jog or walk round in all weathers.The £35,000 will only cover part of the total cost – the rest will probably have to come from grants. Many grant organisations require the applicant to have raised a lot of cash already, so the idea is that this £35,000 will attract similar amounts of funding from regional and national sports and leisure organisations.This project was inspired by consultation and feedback from residents at the Annual Parish Meeting in 2015 – our best-attended ever Annual Meeting! As and when more development funding comes in, we can start to put flesh on the bones of other ideas in our strategy and consult on those as well. At the moment, these are just a collection of ideas and aspirations. Some may prove unfeasible or too expensive, but as and when they become definite possibilities, we will consult residents about those too.In the meantime, if you have any ideas about how you think Broomfield can be improved from one-off funding from development, please let us know – either via the Parish Office in the Village Hall or by e-mail to [email protected] . We also plan to set up a list of these outline ideas on the Parish website, but with a large health warning that it takes a lot of time, money and hard graft by parish councillors and others to get from an idea to something actually happening!John Blake

So this winter, Essex County Council’s Public Health team are teaming up with partners and organisations across Essex to keep the county’s most vulnerable residents well and warm.The ‘Stay Well this Winter’ campaign launched on 1st November and aims to highlight how you can keep well this winter and signpost those at risk this winter to help and support in their local area. The campaign also aims to raise awareness oftheimportanceofmakingsure yourhomeisready for winter and how to keep warm when temperatures drop. Bright future for LED rolloutThe two-year project to upgrade 19,000 street lights and save taxpayers £600,000 each year began in August and to date 1,191 LED streetlights have been installed in Essex. Castle Point district has had 307 of its 414 all-night lights upgraded. Rochford district is underway, with 113 lights replaced of a total 429. Work has started in Basildon with 771 LEDs in place. Uttlesford, Chelmsford and sites along the A127 are next on the list with all-night lights there due to be upgraded by May 2017. These new LED lamps last longer, so they use less electricity and do not need as many expensive repairs and replacements.

Spotlight on unscrupulous solar panel salespeopleEssex County Council’s Trading Standards Team have issued a warning to those of us who have solar panels to be wary of firms offering solar panel upgrades or maintenance, following reports that teams of rogue salesmen are operating in Essex. It is important to exercise caution when someone calls you offering to do work, even if they present themselves as experts in the field; never invite cold callers into your home. If you have concerns, please report it and seek advice from The Citizens Advice Consumer Helpline on 03454 040506.

Redevelopment of former St Peter’s College siteResidents are being invited to give their views on plans for the future development of the former St Peter’s College site, in North West Chelmsford which closed in 2011. Essex County Council, which owns the land, is working alongside Chelmsford City Council to develop plans that would see two new special schools, new open spaces and housing created. From the county council From the city councilResidents may have read in their local press that Chelmsford City Council (CCC) is going to change the frequency of collecting household waste that cannot be recycled from the present weekly to a fortnight. That is to say that black bin collection will be every two weeks from January 30th 2017. By way of background information, the cost to Chelmsford Council tax payers of recycling and waste collection amounted to £4.1 million last year. By moving to a fortnightly black bin collection there will be an annual saving of £470,000 and a further £600,000 vehicle replacement saving due to the need for fewer waste collection vehicles. There will be no job losses as a result of this change as existing drivers and operatives will be redeployed to other collection duties where there are presently existing vacancies. Eight out of the twelve collection authorities in our County have already gone to a fortnightly collection and that figure is 70% for the whole Country.Moving to fortnightly collections has also reduced the amount of waste going to landfill in other authorities. The service development team at Freighter House Springfield, who are responsible for waste collection and recycling have been constantly advising residents about how they can increase recycling. They have done this by posting leaflets, door knocking, putting stickers on bins and attending events as well as visiting sites with the Council’s Mobile Customers Information Service vehicle. But despite all this effort and encouragement only 45% of householders use

the separate food waste bins and many other recyclables are still being put into the black bins. CCC will continue to collect as many recyclables as are put out by residents and extra bags/sacks are available and can be requested by telephone or on line. It is recognized that this may cause some short term disruption as the new system beds in and help will be available by contacting CCC, or looking on the website. The Council will be delivering replacement calendars and more promotional literature in the New Year. In the meantime, information will be going out shortly advising residents of the change of frequency. Broomfield FC are pleased to announce that its superb new clubhouse is nearing completion. The builders recently handed over to the club who are now in the process of fully furnishing the building. The clubhouse is fully equipped with four changing rooms each with segregated toilets and showers, two similarly equipped referees rooms and a clubroom / bar and kitchen. An alarm system and CCTV has been installed. The clubhouse will soon be open to members, families of players, visiting teams and their supporters every weekend with income generated helping to sustain growth in team numbers and improve the qualifications of coaches / aid footballing development of players. West Ham United Foundation hope to work with the club in the future, and have previously held Foundation Soccer Schools on site.At the time of writing the club are not sure exactly when the building will be fully operational but an official opening, scheduled for 19th November, was attended by senior representatives from Essex Football Association, the Football Foundation, Chelmsford City Council, Councillor John Aldridge (Chairman of Essex County Council) and Sir Alan Haslehurst MP. The club is also very pleased to announce that it has recently been awarded £15,000 from Essex County Council’s Community Initiatives Fund (“CIF”). These monies will be used mainly to assist with furnishing the clubhouse and with the purchase of various health and safety equipment. The club would like to reiterate its sincere gratitude to Essex FA and the Premier League and FA Facilities Fund, without which the clubhouse project would never have been possible, and Councillors Aldridge and Pontin for both their support during the planning phase and endorsement of the club’s CIF application.Over the summer months, the main work to convert Lt Bishops field at the end of Angel Meadow from “set aside” agricultural land to additional pitch space was completed. Drainage has gone in and the field has been levelled,

dressed and seeded. Grass is already growing well but it will remain fenced off until the contractors return for additional maintenance in the Spring. The club expects that new pitches on Lt Bishops fieldwillbereadyforthe2017/18footballseason.   The club’s “buy-a-brick” fundraising scheme remains open with “bricks” being sought from both members of the club and residents of Broomfield who wish to support the club and own a small personalised piece of the new clubhouse. Thursday Afternoon Art ClassThe art class at the village hall is held from 1.30pm to 3.30pm, during school term times, in the small hall.

It is a mixed ability class, so anyone can join, whether they are experienced artists, who would enjoy the practice and the company of working alongside other like-minded people, or even those who have no experience at all, but would like the opportunity to learn. A really friendly supportive atmosphere ensures that everyone is made welcome, and I am always on hand to offer help, encouragement and instruction.The classes cover a wide range of subjects, mediums and techniques. The students themselves decide what will be on the agenda each term, so everyone has the opportunity to suggest their favourite. Broomfield BirdsThe Broomfield Birds were joined at their October meeting by Grace from Farleigh Hospice who came along to receive tea and coffee donations collected by the group, together with a cheque for £330, representing the raffle prize money collected since the Birds launched in January. Grace was delighted with the donation and spoke to the group about the wonderful work that Farleigh Hospice provides in the local community. Grace also joined in with the October ‘craft night’, which was hosted by Mandy and Claire from Ceramics on the Hop (based in Writtle). The Broomfield Birds has proved a great success, with its monthly meetings providing an opportunity for members to participate in diverse activities, ranging from self-defence to mindfulness, choir singing to line-dancing! Sing and SignSing and Sign just LOVES Christmas and this year is no exception. In keeping with tradition, we have Christmas Specials taking place in Springfield, Galleywood and South Woodham Ferrers this December attracting Sing and Signers from our Broomfield, Hutton and Braintree classes too! This year we will be raising money for a very special charity close to our hearts. Following the devastating loss of one of our newest Sing and Signers, this year’s chosen charity will be Little Havens Hospice. The raffle prize donations have been coming in thick and fast and the draw will take place at the last Christmas Special on Friday 16th December. Broomfield U3ABroomfield U3A is still going strong with more members joining every month. We returned from our August break with a fantastic talk by Fran Smith from The Remus Horse Sanctuary giving us a very interestingandamusinghour. The Sanctuary was envisaged by a 17 year old girl when she came upon a neglected horse that had been tied to a post and left for days. She took it to a vet but unfortunately it was too ill to treat and had to be put to sleep. She was so upset by this that she set up The Remus with just two fields. This has now grown to 400 acres all totally run by voluntary contributions.Our Meetings are held every second Wednesday of each month (excluding August) from 1.30 -3.30pm at Broomfield Village Hall. 1st chelmsford Guides Winter TermThroughout the term the girls have been working in their patrols to complete ‘Go For It’ to gain another badge. ‘Go for It’ is a new name for badges within Girl Guiding and some of the traditional badges have been rebadged into their new ‘Go For It’ form, but do not worry all you traditional Guides and Guiders out there - we still have a separate badge book for the girls to work from. Within the three patrols in the unit, the girls picked; Experimental Go For It, Healthy Eating Go For It and Animal Active Go For It. Each patrol then organised 6 weeks of their term time to complete the challenge. Various activities included healthy smoothie making, paper making and learning about each other’s pets. As well as completing their ‘Go For It’ badges, the girls have also enjoyed the annual Chelmsford treasure hunt, finding various items around Chelmsford town centre. The second half of the term included one of the girls’ favourite evenings, with games in the dark and a campfire. The term has concluded with the traditional Christmas crafts at this time of year and the girls are looking forward to their Christmas holidays. Celebrations to mark the 70th year since the founding of the Broomfield Royal British Legion (RBL) took place in recent days. A service of commemoration was held in the Parish Church of St. Mary with St. Leonard in Broomfield to mark the occasion. The Branch and Chelmsford Branch Standards were paraded. The Women’s section also gave thanks for 68 years of service and Laid up their Standard into the keeping of the Church. The Branch Chairman read a letter received from Her Majesty the Queen congratulating the Branch on its 70th anniversary. The service concluded with the Exhortation, Bugle calls and the Kohema Epitaph. Light refreshments followed at the HQ in Saxon Way.Saturday night at the Legion added to the celebrations with drink prices that were nearly 70 years old!! Alexa entertained with a vast medley of popular songs and Birthday cake was passed for all to enjoy; and here’s to the next 70 years!The Branch recently held their AGM. Members gathered at the HQ in Saxon Way to listen to reports on Branch activities, vote to accept Officers and Committee Members and receive a health check on their Branch. Truth be told, with declining membership and several committee vacancies, there were times that questions of the RBL continuing in Broomfield were being asked of its members. True to form, at the last moment, key positions on the committee were filled enabling business to legally proceed. Welcome and thank you. The Treasurer and Standard Bearer have handed over the reins and the Poppy Appeal Organiser has officially retired but is

still giving advice to enable the Poppy Appeal to continue, albeit with reduced coverage. Awards were presented for long serving Poppy Appeal collectors. Of special note amongst the awards for service to the RBL was a Gold Medal awarded to Jack Carrington for his sterling service to the Branch and indeed County wide. A brief resume of Jacks achievements and escapades was presented by Jack!!Furthermore Peter Watson has been installed as Branch President, a well deserved honour. Remember you do not have to be ex-Service to become a member of the RBL; come along and meet us. There is a full programme of lively entertainment, traditional activities such as darts, snooker and crib as well as Sky sports and good ale. As the new term started we welcomed three new members to the Pack, Conor, Ryley and Jimmy. Afewweekslater,wewerealsopleasedto welcome two new additions to our Leader team, Cerian and Karen who are both studying at Anglia Ruskin University and will help us out during term time. Both have previous Scouting experience and we are very pleased they have joinedus. The term started off with a very active evening ofarcheryandminicrossbowsplus manyofthe Cubs brought their collections in as part of the Collector Activity Badge requirements. The following week was camp preparation. Our Sixers and Seconders ran a kit check, camp posters were created and an energetic sleeping bag caterpillar race took place. Then at the weekend it was off to camp at Riffhams. Our camp had a Spy theme where cubs worked out codes and ciphers; built a Morse code buzzer and sent messages; followed trails in the dark; made secret hideouts; used invisibleinkanddisguisedthemselves. Theydidweapons training with a nerf gun and catapult and mini crossbow target shooting, they made periscopesandevensetoffexplosions! Thelaserchallenge using water instead of lasers was a great hit, especially for the Leaders who managed to get some of the Cubs very wet! A brilliant weekend was had by all!Back at the Scout HQ, the term continued with an Essex Challenge night which included Cubs

eating a doughnut in 100 seconds without licking their lips. We also wrote and sent off another batch of postcards to other Cub packs, both in the UK and as far afield as Canada and the United States, as part of the Cubs 100 Centenary postcard swap.We entered a team in the Woodham Walk incident hike event and won! Well done Mikey, Frankie, Sam, Alex, James and Willem.We were visited by Penny from 6th Chelmsford Cubs who taught us a dance routine for the District flashmob event - you may have seen a number of our Cubs dancing in the middle of the High Street recently! We also had a visit from a couple of karate instructors who showed the Cubs a few moves - with the instruction “don’t try this at home”. Broomfield’s free health walk scheme, Heart and Sole run in partnership between Chelmsford City Council and Broomfield Hospital operates on the first and third Thursday of each month. We meet in the Hospital atrium (near the main reception) at 12.30pm for a walk around the grounds and gardens.The walk is approximately a mile in length and takes approximately half an hour. Wrap up warm and join us for a walk through the Hospital’s grounds and woodland and see what bounty the trees and shrubs are offering the wildlife in the way of nuts and berries.Why not join us? Methodist churchOn September 25th Broomfield Methodist church decorated the church with floral displays to capture the hymn “All things bright and beautiful”. A presentation introduced the chosen charity for this forthcoming year which will be Mary’s Meals. Mary’s Meals provides a simple solution around the world where children are prevented from going to school due to national disasters. Mary’s Meals utilises the commitment and dedication of volunteers to provide a nutritious meal every day in an educational establishment. This allows children a means of escape from poverty and gives them a chance of leading a healthier lifestyle, providing them with knowledge and giving them hope for a brighter future. bus updateThere will soon be some minor changes in Rayleigh to the X30 route because of roadworks. From 4th December, the 51 service will be extended from Chignal up Broomfield Road and across Valley Bridge to serve the new Channels estate enabling residents to get the bus to the rail/bus station. It will run half hourly direct to the town via Broomfield Road. There will be changes to the 52 service in October and beyond but nothing has been finalised as we go to press. Park and Ride to Broomfield Hospital is going to be run by Community Link with the service increasing to 3 times per hour from 5th December. It will also be possible for those using Sandon Park and Ride to transfer to Chelmer Valley P&R and then onto Broomfield Hospital for the same price - £3. Broomfield Royal British Legion made history when two of its members became holders of Gold Badges for meritorious achievement in entirely different fields.Bob Groves together with his late brother Kenneth, became founder members of the Branch during a meeting in the Village Hall on Church Green in September 1946. A number of prominent villagers were at the inaugural meeting, including the Rev. Rutherford; the Finning brothers, who both distinguished themselves while serving in the RAF being mentioned in dispatches; Llewellyn Marriage, became the first president of the Branch and Joe Day, himself a First World War veteran, chaired the meeting. During its early days the Branch led a nomadic existence, while at the same time the village was fighting to save its water pumping station. It was claimed that the water was exceptionally pure and improved your complexion – probably why its girls were so pretty! However, the village lost its battle with the RDC. This left the RDC with a remote derelict building on its hands, loaning it to the legion for a peppercorn rent, who transformed the building, eventually purchasing it.Little did Bob realise that he was to become the resident odd-job man. Having helped to rebuild it, whenever there was a problem he was the one who got the SOS note. He even laid the foundations to the snooker room, when the cement arrived on a Saturday morning and his work force failed to appear. He was the driving force behind the Branch having a Royal British Legion Club.Now an old veteran, he still enjoys his game of snooker. During his service in the RASC in Germany, he witnessed at first hand the horrors of the Belson Concentration Camp. Jack Carrington’s story is entirely different. During his army days he shared a tent with the Rt Hon Vera Harmsworth in Richmond Park for four weeks. Twenty years later they were to meet again at a business dinner at the Lion and Lamb

(Dukes) when Northcliffe Newspapers purchased the Essex Chronicle. Being Branch Secretary in its halcyon days was a daunting task, catering for such a diverse membership. At his first meeting with the committee Jack told them he was dispensing with the old minute book, and in future, each committee member would receive a copy of the minutes.At the time membership was just three short of 600, nearly all had served in the Forces during the war; the one thing that united them was the Remembrance Day Service. He asked the Rev. David Ritson if he could make the service more like a reunion, which he did; for the first time the “Order of Service” was printed in booklet form, and members were invited to choose their favourite hymns. In memory of his mother, a member chose the Old Rugged Cross, only to find it was not in the hymn books – both innovations exist to the present day!When the nation celebrated the 50th Anniversary of the Second World War, the Legion combined with the Parish Council to organise events in Broomfield. A three day exhibition of wartime artefacts was held in the Village Hall. All the items donated had to be catalogued so they could be returned to their owner, including bomb fragments, themselves a story which had to be researched. The Russian Embassy loaned memorabilia that had to be returned. The NAAFI supplied wartime recipes along with the ingredients, so for three days the kitchen was converted into a wartime canteen serving refreshments.The school children were not forgotten, all received a commemorative mug from an American Colonel dressed in battle fatigues. She was black and an instant success with the children – it was probably the first time they had ever met a black person. The Americans could not have chosen a better ambassador.The Legion also contributed a beacon, firework display and a bonfire which got so large the fire officers regularly visited the site. On the night, the

crowd was so large the club had to close its doors to latecomers.A year later the Branch celebrated its 50th anniversary. The guest list for the church service read like a page from “Who’s Who”. The RT Hon Tony Newton read a letter of congratulations from the Prime Minister, the Standard Bearers formed a guard of honour for the Mayor of Chelmsford, while Christine Papworth, the soloist for the service led the congregation in singing wartime songs. The Brentwood RBL band led the parade with the largest contingent of standard bearers ever paraded in Essex.Bob’s resignation coincided with his retirement, providing extra leisure time. Every Tuesday and Thursday afternoon he opened the club for snooker players; continuing as the branch PLO, notably persuading Sainburys to provide and install the hand dryers in the toilets; continuing as Press Officer combining branch gossip with the monthly report to make it more interesting reading. When told by the chairman that in future the reports had to be vetted before publication he resigned – this also spelt the end of the annual Christmas dinner. He had always been aware branches that maintained war graves hid the cost in their accounts. He was responsible for proposing a motion to national conference to remedy this which was passed and the Royal Charter amended.Bob, like myself, is gradually creeping up the Heavenly League Table, not in a hurry to be promoted to meet our commander-in-chief. I think we have both earnt our gold badges and wear them with pride.Jack Carrington

angel Green telephone kioskThe Parish Council have recently been consulted on whether we wish to keep the telephone kiosk on Angel Green. The kiosk has not been used in the last 12 months to make any phone calls – but it is an iconic landmark and we have decided to adopt it (we are awaiting confirmation that we can). If we are successful – the phone will be removed but the power supply will remain - the question is – what would parishioners like to use it for? The Parish Council were approached by concerned local residents from Broomhall Close after a planning application had been received to develop the garage block and therefore remove access through this site to Church Avenue which was well used by local residentsEvidence was gathered and an application to keep the footpath was made to Essex Legal Services. However once Chelmer Housing Partnership/Myriad Homes were made aware of local concerns they altered their planning application and the footpath was included within their revised plans. Here is a statement from CHP/Myriad Homes:“CHP/Myriad Homes are happy to work with local people to make sure their needs are taken into account when new sites are developed, and have been able to work with Broomfield Parish Council in this instance to maintain access through the site at Broomhall Close”

Then and nowDuring the First World War the area behind Chelmer Valley High School, where footpath 3 runs through the centre, was turned into Broomfield airfield. We still have parishioners today, that remember climbing trees to get the best view of the planes, as access was strictly forbidden. Next edition the trees! It is believed the dirt track that gave access to the airfield, which travels behind St Mary’s Church and on through an avenue of trees was a Roman road, leading to a Roman villa. The photo (below right) shows the Duke of Kent who used the airfield when he visited Broomfield.
