Residents of Brixham are in-creasingly concerned about people cycling where they should not, particularly along the Harbour side Walkway & in Fore Street, despite clear notices forbidding this. This behaviour is in breach of byelaws and, more important-ly, it is inconsiderate at best & dangerous at worst. Between 10.00am & 10.00pm everyone from the youngest to the oldest should be able to walk along Fore St without worrying about any traffic. People are constantly cycling along the Harbour side Walk-way. One resident has said he worries for his partially deaf wife who would not hear an approaching cyclist, even were that cyclist to use their bell. Please think of the possible consequences both for your-self and others and dismount in those places where cycling is forbidden. Cllr L Harrison

Brixham Pirate Festival This premier event creates a genuine ―Feel Good Factor‖ in the town – a success all round. For visitors the Festi-val provides a good value weekend break for the whole family & the community ben-efits from the celebrations. Retailers & businesses make a good start to the season.

The Brixham Pirate Festival 2014 will be bigger, better & longer than previously. It will take place on Sat 3rd Sun 4th & Mon 5th May. The entertainment programme includes historical enactments & a sea battle enactment (with real ships!) that will give all visitors an opportunity to experi-ence the period. ‗Tom Mason & the Buccaneers‘ from Tennessee are re-turning along with the Netherlands based group ‗Pyrates‘. The Pirate Festival social media pages are starting to buzz already as the build up begins. The web site is receiving enquiries about where to stay, where to eat & where to buy various items of pirate & period dress. The prospect that the harbour side will become a pirate

village is an exciting one. Funding the event requires many Pieces of Eight & Spanish Doubloons, so the Pi-rate Chest is open for all those willing to contribute. The Festival is now open to local businesses for poten-tial advertising. Revenue from this source will help cov-er the costs of the expanded festival, & it has been priced at a very competitive rate.

BRATS thoughts on TESCO 1. Threshers demolition – Torbay Council's Air Quality Management figures for 2012-2013 show that the air quality is well within EU guidelines, and Tesco sub-contractor WSP predict there will be no breach due to increased superstore traffic. Minutes of Torbay Council meetings from 2008 state demoli-tion is for the benefit of Tesco, and the developer should contribute towards this. However, Torbay will have spent £1.5m on its purchase and demoli-tion. Why?

2. Tesco will pay no more than £2m for the Central Car Park site. Subtract the S106 monies (£310K), costs of buying surrounding land (£654K), legal costs (£200K), 18 months lost parking revenue (£547K) & the price of 47,000 square ft of Town Centre land is going for less than £289K. Why?

3. We were ―promised‖ that the development would only affect a single summer season, starting in the autumn. We now potentially have an April start dis-rupting two summers, forcing more businesses to close and impacting on tourism. Why?

BRATS argue that, whilst Tesco claims their store will create around 120 jobs, many more than this number will be lost. Now more potential losses re-sulting from ―two summers‖ of building. Stratton (Cornwall) councillor Nigel Pearce recently stated (about similar development), ―I have spent decades in the retail and wholesale sector to know the biggest myth is that jobs are created by a new supermarket opening‖.

The Torbay Lass

SAVING THE LAST OF THE BRIXHAM SAILING TRAWLERS Over the past 15 years all of the former Brixham sailing trawlers that survive in UK waters have been brought back to the town, and are now a familiar sight here. All, that is, except one —the Torbay Lass, built by R Jackman and Sons in 1923. At 79 feet length on deck she is one of the largest class of sailing trawler, similar in size to Leader or Vigilance. March of 2013 brought a plea from her owners. They had run out of money and the free berth at Tilbury was no longer available. They had to remove her by the end of April, but had no place to put her. Torbay Lass faced being broken up. Could anyone in Brixham, her birthplace, help? The Trinity Sailing Foundation, which owns and runs three of the other Brixham heritage vessels, agreed to take the lead in a campaign as part of an effort on behalf of the whole community to save her, to bring her back home and put her back in first class condition. Mayor Gordon Oliver and MP Dr Sarah Wollaston both wrote to Tilbury Docks asking for an extension. Their appeal was successful, and it was agreed the boat could stay there for a while. A survey revealed that the boat is in a very poor condition, but can be saved. The cost is put at more than £1,250,000. Initial funding was provided by Brixham Town Council, Torbay Council, Torbay Development Agency and Nation-al Historic Ships. A “Save Torbay Lass” campaign group was set up to help plan the project and mount an appeal to raise funds. Torbay Lass can now be brought back when weather permits. Because of her condition the passage must be made in calm weather, and with an escort vessel in at-tendance. A second application for a major Lottery grant is being pre-pared to be submitted in February, and a decision will come in June. A major appeal is now about to get under-way, seeking support from a variety of sources including the community. The restoration project will provide ap-prenticeships for local young people wanting to learn tradi-tional shipwrighting skills, and other training courses on specific aspects of boat maintenance and repair. These will be provided in partnership with South Devon College. In addition there will be many opportunities for volunteers to help in various ways – explaining the project to visitors, helping with winter work on the heritage vessels to fund-raising. Thanks to all the fine weather this summer the Brix-ham Town Band never missed any of their Monday & Thursday evening concerts on the Brixham quay-side. All the band members wish to thank everyone who supported them at these concerts where we were able to raise a grand total of £3384.52 to enable us to sustain our town band. Also more specifically we raised £374.48 at our ―Proms Night‖ for Friends of Shoalstone Pool and £199.05 at our last ―Request Night Concert‖ in aid of the RAF Association‘s Wings Appeal.

The Friends of Brixham Library

At Brixham Museum we are preparing to commemorate the outbreak of WW1 for which we as for any family reminiscences of those who served, died or lived through that time to be brought the museum. We would also be interested in any artefacts, documents or photos of that period which could be copied and added to our archive. Any original donated items could be included in our dis-plays. A permanent memorial will be set up on our web-site for those who served or died during the war and there will also be a separate national roll of honour for those who were born outside of Brixham. Brixham Heritage Museum

The ‗Friends of Brixham Library‘ have been success-ful in winning the Heritage Lottery ‗World War 1 Cen-tenary‘ grant which will fund a two year project entitled ‗Brixham and the Great War‘ commencing this month. The grant application was made in partnership with the Brixham Heritage Museum, Brixham Amateur Dra-matic groups. The project will consist of a play entitled ‗The Provident‘ to be performed in Brixham theatre in 2015. Brixham Museum will research local WW1 fami-ly histories and create a mobile exhibition of local memorabilia from the Great War. Local artists, with the help of local schools, will construct a WW1 model that will be displayed on The Ledge Space in Brixham Li-brary in August and September this year. Douglas House is a residential home for 29 adults who have varying degrees of ability, and to enhance their lives we are looking for volunteers to support them. We are looking to recruit individuals who can offer a couple of hours a week/month and who could help with the new design of raised flower beds, accompany swim-ming trips, drivers for the minibus, helping in the day care centre offering craft opportunities and other tasks that enhance lives and home. Youth Council

Following a suggestion of Matthew James, our young-est councillor by some way, Brixham Town Council has voted unanimously to set up a Youth Council.

A working party of the Council has been formed, con-sisting of Councillors James, Harrison and Hodge. The-se Councillors are actively engaged in the work needed to get a Youth Council up and running as early as possi-ble in 2014.

They are contacting Brixham College and the various youth groups in order to identify young people interest-ed in and who would like to be part of this project. Membership of the Youth Council is limited to young people living in Brixham Parish.

The aim of a Youth Council is actively to involve young people in local democracy, particularly as regards those issues that affect them. Youth Councils can provide a positive way of integrating the views of young people into the local community.

The Youth Council will have a small budget which al-lows that Council to spend money on things they want (within reason!).

Brixham Police would like to express their thanks to the Community Sports Centre for providing their wonder-ful facilities to help our community. Every WEDNESDAY between 5.00PM-6.00PM there is football for young people in Brixham (free entry). Brixham Police are very happy to be working with the Community Sports Centre in providing an event for the community designed to give the young people of Brix-ham something positive to engage in that involves sport and fitness, improving self esteem and motivation. This has been organised to enhance an already very good relationship the Police have with local young peo-ple and to reduce Anti Social Behaviour in Brixham.

What‟s Next for Brixham Conference The Brixham Community Partnership conference held on Wednesday 20th November at the Berry Head Hotel was chaired by Dave Hodgetts who opened by giving a general overview and background and aims of the conference. This was followed by Steve Parrock and Kevin Atkinson who talked on the past and future issues for the town. Breakout sessions were then held asking facilitat-ed tables to identify 'How do you want to see Brixham in the next 10 years' and these Common themes were agreed by all the delegates: Heritage / Environment / culture retained; Access roads infrastructure improvement; Employment- aim to have zero unemployment and provide jobs for our youth; Education- improve our local colleges; Safe en-vironment; Tourism- build on our heritage and environ-ment; Fishing industry-crucial to Brixham; Housing- affordable housing that remains affordable in the long term. The Afternoon session commenced with a talk on the Plymouth City Deal by Alan Denby and various Brixham groups and delegates shared some of the initi-atives that they were involved in or leading on. A fur-ther breakout session was held to identify what needs to be undertaken to achieve desired outcomes and who needs to lead on proposals. The overall group feedback from the delegates and the general view was that the Town Council should be the overseeing body and elect a group with repre-sentatives who have key skills, background and experi-ence to deliver the desired outcomes. There were concerns that BTC was elected for 4 year period and as a result any proposed developments could be shelved and not carried forward but its meet-ings were open to the public. There was a strong feeling from all delegates and agreement that Brixham‘s natural environment must not be lost or developed. The general view was that the role of the Town council would be to be the point of contact in the town from regeneration, to oversee and direct the projects, liaise and communicate with TDA . It was agreed that the Town councillors should report back to BTC, consult and feedback.

Pilgrim BM45 Pilgrim is a restored Brixham Sailing Trawler built in 1895 by Uphams of Brixham and operated by Pilgrim Preserva-tion Project Ltd. Pilgrim is used and maintained as part of Brixham‘s maritime heritage enabling a wide range of peo-ple to experience what life at sea sailing a large gaff rigged vessel was like. Pilgrim has undergone major restoration, much of the work carried out by volunteers who have given a great amount of

time and skill to the project. She is fitted out on deck very much as when she was a working trawler and below deck, to a very high standard, with accommodation for 12 pas-sengers plus crew. The maintenance, running and crewing of the vessel is carried out using volunteers wherever pos-sible. Pilgrim volunteers have diverse skills, commitment, common sense and a willingness to tackle anything. To enable the project to continue there is a need to recruit volunteers to increase the number of people who can con-tribute to the future of Pilgrim. SOS Radio Week 25 Jan - 2 Feb 2014 SOS Radio Week - RNLI has saved over 140000 lives since it was set up in 1824. SOS rescue boats and drivers act as a much needed safety net in case of an emergency - our seas would be much less safer without them! The founders of SOS Radio Week run their own fundraising station each year. 2013 saw lots of amateur stations from all over the UK taking part during the event. So if you work for an amateur station the SOS founders would love to see you on air again! The event which is run by Radio Amateurs is non competitive and you can operate every day during the fund raising week, or even just a couple of hours each day - whatever suits. Every penny will make a massive difference to RNLI.

Local Dementia Friends Champion, Maureen Chivers, is inviting members of the public to sign up to attend a De-mentia Friends information session on 23rd January at ei-ther 2.00pm or 7.00pm. The one-hour sessions, that will take place in the Front Room Café, next to the taxi rank in Brixham town centre, are part of Alzheimer‘s Society De-mentia Friends programme, an initiative launched in Feb-ruary 2013 to help members of the public understand what it might be like to live with dementia and turn that understanding into action. Alzheimer‘s Society is aiming to have one million Dementia Friends by 2015, to help make England more dementia friendly and improve the lives of the 670,000 people currently living with the con-dition. Maureen will be delivering Dementia Friends sessions to people across Torbay over the coming months. Having volunteered at the Brixham Memory Café run by Alzhei-mer‘s Society, she was aware that people can continue to live well after a diagnosis of dementia but the condition is not generally well-understood, so those living with de-mentia can be marginalised. ―I signed up to be a Dementia Friends Champion because I wanted to promote understanding of dementia and do my bit towards creating a dementia-friendly community‖ said Maureen, ―I‘ve run several information sessions, which have been appreciated by those attending. Despite being almost 30 years since his death, many read-ers will remember Brixham maritime artist, John Chancel-lor. His extraordinary paintings established him as one of the most talented maritime painters of all time and his work is renowned internationally. John lived in Brixham for over 20 years until he died in April 1984. To commemorate the 30th anniversary of his death, his family is holding a two-day Retrospective Exhi-bition of his life and work in Brixham Town Hall, on 19th and 20th April 2014, from 10am to 8pm each day and 21st April until 4pm. His daughter Tessa runs Chancellor Maritime Prints, which sells limited edition prints of some of his paintings. ―My father‘s work was exceptional,‖ says Tessa. ―As a family we are very proud of him and it seems natural to host this exhibition in his home town of Brixham.‖ Not only will the exhibition feature John‘s paintings, it will also reflect on his life as a seaman, an artist and a family man. There will be many limited edition prints on view; together with original watercolours; early paintings from his time at sea and memorabilia relating to personal as-pects of his life. During the 1970s, between trips as a trawlerman in Brix-ham, John painted commissions for trawler owners and many are still in the area today. Tessa is hoping local peo-ple can help fill a gap in the exhibition. ―As a family we don‘t own any of these trawler pictures, but very much want to feature them as they are an important part of the story,‖ Tessa comments. There will be space for two trawler paintings in the exhi-bition and Tessa is inviting owners to put their pictures forward for inclusion. Owners of the two paintings chosen will each be presented with an unframed, limited edition print in appreciation of the loan. Brixham Gig Club Brixham Gig Club celebrated a superb season with an end of season dinner & dance at Brixham Cricket Club. This was attended by many high spirited club members, along with family and friends. During the evening awards were handed out by the chairman Kevin Thom-as, Captain Dave Moralley and welfare officer Karen Marshall. Awards were made as follows. Junior rower Courtney Harper, Female rower Fiona Slater, male rower Craig Thomas, ladies vet Eve Buckley and Val McClean, male vet Kevin Thomas and the broken pin award went to Ashley Turner for successfully breaking 3 pins. The chairman's award went to Karen Marshall, Junior rower Courtney Harper, Female rower Fiona Slat-er, joint chairman's award, Dave Moralley. Brixham Gig club would like to thank everyone for all the kind donations help and support during the season.

This year the choir has been in existence for 60 years. Various events are being planned to celebrate this mile-stone. An even more varied programme of concerts than usual has been arranged with several visiting choirs, in-cluding the possibility of a second joint concert with the Military Wives and a rip-roaring evening with the "Old Gaffers". In recent months the "Brixham Lads" have welcomed several new singers, have introduced new songs to their repertoire and are looking forward to 2014 with renewed vigour. Why not join the "Friends " of the choir? For a small annual contribution you will receive a free ticket to the annual Concert and be kept in touch with any new developments. Members and guests attended an informal dinner to cel-ebrate the Club's 25th Anniversary at the Brixham Holi-day Park on Monday 18th November. Mr Mike Dim-mock, Chairman of the Torquay & Teighnbridge Stamp Club, proposed the congratulatory toast to the Brixham Club commenting that 2 Founder members were present and another 2 were "off sick" . NEW DEBT COUNSELLING CENTRE OPENS

Brixham named as one of 16 new centres to open across UK

LOCAL people struggling with overwhelming debt are set to get free help from an acclaimed charity opening a new centre in Brixham.

Growing debt counselling charity Christians Against Poverty (CAP) has partnered with Brixham Community Church to bring its in-depth service to the area.

Brixham is one of 16 places opening a centre this month - rare good news for the UK amid continuing economic dif-ficulties and the latest centre will join two others in the region helping people in the South Hams, and Teign-bridge.

Brixham centre manager Sue Northcott said: ―The Church has always been about offering hope and we're really pleased to be able to give a tried-and-tested route out of debt alongside other great free debt advice in the area like Citizens Advice.

―There is a lot in the Bible about looking after the poor-est. In our society, a lot of poverty is debt-related so our congregation has been working hard to open a CAP centre to help get people back on track.‖

CAP offers people a uniquely in-depth, caring service to people with spiralling personal debt regardless of their age, gender, faith or background. Every client is visited in their own home, the charity does all the negotiating with creditors and local volunteers offer support to each person face-to-face until the day they are debt free.

Sue added: ―Typically, debts can build up when a rela-tionship breaks down, or someone loses their job, or through bereavement – so often when people are least able to cope with a financial headache. We‘re just so pleased to be able to partner the care of our church with the financial expertise of CAP‘s head office in Bradford.‖

NEW signs warning people about drinking alcohol in public have been put up around the harbour side Sgt. Steve Cayless met with Brixham harbour authority and the deputy harbourmaster, Dave Bartlett, to arrange updating the 'Alcostop' warnings. The signs do not ban drinking alcohol in public, but they do outline police powers to challenge people and act as a deterrent to anti-social behaviour. Sgt Cayless said it showed the benefits of working with other organisations in the town. He said: "Since starting in Brixham I noticed the signage was in a poor state and so I spoke with the harbour authority who agreed to replace the signage. The harbour is not a ‗no drinking‘ zone. This power is to be used explicitly for addressing nuisance or annoyance associated with the consumption of alcohol in a public place. Our advice is that it is not appropriate to challenge an individual consuming alcohol where the individual is not causing a problem. Lifeboat Weekend 2013

Torbay Lifeboat weekend reached its sparkling conclu-sion on Sunday 11th August and achieved its aims of having fun, improving awareness of the RNLI and to raise funds for charity. This could not have been done without your support and the effort of volunteers, station crew and sponsors. The excitement of live bands, a picturesque candlelit walk along the breakwater, a sensational Search & Res-cue demonstration and spectacular fireworks together with our other events helped to raise funds in excess of £12,000 which will help to run your lifeboat station. This is primarily due to the tremendous local support, willing-ly given and gratefully received and for which we say a resounding ‗Thank you‘. We look forward to your continued support in our fund-raising activities and sincerely hope that you found the events which you may have participated in enjoyable.

Advertising Boards It is appreciated that traders want to catch the eye of passers by and encourage them into their premises. As long as they are designed to fit in with the local street scene, advertising boards can be of value to traders and shoppers alike. However, if there are too many of them and they dominate an area they are unsightly and can become a hazard, particularly to someone with a visual or mobility impairment.
