This year's visit of the President was the first to be restricted to one day, although Paul Jowitt did travel to the Region on

thThursday 11 March to take part in the evening meeting, held jointly with CIWEM. Paul's contribution was an informative and thought-provoking talk on Water Security.

th Friday 12 began with a visit to Maltby Academy, which Paul attended when it was Maltby Grammar School. It was the teachers there who inspired Paul to go on to a successful career in civil engineering and he gave two short talks, emphasising this point, to two different age groups. Our Regional Education Co-ordinator, Lynden Cable, was on hand to ensure that everyone left with plenty of literature about the importance of civil engineering to a civilised society.

From Maltby, it was a quick trip up the motorway to the Yorkshire Sculpture Park (YSP) for a most important part of the visit. You may remember that in January we held a meeting to assess the Region's infrastructure as part of the forthcoming State of the Nation report. In order to check our views, we invited non-civil engineering users of infrastructure to this meeting at YSP and spent a very focused couple of hours. Watch out for the Report, due to be

thlaunched on 16 June.

The visit was rounded off with the Gala Dinner Dance, sponsored by Scott Wilson, at the Cutlers' Hall in Sheffield, at which the 2010 Awards were announced and presented (see page 3).

I continue to be amazed by the skill, commitment and

passion of Civil Engineers. Over the past months I have

had the opportunity to meet with some fantastic people.

Last month I was invited to the regional heat of the

Communications Competition at Leeds Metropolitan

University, where three teams of young engineers each

gave a presentation to a 'public audience' on a

controversial, ficticious civil engineering project. All of the

teams were quite frankly brilliant. The winning team, from

Jacobs, will now represent the Region in the National

Semi Final.

In March the Region was delighted to host the visit of the

President of our Institution, Professor Paul Jowitt, who

freely admits to being a lapsed Yorkshireman now living

elsewhere. Paul was originally from Thurcroft, near

Rotherham, which just happens to be where I currently

live, as does the Regional Chair of the Institution of

Structural Engineers. Is this a Twilight Zone moment?

During his return to 'God's own county' we were able to

take him to visit his old school at Maltby. We also took the

opportunity during his visit to meet with representatives

from the regional business community, to discuss those

issues which will feature within the forthcoming State of

the Nation Report, due for release in June.

But the highlight of the President's Visit was the annual

presentation of the Yorkshire and Humber Award and the

Smeaton Award at The Cutlers' Hall in Sheffield (please

refer to details on page 3 of this issue). Once again the

entries for the Yorkshire and Humber Award were from

across the Region. The skill and professionalism shown

in these schemes demonstrate that Civil Engineers have

a lot to be proud of. We continue to enhance the quality of

life and the prosperity of all of our local communities.

These Awards continue to raise the profile of the

profession, not only in the Region, but also nationally. We

again published the Yorkshire & Humber Regional Focus

in conjunction with New Civil Engineer and were

extremely pleased that the Rt Hon Rosie Winterton,

Minister for Yorkshire and the Humber, kindly agreed to

write the Foreword.

At the Gala Dinner Dance, which celebrated the Awards, we

again held a prize draw with the proceeds this year

benefiting the Yorkshire Air Ambulance (see page 3). Over

£2,500 was raised with Arup again very kindly donating the

prize. Thank you.

Finally, if you are interested in supporting your profession

and getting involved with your Institution, we would be

delighted to hear from you. We shall shortly be seeking

nominations for our Regional Committee (see page 7). If

you are interested, please do not hesitate to get in contact

with either myself or your Regional Support Team (contact

A1 Bramham To Wetherby Upgrading (Highly Commended) - Originator: Highways Agency. Designer: Atkins. Contractor: Balfour Beatty Civil Engineering. Other: Pell Frischmann. Project description: Upgrading of 10km of the former A1 trunk road to motorway status including the construction of a new local road system, three new bridges, and 12km of new routes for pedestrians, cyclists and equestrians.

East Riding Flood Alleviation Project (Highly Commended) - Originator: East Riding of Yorkshire Council. Designer: Mason Clark Associates. Contractor: Wold Construction Company Ltd. Project description: Feasibility, design and construction of ten individual flood alleviation schemes following the June 2007 floods, using sustainable solutions whilst having minimal impact on the local environment.

Esholt Waste Water Treatment Works FFD Scheme (Highly Commended) - Originator: Yorkshire Water Services Ltd. Designer: Arup. Contractor: Mott MacDonald Bentley, Morgan Est with Grontmij. Other: Turner & Townsend. Project description: Works to implement the Freshwater Fish Directive included improvements to the inlet works, a hydro turbine, replacement primary settlement tanks, and an activated sludge process totalling £75 million.

Leeds Inner Ring Road Stage 7 (Highly Commended) - Originator: Leeds City Council. Designer: Leeds City Council / Mouchel. Contractor: Carillion Civil Engineering. Works Supervision: Leeds City Council / Mouchel. Project description: Design and construction of 2km of dual lane carriageway through a congested urban environment which included a 13-span 510m long viaduct, two new and two refurbished road bridges, and a 75m cable stayed footbridge.

Medge Hall Track Stabilisation (Highly Commended) - Originator: Network Rail Infrastructure Investment. Designer: Grontmij. Contractor: Carillion Civil Engineering. Project description: Design and construction of a 500m length of slab supported on 1250 piles carrying two railway lines across a remote peat bog between an adjacent canal and 6m wide drainage ditch.

Gala Dinner Dance Prize Draw - Yorkshire Air Ambulance

thAs is the tradition, a Prize Draw was held at the Gala Dinner Dance on 12 March, with donations being made to this year's chosen charity, the Yorkshire Air Ambulance. A total of £1983.86 was donated, £1970.00 of this being gift-aided, which will add a further £551.60, making a total of £2535.46.

The winner of the £500 holiday vouchers, donated by Arup, was Simon Russell, a Project Leader with Laing O'Rourke Infrastructure Limited.

A6102 Storm Damage Sites (Centenary Trophy Winner)

Construction of a piled concrete river edge and reinforced soil slope to stabilise the A6102 in Sheffield following severe erosion of the banks of the River Don during the summer 2007 floods.

Originator: Sheffield City Council

Designer: WYG Engineering Ltd.

Contractor: Carillion Civil Engineering

Winner of the Yorkshire Award 2010 is the A6102 Storm Damage Sites project. During the floods in June 2007 the A6102 collapsed at two locations alongside the River Don in North Sheffield, threatening major water and gas mains located in the road. The road follows a narrow ledge of river valley wall with steep slopes down to the river, and this posed a challenge to the reconstruction of the highway.

The Award Panel were particularly impressed with the care and sensitivity of the works and the low environmental impact on the river corridor. The judges commented on a delivery team that had the courage of their convictions to adopt and implement a solution which was untraditional in approach - an amalgam of temporary and permanent works was conceived and deployed successfully within a challenging programme and budget. The Award Panel took the opportunity during their site visit to speak with local residents who were clearly impressed with the execution of the works and the final product.

Design and construction of 3.8km of new trunk road, four underpasses, one 3-span overbridge along with an innovative bat guidance structure and five badger tunnels, all within a National Park.

The A580 High and Low Newton Bypass is a project which not only brings significant benefits to the Lake District communities of High Newton, Low Newton and Ayside, but clearly demonstrates excellence in good civil engineering practice. The Award Panel were extremely pleased to award the inaugural Smeaton Award to this worthy project, and to see Yorkshire civil engineering skills being exported outside of the Region.

Graduate & Student Papers Competition

The Papers Competition is held every year to promote and reward excellence in the communication of civil engineering issues and ideas. Entries are often based on university projects, quarterly development reports or Professional Review reports.

Entries consist of a 300 word synopsis which is scrutinised by a panel of judges; the 3 shortlisted entrants are then invited to write a 4000 word paper and present to the audience and judging panel at the Regional Final. The venue for the Regional Final is rotated around the region's universities, with Leeds Metropolitan University being the host this year.

From 9 synopses received, the judges shortlisted the following entrants:

1. Oliver Birkill - "Laurencekirk Station Reopening".2. Anthony Fisher - "Constructing Piles through

Dissolution Features in Chalk".3. Chengrui Hu - "Back to the Heart of the Nation".

Of the above entries the judges concluded that Anthony's paper was the overall winner, and he received a prize of £250. The finalists also received cons t ruc t i ve c r i t i c i sm o f t he i r presentation which they can take forward to their Professional Review.

For the first time the National Final is being held outside London. This region has the honour of hosting this, with the

generous support of Leeds Metropolitan University on 22nd June, so why not come along.

Communications Competition

The Communications Competition is a challenge for the teams and great fun for the audience. The basic idea is to replicate a Public Inquiry with each team having chosen an outline scenario which they then work up into more detail to present to 'the public'. Each member of the team has to participate in the presentations and can be heckled at any time.

This year we had three teams taking part in the Regional Heat - Highways North Yorkshire, Mouchel and Jacobs. Two of the teams chose a scenario based on a 'green' transportation scheme, focussing on a new cycle route and rail travel to improve air quality. The retail community were up in arms because the scheme required the replacement of roadside parking with a bespoke cycle lane. The second scenario had the potential for even more conflict with the 18th hole of a prestigious golf course being sacrificed to provide tourist parking at a seaside town. The town desperately needed the boost to the local economy from tourism but it also had a large retired community who occupied their time playing golf!

Each of the teams gave excellent presentations with varying strengths and weaknesses. In the end, by a split decision, the winners were the Jacobs team lead by Jennifer Cooke and supported by Christopher Hutchinson and Scott Johnson. The fourth member of the team Melanie Tadhunter was unable to attend through illness. We wish the team every success in the semi final, which ICE North West will be hosting.

We are very grateful to Leeds Metropolitan University (LMU) for providing the venue and to all those who attended. The Judges were Ian Parke (Regional Chair); Dave Allen (LMU); and Bob Bennett (MDO).

The Queen's Jubilee Scholarship Trust (QUEST) was set up in 1977 to support and encourage education in civil engineering. These are normally awarded to outstanding university entrants but for the first time the QUEST Awards have been made available to those on course for TMICE status, with each Region being able to make two awards. The value of the Awards is £1500, normally over the full course duration.

Our MDOs have been particularly active over the past eighteen months developing relationships with the three main Further Education (FE) colleges in Yorkshire – Leeds College of Building (LCB), Wakefield College and Bradford College. As a result, a Colleges Forum has been established and it was through this medium that the QUEST Awards were marketed into these colleges and further afield. A large response was expected so to facilitate shortlisting the following essay title was set with a limit of 500 to 1000 words being expected;

“Climate change will force society to invest more heavily in critical infrastructure”.

Unfortunately for both Bradford and Wakefield, the QUEST timing clashed with a particularly heavy coursework schedule. Ten applications were received from LCB and one from Doncaster College. Shortlisting was still very difficult and seven applicants were selected, all from LCB. The calibre of applicant was very high indeed and all performed extremely well in the interviews. Vinny Mistry (Vice-Chair of the G&S Committee) and Bob Bennett were the interviewers and were impressed by how well the applicants presented themselves. The two successful applicants were Scott Bellerby from City of York Council and Chr is Thorn ton f rom Hydro tec Consultants. These two Awards were announced on the day at LCB in front of a small audience including Ian Billyard (Principal of LCB), Brian Duffy (Faculty Director), and representatives of the tutoring staff and all the shortlisted applicants.

However, this was not the final outcome. Due to the very high calibre of candidates, Vinny and Bob sent appeal information down to London requesting additional Awards for two more candidates. These were both approved

by the QUEST Committee. So our congratulations also go to John White from Harrogate Council and James Edmondson from Corus Railway Infrastructure Services.

Many people have contributed to the success of the QUEST Awards in Yorkshire & Humber but thanks are particularly given to Neil Mosley who rolled out the Awards for the ICE; all of those who applied for the Awards; Leeds College of Building for hosting the interviews; Patrick Murray from LCB for contagious enthusiasm; and finally, Vinny and Bob for being responsible for interviewing and making the Awards.

Retired Members Group (RICE)

The Retired Members Group (RICE) is a formal part of the ICE Region and has been established for eight years. Our most recent meetings have included talks, each given by one of our members - about the building of three famous bridges (Forth, Humber and Erskine), and the enlargement of the Grimwith Reservoir in North Yorkshire. We had a very interesting visit to the University of Leeds' civil engineering laboratories, giving us an insight into the breadth of research projects now carried out by a civil engineering department.

The remainder of the programme for this session includes a Family Social Day to the National Media Museum in Bradford (27th June). Any ICE member is welcome to join us.

At our AGM in February Ian Boocock was elected Chairman and Philip Redfern elected as Vice-Chairman. If any member of the Institution has recently retired (or will shortly be retiring) you are very welcome to attend any of the meetings. A big change in the Fund this year is our conversion to a Company Limited By Guarantee. The Fund will continue to help members exactly as before but contributors who wish to take an active part in the Fund, e.g. to have voting rights, will need to become members of the new company. Download a membership form from .

More importantly the Fund continues to help members in need. We have some 200 members and dependents receiving medium to long term financial support, including six in Yorkshire and Humber.

Nationally we are helping seven disadvantaged or disabled students with living costs (not fees), and are providing an outplacement service for 35 members who are currently

unemployed (a particularly important service this year). Our free helpline (0800 587 3428) gave advice on all manner of problems to about 300 members.

The Fund is well supported here, having a Trustee and five visitors in the region. For some years now the Fund has operated at a deficit, currently about £350,000 on

expenditure of £1,200,000. Not an immediate problem,

since we do have healthy reserves, but please do continue to make (or even increase) your annual donation to the Fund.

Regional Member of Council - John Branton

First, can I welcome a new Council member from Yorkshire and Humber? Sandie Forte of Mouchel was elected as a General Council member (as opposed to a Regional Council Member) and took up her position at the December Council meeting. It is good to add to the Regional voice, especially in the various committees and panels that surround Council.

Although Council spent considerable time dealing with the ICE budget and business plan for 2010, both were approved at last December's meeting. The proposed "balanced budget" was achieved and, although there were significant cuts in many parts of the ICE, Yorkshire and Humber came out of it relatively unscathed.

Several other key issues have been discussed at meetings in this session: the development of the new ICE website, the proposed move of most of the ICE staff to 8, Storey's Gate (just around the corner from Great George Street) and the introduction of electronic voting as the default for all members with registered email addresses.

The existing ICE website is undergoing a complete reconstruction, making it easier to search and navigate and providing more functions than the present one. Work has been proceeding throughout much of 2009 and the new site is due to be launched in Summer this year.

The move to Storey's Gate is intended to put all the ICE staff under one roof, including Thomas Telford staff. This should provide better integration of the ICE functions, and give an improved service to the membership. The building, purchased with the proceeds of the sale the offices in Heron Quay, will be extensively refurbished over the next two years (once the current tenant has vacated).

A final thought. My tenure as Regional Council Member ends in October this year. My replacement will be elected from nominees from the Region, and I encourage all of you to vote in the election in June (for ballot arrangements, see Formal Notices on the next page).

Bradford All Stars won the closely contended final 5 - 4 against runners up Bayer Neverlusen with Waterman Utd demolishing Area 12 in the third place playoff by 6 goals to 2.

Bradford All Stars are now entered into the National Finals which are taking place in Reading. The National Finals are currently scheduled to be held in Yorkshire and Humber in 2011. We look forward to seeing you in next year's competition.

ICE Football Competition 2010

The Football Competition is held annually, initially at a Regional level before the National Finals, where the winners of each Regional competition are entered. The tournament is 5-a-side taking place on AstroTurf. There were six Regional entries this year from the following teams and sponsors:

Annual General Meeting Thursday 8th July

As well as the elections of General Members of Council, John Branton's completion of his term of office means that members of ICE Yorkshire and Humber will, this year, be asked to elect a Regional Member of Council.

Our past and present Chairs, Richard Dew and Ian Parke, are standing and, because at least three candidates are required in the election of Regional Member of Council, David Neeve, our incoming Chair, has allowed his name to go forward. David Hirst, a member of our Regional Advisory Board, is standing as a General Member.

Voting starts 1st June and will close 13th July. This year, the voting method will be online for those with email addresses registered through MyICE, unless they have opted out, in which case they will receive the paper ballot material in the usual way, as will all those without email addresses. Results are to be announced at Council on 20th July.

The Humber Branch of ICE Yorkshire and Humber invites you to attend its AGM at Willerby Manor Hotel, Hull, HU10 6ER at 1900h. As well as receiving reports on the 2009-10 session, the Branch AGM gives you the chance to meet the Senior Vice President of the ICE, Peter Hansford, before he becomes President on 2nd November 2010. The AGM will be followed by the 58th Humber Branch dinner.

There will be vacancies for five members to be elected to the Committee, to serve from September 2010. A ballot to elect these new members will be held, if necessary, at the AGM on 8th July. Further information and a nomination form, for those wishing to stand for election, or to nominate another, may be requested by email to [email protected] or by post to ICE Yorkshire and Humber, PO Box 4317, Sheffield, S6 9DT.

These positions are restricted to professionally-qualified members of ICE Yorkshire and Humber (Graduate Members and Student Members are not eligible, but may serve on the Graduates' and Students' Committee.). We should particularly like to encourage Technician Members (TMICE) and Associate Members (AMICE) to put their names forward, as these grades are not currently represented, but we also need several Members (MICE).

The closing date for receipt of nominations is Monday 14th June 2010 and details of candidates will be on the website from 17th June. Postal votes from those unable to attend the AGM must be received by Thursday 1st July.

The AGM of ICE Yorkshire and Humber will be held at University of Bradford (Richmond Building) at 1815h on Thursday 8th July 2010. The business of the AGM will be to consider the Minutes of the 2009 AGM, receive reports on the Region (noting any items raised prior to the formal meeting), elect new members of the Committee and approve Committee positions. All members of the Region are encouraged to attend and participate but please note that only professionally-qualified members may vote.

There will be an informal meeting from 1715h, immediately before the AGM, at which members of the Committee will give reports and be available to answer questions, so that the formal business of the AGM may be completed in the 15 minutes before the evening meeting begins at 1830h. Refreshments will be available during the informal meeting.

ICE Yorkshire and Humber Awards 2011ICE Yorkshire and Humber Awards 2011Nominations for the 2011 Awards will open in August 2010 with a closing date during September 2010. All members of the Institution are encouraged to consider projects suitable for nomination so that we may celebrate Civil Engineering achievements in the Region. Members are reminded that size, cost and prestige of the project are not considered as part of the judging process and therefore projects of all types and sizes are invited.

As well as the award for the best project in the Region, nominations for the Smeaton Award are also being invited. This will recognise the achievements of Civil Engineers in the Region where their work has not lead to a physical construction in the Region. For all meetings, see the Programme booklet and check the website. We do our best not to make any changes to the published programme but, inevitably, there is the occasional problem. The enews is normally sent on the third Tuesday of each month but a special edition will be sent if it is necessary to warn of changed arrangements. ICE Fellows' and ICE Reviewers' Dinner Thursday 10th June

The annual Fellows' and Reviewers' Dinner will take place at Rogerthorpe Manor Hotel, Badsworth, Pontefract (Note change of venue) Booking is essential. Cost £25.

Humber Branch AGM and Dinner Friday 11th June

The annual Dinner of the Humber Branch will be held at Willerby Manor Hotel, Hull. The AGM will be at 1900h followed by the Dinner at 2000h.

Watch out for the next State of the Nation Report, which will be launched on 16th June.

Graduate & Student Papers Competition: National Final Tuesday 22nd June

This year the final is being held for the first time outside London, in The Rose Bowl at Leeds Metropolitan University. Starting from 1800-2100h, come and offer your support.

Family day out Sunday 27th June Our Retired Members' section is organising a family day out on Sunday 27th June to the National Media Museum in Bradford. They have invited all members with or without their families to join them. Full details are on the website.

Preparation for Professional Review: Part 1 (Seminar) Wednesday 30th June

Aimed particularly at those intending to sit CPR, CPRP, or MPR, this seminar will concentrate on preparation for the Review six to twelve months ahead. The presenters will draw on the experience of ICE Reviewers and previous candidates and will explain the holistic nature of the Review, as well as looking at the Reports, CPD records and requirements of Sponsors. This seminar may also be useful for non-candidates who need to understand ICE Reviews better. SCEs may find it useful. At £150 (+ VAT) per delegate, all inclusive for a full day. The Region's AGM will start at 1815h, and will be followed at 1830h by a meeting on the issues surrounding nuclear and alternative energy. University of Bradford.

Gala Dinner Dance and Awards Friday 18th March 2011

Next year's Gala Dinner Dance and Yorkshire and Humber Awards will be held on Friday 18th March. We hope you will be able to join us.

All members of the Institution whose registered address is in the Region are members of the Yorkshire and Humber Region unless they have requested membership of another Region, in which case they may ask to be honorary members of the Region as well. Student Members and Graduate Members are automatically members of the G&S Section. Members with a registered address in the north and south Humberside areas are automatically members of the Humber Branch, as well as of the Region, and any other member of the Region may request membership of this. Members of the Institution who have retired or are nearing retirement are invited to contact us in order to join the Retired Members' Section.
