The Council

The Municipal Council of Roxby Downs is the local government authority responsible for managing the

town of Roxby Downs. The Council was established as part of the provisions of the Roxby Downs

(Indenture Ratification) Act 1982 (“the Indenture”) which is the legislation, along with the Local

Government Act 1999, that guides the Council’s operations.

The Council operates with a unique governance structure. The requirement to have elected members is

suspended by the Indenture and an Administrator, appointed by the State Government, performs the

functions of an elected member body. A Chief Executive is responsible for the day to day operations.

Council is a major employer in Roxby Downs with a workforce comprising 50 permanent and 40 casual

staff working across four portfolios: Corporate Services; Governance and Community; Lifestyle and

Sport; and Essential Services and Assets. The Council uses external contractors to carry out all

horticulture, construction and waste management work.

The Community

Roxby Downs was established to support the nationally significant Olympic Dam mine. Nestled in rich

red sand dunes clad in native pine, Roxby Downs was originally built in 1987/1988 to accommodate

mine workers from the nearby Olympic Dam mine and their families. It is the last mining town in

Australia to be purpose built to house a residential population.

The Olympic Dam mine was originally a Joint Venture operation between Western Mining Corporation (WMC) and British Petroleum (BP). In the late 1980s WMC Resources acquired BP’s share and operated the mine until BHP Billiton’s successful acquisition in 2005.

Since its inception the mine and town have grown rapidly. Major mine expansions occurred in 1996

and 2002 which led to population growth. By 2011 the population had almost doubled in size

reaching a peak of 5,000. In the past few years restructuring at the mine has resulted in the

residential population falling to around 4,000. This decline has now stabilized with new residents

arriving in response to new opportunities at the mine. A number of workers also work on a fly in/fly

out or drive in/ drive out basis and are accommodated in villages located at Olympic Dam and in Roxby

Downs. The town has a high population turnover due to the transient nature of the mining sector with

people staying on average 3 to 5 years. Despite this turnover, there a still a high number of long term

residents and we are now seeing second and third generations in Roxby Downs for the first time.

Roxby Downs is a modern vibrant community with high quality leisure, recreation, culture and

sporting facilities and infrastructure. First class facilities include a hospital, a Reception to Year 12

Area School and Foundation to Year 9 Catholic School, a kindergarten, two childcare centres and an

airport with direct flights between Adelaide and Olympic Dam.

Council operates a large cultural and recreation complex (Roxbylink) which includes: an art gallery,

auditorium, cinema, visitor information centre, library, café, indoor stadiums, indoor and outdoor

pools, splash pad and a Community Youth Centre.

Nearly 29% of the community is aged under 18 years. There is a strong sporting culture supported by

high quality facilities with many different sports available. The community is also culturally diverse with

over 40 different nationalities represented.

The Youth Development Officer supports the development of young people to participate in, connect

with and contribute to community, civic and cultural life.

REMUNERATION:

The following remuneration package is offered in accordance with the “Municipal Council of

Roxby Downs Enterprise Agreement 2017”

Base Salary (General Officer Level 4.1) $70,652 p.a.

Employer Superannuation – 9.5% of base salary

Housing Allowance - $5,500.00 p.a.

76 hours per fortnight

Time Off In Lieu (TOIL) for any additional hours worked

Tertiary qualifications in the field of social science or youth are desirable

Use of a community development approach to work creatively and effectively with young

people, agencies, service providers and the wide community

Program development, implementation, monitoring and evaluation

Significant relevant experience working with young people from a broad range of backgrounds

in a community based setting

Significant experience in seeking funding and other relevant resources

Child Safe Environments/Mandated Notification qualifications

Current South Australian Driver’s Licence Depart of Communities and Social Inclusions( DCSI) Child Related Employment screening

Skills

Ability to relate well to young people and the wider community

Well-developed written and oral communications skills
