SCHOOL VIOLENCE – INTRODUCTION
School violence is a community issue. Research shows that communities with higher rates of
violence (domestic violence, assaults, etc.) report higher frequencies of "school violence". If
we accept the premise that schools are a reflection of their communities then we must realize
that schools alone can not resolve the bullying issue. We need to promote the idea that there
are multiple stakeholders involved in this issue and we are all in this together.
Bullying among primary school age children has become recognized as an antecedent to more
violent behavior in later grades. Statistics on violence in our country tell a grim story with a
clear message. Action is needed to end purposeful harassment, and bullying. The studies that
have been done on the issue of bullying in our partnership will contribute to a growing body
of knowledge that underscores the seriousness of the problem of bullying in schools.
The following is a list of facts based on the current research about bullying:
• 80% of adolescents reported being bullied during their school years
• 90% of 4th through 8th graders report being victims
• 15% of students bully regularly or are victims of bullies
• Up to 7% of 8th grade students stay home at least once a month because of bullies
Violence against children and young people occurs at high rates in schools around the world.
(Williams, 2007) In a large multi-national study from 37 nations, an average of 28% of
students report being the victim of some form of violence in the last month (range by country
5-75%) and an average of 48% of students reported that a friend was a victim of school
violence in the last month (range 15%-80%).(Akiba, 2002)

Objectives of the project:
• To promote between teachers, managers and students the discussion on the “bullying issue”
in the schools.
• To provide psychological, pedagogic and sociological competencies, to fight the bullying
phenomenon.
• To encourage and to promote a comparison to an international level that could define the
problematic dimension of the phenomenon as well as its range.
• To encourage the creation of a group of study and intervention (peer counselling) to
research solutions and strategies of intervention.
• To create an Anti-bullying Campaign in the context to stop violence.
• To promote the acquisition of knowledge’s for students to intervene respecting people's
safety in defense of the victims but also against a macro-phenomenon of large dimension.
All the organization involved in this project worked to develop an effective bullying prevention
program, to create an environment that encourages courteous and respectful treatment of
one another.

During the meetings the partner schools presented the results of the work they have done so
far in their institutions.

an environment in which attitudes that condone violence can be changed and non-violent
values and behavior learned, we recommend:
1. encourage schools to adopt and implement codes of conduct applicable to all staff and
students that confront all forms of violence, taking into account gender based
stereotypes and behaviour and other forms of discrimination;
2. ensure that school principals and teachers use non-violent teaching and learning
strategies and adopt classroom management and disciplinary measures that are not
based on fear, threats, humiliation or physical force;
3. prevent and reduce violence in schools through specific programmes which address
the whole school environment including through encouraging the building of lying
policies and promoting respect for all members of the school community;
4. ensure that curricula, teaching processes and other practices are in full conformity
with the provisions and principles of the Convention on the Rights of the Child, free
from references actively or passively promoting violence and discrimination in any of
its manifestations.

A School Programme for Prevention Aggression and Bullying
in “Bacho Kiro“ Secondary School

This School Programme for Prevention Aggression and Bullying is worked out on the
base of Development Programme of Education, Science and Youth Policy in Bulgaria (2009-
2013). It corresponds directly with Measure 6 in the quoted document:”Strengthening the
educational work with children and students in order to complete personal development and
the related Action 6.5:”Building a system for prevention violence and aggression among
children and students”. The guiding principles set out in it are in an accordance with the
priority of Ministry of Education, Youth and Science ”Ensuring equal access to education and
open educational system”, Measure 4:”Creating sustainable mechanisms and instruments to
ensure the safety and health of children and students” and a specific activity 4.2: “Creating a
supportive environment for children and students susceptible to violence and aggression”.
Various strategic documents on European level are also a main priority in the European Union
to create more opportunities for young people in education and promoting their active
citizenship on important social issues.
The first year of the realization of the project “Brave Enough to be Kind”, supported
financially by Lifelong Learning Programme and sub-programme “Comenius - School
Partnership” were devoted to promote the concepts and facts, connected with bullying at
school. Some best national and international practices were examined, a lot of workshops
with students and teachers were realized.
At the very beginning of the project’s realization we organized a Round-table talk,
devoted to the aggression among children and students in the regional town V.Tarnovo,
where we presented the project “Brave Enough to be Kind” to a lot of schools. The event was
on 25.10.2010 and the district Governor, vice-district Governor Mrs I. Chorbadjieva, school
principals, experts of education and prevention took part in.

Our teachers and students made two posters “Aggression, violence, bullying”, that
were put on the central place in the two school buildings. These posters showed the main
concepts about the project, pictures and information for the financial programme.
There was a competition for making a poster and a logo, dedicated on the project, as in
the final selection, made by the Art teacher, were chosen 12 posters and logos. They were
presented to the school community on 24.03.2011. and to the partners on 04.04.2011.in Praja
da Vitoria in Portugal. The poster, created by Radoslav Georgiev - 8th a grade, was chosen for
the project poster and it has already used in the all project materials. There was a
questionnaire to define the range of students aggressive behaviour and to clarify the most
common bullying cases.
A session with the pedagogical staff “Measures for prevention the aggressive
behaviour” and a discussion about some practical strategies for reducing the aggression and
bullying were organized.
We started a lot of activities with students: we organized a psychological training with
students from 1st and 2nd grade: ”Me and the others. Relationships and behaviour”. We
formed a students informal group “1st June”, its aim was to plan a school strategy agains
bullying. In the 5th grade we realized a psychological training “Let’s be kind!” on 06.06.2011
and 29 students took place there.
On 24.03.2011.we realized a special workshop devoted on the project. There were
presented the posters and the logos, connected with bullying, 23 students from 9th to 12th
grade presented their multimedia presentations and own essays on the project topic. A
session “Aggression, violence and bullying in the Bulgarian school” was organized on
18.05.2011.and the participants were 27 students and 8 teachers.
During the first year the first Action “Smile” was realized, later it became traditional for
our school. It started on 26.05.2011 and then only 8 students took place, but now in similar
actions 80 students have already included! The “Smile” action was dedicated on the positive
thinking and a lot of flyers and “smiles” were distributed.

We made a great survey about the problem with bullying among students - 226
students from 4th to 12th grade were included. Another survey about bullying - “Do you solve
your problems using violence?” was realized with the help of our school site.55 students gave
their answers anonymously. The surveys results are used to plan a school policy on the matter
of bullying. A questionnaire on “the exit” in 7th grade to determine cases of bullying made by
teachers was implemented on 16.06.2011.28 students answered anonymously and the results
showed that in our school there are not cases of bullying.
On the school site we uploaded a questionnaire on the topic above.60 people have
taken part in it till now. We have got the following results:

Among the most important activities for promoting this project were the presentation
about the project made by two students from 5th grade on the school IT Olympiad level and
their participation in a regional pedagogical conference “School - student’s desired territory”.3
students presented a project against bullying on a school and a regional level of the Olympiad
in civic education. Their work took third place in V. Tarnovo region.
There was arranged a project corner with a lot of materials-brochures, magazines,
pictures, given us by the partners schools. We put two posters with useful information about
the project activities and the expected results and a variety of photos, as well. We
collaborated the exhibition corner for Johan Amos Comenius in the school library with all the
books gifted us during our international mobilities.
The students and the teachers together elaborated and distributed an info brochure in
order to promote the Be OK project and its essential concepts.

Two big posters with information about
violence, bullying and aggression were put in
two of the school buildings. They were made
by students from 9 th grade together with
students from the club “ 1 st of June”. This
club was set up on the project “ Fight against
bullying”.
Popularization
We use different ways and means to make
students familiar with the topic of the project
and the project itself:

- a display;
- information boards;
- information boards at the entrance of the
school;
-A teacher conference – “ The school – a
desirable area for the students”;
- Civil Education Olympiad.
An important success for one school programme is guaranteed by an integrated
approach to the problem and a support by the school manager staff, on the one hand, and
from the financial presence, on the other hand. This is the reason exactly this school year in
“Bacho Kiro” Secondary School - Pavlikeni to be taken a lot of practical steps to reduce the
negative events by introducing the School Programme for Prevention the Aggression The
programme is a serious attempt to solve this important for the community problem in which
is included all the school staff-students, teachers and parents, due to it there are reducing of
aggression and bullying at school.
The target group was determined - students from “Bacho Kiro” Secondary School and
the concrete programme field – the relationships in and out school that make influence on
students activities.
The first stage of introducing the School Programme included measures for prevention
in some strategic school documents. In the School Annual Plan is included a text which says
that “Bacho Kiro” Secondary School with its qualified teachers strives to form skills for “…
prevention the aggression and violence” among students. In the Class Teachers Plans were
included the following topics:
- in 1st – 8th grade – „The children in the net” and „How to oppose to aggressive
acts”;
- in 9th – 12th grade – „Positive and negative forms in the social behaviour” and
„Аggression around us”.

In the Annual Plan of the school advisor (2011 – 2012) were written these strategic
aims: “Reducing the aggression at school” and “Improving the relationships in the school
community”, followed by activities and tasks.
In the School Committee for Prevention the Antisocial Behaviour of Underage Students
is fixed as a constant priority to examine the reasons for antisocial acts and measures for
discipline. On a special meeting this Committee discussed the students discipline, analyzed
measures and expected results (December 2010). In March there was a second meeting
where the similar topics were discussed with teachers, parents and students.
A brochure
Students from 11 th grade made a brochure. It
presents information about the way they
understand the conception of the words
bullying, violence and aggression.
A site about fight against bullying
A student from 9 th grade has proposed to work out a site in Bulgarian language
in order to make popular our ideas about fighting against bullying and aggression
in schools.

To promote the project’s activities and to encourage the students participation was
created a special site - http://bulling.soupavlikeni.com/, which gives information about
planned activities and the accomplished results. The “Be OK” team started a campaign to form
a students consulting team, who has to be trained by the two psychologists to give advice in
the forum in our site. These students, who want to consult the teenagers, applied and
motivated their including by e-mail.
For the first time was trained the school staff (the administrative one, cleaners, bus
drivers).The training includes basic knowledge for causes of aggression, some ethical
principles how to deal with a situation in which someone behaves aggressively, and some
practical steps how to give psychological support.
We carried out a workshop with teachers who help students in the afternoons and
organize their free time. The topic was: ”Management of anger and control over students’
aggressive behaviour”. The purpose of the workshop was to present some practical effects for
reducing the emotional consequences when there are conflicts between students. There were

discussions: “Identification and approaches in work with students in risk” and “Starting a
programme for disciplining students in “Bacho Kiro” Secondary School”. The aim of all of these
activities was to initiate some ideas that to be suggested to the managing staff as practical
steps for disciplining the students and reducing the cases of bullying and aggression at school.
Workshops
In the School Plan for Qualification of the Pedagogical Staff were set sessions with the
class teachers “How to deal with aggression?” and “How to improve the contacts with the
students’ parents in order to achieve an equal connection between the family and school
upbringing”. The aim is to improve the pedagogical competencies for work with parents, in
cases of tension, bullying or aggressive behaviour in class.
We organized a session with all the pedagogical staff: ”Aggressive behaviour - causes
and measures for prevention” in November 2011 where reports with best practices were
presented by Heads of departments.
With special attention and after a previous research were selected activities with
students in the School Programme for Prevention the Aggression and Bullying. The students
are the target group and their active position is a guarantee for its success in the end.

We started with elaborating Rules for Good Relationships in Class. The class teachers
and students took part in these activities. The Rules were accepted with a consent, were
signed by students and were put on the wall in the classroom. Our school advisors carried out
group psychological trainings against aggression “Let’s be kind!”. The pupils took place there,
they formed small groups and tried to define the concepts violence, aggression and bullying,
worked as a team and made posters and rules against aggression.
To realize the School Programme for Prevention the Aggression and Bullying were
planned two school initiatives: “At school with a smile!” and Day “No violence at school!”. The
first one was organized and dedicated on the International Day of the Smile, when students –
volunteers made and gave out hand-made “smiles” and positive messages to their teachers
and classmates. This initiative has a great success, as authors and “messengers” took part
about 60 students. The common opinion is this initiative to be repeated every year. Before the
Day “No violence at school!” there was a competition for students “My contribution against
aggression at school”. The students wrote essays, drew pictures, made presentations.Оn the

Day itself was organized an exhibition with students work, a presentation with videos, was
conducted a discussion with teachers, parents and students.
There will be sessions, conducted by the School Students Council, in order to improve
communicative skills and the climate among the students and Workshop: ”Forming skills to
deal with different kinds of violence”, as well. Some of the school initiatives are dedicated on
the Europe’s Day - a “Smile” action will be organized. The students and the teachers will be
given “smiles”, a competition for the most smiling class will take place, too.
It is planned to be organized at least two parents meetings in the school and these topics have
to be discussed there: ”For prize and punishment”; “Real and virtual violence”; ”Аggression
among children”.
A special System for managing conflicts in our school was built by a committee,
supervised by the two school advisors. A system for an individual parents consulting was
elaborated if there are conflicts at school caused by the relationships with teachers and the
managing staff.
Regularly there were organized consultations with the School Board of Trustees “We
are together for children” to carry out initiatives for reducing bullying at school.
On 02.05.2012.a Round-talk table “Best Practices for Prevention Aggression and
Bullying among students” was organized in V.Tarnovo by “Bacho Kiro” Secondary School in
Pavlikeni and Regional Inspectorate of Education – V.Tarnovo in the framework of the project
“Brave Enough to be Kind”. The Round-talk table was officially opened by the head of RIE Mrs
R. Licheva and the principal of our school Mrs R. Staneva. Representatives from 18 schools,
еmployees from the Ministry of Interior, from the Municipality of Pavlikeni, and from

Department “Child Protection” took part in this initiative. There were presented six reports
about realized best practices against aggression and bullying in schools in V. Tarnovo, G.
Oryahovitsa, Elena and Pavlikeni.
The team of the project “Brave Enough to Be Kind” strongly believes that the
suggested activities in our School Programme are a great investment in the prevention of
bullying and in the future of the young people, as well.We do believe these activities are
steps for solving the European and world challenges like the increasing aggression among
young people.

Last October, as part of the “Programma Europeo Comenius”, was held in our school the fourth
meeting called “Brave Enough To Be Kind (Be – Ok)”, concerning the issues on and around
Bullism phenomenon. From the 19th
to the 23rd
of that month we hosted delegations made by
teachers and students from the following European cities: the city of Bucharest (Romania), the
city of Filipow (Poland), the city of Pavlikeni (Bulgaria) and from the isle of Terceira in the
Azores (Portugal).
The First meeting was held in Bucharest during October 2010, the second meeting was held in
the Azores islands in the month of April 2011, and the third was in Poland shortly afterwards,
in June 2011. The last of these gatherings will be held, once again, in Bulgaria this coming
June 2012.
The classes of our School that have actively taken part to this project are the actual III L and IV
C. But at this point you may ask yourselves what is really Project Comenius… and here’s the
answer:
The above mentioned project is, what is technically called a multilateral program (that is, a
project which involves many countries) generally of a two-yearly duration and wholly financed
by the European Union and finalised to the mobility of teachers and students. One of the main
goals of these types of activities is the cultural interchange. Any Comenius has a different issue
of common interest, where the delegations and the supporting countries are working together.
The way that Comenius work is usually by multiple means; there could be the production of
multimedia materials like short-movies, websites and blogs, newsletters, etc,. But obviously
there is plenty of more traditional works like posters, flyers, etc,.
The language which was chosen was clearly English, therefore all the above mentioned
materials and activities are to be carried out in English. Henceforth a solid knowledge of this
language is not “preferable” but “Indispensable”….The opening of the Fourth meeting was
preceded by a guided tour to our School and a little “Welcome Concerto” that was organised in

the School Theatre by the students and teachers of class II M of Liceo Musicale. This musical
intermezzo, along with the tour of the school’s structures, have received a very positive
appreciation from all of our guests.
During the works each delegation has presented the results of their own activities linked to
Comenius Project. The coordinating country; Romania, has shown to the assembly the website
of the project in which materials from all the other participants can be fed, from all the previous
held meeting, and of course, our own material. Our school has presented some graphics where
it could be seen the results of the questionnaires which were undertaken by a representative
sample of students of our institute. It stemmed from reading these results that only a tiny part
of the students has lived in first person, and to different degrees, some form of prevarication
(in this institute or elsewhere). When a more consistent chunk said to have witnessed, with
their own eyes, to various degrees of forms of this phenomenon.
During these days in the our city, the guests have had the chance of visiting some of the more
representative spots of the Marche region such as The Frasassi Caves, the cities of Urbino and
Gradara. Having taken place to this project has been a very useful experience, because each
one of us has gained a greater understanding of Bullism, which in our everyday’s lives is
surrounding us all. Further, this experience has made us all more united, creating new channels
of communication with cultures different from our own but yet so similar.
Last but not least we had the opportunity to speak English….Particularly enjoyable has been
the dinner that was organised by us of the classes III L & IV C, helped by Professor De Carolis
and by some of the Alumni. This dinner was at the Parish of the Cappuccini, where, together
with foreign students, their own and our own teachers, we spent a very pleasant evening.

Zespol Szkol , FILIPOW, POLAND
BRAVE ENOUGH TO BE KINDBE – OK
PROJECT AGAINST BULLYING
In November 2010 we organized a contest for the project poster and
logo. The winning works were taken to the meeting in Portugal where
they were presented for the partners.
In the first months of the project a survey was carried out among students. The objective of it
was to determine the scale of the bullying problem in the school. The students analyzed the
results of the survey and presented them in a power-point presentation in Pesaro, Italy. It
showed that the most common types of bullying are : verbal abuse, teasing and pushing.
According to the survey it mostly occurs in the hall, changing rooms and bathrooms. A lot of
students answered that bullying is a serious problem in our school.

We decided to devote a part of the school website to the project. Our students who have
participated in the project describe there their experiences connected with the mobilities. It also
includes a photo gallery with pictures from all the meetings. Also, a few articles about bullying
were written by the teachers and put on the website. Moreover, a short report after each meeting
is presented there.

For the meeting in Poland (June 2011) we prepared a folder which included :
- a leaflet about bullying in Polish and English
- a quiz about the phenomena of bullying
- workshop materials -for the discussions about different ways of dealing with typical
situations connected with the problem of bullying in schools
- a quiz about the countries of all the partners
- descriptions of the places of interest around Filipów

Students also prepared, as a gift for the partners,
framed posters about bulling.
On one of the hallway boards we have a collection of pictures from all the meetings displayed.

Students have also written articles about bullying for the school magazine ‘HEJ’.
A few articles were written by our teachers for the project
newsletter.
At the beginning of this school year (2011 – 2012) students joined a campaign ‘ It’s worth
being good’. The objective of the campaign is to promote good behaviour, good deeds towards
others and popularize human rights. Students compete in three areas :
- me and another person
- me and the local society
- me and the world

The winner of the campaign at the end of the term will be awarded a mountain bike displayed
in the main hallway.
A group of students who belong to school organization ‘Caritas’
have been actively helping and supporting a local orphanage
and school for the mentally disabled. They organize for them
different activities e.g. Christmas parties, theatre plays.
Students also organize different types of collections – e.g toys
and school materials for the orphanage.
Our students are also involved in the collecting caps campaign. They collect caps from
different types of containers and then they have them recycled - for each kilogram of caps they
get money which they donate for a good cause e.g. a disabled person rehabilitation or a
wheelchair.

Moreover, an antibullying program for the school was written by a group of our teachers. It’s a
long and extensive document which describes different types of actions to be taken in the
school to prevent bullying and promote non-violent behaviour.
Some of the teachers took part in an anger management training course where they were taught
skills useful for working with children. There were also other courses for teachers e.g.
mediations between teachers and students.
Two workshops were aslo organized for students : ‘Stop
violence’ and ‘Cyberbullying’. During the lecture students were
informed by professional trainers about the consequences of
bullying in the school and also about threats on the Internet.

What is more, we had a special cabinet made for the school in
which we display all the souvenirs from the mobilities and
materials connected with the project.
Another campaign in which our students participated (for a second time) is called ‘A white
ribbon- I say NO to violence’. The objective of the campaign is to protest against violence
towards women. As a sign of solidarity with the campaign, boys from the school wore white
ribbons on their outfits which meant that they would never use, accept or remain silent about
violence towards women.

‘Fair play’ club – a group of students from the gymnasium who belong to the club decided to
take care of their younger friends ( from the primary school) who have misbehaved in the
school. They have monitored the behaviour of the children giving them points for: good
behaviour, being active in class and good marks. Trips to the swimming pool and skiing trips
were a kind of award for the young pupils.
To promote our project ‘Brave enough to be kind’ we created a school calendar for 2012-2013
with pictures from all the meetings. We hope it will also promote the Comenius programme in
your schools.

As the final product we decided to have a special magazine issued describing all the activities
which have been carried out in our school during the whole project and containing information

The 2nd meeting of the Comenius Project about Bullying: "Brave Enough
to Be Kind - Be OK”, was held in Escola Profissional da Praia da Vitória between
March 30th and April 3rd 2011. This initiative was implemented to elect the best logo
(the selected logo was created by Rodrigo Borba, from Class F2, Technical
Multimedia) and billboards. Additionally it was around exchanging ideas about the
meaning of bullying, showing all the work done so far by the various partners and
preparing the activities for the next meeting, which is due to June 1st to 5th in Poland.
The planned activities took place within the normal range and all the objectives set for
the meeting were achieved.

Was held between 11 and 14 April 2011, at the Bar "ETIS" Santa Casa da Misericórdia
of Praia da Vitória, an awareness campaign entitled "Bullying: School Violence." This
initiative has as objective to know the phenomenon of bullying, deconstruct myths
associated with Bullying, provide a practical perspective on the problem of Bullying,
strategies to promote conflict resolution without resorting to violence and finally,
identify strategies for preventing Bullying. The Center for Initiatives to Prevent and
Combat Domestic Violence and Professional School of Praia da Vitória were the
promoters of this event. The target population for this initiative were the students of
class S2, V2 and O2.

Was performed between days 12, 13, 15 and 16 March 2012, the Professional
School of Praia da Vitoria, an awareness campaign entitled "Bullying, School

Throughout the session was held a game where each student had to choose one
envelope. Each envelope contained, or a sentence
based on the theme, or a task to do (mime, drawing). Randomly, each student had to
read / draw or mimic, on the subject matter of each card envelope. Subsequently each
student gave his opinion, generating a debate in this way.
In general, all students showed themselves receptive to implementing the proposed
activities, making himself a very positive balance of the meeting.
