O C T O B E R M E E T I N G NO T E S Lawrence Schmidt, the lawyer for the Brigadoon Project Development and engineer Richard Matz provided an up-date on changes from the August 9th Community Input Mtg. The developer, Brian McCloskey was also present. The property has several parcels totaling approximately 13 acres. Building den-sity for the development is being computed on the gross acreage (That will again be questioned at the next Baltimore County review of the project ). processes and were shared at the BQIA mtg. In the next phase of the process, the plan will be filed in the county for additional feedback. A public hearing will be held again, and after that the hearing officer will make a decision on the plan (approve, don’t approve, approve with a request for specific changes). The following statements are in response to questions raised by those in attendance: • Work will be done to bring the property into compliance with county EPA regulations. • Because the property is so degraded, the proposed development is an environmental improve-

ment and therefore a 100’ water setback may not be required. • Some of the bulkhead will be reestablished in combination with a tapered beach. • Swales for storm water management are planned. • Hughes Lane will be widened to 18 feet with no sidewalks. Sidewalks will be added on 130 feet

of Bowleys Quarters Rd. • The plans have been changed to allow for buses and emergency vehicles to circle through the

development. • Boat trailers, will be stored in the garages or somewhere else. This will be addressed with re-

stricted covenants but they will not be stored elsewhere on the property. • Since the development is small, “fee in lieu” will be paid versus creating open space.

Other meeting information Mailing the Newsletter– The U.S. Post Office has sent a letter stating that bulk mail such as the newsletter will no longer be accepted for mailing at local post offices. It will now only be taken at the main office on Fayette St. This will have an impact on the mailing and timely delivery of The Dock Line. In preparing for this we ask that members provide an email on their membership renewal (see p. 4) and check if they are willing to receive the Dock Line via email vs. U.S. mail.

A special thank you to Frank Hubbard for taking The Dock Line to the Fayette St. Post Office so our members can continue to receive a monthly bulletin in the mail.

Thank you Norman Laker for painting the BQIA signs that have been placed on our building. We appreciate your talent and generosity.

You are welcome to attend these meetings and/or visit our website at www.bqia.org for more information. As a volunteer organization, we have served the Bowleys Quarters community since 1938. Membership dues, Bull and Oyster Roasts and other fund raisers help to supplement Association costs and charitable endeavors. A Holiday Giving Cele-bration in December and Mother’s Day Breakfast in May have become annual traditions. Your support for these activities is welcome, as is your supportive membership and involvement on any one of our committees. It is 2011 membership dues time! The annual dues are still $20.00 per household and are payable each year by January 1st. The dues support such items as regular maintenance of the BQIA hall, upkeep of the grounds, monthly bulletin (The Dock Line) expenses, utility bills, and property taxes. We are one of only a few community organizations to have a hall. Financial support is provided to the Marine Trades Asso-ciation annual fireworks on Middle River, the Baltimore County Marshy Point Nature Center, The Chesapeake Bay Memories Foundation, and the Save the Bay Foundation. Property owning members are eligible to vote on important issues affecting the community. Voting results are provided to applicable government agencies requesting community input. Each June, the Board of Directors and Officers are elected to represent the community at various government and business meetings. Congratulations Hock Family– History has been made in Boy Scout Troop 355! BQIA Vice Presi-dent Jim Hock’s third son, Doug Hock has received the rank of Eagle Scout. This is the first time in the history of the troop that all of a family’s sons have made Eagle Scout. Doug, Zack, and Nick are second generation Eagle Scouts, with their father Jim Hock preceding them. Their grandfather Jim Hock is the oldest living “scout” who was a member of troop 355 .

Condolences- We mourn the passing of our long time community member, Arnold Dumsha . Our condolences to those who knew and loved him.

Coastal Flood Advisories- Mark Demski , Baltimore County Department of Homeland Security/Emergency Management, will send emails regarding Coastal Flood Advisories to residents who send him their email addresses– [email protected]

Illegal Road signs – Many illegal signs are being placed along roads throughout the area. Legal signs will have a permit number on the sign. All others can be taken down. This includes signs on utility poles as well as on public properties between the curb and sidewalk. Help keep our commu-nity free from nuisance signs.
