Bowleys Quarters Improvement Association 1124 Bowleys Quarters Rd. Baltimore, MD 21220 We are very fortunate to have two speakers attending our April 11 meeting. Sandy Marenberg is the Director of Development/Design/Engineering at Blue Ocean Realty LLC. Blue Ocean is a multi-faceted real estate development and property owner based company in Baltimore. One of Blue Ocean's current projects is the proposed revitalization and adaptive reuse of the old Martin Air- craft plant now known as Middle River Stationat the intersection of Rt. 43 and Eastern Blvd. Sandy will be presenting an update on this property. There have been concerns expressed by members regarding recent dog at- tacks, hearing results, and the roles/responsibilities of Baltimore Countys po- lice, services, regulations, etc. Kayla Franczkowski of the Animal Services Di- vision, Baltimore County Department of Health, will be attending our meeting to address these concerns and also share information about the programs of- fered and changes within Animal Services. Middle River Power is owned by Avenue Capital Group. It is the plat- form established to manage Avenue Capitals U.S. power generation investment portfolio. They work with under valued or under performing as- sets from the west coast (with solar power) to the east coast. ered plant. Mr. Corn described the permitting process and time-line. The Public Comment Hearing is at the BQIA Hall on April 1 and the Evidentiary Hearing will be April 4th and 5th at the Pub-lic Service Commission’s Office downtown. It will then go through the Baltimore County process, including site develop-ment and zoning. The process is taking longer than expected but if all goes as currently planned it could reach commercial opera-tion in 2020 or 2021. During construction there will be some demolition, site prep, delivery of materials via trucks. Construc-tion will be from

7am-10pm, noise will comply with MD stand-ards. The new combustion turbines will have noise reducing enclosures and baffles and will comply with MD standards. Once up and run-ning there will be 3 employees. It will be re-mote started and only during peak times. Questions were answered regarding rail usage (no intention of using it again), the current up-keep of the outside structure and the lights . There will be no gas storage tanks, just diesel fuel tanks as a back up. Decibel levels, and emissions will be monitored. Due to cost, there are no plans to take the stacks down. The two outfall discharges are now down to one. Ken McGreevey and Jennifer Phillips also helped answer questions regarding groundwater and chemicals. Business Meeting • The February Meeting minutes and Treas-

urer’s Report were read and approved. • Officer Seckens reported on the last 4

weeks. There was a police involved shoot-ing today regarding a dog. The officer was hospitalized. On Isaacs Rd. and Carroll Is-land Rd there was a drug related robbery; a serious assault on BQ Rd. where a person assaulted officers and was arrested; on Cutty Sark there was a threat with a gun, another incident of gun shots in the area, and a bar brawl at Tavern In The Quarters.

• March 27th at 10 AM and 11AM in the Jef-ferson Bldg is the new date for the hearing regarding a special zoning relief request for Bay Country Concrete. For more info see www.protectbq.com

• Jim spoke about the updated BQ Hall lobby and interior doors.

• Pit Bull attack update. The Animal Control Hearing decision was that both dogs were to be chipped and sent to a family member in West Virginia, never to be brought back to Baltimore County.

• Baynes Cove Project– This will involve volunteer efforts from Martin Marietta, Gunpowder Conserv-ancy and students from school STEM programs and scout groups to create a naturalized bulkhead

for the cove. In addition, Mrs. Baynes has also agreed to allow a children’s community garden to be planted at Baynes Cove.

• Jim spoke about the BQIA Hall kitchen certification, the cell tower recently built in the power station, and the clean up concerns at the Rite Aid. He shared about the sale of Tavern in the Quarters and that Long Beach Oyster House will be opening soon. Due to decreases in County funding, there will be no community dumpsters delivered, therefore no BQIA Dumpster Day this year

• Just BQuz– Coffee for Vets is April 18th; April 14th is Paint a Slate; May18th will be a Day at the Rac-es; and a New Years Eve Party is in the planning stages.

• EMRCC– Rich Pitz reported on the Fields on Campbell Blvd.; Campbell Blvd. extended; Martin Avia-tion Museum; Tradepoint Atlantic, Blue Ocean’s contract hopes for The Depot and a possible new name (Aviation Station); and job possibilities

• 50/50– Siu Cheung won the 50/50 and graciously donated it back.

Weekday school events will be run throughout April and May, from pre-K– high school, as well as special

needs groups of all ages.

Special Events Needs: Spring Festival Saturday 4/20 . Help is needed 9am-5pm, or a

portion of the day if that is what you can do. Also help is needed to

set up on on Friday 4/19 between the hours of 9:30-3:00. Please

consider helping for the festival. It is a big event with a lot of oppor-

tunities to volunteer in different capacities.

A special Pokemon Event Friday 5/3 ,8-11pm. Help is needed 7-

11:30pm to help with parking and snack sales.

Faerie Festival, Saturday and Sunday 6/22-23, New Event to ben-

efit Marshy Point. This is quite a big one. Please check your calen-

dars as volunteers are needed for this special and magical event.
