The Sanibel Captiva Sail and Power Squadron (SCSPS) was founded
in 1975. It is a unit of the United States Power Squadrons (USPS®), which has
promoted boating education and activities since 1914. At the San Cap Squadron,
a 501(c)(3) organization, we have three main objectives:
Safety – we promote boating safety within our
community via several community service projects;
Education – we teach boating courses and seminars
covering every aspect of safe and responsible boating,
from kayaking to off-shore cruising;
Social – our activities include Monthly Dinners,
Cruise & Rendezvous (C&R’s) luncheons,
as well as various other social get-togethers.
Taking a class is not a prerequisite for membership. We welcome all boating
enthusiasts, whether you currently own a boat or are just yearning.
With relevant boating experience, or after taking some of our classes, you
might consider becoming an Instructor as this is a very rewarding experience
offering a valuable service to our community. Conducting a unit on Boating Safety
for the 6th Graders at the Sanibel Public School is an important part of our
Education Program. Perhaps you have expertise in first aid or some other field that
matches the goals of our Boating Education Program.
Our Certified Examiners perform Vessel Safety Checks with the mission of
helping recreational boaters prepare for safe, fun boating experiences. While
inspecting boats for mandated safety equipment, discussions are held concerning
boating education and safety.
Through the Co-operative Charting program, volunteers work with the
Marine Chart Division, National Ocean Service, National Oceanic and
Atmospheric Administration of the U.S. Dept of Commerce (NOS/NOAA) to help
to keep nautical charts accurate, especially portions of our local waters shown on
Chart # 11427.
Our Squadron Emergency Response Assistance Team (SERAT), the first
team within the USPS, trains boating crews to render help to the local professional

Marine Emergency Response personnel in the event of an on-the-water emergency.
Our Social Programs are the result of many volunteers who lead Cruise &
Rendezvous, organize our monthly meetings and dinners, and plan our other on-and
-off-the-water activities.
There are many opportunities to participate in our squadron’s activities, from
lending a helping hand to becoming involved in our leadership. Learn more by

Captiva Sail & Power Squadron will benefit you. We have members who have
boated our local waters for over 50 years, others are new to the area and others
have never owned a boat of their own. Our Squadron’s Membership is a
tremendous resource. No matter what your boating experience, we can help you
learn the local waters and learn more about boats and boating.
Our members boat’s range from kayaks to cruising yachts. Our sailors have
sailed all over the world. Some members do not own boats but enjoy the social
aspects of membership — it’s always great to “crew” or just be a passenger on
someone else’s boat!
All graduates of the ABC3® course are given a free six-month Trial Member-
ship, enabling them to attend our meetings, meet other members, and take courses
and seminars at the Member rates. At the end of the trial period, we hope they will
recognize the benefits and become a full dues-paying member of our Squadron!
USPS negotiates on the behalf of all members to obtain great discounts for
boat, medical, disability, and life insurance, marine supplies, world travel, and an

When paying dues, you will notice a breakdown in the fees. All members pay
dues to the National, the District, and their local squadron. In addition, you have
the opportunity to make other tax-deductable contributions (depending on your
personal situation) to various funds and programs managed at the National level.

BOATING EDUCATION PROGRAMBOATING EDUCATION PROGRAMBOATING EDUCATION PROGRAMBOATING EDUCATION PROGRAM A wide variety of courses are offered in different formats.
Boating Course – America’s Boating Course (ABC3®) is our basic boating
course. This is a great course for the new boater and satisfies the educational re-
quirements for boat operation in all states.
Advanced Courses – These start with Seamanship, which builds on the basic
ABC3 course, and ends with Navigation which could enable you to navigate
around the world. Courses can run from eight to sixteen 2-hour class sessions.
Elective Courses – Cruise Planning, Engine Maintenance, Marine Electrical
Systems are a few of the courses offered. Electives can run from four to twelve
class sessions.
Seminars – Over twenty seminars are offered. Most are about two hours long – a
few run four to six hours. Almost all include take-away guides and other reference
material.
More details about each course are contained in this booklet. A schedule of
classes currently being offered is included in the centerfold. If you are interested in
a course that is not presently scheduled, please advise us of your interest. We will
make every effort to accommodate you or at a minimum advise you when the class
will be offered.
Another option is to take the courses on a self-study basis at your pace. Our
Education Officer will order the course textbook along with all of the supporting
materials. An instructor will be available to answer any questions. If you would like
formal USPS Educational Proficiency credit, a proctored examination will be pro-
vided.
Our instructors are all un-paid volunteers. Boaters with extensive and varied on
-the-water experience, they enjoy and are eager to share knowledge with their stu-
dents. Available for out-of-the-classroom assistance, their collective goal is to help
make boating a safer experience for all of us.

members of the USPS do receive a substantial discount off the course prices.
Advanced courses do not have to be taken in sequence. Each course builds on
the previous course so you should be sure you have the requisite skills to take a
course. If you are uncertain, contact the Squadron and we will put you in touch
with the instructor who will review the course material to determine if the course is
appropriate for you.
Preregistration for all Courses and Classes is required, either through the
USPS on-line system or by contacting the instructor or Squadron Education Office
Some courses are limited to an optimal number of enrolled students. Preregistra-
tion for seminars, while not required, insures there are enough books and handouts
on hand and makes the instructors’ paperwork requirements much easier at the time
of the seminar.

in the centerfold of this booklet. As this is subject to change, please double check
for any updates, additions, or cancellations
posted on our Squadron’s Education page on our
website.
The fee for each course or seminar is based
on cost of textbooks, handouts, materials and
supplies.
How Do I Enroll or Register for a
class or seminar?
On-line registration is preferred!
This will simplify the process of tracking and recording your educational progress.
Once you locate a class or seminar you’d like to take, you can “click” on it and be
taken to an online registration form. Also, refer to our Course Schedule for direct
class and seminar registration links.

EDUCATIONAL PROFICIENCYEDUCATIONAL PROFICIENCYEDUCATIONAL PROFICIENCYEDUCATIONAL PROFICIENCY
The United States Power Squadrons issues grades to its members based on
educational achievement. To achieve a grade, students must take all the Advanced
Grade courses in sequence. The highest grade is Senior Navigator (SN). This
means that a member has completed all of the Advanced and six of the eight Elec-
tive courses. It is a very rewarding challenge.
The United State Coast Guard (USCG) has
asked the U.S. Congress to authorize the Trans-
portation Secretary to establish requirements for
the standards of proficiency for recreational
boaters. In anticipation of those requirements, the USPS has developed the Boat
Operators Certification Program to certify USPS members at various levels of
recreational boating proficiency meet those expected standards.
The USPS certification will also meet the requirement of the International
Certificate for the Operation of Pleasure Craft with the additional knowledge and
testing of the European code for inland waterways navigation rules.
There are plans for four levels of Boat Operator Certification (BOC):
Inland Navigator
Coastal Navigator
Advanced Coastal Navigator
Offshore Navigator
Each proficiency level will require a number of courses and seminars, as well
as demonstrating on-the-water skills. The skill demonstrations will be performed
with specifically trained certifiers in attendance. Proficiency progress will be
tracked through a “Passport” program. The BOC program material is available
through the Squadron Educational Officer.
A certificate of operator proficiency will be valuable for members building
confidence in their own boating abilities, and for obtaining insurance or when
renting, chartering or leasing a boat (especially in another country).

America’s Boating Course® (ABC3®)
This course is intended for all members of the recreational
boating community. Through classroom discussion, the
textbook, and videos, the fundamentals of safe boating are
presented. It has been designed to qualify the student for
certification in most states that require boating education
before operating a watercraft. This class introduces the basics
of the rules of the road, required safety equipment, naviga-
tional aids, communications, trailering, anchoring, and knots
and lines.
At SCSPS, we offer the ABC3 course in a one eight-hour class session on a
Saturday. Students receive the course textbook with reading assignments prior to
the actual class. On the day of the class, topic discussions are lead by various
Certified Instructors. At the end of the day, the proctored test is handed out.
Successful students receive their Florida Safe Boater certification.

Seamanship
The Seamanship course is a natural first/next step in
building a foundation of confidence and competence for safe
and enjoyable boating. It extends the knowledge and skills of
the boater in handling and maneuvering a vessel, either sail or
power. The course provides a better understanding of how
boats behave under various conditions including in close
quarters and open water operations.
Knowledge and skills are increased in the areas of
anchoring, emergencies, rules of the road, and marlinspike/
basic knots. Appendices include information to safe operation in waters of Canada
and Mexico. The course content and our coastal navigation courses should help in
preparation for completion of the US Coast Guard licensing examination.

Piloting
Piloting is the first course in the sequence of USPS
courses on near-shore navigation, covering the basics of
coastal and inland navigation. This course focuses on
navigation as it is done on recreational boats today and
embraces GPS as a primary navigation tool while covering
enough traditional techniques so the student will be able to
find his/her way even if their GPS fails. The course includes
many in-class exercises, developing the student’s skills
through hands-on practice and learning.
Topics covered include:
• Charts and their interpretation
• Navigation aids and how they point to safe water
• Plotting courses and determining direction and distance
• The mariner’s compass and converting between True and Magnetic
• Use of GPS – typical GPS displays and information they provide, setting
up waypoints and routes, staying on a GPS route
• Pre-planning safe courses and entering them into the GPS
• Monitoring progress and determining position by both GPS and traditional
techniques such as bearings and dead reckoning
• The “Seaman’s Eye” – simple skills for checking that one is on course.
Ten 2-hour Class Sessions
Advanced Piloting
This the second in the sequence of USPS courses on
near-shore navigation. It continues to build coastal and
inland navigation skills, allowing the student to take on more
challenging conditions – unfamiliar waters, limited
visibility, and extended cruises. GPS is embraced as a
primary navigation tool while adding radar, chart plotters,
and other electronic navigation tools.
As with Piloting, the course includes many in-class
exercises, advancing the student’s skills through hands-on
practice and learning. Topics covered include:
• Advanced positioning techniques such as advancing a line of position
• Other electronics: radar, depth sounders, autopilots, chart plotters, laptop
computer software, etc.

• Hazard and collision avoidance using radar and GPS
• Working with tides: clearances, depth, effects of current
• Piloting with wind and currents
• The “Seaman’s Eye” – simple skills for checking that one is on course.
Ten 2-hour Class Sessions
Junior Navigation
This is the first in a two-part program of study in
offshore navigation and is followed by the Navigation
course. It is designed as a practical "how to" course.
Subject matter includes:
• Precise time determination
• Use of the Nautical Almanac
• Taking sextant sights of the sun
• Reducing sights to establish lines of position
• Special charts and plotting sheets for offshore navigation
• Offshore navigational routines for recreational craft
Nine 2-hour Class Sessions
Navigation
After Junior Navigation, this course is the second part of
the study of offshore navigation, further developing the
student's understanding of celestial navigation theory. This
Navigation course deals with learning celestial positioning
using other bodies, in addition to positioning using the sun
(covered in the Junior Navigation course).
This course also deals with electronic software
tools that can be used to plan and execute an offshore
voyage. You will first learn to reduce these sights by the
Law of Cosines method. Later in the course, you will learn an additional method of
sight reduction, the Nautical Almanac Sight Reduction (NASR) method.
You will also learn about sight planning techniques. With that knowledge, you
will have the tools to take sights and complete your Navigation Sight Folder. The
course includes a chapter on using a software-based voyage planning tool and a
navigation program. The final chapter of the course contains a Practice Cruise that
ties the separate elements of the course together.

There is something very special about the thrill of cruising in new waters and
the sense of accomplishment upon completing an extended cruise. To go beyond
what most boaters do on a weekend, overnight or even a week or so, marina hop-
ping requires boaters to leave their normal cruising areas and comfort zones. The
Cruise Planning course focuses on the planning and preparation necessary for safe
and enjoyable extended cruises on both inland and coastal waters.
Designed for boaters who will cruise on either a sail or powerboat (owned or
chartered) — this course covers the following topics:
• General cruise preparation and planning • Boats and Equipment
• Anchors and Anchoring • Security • Chartering • Emergencies
• Cruising Outside the United States • Crew and Provisioning
• Voyage Management • Communications • Navigation • Weather
Four 2 1/2 -hour Class Sessions
Engine Maintenance
The Engine Maintenance course stresses the diagnosis of modern systems,
while also teaching the basics of engine layout and operation. Gasoline inboards,
outboards, and diesel engines are taught in a way that reinforces the common
aspects of how engines work. Modern engines offer high reliability and good
performance through the use of computerized systems for fuel delivery and engine
timing. Most of these systems are “black boxes” that can no longer be serviced by
weekend mechanics with ordinary tools. The EM course covers those repairs that
do-it-yourselfers can still perform, teaches how to diagnose problems that might be
beyond your ability to fix, and how to share information with your mechanic so the

right repairs get performed. Engine Maintenance also covers basic mechanical
systems such as drive systems (propellers), steering systems, and engine controls.
The last chapter discusses solutions you might use to solve problems that could
occur while afloat and away from a repair facility. Gasoline, diesel, and outboard
engines are treated independently in this chapter.
SCSPS Engine Maintenance instructor is very enthusiastic, going well beyond
the course outline. He brings tools, chemicals, gadgets and boating articles into the
classroom. The kit for this class includes an assortment of useful items and a
collection of boating and boating care articles culled from an assortment of boating
magazines. Always a popular offering, be sure to register for this class as soon as it
is announced!
Eight 2-3 Hour Class Sessions
Marine Electrical Systems
The Marine Electrical Systems course is presented in seven chapters that start
with an explanation of what electricity is, followed by discussions on boat electrical
wiring, DC and AC electrical systems, galvanic and stray current corrosion,
lightning protection, and ends with troubleshooting of boat electrical problems. The
course includes detailed instructions on how to use a multimeter, how to solder and
crimp electrical wiring circuits, and how to read electrical wiring diagrams.
This course can be used as a reference guide for anyone interested in properly
maintaining their boat’s electrical system.
Nine 2-hour Class Sessions
Marine Communications Systems
The second course in the Marine Electronics series focuses on in-depth review
of systems available to the recreational boater. Radio history and spectrum
definitions are presented along with definitions of radio circuits that the student
should learn to choose the best communications method for his/her situation. One
chapter is devoted to the Global Maritime Distress and Safety System (GMDSS)
and another to FCC Rules and regulations to set the stage for instruction of radio-
telephone operating procedures (both voice and digital messaging are covered). The
remaining chapters cover High Seas radio (MF/HF and satellite communications)
and other systems such as Family Radio Service transceivers. There is also a
chapter on troubleshooting of radio installations.

Marine Navigation Systems
This is the third course in the Marine Electronics series. It consists of eight
chapters on electronic navigation instruments including depth sounders, radar, and
GPS, and on display systems including chart plotters and personal computers. This
is a Systems course — not “how to” navigate– that focuses on the use of electronic
devices to augment the practice of safe navigation on the water.
Nine 2-hour Class Session
Sail
This is a sail course created to serve the needs of the novice and experienced
sailor, as well as the non-sailor, for basic skills and knowledge. The course starts
with sailboat designs and nomenclature, rigging, safety, and sail processes and then
tackles the physical aspects of sailing forces and techniques, sail applications,
marlinespike, helmsmanship and handling of more difficult sailing conditions,
navigation rules, and an introduction to heavy weather sailing.
Appendices provide an introduction to sailboat racing and sailing in Canadian
waters.
Nine 2-hour Class Sessions
Weather
The safety and comfort of those who venture out-on-the water have always
been weather dependent. In this course students will become keener observers of
the weather, but weather observations only have meaning in the context of the basic
principles of meteorology — the science of the atmosphere. The course focuses on
how weather systems form, behave, move, and interact with one another and
reflects the availability of all sorts of weather reports and forecasts on the Internet.
This is a general weather course benefiting those sitting in their living rooms, as
much as those standing behind the helm. Each student receives:
• A Weather Manual – USPS Weather – an explanatory text with full color
photographs and drawings covering weather in the United States and its
coastal and inland waters.
• A set of three Daily Weather Maps - learning aids with a compete
explanation of map symbols designed to develop weather map reading
and analysis skills.
• NOAA’s Sky Watcher Chart - a reference to assist in identifying cloud types –
helpful indicators of approaching weather.

Tides and Currents
The United States has over 12,000 miles of coastline and some 72,000 miles of
coastal waterways that are affected by tides and tidal currents. Even if you are an
inland boater, you may travel to an area where knowing about tides and tidal
currents is important.
This seminar deals with how the sun and moon create tidal patterns, sources of
information about tides and tidal currents, simple ways to predict height of tide and
speed of current flow and how to use both print and electronic tide tables.
• Learn about tides and currents from experienced coastal boaters.
• Each student receives a full color Student Guide for the seminar.
One 2-hour Session
Basic Coastal Navigation
Today’s electronics have radically changed navigation, but understanding the
basics helps you gain confidence in your equipment and your own skills. You will
learn practical techniques to plan, navigate, and check your progress on the water.
You will develop situational awareness skills using your eyes and navigation tools
to quickly point to your position on a chart, and be able to use backup techniques
when the electronics become suspect. This seminar will help captain and crew navi-
gate safely and comfortably.
The student kit contains The Weekend Navigator textbook and a Maptech CD.

Boat Handling Under Power
This seminar shows boaters how to depart and dock under a variety of
conditions as well as all about trimming the boat while underway.

Basic Weather and Forecasting
The safety and comfort of those who venture out on the water have always
been weather dependent. This seminar serves as an introduction to the basics of
weather and forecasting. It is a must for boaters who have never taken a weather
course.
Each seminar participant receives a waterproof McGraw Hill Captain’s Quick
Guide Onboard Weather Forecasting designed for onboard and field use. Each
participant also receives a full color Student Guide with slide images and complete
notes written especially for the seminar.

How to Use a Chart
The NOAA Chart No. 1 is the quintessential reference to chart details, but is
difficult to understand. In addition to showing you all about your chart, this seminar
takes you through the essentials of laying out a safe course, steps to measure a
course with the USPS plotter, and even a quick guide to the rules of the road.
The student kit includes a Maptech waterproof flip-fold Chart Symbols and On
-the-Water Guide to take along on the boat with you.
One 2-hour Session
Partner in Command
This seminar provides an introduction to boating for crew members who may
or may not have taken a boating course. It is designed to provide essential informa-
tion one might require to assist a skipper in the safe operation of a recreational boat.
Included in the seminar are discussions about actions to be taken in response to
emergencies.

Using GPS
This seminar explains the principles of waypoint navigation and shows you
how to relate the GPS to your charts. The seminar also shows you how to operate
your GPS - what the buttons do, what the screens show, and how to access the
functions you need. You'll also get some tips for choosing a GPS if you don't
currently own one.
The McGraw-Hill Captain's Quick Guide Using GPS is included to take aboard
to remind you of the steps or to show another of your crew how to use your GPS.

Using VHF and VHF/DSC Marine Radio
VHF radio is the mainstay of coastal communication and essential for
emergency communications. Digital Selective Calling (DSC) is rapidly becoming a
reality as more Coast Guard Rescue 21 System operations go live. This seminar
explains basic VHF operation.
A CD is included with a DSC Simulator that allows you to practice on your
computer at home. The handy waterproof McGraw-Hill Captain’s Quick Guide
Using VHF is included with essential information that you should have aboard.

The seminars will show you how your boat will behave and why in
response to your controls. Then, on the water you can visualize your actions and
execute them easily.

Anchoring
This seminar covers selection of anchor, rode and components; anchor
selection for sea conditions and bottom characteristics; deployment and recovery of
anchors. It also includes tables for sizing an anchor and components, and informa-

tion for determining loads under various conditions.

This seminar covers how to select a location and prepare your boat for a
hurricane.

Knots, Bends and Hitches
This seminar is a hands-on "learn how to tie knots" program geared to a
wide range of students.
The kit comes with a copy of the USPS Guide Knots, Bends and Hitches
for Mariners, a copy of the slide notes and a kit including a die-cut knot board and
two lengths of line. Participants learn to tie a set of the most useful knots.

Mariner’s Compass
This seminar explains how to select, install, calibrate and use your
compass on board your boat. You will learn which features are most important and
what will work best for you, how to deal with variation between true and magnetic
north, and how to adjust your compass to remove most of the deviation caused by
local magnetic influences. This is an essential seminar for all boaters.

Mastering the Rules of the Road
This seminar provides an explanation with examples of the 37 Rules of the
Road for both the U.S. Inland Rules and the International Rules (COLREGS). It
simplifies the sometimes complex law relating to boat operation for the recreational
boater. It is a starting point for study preparation for the USCG License examina-
tion.
The seminar kit includes McGraw-Hill's The One Minute Guide to the Nautical
Rules of the Road by Charlie Wing.

Paddle Smart
This seminar is intended for those about to join the sport and those considering
purchasing paddling equipment. The seminar kit includes several handouts: student
workbook for note-taking and reference; “The Complete Sea Kayaker's Handbook”
by Shelly Johnson; Off-Season Boating, Cold Shock & Hypothermia tri-fold.
Optionally available but not part of the basic kit is "Introduction to Paddling –
Canoeing Basics for Lakes and Rivers” by the American Canoe Association.

Sail Trim and Rig Tuning
This seminar shows in clear and simple terms how to use and adjust sails
for optimum performance under a wide range of conditions. The seminar comes
with a waterproof USPS Captain's Quick Guide written by North Sails and Student
Notes.

Trailering Your Boat
Trailering Your Boat explains how to select tow vehicles, hitches, and trailers.
It also explains how to safely and securely trailer your boat, launch and retrieve it,
and how to operate and maintain your trailering equipment.
The kit comes with the McGraw-Hill published USPS book Trailering Your
Boat by Bruce Smith.

Boating on Rivers, Locks, and Lakes
The seminar deals with such varied topics as special navigation rules for
rivers, the Western Rivers System of buoys and marks, river currents, “reading” a
river, jetties and wing dams, the intricacies of locking through and communicating
with lock masters and bridge tenders.

Emergencies on Board
This seminar is designed to prepare the prudent skipper for those unfortu-
nate situations involving accidents and emergencies on board. It will provide the
skipper with the information to prepare adequately for common emergencies and
how to actually deal with them when they occur. Topics such as preventing

accidents, running aground, fire, getting lost, towing, medical conditions, as well as
other often-encountered emergencies are covered.
Each student receives the Emergencies on Board Quick Guide—a handy
reference to use in responding to emergency situations as well as a full color
Student Guide for the seminar.

Fueling and Boating
This seminar assists the student in understanding the issues and problems
involving the handling of gasoline and diesel fuel and how these issues relate to
boating. Sections deal with computing and evaluating fuel consumption, system
care and safety, and environmental issues associated with fueling a boat.

Marine Radar
This seminar covers how radar functions, radar selection, operation of the
radar under various conditions including setting of controls, display interpretation,
basic navigation, and collision avoidance using radar.
The kit includes The Radar Book written by Kevin Monahan and Student
Notes with copies of slides.
One 2-hour Session
Practical On-The-Water Training
This is an eight hour seminar with the perfect combination of classroom
training and in-a-boat On-The-Water training. It provides an explanation of how
your boat handles and why. Video clips let you visualize the maneuvers prior to
your experiencing them on the water. It covers use of lines, departing the dock,
operating in a fairway, pivoting, mooring, backing, docking, steering - slalom,
holding course - range, and a quick stop.
Each student receives a copy of Powerboat Handling Illustrated, a DVD, a
Student Manual, and a certificate acknowledging his/her training.
One 8-hour Session or Two 4-hour sessions. TBA.
