iu 1. Phm vi iu chnh v i tng p dng
1. Thng t ny quy nh danh mc v iu kin k thut, khai thc i vi thit b v tuyn in c min giy php s dng tn s v tuyn in.
2. Thng t ny p dng i vi cc t chc, c nhn qun l, s dng, sn xut, nhp khu, kinh doanh thit b v tuyn in c min giy php s dng tn s v tuyn in s dng ti Vit Nam.
3. Thng t ny khng p dng i vi thit b v tuyn in c sn xut, nhp khu phc v mc ch quc phng, an ninh ca lc lng v trang. Vic sn xut, nhp khu, s dng thit b v tuyn in ny do B Quc phng, B Cng an quy nh bo m ph hp vi quy chun k thut quc gia tng ng.
iu 2. Gii thch t ng
Trong Thng t ny, cc t ng di y c hiu nh sau:
1. Thit b v tuyn c ly ngn (Short Range Device) l thit b v tuyn pht, thu-pht tn hiu mt chiu hoc hai chiu, t kh nng gy nhiu c hi cho cc thit b v tuyn khc.

2. Thit b v tuyn c ly ngn dng cho mc ch chung (Non-Specific Short Range Device) bao gm cc thit b v tuyn c ly ngn tha mn iu kin k thut v khai thc quy nh, khng phn bit ng dng hay mc ch s dng.
3. in thoi khng dy (Cordless Phone) l thit b in thoi u cui c kt ni vi mng in thoi cng cng qua giao din tng t hai dy. Thit b ny bao gm hai khi ring bit c kt ni vi nhau qua giao din v tuyn:
Khi trung tm (cn gi l trm gc hoc my m): c t c nh v u ni vi hai dy in thoi c nh ca mng in thoi cng cng (PSTN- Public Switched Telephone Network), s dng anten tch hp. ng-ten tch hp l anten c thit k c nh, b tr bn trong hoc bn ngoi thit b v l mt phn ca thit b.
Khi di ng (c th c nhiu khi di ng, cn gi l my con): my cm tay s dng ng-ten tch hp. Khi di ng mang s thu bao in thoi ca khi trung tm.
4. H thng lin lc dnh cho thit b y t cy ghp (MICS-Medical Implant Communications Systems) v H thng o lng dnh cho thit b y t cy ghp (MITS-Medical Implant Telemetry Systems)
H thng lin lc dnh cho thit b y t cy ghp (sau y gi l MICS) v H thng o lng dnh cho thit b y t cy ghp (sau y gi l MITS) l h thng bao gm thit b y t cy ghp trong c th ngi v thit b lin lc v tuyn bn ngoi dng trao i d liu vi thit b cy ghp trong khong cch 02 m, sau d liu c truyn ti trung tm x l v n bc s thng qua mng vin thng.
Trong h thng MICS, thit b cy ghp v thit b lin lc v tuyn c trao i d liu hai chiu. Trong h thng MITS, ch c truyn d liu mt chiu t thit b cy ghp ti thit b lin lc v tuyn ti cc thi im lp trnh trc.
5. Thit b nhn dng v tuyn in (RFID-Radio Frequency Identification)
Thit b nhn dng v tuyn in s dng sng v tuyn t ng nhn dng, theo di, qun l hng ho, con ngi, ng vt v cc ng dng khc. Thit b nhn dng v tuyn in bao gm hai khi ring bit c kt ni thng qua giao din v tuyn:
- Th v tuyn (RF tag) mang chip in t, c hoc khng c ngun in, c gn trn i tng cn nhn dng. Chp in t cha thng tin v i tng .
- Thit b c tn s v tuyn (RF Reader) pht ra tn s nht nh kch hot th v tuyn v th v tuyn s pht ra thng tin ca th. Thng tin ny c u c thu li v chuyn ti h thng x l s liu.

Thit b RFID c s dng trong cc hot ng phn phi, vn chuyn v bn l, chm sc sc khe, giao thng hay cc ng dng di ng (qung co thng minh).
6. Thit b cnh bo v pht hin v tuyn in (Radio Detection and Alarm Device)
Thit b cnh bo v pht hin v tuyn in bao gm b phn cm bin v h thng iu khin c kt ni vi nhau qua giao din v tuyn.
Mt s loi thit b cnh bo v pht hin v tuyn in in hnh: thit b chng trm, thit b pht hin chuyn ng, thit b d tm kim loi.
7. Thit b m thanh khng dy (Wireless Audio Device)
Thit b m thanh khng dy bao gm cc thit b s dng sng v tuyn in truyn dn m thanh c ly ngn.
Mt s loi thit b m thanh khng dy in hnh: microphone khng dy ci o, microphone khng dy cm tay, tai nghe khng dy, my pht FM c nhn, thit b tr thnh.
8. Thit b iu khin t xa v tuyn in (Remote Control Device)
Thit b iu khin t xa v tuyn in bao gm cc thit b dng sng v tuyn iu khin cc m hnh, iu khin trong cng nghip v dn dng.
Mt s loi thit b iu khin t xa v tuyn in in hnh: iu khin m hnh trn khng nh my bay m hnh, iu khin m hnh trn mt t, mt nc nh t m hnh v tu thy m hnh, iu khin trong cng nghip v dn dng nh iu khin ng m ca t v ga-ra.
9. Thit b mng ni b khng dy
Thit b mng ni b khng dy, sau y c gi l Thit b WLAN, (WLAN-Wireless Local Area Network) c s dng thit lp mng ni b v tuyn hoc kt ni trc tip vi nhau thay cho vic s dng dy cp.
Mt s loi thit b WLAN in hnh: im truy nhp (access point), b nh tuyn khng dy (wifi router), b iu hp mng khng dy (wifi card), thit b c tch hp m un thu-pht v tuyn theo tiu chun IEEE 802.11 (khng bao gm thit b v tuyn dng kt ni gia cc mng WLAN Wireless bridge).
10. Thit b o t xa v tuyn in (Telemetry Device)
Thit b o t xa v tuyn in t ng hin th hoc ghi li cc thng s o lng v iu khin cc chc nng ca thit b khc qua giao din v tuyn.
11. Thit b truyn hnh nh khng dy (Wireless Video Transmitter)
Thit b truyn hnh nh khng dy dng truyn d liu hnh nh v h thng x l qua giao din v tuyn.

Mt s loi thit b truyn hnh nh khng dy in hnh nh: webcam khng dy, camera khng dy, thit b truyn hnh nh khng dy qua giao din cng USB t my tnh.
12. Thit b v tuyn in t trn phng tin ngh c
Thit b v tuyn in t trn phng tin ngh c dng lin lc gia
cc phng tin ngh c hot ng cc vng bin ca Vit Nam.
13. Thit b v tuyn in ch thu l thit b v tuyn ch c chc nng thu
tn hiu sng v tuyn in.
14. Thit b truyn d liu bng rng l thit b v tuyn c dng cho
ng dng truyn dn bng rng trong mng di ng IMT-Advanced (cng ngh
LTE-Advanced v cc phin bn tip theo) s dng di tn 5150-5350 MHz,
5470-5850 MHz vi rng knh tn s ti thiu 20 MHz hoc dng cho truy
cp tc ln ti hng Gigabit/s trong mng ni b khng dy (WLAN), mng
c nhn khng dy (WPAN: Wireless Personal Area Network) hot ng trong
phm vi bng tn 57-66 GHz.
15. Thit b ra-a t (Automotive Radar) l thit b ra-a c ly ngn
dng cho cc ng dng trong thng tin giao thng nh iu khin hnh trnh,
pht hin, cnh bo, trnh va chm gia phng tin giao thng vi vt th xung
quanh.
16. Thit b lin lc b m cng sut thp l thit b v tuyn u cui di
ng c chc nng thu, pht tn hiu thoi trong mt phm vi c din tch gii
hn (v d: ta nh, khun vin).
17. Thit b truyn d liu bng siu rng (UWB-Ultra Wide Band
Communication Device) l thit b v tuyn in c ly ngn dng truyn
thng tin di tn s GHz vi bng thng tn hiu trn 500 MHz.
18. Thit b vng t (Inductive Loop) l thit b c chc nng truyn tn
hiu, hot ng da trn nguyn l trng in t v dng tn s thp.
19. Thit b nhn dng t ng (AIS-Automatic Identification System) l
thit b v tuyn dng trong h thng an ton hng hi c lp t, s dng trn
tu, thuyn v cc phng tin khc c ng c hoc khng c ng c nng
cao hiu qu iu ng trnh va chm v qun l phng tin hot ng trn
mt nc hoc di mt nc.
20. Thit b phao v tuyn ch bo v tr khn cp (EPIRB-Emergency
Position Indicating Radio Beacon) l thit b v tuyn ch bo v tr cp cu s
dng di tn s 406-406,1 MHz, c lp t, s dng trn phng tin hot
ng trn mt nc hoc di mt nc bao gm tu, thuyn v cc phng tin
khc c ng c hoc khng c ng c.

21. Thit b pht bo tm kim cu nn (SART-Search and Rescue Radar
Transponder) l thit b v tuyn dng cho mc ch cu nn hng hi, hot
ng di tn 9 GHz.
22. Thit b nhn dng t ng pht bo tm kim cu nn (AIS-SART) l
thit b v tuyn thuc nhm thit b h tr hng hi cc C quan tm kim
cu nn nh v thit b cu sinh hoc tu thuyn b nn trong cc hot ng tm
kim cu nn.
iu 3. Danh mc thit b v tuyn in c min giy php s dng
tn s v tuyn in v iu kin k thut, khai thc km theo
1. Danh mc thit b v tuyn in c min giy php s dng tn s
v tuyn in (sau y gi l Danh mc) quy nh ti Ph lc 1 ban hnh km
theo Thng t ny.
2. iu kin k thut, khai thc i vi thit b v tuyn in c min
giy php s dng tn s v tuyn in quy nh ti Ph lc 2 n Ph lc 19
ban hnh km theo Thng t ny.
iu 4. Min giy php s dng tn s v tuyn in
Thit b v tuyn in thuc Danh mc p ng quy nh chung ti iu
5 v p ng cc iu kin k thut v khai thc tng ng quy nh ti Ph lc
2 n Ph lc 19 ban hnh km theo Thng t ny c min giy php s dng
tn s v tuyn in.
iu 5. Quy nh chung
Cc iu kin sau y c p dng chung cho thit b v tuyn c
min giy php s dng tn s v tuyn in:
1. Thit b v tuyn in c min giy php s dng tn s v tuyn
in phi chp nhn c th b nhiu c hi t thit b v tuyn in c cp
giy php s dng tn s v tuyn in, thit b v tuyn in c c quan
qun l cho php hot ng.
Trong trng hp thit b v tuyn in c min giy php s dng tn
s v tuyn in gy nhiu c hi cho thit b v tuyn in c cp giy php
s dng tn s v tuyn in, thit b v tuyn in c c quan qun l cho
php hot ng, t chc, c nhn phi ngng ngay vic s dng v ch c hot
ng tr li khi can nhiu c khc phc.
2. Cc thit b v tuyn in c min giy php s dng tn s v tuyn
in phi chp nhn nhiu do cc thit b ng dng nng lng tn s v tuyn
in trong cng nghip, khoa hc v y t (ISM-Industrial, Scientific and
Medical) gy ra khi dng chung cc bng tn sau y dnh cho ISM:

a) Bng tn 13,553 13,567 MHz;
b) Bng tn 26,957 27,283 MHz;
c) Bng tn 40,66 40,70 MHz;
d) Bng tn 2400 2483,5 MHz;
) Bng tn 5725 5875 MHz;
e) Bng tn 24000 24250 MHz.
3. T chc, c nhn sn xut, nhp khu thit b v tuyn c min giy
php s dng tn s v tuyn in c trch nhim tun th cc quy nh ca php
lut v nhp khu, chng nhn v cng b hp quy, bo m thit b ph hp vi
cc iu kin k thut v khai thc theo cc Ph lc tng ng ca Thng t ny.
4. T chc, c nhn khai thc, s dng thit b c tch hp tnh nng iu
khin t xa v tuyn trong cc m hnh my bay phi tun th cc quy nh ca
php lut v cp php hot ng bay.
5. T chc, c nhn s dng thit b v tuyn in ch thu c min giy
php s dng tn s v tuyn in phi tun th quy nh ca php lut v vin
thng, tn s v tuyn in v quy nh ca php lut khc c lin quan; khng
c s dng thng tin thu c vo mc ch bt hp php.
iu 6. iu khon chuyn tip v thi gian p dng
1. Thit b v tuyn in p ng quy nh ca Thng t s 03/2012/TT-
BTTTT ngy 20 thng 3 nm 2012 ca B Thng tin v Truyn thng Quy
nh danh mc thit b v tuyn in c min giy php s dng tn s v
tuyn in, iu kin k thut v khai thc km theo nhng khng cn ph hp
vi Thng t ny th c tip tc s dng nhng phi ngng s dng khi gy
nhiu c hi cho cc thit b v tuyn in c cp giy php s dng tn s v
tuyn in.
2. Thit b lin lc b m cng sut thp thuc Danh mc quy nh ti
Ph lc 1 ca Thng t ny theo iu kin tn s, iu kin k thut, khai thc
tng ng ti Ph lc 2 v Ph lc 18 ca Thng t ny c min giy php s
dng tn s v tuyn in t ngy 01 thng 01 nm 2020.
3. Khng cp php trin khai mi thit b v tuyn in s dng bng
tn 446-446,2 MHz c cng sut trn 500 mW k t ngy Thng t ny c hiu
lc thi hnh.
iu 7. iu khon thi hnh
1. Thng t ny c hiu lc thi hnh k t ngy 14 thng 02 nm 2017 v
thay th Thng t s 03/2012/TT-BTTTT ngy 20 thng 3 nm 2012 ca B

trng B Thng tin v Truyn thng Quy nh danh mc thit b v tuyn
in c min giy php s dng tn s v tuyn in, iu kin k thut v
khai thc km theo.
2. Chnh Vn phng, Cc trng Cc Tn s v tuyn in, Th trng
c quan, n v thuc B Thng tin v Truyn thng v cc t chc, c nhn c
lin quan chu trch nhim thi hnh Thng t ny.
3. Trong qu trnh thc hin nu c vng mc, t chc, c nhn phn
nh kp thi v B Thng tin v Truyn thng (Cc Tn s v tuyn in)
c hng dn hoc xem xt, sa i, b sung./.

1.3.1. Knh lin lc c la chn trong s 37 knh theo Bng phn knh tn s (tr cc knh an ton, cu nn v knh gi). Trong qu trnh lm vic nu b nhiu do i khc gy ra, c th chuyn i sang knh lin lc khc trnh nhiu.
