In the opening ceremony held in the morning of April 21st, 2014, Mr. Qian Guijing, the vice

chairman of China National Light Industry Council and the chairman of the board of directors of

CPPIA has analyzed the industry situation and the expressed his expectation regarding the film

sector in the opening speech.

2013 is a difficult year for the plastic processing sector, especially for the small and

medium-sized plastic processing enterprises.According to the National Bureau of Statistics, there are 13699 plastics processing enterprises

above designated size in 2013 with a total output of 61.8866 million tons, attaining a year-on-year

growth of 8.02%,which is lower than the same figure of the last year, 8.99%.

The 13699 plastics processing enterprises above designated size in 2013 have realized profit of

112.318 billion RMB,attaining a year-on-year growth of 16.45%.

According to the customs statistics, the exports of plastic products amounted to 15.08 million

tons, representing year-on-year growth of 5.88%, the growth rate is slowing down.

In 2013,the output of plastics film manufactured by industrial enterprises above designated

size totals up 10.8935 milliom tons,attaining a year-on-year growth of 7.61%. However, the growth

rate has declined 1.72% over the previous year, which is resulted by multi factors: on the one hand,

the exports of commercials has severely decreased due to the sluggish global economy, which has

influenced the consumption of plastics packaging too; on the other hand, the sluggish domestic

economic situation has also decreased the demand for plastics products.

In 2013, the output of plastic film accounts for 17.6% of the output of the whole plastics

products.

However, we should also pay attention to the problems concerning the long-term healthy

development of film industry: severe oversupply, the homogeneity of the film from different

enterprises, weak innovation ability, low proportion of high-end and functional film, especially for

the biaxially-oriented film, cast film and metallized film. The sustainable healthy development of

film sector will be discounted if the insiders could not solve the above problems.

(1) We should develop film species towards the target of “functionalization”

Currently, the film has been widely applied as packaging material. However, we should

foresee the huge potential of film for industrial purpose such as capacitor film, separator film,

optical film and solar energy back panel. The market belongs to those who have forethought.

The Ministry of Industry and Information Technology has guided the development of 23

species of key functional film including optical film, LIB separator film, encapsulation film,

ion-exchange membrane, diffusion dialysis membrane, PET film for photovoltaic, diffusion barrier,

auto glass pasting film, flexible electric

conduction transparent film, electromagnetic

shielding film, window film, decoration film,

solar battery backsheet, reverse osmosis

membrane, flexible organic polymer film in the

“Twelfth Five Year Plan” Concerning New

Material Industry issued in April 2014. Those

key film are important for the development of

electronics, optical, high barrier, the infiltration

and filter etc.

The Ministry of Science and Technology

has launched the “Twelfth Five Year Plan”

Concerning the High-performance Film

Material Technology Development and listed

water treatment membrane, battery separator film for solar energy, flat panel display, film for

semiconductor and microelectronics as the key supportive projects in the period of Twelfth Five

Year Plan.

The oversupply of biaxially-oriented film is composed of the advanced output capacity, not the

outdated capacity, due to the unwisely adjustment of the entrepreneurs and the inability of

innovation.

To redress the situation, the entrepreneurs should adjust the film structure and strengthen the

development of packaging and printing film, substrate film for adhesive tape, cigarettes film, heat

sealing film, decorative film, matte film, and pearl film.

The production of functional film is an integration of machinery, raw materials, technical

process, formulation and process control, which needs the cooperation of different organizations.

I hope that the BOPP Film Professional Committee, the BOPET Film Professional Committee,

Cast Film Professional Committee, Metallized Film Professional Committee, Degradable Plastics

Professional Committee, Packaging-purposed Blowing Film Professional Committee of CPPIA

could play the role of platform and coordinate the entrepreneurs to develop the innovative species.

The plastics processing industry has encountered the adjustment phase and is facing severe

challenge.

On April 22nd, the conference delegates are organized to visit the CPP and CPE film

processing workshops of Shanghai Dahui Plastics Co., Ltd, which boasts an annual output capacity

of 12000 tons with two CPP lines (with film width of 3500mm and 4500mm) and annual output

capacity of 6000 tons of CPP and PET metallized film.

Concurrently, Shanghai Changjiang Securities Co., Ltd held the Lithium-ion Battery Industrial

Chain strategic Investment Symposium 2014, which has broaden the horizon of film traders and

clients.

Annual Assembly of BOPET Professional Committee

of CPPIA Closed in 2014

The annual assembly of BOPET Professional Committee of China Plastics Processing Industry

Association (CPPIA) convened from March 5th to March 6th 2014 in Shanghai. More than 80

delegates from 42 enterprises have attended this event.

Mr. Xu Zhiqiang, the chairman of BOPET Professional Committee has presided over this

assembly. Firstly he has greeted the delegates from nine new comers: Hefei lucky Science &

Technology Industry Co. Ltd., Zhangjiagang Kangde Xin Photoelectric Materials Co., Ltd., Jiangsu

Xingye Juhua Co., Ltd.(Sangfangxiang), Baihong Industrial Holding Co., Ltd., Shandong Sonton

Group Co., Ltd., Qingzhou Fuxiang Plastics Co., Ltd., Shandong Shouguang Jianyuanchun Co., Ltd,

Poly Plastic Masterbach (Suzhou) Co., Ltd, Yixing Guanghui Package Co., Ltd.

Mr. Cao Jian, the vice-director of CPPIA has reviewed the operation situation of plastics

industry in 2013. He has urged the enterprises to actively transform their mode of operation or

adjust products structure. He has reminded the entrepreneurs that the current excess production

capacity is only the surplus of low-end and low-level products. He has confirmed the enterprises’

efforts paid on the adjustment of product structure, differentiation development of international

anti-dumping and the expansion of the international market.

Mr. Xu Zhiqiang, the director of BOPET Film Professional Committee of CPPIA has reviewed

the work of BOPET Film Professional Committee in 2013 and introduced the work program of

BOPET Film Professional Committee in 2014.

The secretariat has analyzed the market situation at home and abroad after the sunset review.

As for the standards management, the secretariat of BOPET Film Professional Committee will

actively cooperate with China Plastics Processing Industry Association and the enterprises to boost

the development of standards.

According to Mr. Zhang Shaohua, the director of board of Hangzhou Dahua Plastics Industry

Co., Ltd., Hangzhou Dahua has persisted in independent technical innovation and maintained

annual increase of output value and profit with dozens of products of moderate output since its

establishment in 1987. Zhang Shaohua has attributed the success of Dahua to appropriate product

positioning, suitable resource allocation, effective incentive mechanism and continuous innovation

practice.

Concerning the large-scale development strategy and differentiation strategy, Mr. Wu Peifu,

the director of board of Shuangxing introduced the eight-year plan to attract associated technical

talents for the development of products and marketing strategy. At present, Shuangxing boasts 16

production lines. In 2013, Shuangxing has successfully sold 240 ktons film including ultra-thin film,

thermo sealable film, electricity conductive film, optical film and smart window film etc.

Mr. Su Zhigang, the general managr of Tianjin Wanhua Co., Ltd. has emphasized that the

enterprises should not seize the market share at the expense of the cash flow. To broaden sources of

income is more important than to decrease expenditure. The sheer decrease of expenditure is a dead

end street. Only innovation could lead the enterprises to a bright future.

According the Mr. Wu Tingxiao, the vice general-manager of Ningbo Jinyuan Group, Jinyuan

is under severe pressure right now because of insufficient technical reserve and the under estimation

of intense competition. He lamented that in 2013, Chinese enterprises have invested in a dozen of

film production lines with billions of RMB. However, the total profit of tens of BOPET film is less

than that of the one ton of chemical film produced by DuPont.

The costly machine operates in deficit, consuming lots of energy and producing environmental

pollution. When the situation turns optimistic in the future, the equipment could not run smoothly,

and the enterprises must spend lots of money to buy equipment parts from overseas producers.

He deems that the consumption of direct melting method is far more than the saving of

motor electricity due to the shortages such as the non-recyclable two cutting edges of film, the

single species of film and the continuous production. He also urges the enterprises to abide by

healthy competition and abandon the low-price competition strategy. It’s suggestible that all the

insiders to research the new market share in the fields of printing, metallizing, packaging and tapes.

Shandong Sonton Group Co., Ltd. is established in Aug. 2011. Mr. Zhou Bingyang, the

general manager introduced that in 2013, Sonton has bought 2 optical film manufacturing lines with

2 billion RMB.

In the afternoon, Dr. Yang Youcai of Qingdao Zhong Ke Hao New Material Science &

Technology Co., Ltd. has delivered the report Research on the High Performance of BOPET Film.

Dr. Zhang Yan, the general manager of Ningbo Jizhi New Materials Co., Ltd. has delivered the

report The Optical Film for LCD Display Backlight. Ningbo Jizhi New Materials Co., Ltd. was

established in 2007. Under the leadership of Zhang Yan, the company has completed the factory

decoration, equipment installation, trial production and mass production within one year. The

optical diffusion film, brightness-enhancement film and reflection film produced by Ningbo Jizhi

New Materials Co., Ltd. have entered the procurement catalogue of SAMSUNG and LG.

According to the media statistics,the pricing the BOPET film recently is 2000RMB per ton

lower than that of the same season of last year resulting from the oversurplus.

It’s reported that the BOPET film capacity will still increase in 2014.

Cangzhou Mingzhu Plastic Co., Ltd. Starts

the Construction of Rongchang Branch

CHONGQING, CHINA (March 11, 2014) — In the morning of March 2nd, 2014, Cangzhou

Mingzhu Plastics Co., Ltd. has initiated the construction of its Rongchang Branch, Chongqing

Mingzhou Plastics Co., Ltd. located in

Banqiao Industrial Park in Rongchang

County, Chongqing, China.

Chongqing Mingzhou Plastics Co.,

Ltd. will focus on two projects: BOPA

film and PE pipes.

At the commencement ceremony,

Mid-Term Management Plan of Unitika Group

TOKYO, JAPAN (June 10, 2014) — Unitika Ltd. has announced the new mid-term management

plan from April 2014 through March 2018 on May 26, 2014.

The newly formulated mid-term management plan aims to proactively invest management

resources into the core polymer business and into business aimed at the growing Asian market in

order to achieve on-going growth by restructuring their business portfolio by scaling

down/withdrawing from less profitable and non-core business areas.

By the fiscal year 2017, the final year of 2017, the final year of the new mid-term management

plan, Unitika aims to achieve consolidated sales of 146 billion yen, consolidated operating income

of 14 billion yen, consolidated ordinary income of 12 billion yen and net income for the period of

11 billion yen.

Riots Halt Vietnam Operations of Haitian and Formosa

VIETNAM (May 19,2014) — Vietnamese factories of Formosa Plastics and injection moulding

machine maker Haitian International Holdings both suspended operations last week following

widespread anti-Chinese rioting that included mob assaults on Formosa factories.

Two people died and more than 100 were injured in several days of rioting, Vietnam's

government said 17 May in its first official accounting of the violence, according to The New York

Times and other Western media.

There were widespread reports of riots involving thousands of people, with hundreds of arrests,

and damage and fires at foreign-owned factories in the south and central parts of Vietnam. The

violence began as protests connected to a maritime boundary and oil drilling dispute between the

two countries.

Taiwan’s Formosa, which has several facilities in Vietnam, said in a May 14 statement that a

mob of 300 people broke into a campus in Dong Nai province that produced biaxially oriented

polypropylene and fibres, where they looted and caused other damage.

Formosa said in a May 15 statement that one person died from heat stroke during a riot on the

afternoon of May 14 at a separate company facility, a steel manufacturing plant in Ha Tinh province,

and 90 people were injured.

Adding to the confusion on the ground, Formosa said the Vietnamese rioters at the steel plant

are actually employees of a Chinese contractor working on the site. It added that none of its

Taiwanese or Vietnamese staff were attacked and that the mob left at about midnight, about two

hours after the head of the Ha Tinh province arrived to help control the situation.

Haitian said in a May 16 statement that it stopped operations at its factory in Binh Duong, near

Ho Chi Minh City, on May 14 out of concern for safety of its staff.

It said it had no reports of injury or deaths among its staff or any material damage to its factory,

where the company builds injection moulding machines.

Haitian, based in Ningbo, China, said the Binh Duong factory accounted for less than 1 percent

of its total output in 2013, suggesting that any effect on the company’s overall business would be

minimal.

Kaohsiung, Taiwan-based Formosa said managers at the Dong Nai facility called police at

around 10:30 p.m. May 13, and the county chief arrived with his team, but they had little impact on

stopping the mob from entering the industrial park. Rioters did not leave until about 4 a.m., so

damage was still being assessed.

Formosa said it deeply regrets the incident and said the foreign-owned factories being targeted

by rioters have no connection to the political dispute over maritime boundaries between China and

Vietnam.

It said it also regrets the inability of the

Vietnamese government to handle riots and

protect foreign investment. The company said it

believes foreign investors will have doubts

about the security in Vietnam, and will step

back on new investments. It urged Taiwan’s

government to pressure Vietnam to adopt

effective protection measures.

A report from Reuters news agency said

that “the brunt [of the damage] appears to have

been borne by Taiwanese companies in the

zones… as rioters mistook the firms to be

Chinese-owned.”

The New York Times quoted media in

South Korea stating that 50 Korean companies also were damaged during the rioting. Reuters

quoted a spokesman for exporter Li & Fung, which supplies toys, clothing and other consumer

products to US retailers, as saying some of its suppliers in Vietnam halted production as a

precautionary measure.

The Dong Nai site is a large production base for Formosa.

The company has invested $1 billion there thus far, setting up yarn, polyester fibre and BOPP

production, and it announced late last year it was spending another $500 million, including $100

million for a 200,000-metric-ton-per-year polystyrene factory.

Formosa is currently Vietnam’s largest foreign-invested company, according to an English

language website of the Communist Party in Dong Nai.

A series of demonstrations escalated in Vietnam in recent days, after China moved an oil

drilling rig into waters claimed by both countries. Coast guard vessels from the two nations used

water cannons and tried ramming each other’s vessels to disrupt operations.

Press reports said foreign factories were also damaged at Singaporean-owned industrial parks

in Vietnam.

To avoid a worse situation, a raw material supplier from Southeast Asia plans to ship the raw

materials to other market.

Arle Capital Acquires BOPP-film Maker Innovia Group

UK (May 2, 2014) — Arle Capital (Arle) has acquired the Innovia Group from the Candover 2001

Fund, for €498 million, with funds raised from a syndicate of new investors. This means ownership

remains with funds managed by the same international private-equity company.

David Beeby, CEO, Innovia Group, says, “We are delighted that we will be partnering again

with Arle who has worked closely alongside us since 2009. They share our vision for the future and

will continue to support new investment in both the Films and Security businesses moving

forward.”

“This transfer of ownership means that the Innovia Group has a strong future. It enables the

company to sustain its growth plans across our technologies, brands and trademarks.”

The Innovia Group employs 1,600 people across two divisions – Innovia Films and Innovia

Security. It operates six manufacturing sites located in Australia, Belgium, Mexico, the United

Kingdom, and the United States, coupled with a network of sales offices, agents and distributors

throughout the world.

Innovia Group recently announced £40-milled worth of investment on its Wigton site; £20M to

be spent on a state-of-the-art gas turbine and a new "bubble," which will increase its biaxially

oriented polypropylene (BOPP) output by 10%. An additional £20M investment was announced

after the Bank of England confirmed its decision to adopt polymer bank notes. This will enable

Innovia Group to build a new plant to produce the new £5 and £10 polymer banknote substrate,

which will create a further 70-80 jobs on the site.

now, the company has managed its capacitor film business and its innovative new TreoPore

Sibur Boosts Biaxplen BOPP Film Capacity

SAMARA, RUSSIAN (May 28, 2014) — Biaxplen, part of Russian plastics and petrochemicals

group Sibur, has launched a new 30,500 tpa bioriented polypropylene (BOPP) film production line

at its Novokuybyshevsk in the Samara region.

The Sibur subsidiary invested €40.5m (£33m) in the new unit, supplied by the German

company Brückner, has raised the plant’s capacity to 55,500 tpa. The BOPP local project has

created more than 100 jobs at Novokuybyshevsk.

Late last year, Biaxplen installed another new BOPP line with a 38,000 tpa film capacity at its

plant in Tomsk, Russia. That project is also part of a wider expansion programme being undertaken

by the company.

“ The launch of the new facility (in Novokuybyshevsk) will enable SIBUR to increase

production of high value-added products for import substitution, reinforcing the Company’s

position in one of the most rapidly-growing markets of packaging materials,” Sibur chairman

Leonid Mikhelson commented.

The new line will allow Biaxplen to boost supplies of 5-layer films to the Russian and

European markets of countries including Italy, Poland, Germany, France and Turkey, said Sibur.

Demand for BOPP film in Russia is growing at between 4% and 5% a year with national

consumption reaching 130,000 tpa in 2013, Sibur quoted the Market Report Company as

calculating.

expected to start on June 1st. Besides labeling and food packaging industry, the 5-layer film could

and rigid plastics supplier, Armstrong Bradley, for an undisclosed sum.

According to the company, the acquisition was made to complement its films distribution

business, Plasfilms, and “all key staff at Armstrong Bradley are being retained”.

In the short term, the acquisition of

Armstrong Bradley will provide Plasfilms

with new suppliers, an increase in overall

capability, as well as an increase in its

customer base.

Alan Moules, Plasfilms’ commercial

Nordmeccanica Vacuum Plant Dedicated; New Metallizing

Systems Demonstrated

PIACENZA, ITALY (May 19, 2014) — Italian converting-machinery maker Nordmeccanica

Group officially dedicated its new Nordmeccanica Vacuum Srl plant in Piacenza, Italy, last Friday

before an audience of 500+ industry professionals, customers, suppliers and packaging brand

owners from across the globe. Along with a half-day Intl. Summit for Packaging technical

conference, the event introduced two of the company’s new vacuum-metallizing systems via live

demonstrations.

Nordmeccanica Group president Antonio Cerciello welcomed several dignitaries, including

local and national politicians, and representatives from two Chinese plastics organizations, to the

ribbon-cutting ceremony.

“We spent the last year integrating the technology of Galileo Vacuum Systems (which

Nordmeccanica acquired in January 2013) into our operation, revamped things and the first machine

was installed last month,” he said. “We have outstanding partners and designed our machinery from

scratch in only one year. Nordmeccanica controls the Chinese market for coating, laminating and

The Vacuum Div. will contribute to the overall success of the company. With currently 300

employees worldwide, sales were €82 million in 2013. Cerciello says sales this year will likely

increase 20%, reaching €102 million based on orders that are already on the books. The company

forecasts that 80 more jobs at the company are expected to be created in the next six months. The

new plant, 65,000 sq ft, opening in the midst of the Italian recession is clearly a positive thing,

Cerciello says.

“Nordmeccanica has a 75% share in markets where we’re active,” he continued. “We want to

lead in markets where there’s growth such as in packaging and metallization. Using plastic films

with metal layers ultimately has a lower cost versus other materials or multiple materials. Half of

our customers use metallized products in their converting.”

Tetra Pak® Will Complete €60-million Upgrade at Turkish

Packaging Converting Plant

IZMIR, TURKEY (June 19, 2014) — Tetra Pak® today announces a further investment of €36

million in its packaging material plant in Izmir, Turkey, to complete a €60-million technology

upgrade project that started in 2012.

The three-year upgrade enables the plant to more than double its capacity to 10 billion packs

and broaden its capability to produce a bigger range of packages from the Tetra Pak portfolio.

"During the last three years, our customers have launched more than 100 products in new

packages," said Amar Zahid, who has been appointed Cluster Vice President of Tetra Pak Greater

Middle East & Africa, effective July 1. "With new machines in operation by January 2015, apart

from the advantages of local supply such as faster lead time, we will also be able to provide

customers with a wide range of packaging options for differentiation and improved functionality,"

Greater Middle East has been one of the best performing regions within Tetra Pak with an

annual growth rate of 10% during the past decade. At the same time, due to the well-placed

Successful scientific balloon flight missions can be measured with metrics including system

performance, “events captured”, quality of data, and more. Underlying and enhancing all of this is

the common denominator of time of flight. Longer observation times are better for the science

teams. Successful long flight times require exceptional balloons made of very high quality balloon

film.

Three successful balloon flights conducted during the 2012/2013 LDB Antarctica Campaign,

and the successful Super Pressure Balloon (SPB) deployment flight from Sweden in August 2012

were all made of film manufactured by Charter NEX Films, Inc. These flights demonstrated the

manufacturer’s focus toward quality, and, according to Cathey, exemplify a number of the NASA

Core Values of excellence, teamwork, and integrity. The August 2012 test flight of the SPB

showcased the quality of the balloon film, and was another step toward qualifying a new flight

flights employed cryogens, and therefore had known flight durations prior to launch; each of these

flights met their maximum durations. The third flight broke a record for flight duration for a large

NASA flown scientific payload on a balloon, flying for over 55 days.

The Antarctic Long Duration Balloon (LDB) campaign serves as the most significant scientific

endeavor of NASA’s Balloon Program since the early 1990’s, and was extraordinarily successful.

Throughout the nearly 20 year history of Antarctic scientific ballooning, The NASA Balloon

Program has stepped forward to meet the challenge to achieve more science through supporting

longer duration flights, heavier payloads, higher data rates and increased mission opportunities in

order to increase the returns on science. Thousands of hours of flight time mean significantly

increased data return. Not only did these flights accumulate the longest flight times in a single

Antarctic Campaign season, but the balloon flight performance in terms of altitude stability was

exceptional.

Former ExxonMobil BOPP Equipment Headed to Auction

ONTARIO , USA (April 11, 2014) — Biaxially oriented polypropylene film equipment in

Belleville, Ontario, formerly run by ExxonMobil Chemical Co. has been auctioned on May 1.

The BOPP film operation was not included in a sale of ExxonMobil Chemical’s global BOPP

business to Jindal Poly Films Ltd. of New Delhi, India. A sales agreement between the two

companies was announced in October 2012 and Jindal completed the purchase last year.

ExxonMobil Chemical said in 2012 that the Belleville plant was its highest cost BOPP operation.

Hilco Industrial of Grand Rapids, Mich., has conducted the auction live and online. Auctioneer

Schneider Industries Inc. of St. Louis worked with Hilco on the auction.

Key assets include two BOPP lines with 260 inch nominal width. The lines have Bruckner

machine direction orientation sections and Marshall & Williams transverse direction orientation

systems. A Hilco spokesman said the BOPP lines can be purchased entire or on a component basis.

The facility is not for sale but space in it is available for lease.

A Leybold Topmet vacuum metallizer and Kataoka sheet slitting line are other major pieces of

equipment. Grinders, dust collectors, silos, drive motors, pallet storage systems and a range of

supporting equipment are also part of the sale.

Jindal acquired Houston -based ExxonMobil Chemical BOPP plants in Shawnee, Okla.;

LaGrange, Ga.; Virton, Belgium; Brindisi, Italy; and Kerkrade, Netherlands, and a sales office in

Luxembourg. The operations employed about 1,500.

Jindal claims to have global BOPP capacity of 428 million pounds per year. Its biaxially

oriented PET film capacity is 254 million pounds per year. It can metallize 127 million pounds per

of the films.

In order to promote readjusting the plastics industrial structure,accelerating the pace of

transformation and upgrading in plastics processing industry,improving the

competitiveness and maintaining the sustained and healthy development of plastics

processing industry, China Plastics Processing Industry Association (CPPIA) will hold the

2014 China International Plastics New Material, New Technology, New Equipment, New

Products Exhibition on December 15-17, 2014 in Poly World Trade Center Exhibition Hall

which in Hai Zhu District, Guangzhou Province, China.(Chinaplas2014)

CPPIA will organize: plastic machinery, mould, plastic products, plastic raw materials
