Hello Valued Members,

Summer is in full swing, but things are heating up even more for the back-to-school time period.

The Chamber team has been working with TAMU-C Career Development Team to bring you the updated

version of the Merchants Fair, now called the Update Your Network event.

Really driving excitement this month is the August 30th event and we hope all of you already have it

circled on your calendar. Running from 4:30- 7:00p.m. the Network Event provides our business

and service organizations locally and regionally with a great opportunity to connect with the many

regional member business exhibitors and more than 2,000 attendees. It promises to be a great

opportunity to connect and network.

We highly encourage you to make your business and service group booths as interactive

and compelling as possible with coupons, contests and prizes to capture new e-mail

addresses and inform students and staff of your businesses offerings.

I also want to say It was disappointing that we had to cancel the rest of the 4th of July Celebration

on Saturday due to the rain and lightening, but all went well on Monday’s rain out date, and overall

I am pleased with the turnout. Many thanks to Texas A&M Commerce, the City of Commerce and

KETR for co-hosting this event. The Rotary’s flag installation really enhanced the excitement

and visibility of the event. The Bike Parade winners and Kids Karnival were a huge success

early in the day. All of it would not be possible without all the sponsors, volunteers and all the

community partcipation. Just a great opportunity to spend time with family and friends.

As always, if you would like more information contact the Chamber

at 903. 886. 3950 for more info. We’re here for you!

Sincerely,

Lisa Arnold, CCoC Presidient

COMMERCE, Texas – Texas A&M University-Commerce professors Dr. Madeline Justice, Dr. Vanessa Huse and Dr. Brent Donham were recently awarded grants from the Texas Higher Education Coordinating Board for upcoming research projects. Justice, A&M-Commerce head and professor of education leadership, claimed a sub award from the U.S. Department of Education through the Texas A&M University System for the “School Leadership Program.” The award is a Leadership: Education and Develop (LEAD) grant, which is a result of a partnership between eight universities in the A&M System and 44 high-need school districts. The program addresses the need for effective principals and assistant principals, and provides solutions that will streamline recruitment, selection, training, and the retention of school administrator candidates. “Texas A&M University-Commerce has an exceptional track record for graduating extraordinary school leaders,” Justice said. “We are please to collaborate with school districts and other system universities to continue making a positive difference in the lives of students. This grant provides us with an opportunity to partner with school districts to help educate the students in the state of Texas.” Donham, A&M-Commerce head and professor of industrial engineering and technology, received his grant for the “2010 Engineering Summer Program (ESP),” which is part of the Engineering Recruitment Program. The summer program provides the opportunity to place a greater emphasis on engineering careers through a variety of activities during camps (M2T2), including robotics, guest industry speakers and a tour of L-3 Communications in Greenville. “Grants like the ESP, along with the Science, Technology, Engineering and Mathematics (STEM) initiatives the department is involved with are needed to not only recruit students to A&M-Commerce’s engineering program, but also to increase the number of engineers, which is a critical need locally, and at the state and national level.” Huse, a mathematics instructor, received the grant for “Measurement in the Middle Grades,” a Teacher Quality Grant Program. The award will be used for teacher training for middle school mathematics in the Athens area. “I have been conducting teacher training grants for the past 22 years, and ten of those at A&M-Commerce,” Huse said. “The Texas Higher Education Coordinating Board allowed us to request extra funding for more teachers in the summer of 2010. The additional funding this year will allow us to train more teachers.”

“Commerce” Day a t H u n t C o u n t y F a i r The City of Commerce, Commerce Chamber of Commerce, Commerce Economic Development Corporation and Texas A&M University-Commerce celebrated our city at the Hunt Co. Fair on June 17th. We had live broadcasts on KETR from the fair and we all celebrated “All Things Commerce”. It was a great night to explore the fair and have fun Commerce style. Booth visitors played Commerce Trivia and had a chance to win all kinds of fun swag. Bois d’Arc Bash baloons were a favorite of families and most teen fair goers planned to attend Texas A&M-Commerce when they graduate. The Bois d’Arc Bash Quilt made a debut in the crafts hall, while the salsa contest was being judged. The fair board plans to bring back a focus on each surrounding city again next year.

Her client-side work on the Tribune’s “Think-In-Ink” campaign resulted in multiple Gold Addy’s, just a few among the many press and design industry awards she has won throughout her career. Closer to

home, while working at Razor marketing in Addison, her brand and retail design work for RAC and Better Living Stores resulted in an APRO award. While she has worked for internationally recognized firms such as Publicis (Frankel) and Foote, Cone & Belding, she has been equally engaged at the local level. She has donated her skills to non-profits such as the Akron Art Museum, American Refugee Committee, Friends of the Chicago River as well as the Commerce Community Garden, Keep Commerce Beautiful and the Chamber of Commerce. COMMERCE, Texas – Deanna Mullins, medical social worker at Goodall Hospital and social work alumna of Texas A&M University-Commerce, has been named the Medical Social Worker of the Year by the Maine Chapter of the Society of Social Work.

“I truly feel the education that I obtained through the social work department at A&M-Commerce says a lot about what the bachelor’s and master’s social work program brings to one’s practice,” Mullins said.

She was presented her award at the Maine Hospital Association’s 2010 Summer Forum at the Samoset Resort in Rockport, Maine on June 24. Mullins has lived in Maine and worked at Goodall Hospital for the past four years.

“It is very challenging to describe, in one document, the value that Deanna brings to our organization on a daily basis,” said the closing remark in Goodall Hospital’s nomination on Mullins’ behalf. “I can only say that without her we would not have the depth of clinical expertise and support that she brings to this important role.”

COMMERCE, Texas – Mary Bonham, co-creator of the J-B WELD Company, will be presented with an honorary doctorate from Texas A&M University-Commerce at commencement on August 14 in the A&M-Commerce Field House.

“Mary Bonham exemplifies the values instilled with hard work and determination by being the driving force behind the success of the J-B WELD Company,” said Randy VanDeven, A&M-Commerce vice president for advancement. “I believe it is most fitting that A&M-Commerce is able to honor Mrs. Bonham with an honorary doctorate.”

The honorary doctorate will be another addition to her list of life-long accomplishments. After marrying her husband, Sam, in 1968, the two created the J-B WELD company and traveled throughout Texas selling his “tougher than steel” epoxy he discovered in the mid-1960’s. With the Bonham’s work and dedication put into the company, J-B WELD became one of the most successful businesses in the world – doing business in 50 states and 27 countries.

“She helped build one of the most successful small town U.S. enterprises in Sulphur Springs,” VanDeven said. “J-B WELD positively impacted industries both nationally and globally by developing the most durable cold weld product for the home, automotive, industrial, marine, and agricultural applications.”

Bonham has dedicated much of her life to business ventures and community activities as well, including donations for Kid’s Kingdom park in Sulphur Springs and leading the Hopkins County Courthouse Renovation project and the Women’s Pavilion at the Hopkins County Memorial Hospital. She is also active in the horse racing industry, creating and operating one of the few training and breeding centers in Texas, and is a keen investor in real estate properties.

Bonham has been instrumental in educational opportunities for students in the area as well, providing high school senior scholarships to local students for more than 15 years. Two of those students currently attend A&M-Commerce.

“Her being chosen for such an honor is twofold,” VanDeven said. “A&M-Commerce wanted to recognize her for her entrepreneurial leadership, her hard work and success in business, and thank her for her generosity shown throughout the years to not only Sulphur Springs, but all of Northeast Texas. COMMERCE, Texas – Motorists on Culver Street and Highway 24/50 in Commerce will be notified automatically of crossing pedestrians after Texas A&M University-Commerce installed pressure plates to the crosswalk lighting system around campus. “By having automatic, as well as manual activation of the crosswalk lighting system, we now have a redundancy which affords better protection for all pedestrians using the crosswalk,” said David McKenna, A&M-Commerce executive director of facilities and support services. Crews completed the project in just three days. While the plates are easily activated and add another level of safety, everyone is encouraged to still be cautious before walking the crosswalk. “Certainly, crossing safety is enhanced by these additions,” McKenna said. “But, pedestrians using the crosswalks still need to make sure all traffic is stopped before they cross - safety first.”

A&M-Commerce Art Dept Graduates First MFACommunication Arts Class; Alumni Find Success

B y : B r e n t L y d a y Commerce, Texas – The Texas A&M University-Commerce art department recently graduated its first class in the new master’s of fine arts (MFA) in studio arts program with a communication arts concentration. The program has grown from zero students in 2007 to a projected 20 in the upcoming 2010 fall semester, and would be one of the largest terminal degree programs on campus and in Texas.

“The master’s of fine arts in studio art is one of the oldest terminal degrees on campus, but we only recently started offering a concentration in communication arts at the Universities Center of Dallas,” said Joe Daun, A&M-Commerce art department head. “This is a cutting edge program that is nationally competitive and will continue to grow both in national reputation and size.”

Along with the current state of the A&M-Commerce art department, many of its alumni are finding success as well. Michael Miller, A&M-Commerce art professor and artist, will have his work on display at the internationally recognized Moody Gallery in Houston from July 10 through Aug. 7. He was also featured in an article about his work in Houston Magazine. Miller’s art at the exhibition can be viewed at http://www.moodygallery.com/Exhibitions/Miller_M_exhibition_2010/MMiller_exhibition_2010.html.

Trenton Doyle Hancock, visual artist and A&M-Commerce art alumnus, was featured in Houston Magazine and recently completed a mural painting, “From a Legend to a Choir,” in the Dallas Cowboy’s stadium. A photo and review of the design can be found at http://stadium.dallascowboys.com/art/art_commissions.cfm?commision=hancock.

A&M-Commerce photography alumnus Jim Fiscus continues to be active professionally shooting for such clients as Oprah Magazine, Atlanta Ballet, Schick, and Showtime’s successful photography campaign of the series “Dexter.” Fiscus also was featured in Luerzer’s Archive’s 2010/11 edition as one of its 200 Best Ad Photographers. His work is available at www.fiscusphoto.com.

“The art department at A&M-Commerce has a long history of success,” Daun said. “We continue to produce successful alumni from all of our programs who become leaders in their fields. I think Commerce is a special place where our students are exposed to active artists and given the room to be creative and productive. This really sets our program apart from our peers.”

Wallace Trades Plumbing Career

For UPD Badge

B y : A s h l e y J o h n s o n

Commerce, Texas –After 20 years as a plumber, David Wallace replaced his tools with a badge this spring as an officer with the University Police Department at Texas A&M University-Commerce. His official appointment by the Texas A&M University System was recognized July 5.

“One day my son asked me what I thought about him joining the police force, and I told him that was something I wished I had done when I was his age,” Wallace said. “He convinced me that I wasn’t too old to pursue my dream, and with the wonderful support of my wife, Melissa, I attended the Sulphur Springs police academy with my son.”

His son, David Wallace, Jr., works for the Hunt County jail in Greenville and currently attends A&M-Commerce. After graduating with a bachelor’s degree in August, Wallace, Jr. plans to stay on campus to pursue a master’s degree in criminal justice.

During Wallace’s brief tenure with UPD, he has already enjoyed opportunities to help people in the Commerce community, and serve alongside his fellow UPD officers.

“We are pleased to have Officer David Wallace join our team at the University Police department,” said Donna Spinato, UPD chief of police. “Officer Wallace is excited about being a part of the university community, and we believe he’ll contribute in great ways. We are fully confident in his abilities to protect, serve and educate our community.”

Villanueva-Russell

Commerce, Texas – Dr. Yvonne Villanueva-Russell, Texas A&M University-Commerce department head and associate professor of sociology and criminal justice, was named the Layperson of the Year by Sherman College of Chiropractic on May 28 in Spartanburg, S.C., as part of the college’s homecoming program. Villanueva-Russell was recognized due to her research, contributions and commitment to the profession.

“It is an honor to know that my research has been read outside of my own discipline and that it has relevance and application for alternative medical practitioners,” Villanueva-Russell said.

Her research has focused on the professionalization of alternative medicine, the politics of science, the media, and professional identity. She has authored multiple publications including “Chiropractors as Folk Devils: Published and Unpublished Coverage of a Moral Panic,” “An Ideal-Typical Development of Chiropractic, 1895-1961: Pursing Professional Ends Through Entrepreneurial Means,” “Early Advertising and Practice Building in Chiropractic: 1920-1950,” “Evidence-Based Medicine and its Implications for the Profession of Chiropractic,” and “The AMA versus Chiropractic: Themes of Opposition From 1963 to 1974.”

“I initially became interested in this profession when my husband chose to become a chiro-practor,” Villanueva-Russell said. “I did not know much about chiropractic or alternative medicine, so I started to study the history of this area and it eventually grew to become the basis of my dissertation. Chiropractic is the ultimate underdog story, which makes for some very interesting research.”

Sherman College’s Layperson of the Year award is given to non-chiropractors who have contributed to the advancement the chiropractic profession.

Thalian Club Auction Set for Aug 28The Thalian Culture Club is hosting its annual fundraiser – a signature and live auction

TXDOTto hold public hearings

on long range plans

C H A M B E R Our TownBy [email protected]

When daylight dissolves into darkness on Thursday, Aug. 12, Hollywood features will return to downtown Commerce. Academy award winner Sandra Bullock stars in “The Blind Side,” the first in a series of free outdoor movies. “The Blind Side,” one of the most popular films of 2009, is based a true story about a family in Memphis, Tenn., who befriends and later adopts a high school student with strong motivation to excel in football. He now plays professional football for the Baltimore Orioles. Five sponsors are working together to bring the free entertainment to downtown Commerce: the City of Commerce, the Commerce Chamber of Commerce, the Commerce Public Library, Family Video, and Texas A&M University-Commerce. The Commerce Public Library will sell popcorn and other concessions at each showing. A steering committee is being formed to make the final selection of future movies, to formulate policies for the events, and to seek indoor venues for monthly showings November through March. The movies will be shown on vacant lots owned by the city between City Hall and Main Street. That area will be developed into a park for various events. Those planning to attend the movies should bring lawn chairs. The movies will begin at 8:30 p.m. or as soon as darkness is appropriate for projection. Fred Tarpley, coordinator of the project, says the purposes of the downtown movies are to provide community entertainment, help revitalize the downtown area, and bring the town and the university communities together at the film events. At Cowhill Coffee Express, Jerold Thomas has already paved the way for regularly scheduled entertainment with the third Thursday “Songwriters Concert” staged by Brad Davis.

On Saturday, August 28, 2010 at 6:00 pm at Sand Hills Country Club. The annual event is the organization’s only fundraiser, and supports numerous local charitable efforts, as well as provides scholarship opportunities for eligible seniors from Commerce High School. “We invite our community to our fundraiser to not only enjoy food, festivities and fellowship, but to help us raise funds that we donate one-hundred-percent back into our community. The auctions are a fun way to support the organization while getting something in return,” said Jalinna Jones, Thalian president. “In the past items for auction have included furniture, home accessories, children’s and baby items, floral arrangements, and artwork. It is a fun evening of joining together with friends, while raising funds to better our community. What could be better than that?” she added. For more information, or to donate an item to the auction, please contact Jalinna Jones at [email protected] or 903.886-5016.

The Texas Department of Transportation (TxDOT) in cooperation with the Federal Highway Administration, will hold two series of open house-style public meetings for the development of the Statewide Long-Range Transportation Plan 2035.

This plan will establish a framework for addressing the challenges of our aging infrastructure, urban densification, and a growing population through 2035. The plan will also address the need for improvements to all modes of transportation including roadways, pedestrian and bicycle facilities, transit, freight rail, passenger rail, airports, water ports, pipelines, and Intelligent Transportation Systems.

The purpose of this first series of meetings is to present an overview of the project and to solicit comments and input to aid in the development of the plan. Information will be available for viewing at the meetings including exhibits and videos about the planning process. Representatives from TxDOT will be in attendance to discuss the development of the plan and answer questions. Forms will be provided for submitting written comments.

A&M-Commerce Inspiring M2T2 CampersCOMMERCE, Texas – Students from Cooper and Commerce Independent School Districts are in the midst of the Maximizing Motivation, Targeting Technology (M2T2) summer camp at Texas A&M University-Commerce. The camp is an innovative program targeting technology to motivate students to pursue careers in the STEM (science, technology, engineering, math) workforce. “Students learn about science and technology in order to generate interest in the STEM field,” said Dr. Gil Naizer, A&M-Commerce associate professor of curriculum and instruction. “The hope is that they are inspired to go to college and major in these areas.” The M2T2 program is funded by the National Science Foundation and provides year round programming following an intensive summer camp for teachers and students from middle schools in northeast Texas. The primary purpose of the program is to “exploit” the cultural phenomenon of gaming and technology and relate it to real world of math and science concepts. “Our focus is on computer programming with Gamemaker and Lego Robotics, along with other science and engineering activities,” Naizer said. Overall, Cooper and Commerce ISD each have 18 students in grades 6-8 enrolled in the camp that began June 7 and lasts through June 18. Two middle school teachers from each district are also attending. Dr. Brent Donham, A&M-Commerce head and associate professor of industrial engineering and technology, is co-hosting the M2T2 camp with funding from the Texas Higher Education Coordinating Board through an Engineering Summer Program (ESP) grant. The ESP grant has provided an increased focus on engineering careers through robotics, an engineering panel, and a tour of L-3 in Greenville, Texas. “The synergy of the two camps provides students with a richer experience than would be afforded by either camp alone,” Donham said.

The Friends of the Commerce Public Library has announced that the Commerce Public Library is now a United States Passport Acceptance Agency, and is currently accepting passport applications on behalf of the U. S. Department of State. United States citizens planning international travel may apply for their passports at the library on Mondays, Wednesdays, and Fridays from 10:00 a.m. to 3:30 p.m., and on Tuesdays and Thursdays between 11:00 a.m. and 3:30 p.m. The library is located at 1210 Park St. in Commerce. “The Library provides one-stop convenience to apply for a passport application,” said Gayle Gordon, library director. “We process the application and even take the photograph. You will receive your passport approximately four to six weeks after applying, and we even provide expedited service for an additional fee. With expedited service, you can receive your passport in as little as two to three weeks. If you just need your photo taken, we can do that too,” she added. The average in-person time to apply for a passport is approximately 10-15 minutes. The library has forms available, but applicants can download the necessary forms at home and have them filled out prior to arriving at the library. All required documents must be present and approved; incomplete applications will not be submitted. Persons seeking a passport will write two non-refundable checks or money orders: one for the passport fee(s) payable to the Department of State, which may also include additional fees for expedited processing service ($60.00) or overnight delivery from the processing agency to the applicant ($14.96). A second non-refundable check, money order (or cash) payable to the Commerce Public Library for $25.00 will be required. Additional fees for overnight delivery to the processing agency ($18.30) or photographs ($8.00) will be assessed for these extra services. The library will enclose the check payable to the Department of State in the packet mailed to the Passport Office. “In addition to providing a convenience to our community, the passport acceptance service is a consistent, year-round revenue stream that helps the Friends of the Commerce Public Library maintain costly operations,” said Isabel Davis, Friends’ president. For application forms, information on documentation required, fees, and a wealth of other passport and international travel information, visit the only official website for passport information at www.travel.state.gov.

Economic Development Corporation

COMMERCE

COMMERCE, Texas – The Texas A&M University-Commerce department of educational leadership hosted area superintendents, principals, assistant principals, school board members, and local business leaders at the Summer Leadership Conference on Thursday, July 15, from 10 a.m. to 2:30 p.m. The conference was held in the Sam Rayburn Student Center. “A&M-Commerce is particularly excited about the Summer Leadership Conference because of the broad base of our northeast Texas populace that it will benefit,” said Joyce Harper, A&M-Commerce administrative assistant for educational leadership and the Meadows Principal Improvement Program. “The subject matter of this conference directly affects every private citizen, business person and educator in our area.” Dr. Steve Murdock of Rice University was the morning keynote speaker and addressed the audience on “Population Change in Texas and the United States: Historical Patterns and Future Trends Affecting Education, The Labor Force and Economic Development.” The former Texas state demographer shared the anticipated benefits from learning the latest demographic trends, projections, consequences, and the challenges they face in the 21st Century. He brings a wealth of knowledge of applied demography, migration, rural sociology and socioeconomic impact assessment. Dr. Murdock said that Texas has grown more rapidly (twice as fast) than any other country as a whole: natural increase, net domestic migration and net international migration are the reasons for the growth. The percent by origin has changed dramatically as well, and is a result of changes in the immigration laws. Originally, Europeans’ had the highest immigration percentage in the United States, but now Latin Americans and Asians hold the top two percentages of immigrants by origin. Texas has the largest numeric population increase from 2000-2009 and is 6th by percentage population increase. Thirty three percent if that growth is in the North Central Texas metropolitan statistical area, of which Commerce/Hunt County is a part of. Texas growth is part of a regional pattern, the majority of the southern states are showing an increase. Diversity and Growth go hand and hand as do population characteristics socioeconomic conditions. Baby Boomers are now 25% of the population in the United States but the Hispanic origin will be the majority race by 2050. Youth and Hispanic population are running parallel with each other. Per Dr. Murdock, the average household income in Texas will decrease by $6,500 from 2000 to 2040, the poverty rate will increase and 30% of the population will not have a high school diploma, unless we address the issues now. It is our obligation and duty to prevent this from occurring. The solution is to make sure our youth have the Skills and Education that they need to Succeed!! Following lunch, Sandra Carpenter, a shareholder in the law firm Walsh, Anderson, Brown, Schulze and Aldridge, P.C. in Austin and graduate of the University of Texas School Of Law, presented “Hot Topics in School Law.” Carpenter is a frequent speaker and trainer at conferences around the state on legal issues affecting schools, and has written articles for the “Texas School Administrators’ Legal Digest.”

Commerce Independent School District Board of Trustees voted to call a Tax Ratification Election for August 14 to keep from again dipping into the district’s fund balance. Trustees have adopted a deficit budget for the last three years. Under state law (House Bill 1), Texas school districts must call a tax ratification election (also called a rollback election) to raise their maintenance and operations (M&O) tax rate above $1.04 to gain additional local and state funds. HB1 caps the M&O tax rate at $1.17. Commerce ISD is one of 300 Texas districts that have called a local election to meet rising costs. Traditionally, rising property values would help public school systems raise money, but the state has removed that option with House Bill 1. Texas districts are now revenue neutral and funds from rising property values reduce the amount of state aide received by the district dollar for dollar. Currently, the only way that school systems can access additional M&O funds per students is to hold tax ratification elections.

Q: What is the district seeking?

A:Commerce ISD is requesting an increase in the maintenance and operations (M&O) tax rate, from $1.04 to $1.17, an increase of 13 cents. The total proposed tax rate is $1.5951.

Q:How much money will this raise?

A:The $1.17 M&O tax rate will raise an additional $500,000 in local revenue and over $400,000 in state revenue.

Q:How did we get to this point?

A:In 2005-2006 the legislature froze funding levels to school districts. Because the district had been frugal with their resources in prior years, a healthy fund bal-ance (or savings) of over $5 million had been amassed. Because the state funding system did not allow districts to generate additional rev-enue, Commerce ISD adopted deficit budgets in the amount of at least $600,000 during the last three years, which were funded through the district savings or fund balance.

This practice cannot continue because the district fund balance is dwindling. The State of Texas requires the district to have at least three months operating expens-es available in the fund balance.

Q:How much will this cost a homeowner?

A:The proposed total tax rate would mean $130 annual tax increase on a $100,000 home or $10.83 per month. For a home valued at $200,000 the increase would be $260 per year or $21.66 per month.

Q:What about persons who are 65 or over?

A:The proposed tax rate increase does not affect the taxes on homes of per-sons who are 65 years of age or older.

Q:What has the district done to conserve funds for the coming school year?

A:The district reduced the budget by more than $524,000 through a three percent cut in all campus and department budgets, staff cuts through attrition and program changes, and reduction of the prekindergarten program to a half day.

Q:What will happen without the additional funding?

A:The district will increase class size through the reduction of staff and return teaching specialists back to the classroom as vacancies occur as a first step. CISD will also be forced to initiate cutbacks in extracurricular and co-curricular pro-grams. Teachers will only receive step raises while other professionals and auxil-iary staff will not receive raises. Essential building maintenance such as roofing will be postponed.
