Quarterly report back –

progress and key

issues.

1) Influence policy and support policy development across the Heritage sector on all aspects of engaging

with BME communities.

Regular

involvement in

6-8 key

committees/wor

king groups.

Ethnic minority issues

represented. 1 Policy

development

strengthened.

HEREC JLW HEREC input into

Heritage Counts 2006

Progress: BEN raised a

number of issues with

regard to Heritage

Counts 2006

Key issue:

1. The Case studies

need to be presented in

context. They are good

and significant in

breaking new ground but

still only represent work

on a very small scale in

the overall scheme of

things.

The significant key

themes, illustrated by

case studies, need to be

made visible

2. Volunteer figures

provide no breakdown by

ethnicity.

3. The survey figures

need to refined/ put into

context as they give a

very false impression of

the level of engagement

by BME communities in

relation to key areas of

the heritage sector.

(resulting in the

'policy' of no

evidence of need)

d. Uneven

understanding of

issues around

new audience

development

among HLF grant

3. The recognition of the

contribution of involving

ethnic communities in

effect on the visibility of

CCW Fairshare Project July – September 2006

Purpose of the report

The purpose of the report is to provide an update of the work undertaken by the Fairshare Project

during the period July to September 2006.

Work undertaken.

The Fairshare Project will be working across Wales and it was agreed that work would need to be

split into South Wales and North Wales.

Forms were devised to keep records of discussion and which could be shared with clients and

other relevant workers, with the client"s permission. This would assist in keeping relevant people

informed and would avoid duplication and where possible would facilitate joint work.

Initial focus was to contact groups in the South of Wales and to arrange to meet the groups in

Swansea. The meetings were to: -

1. explain the remit of the Fairshare Project;

2. ascertain the level of development of the groups; and

3. ascertain the assistance the groups required from the Fairshare Project.

The following groups were contacted and their needs assessed: -

• The Swansea Faiths Forum

• The Welcome Organisation

• MEWN Swansea

• The Swansea Chinese Community Co-op Centre

• The African Centre

Issues arising

It became evident that all groups were at different stages of development and that this would entail

differential ways of working with each group. Some groups required more developmental work, as

a pre-requisite to them developing projects, applying for funding and successfully managing the

Projects.

Some groups were at the stage of forming and becoming constituted groups and were developing

their policies and procedures.

Other groups have been operating successfully for a long time and were involved in projects and

were interested in developing environmental projects and would need to speak to their committees

and this would then inform the direction that the organisations would be going in.

Page 37: Black Environment Network

37

Other groups were ready with proposals for projects and needed assistance to develop these

projects and apply for funding.

Support given to groups

The Swansea Faiths Forum

Were looking at developing a faiths map that would work in conjunction with the Local Authorities

Green map.

They also wished to have a development worker to work on Faiths issues and to develop the

organisation.

The Swansea Faiths Forum were keen to work on environmental issues and requested time to

discuss the assistance that the Fairshare Project could give them and they would like to work up

some projects on the environment.

Advice was given on the Faith Communities Capacity Building Fund Round two. The Swansea

Faiths Forum said that they would be applying to this fund for a Development Worker and project

development costs and that they would contact me for assistance when needed.

The Welcome Organisation

Had a number of projects that they wanted to gain funding for. But said that they had passed these

onto CEMVO and that CEMVO were helping with the projects. I said that if CEMVO wished to

work together or needed any support that they or Welcome could contact me.

Welcome said that future projects/funding bids would be brought to Fairshare.

MEWN Swansea

MEWN said that they needed a funding officer"s post. When asked what the officer"s role would

be, it appeared to be that they wanted a funding officer to raise funds to keep the organisation

going and not to develop new projects or bids.

MEWN said that they would like some time to think of some projects that they would like

assistance with in the environmental arena.

The Swansea Chinese Community Co-op Centre

This organisation said that currently they have a problem with trying to run the organisation with

mainly volunteers and that they would like to have more full time staff to be able to develop and

expand the core work of the organisation, mainly support and advice work.

The Development Worker said that they had an elderly gentleman who is a good artist and another

gentleman who is very good at calligraphy and that she would like to work on a project that would

enable the paintings and calligraphy to be shared with a wider audience and in a way that the skills

could be passed onto others and to encourage other elders to take up art. The paintings all have

an environmental focus.

The Swansea Chinese Community Co-op would like to be able to work with organisations on

projects that are similar to their own and would like to do joint projects with other organisations.

If the venues were in other cities then they would be willing to take people from their own

community to these venues, with interpreters to facilitate communication and understanding.

The African Centre

The African Centre wished to have some time to think about environmental projects, as they were

in the process of looking for alternative accommodation as the lease on their current community

centre was due to finish soon and that this was the issue that was taking up most of their time at

the moment.

Summary.

The support given has ranged from discussing development of the organisation and what

assistance could be given to help them develop and form into organisations that can then develop

projects and then they could be assisted to apply for funding and then they could manage the

projects.

Other groups that are in the process of forming and becoming constituted have already formed

ideas for projects and the have prioritised their needs. Some of these have already begun the

process of applying for funding for the organisations development and have said that they are in

the process of developing projects of an environmental nature for which they would like help in

locating funding and in applying for the funds to make the project a success.

Other organisations are looking at maintaining their organisation and have said that their priority at

the moment is to secure funds to enable their organisation to survive and deliver their core

services to their communities before they can look at environmental projects.

Regular contact is maintained with all the groups to keep up to date on the organisations progress

and to give the necessary support as and when required.

The Swansea Faiths Forum has applied to the Faith Communities Capacity Building Fund and we

are working on a project for which they wish to apply for funding.
