    Critical Gaps in Training

    Critical gaps in capacities and capabilities which canbe addressed through education and training

    programmes at various levels:

    Training institutions have very little practicalexperience of doing what they are training in and havevery little touch with the intricacies of ground-levelrealities, implementation and social engineering.

    Critical Gaps

    Training institutions are located at a geographicaldistance, far removed from where the actualdevelopment intervention is scheduled to take place.

    These institutes are run by personnel who speak alanguage which is largely incomprehensible to thepeople and whose attitude is didactic rather than

    dialogic, and who seem to lack the passion for thework which their training will enable.

    Critical Gaps

    A very serious lacuna has been the absence of any kindof follow-up in the field to ensure that the benefits oftraining are materialised at the field-level for which itwas meant.

    Training also tends to become too specific. Overall, theplanning and implementation requirements can

    become so tightly structured that it discourageimaginative and innovative training methods, stickingto what is allowed.

    Curriculum Framework

    Curriculum framework based on four objectives:

    Strong values through a set of foundational coursesthat provide the basis for understanding policy,programmes and field based issues;

    Theoretical and conceptual understanding to developthe ability to engage with abstractions and empiricalrealities with equal ease;

    Curriculum Framework

    Analytical and problem solving, planning and projectmanagement skills to facilitate the comprehension of

    large data sets, unpack policy perspectives, generatesensitive qualitative and qualitative data andimplement programmes;

    Strong field based learning to comprehend micro,meso and macro issues

    Components of Curriculum Framework

    For heuristic purposes these objectives are structuredas five important strands:

    Perspective Building Courses: Foundational coursesin understanding society, economy, politics along witha strong understanding of constitutional guarantees,rights and justice.

    Analytical Skills Courses: To grapple with, generateand analyze and infer from data; to develop the skill in

    handling various software; to systematically analyzepolicies and programmes and to understand projectmanagement cycle and ways of intervening inmonitoring and in course correction.

    Components..

    Governance Courses: To build the theoreticalunderstanding of the State, its various formationslinked to power, authority, property, economy, legalframeworks, etc.; state based institutions, politicalformations, interest groups, conflicts, democracy andidentity politics;

    Various social movements and civil society strugglesthat attempt to rework governance structures, andright to information related activism propellingmechanisms for deepening democracy.

    Components

    Rural Development Courses:A foundational set oftheoretical courses that clarify the understanding ofdevelopment, debates on development, and thetrajectory of development in India with particularreference to issues of rural poverty and the socialsector;

    Broad-based information on various national ruraldevelopment programmes and their trajectories; and asound understanding of natural resources and

    livelihoods to help participants comprehend thelocation of various forms of agro-ecological conditionsthat determine variations in rural economy, itslinkages to the markets and the development politics.

    Components

    Experiential Learning: To build critical learningabilities through a systematic planning of field-basedexposure. Field-based work at any one of the levels(village, district with Governmental or NGOstructures).

    Participants to develop either a research paper or amicro plan or a problem solving strategy to dealeffectively with any of the sectoral issues education,employment, water, sanitation, nutrition, health,livelihoods and so on.
