Content

The EU Ecolabel Helpdesk has been managed by BIO Intelligence Service since January, 20th 2004.

This report presents a summary of its activities from September, 15th to December, 1st 2005.

The first part, “Assistance to the Commission for Varied Communication Tasks”, presents the activities of the Helpdesk assisting the Commission for different communication tasks like answering enquiries, writing the news, etc.

The second part, “Implementation of the Promotion Action Plan” focuses on the marketing activities implemented by the Helpdesk from September, 15th to December, 1st 2005.

ACTIVITIES AND RESULTS OF THE HELPDESK

1.1. ANSWERS TO THE ENQUIRIES

� The Helpdesk received 36 enquiries from September 19th to November 30th 2005.

� September 2005 (until 19th): 5 enquiries

� October 2005: 11 enquiries

� November 2005: 20 enquiries

BIO answered 30 of them, as they dealt with marketing issues or the e-catalogue. The EC answered the others.

An email was sent to every new producer to inform him about the e-catalogue, and provide him with his user name and password so as to put online information about his company. Thanks to translations provided by the Competent Bodies, this email was sent in the native language of every holder.

� VESTFROST A/S (Danish producer of refrigerators awarded the EU Eco-label by the Danish CB) lost his license and was withdrawn from the e-catalogue.

� Statistics

Statistics on the number of visits per month on the e-catalogue from February 2003 to November 2005 are presented in the graph below. A steady increase of the visits to the web site can be observed.

The percentage of pages viewed in 2005 per nationality of the visitor is shown on a graph below.

The average number of pages viewed per month in 2005 is 50 331.

The average number of hits per month in 2005 is 265 586.

The new web-based tool for applicants was accessed 3939 times since 1 November 2005.

NB: no statistics are presented for September 2004 due to a computer crash at Diogenius at this moment.

2.1. E-CATALOGUE

� A1 - Translation of the Back Office in 11 languages The Helpdesk now has all the translations of the current version of the Back office (the addition of the space for retailers in the e-catalogue will generate minor modifications of the Back Office (cf A2), so the translations will be put online once the new space for retailers is).

� A2 – Addition of a new space for retailers The IT work had some delays because of a bug encountered by Active up, subcontractor of BIO for this task. The bug is now solved, and the web site with this new functionality will be online on 9 December 2005. Regarding the gathering of information about retailers selling EU eco-labelled products to fill in this new database, the Heldpesk sent a personalised email to all CBs and Coop contacts.

� A3 – Addition of 2 product groups pages Two new pages for the “Camp sites” and “Lubricants” new product groups have to be added to the e-catalogue. The EC validated the English versions proposed by the Helpdesk (enclosed in Appendix 6). Active up will work at adding these new pages in the 11 language versions of the front office of the e-catalogue and CBs will be asked for translations during next MMG meeting on 8 December 2005 (these are very short texts, so it should be possible to do it rapidly during the meeting). The 11 versions of these 2 pages will be online by the end 2005.

� A4 – Availability of the web-based tool for textile applicants on the e-catalogue

The web-based tool for textile applicants produced by BECO under an EC funded marketing project in the NL was put online the e-catalogue web site in November 2005, and the Helpdesk put a link from the 11 versions of the “Textiles” page to this tool. CBs provided translations of the link. The remaining missing translation is Spanish. It will be asked for during the MMG meeting on 8 December 2005.

2.2. OTHER INFORMATION MATERIAL

� A5 - Creation of a list of arguments in favour of the Flower for public purchasers

The final version of the GPP leaflet (following comments of DG Market) is enclosed in Appendix 7. The Helpdesk emailed this leaflet to all EMAS registered companies in order to inform them on the possibility to include the EU Eco-label criteria in their green purchasing procedures. One company (Arcelor) answered to ask if it was possible for their products to be awarded the EU Eco-label. The email sent is enclosed in Appendix 8.

� A6 – Production of a set of slides about the use of EU Eco-label in GPP

As indicated in the Marketing Plan 2005, the Helpdesk produced a set of slides about the use of Eco-label criteria in Green Public Procurement approaches. These slides present some success stories about successful procurement of eco-labelled detergents in the cities of Angers and Dunkerque in France, obtained during another project lead by BIO. The Helpdesk has contacted Angers and Dunkerque to obtain their agreement on using these success stories in these slides and is waiting for their answer. The slides are in Appendix 9.

� A7 – Development of Product Group Fact Sheets The Refrigerators, Portable computers and Personal computers fact sheets were produced. They are enclosed in Appendix 10. The Helpdesk printed 500 French Hard Floor Coverings fact sheets for the Batimat fair, 500 English Hotels fact sheets, 500 English Camp Sites fact sheets and 500 English brochures for consumers.

2.3. CONTACT WITH STAKEHOLDERS

� A9 – Contact with Mr Jose-Jorge Diaz del Castillo The Helpdesk contacted Mr Jose-Jorge Diaz del Castillo to ask him for details on what the EC is doing regarding the use of eco-label criteria in GPP activities related to the implementation of EMAS in some pilot departments of the EC. The Helpdesk is waiting for his answer.

� A10 – Contact with networks of Eco-cities The Helpdesk contacted 4 different networks of Eco-cities to see if they would be interested in spreading information to their members in 2006 about the use of EU Eco-label criteria in call for tenders, in order to do green procurement. The Helpdesk will keep Jill Michielssen posted on the scheduled activities:

- ACRR (Association of Cities and Regions for Recycling) -

http://www.acrr.org/. The ACRR is an International Network of local and regional authorities throughout the European territory and beyond. The association aims to promote the exchange of information and experiences on municipal waste management, and particularly on the prevention at source, recycling and recovery. The Helpdesk is in contact with Mr Francis Radermaker, who is very interested in communicating about Eco-label and GPP to the members of ACRR. Mr Radermaker proposed two possibilities to choose from to do a presentation in 2006. On April 24, a conference will be held in Brussels on construction waste management in view of improving recycling, and on May 17-19 a conference will be held in Dublin on the planning and the political financing of waste management looking at recyclates markets. Since EU Eco-label criteria prone easier dismantling and increased recyclability, Mr Radermaker thinks it would be appropriate to do a presentation encouraging the use of EU Eco-label criteria in GPP as a first step in waste management. The Helpdesk will get more information on the profile of the people attending and see with the Commission what is most appropriate. The Helpdesk is also planning to write an article for the Warmer Bulletin which is released every two months by ACRR.

- Eurocities - http://www.eurocities.org/. EUROCITIES is the network of major European cities. Founded in 1986, the network brings together the local governments of more than 120 large cities in over 30 European countries. EUROCITIES provides a platform for its member cities to share knowledge and ideas, to exchange experiences, to analyse common problems and develop innovative solutions, through a wide range of Forums, Working Groups, Projects, activities and events. The Helpdesk is in contact with Ms Silke Moschitz who said that their members are more interested in ethical and social aspects but a presentation on how to use EU Eco-label criteria in GPP might be useful. They have not planned yet the subjects of their meetings. The Helpdesk will send her a summary with the major points of a possible presentation that she will transmit to the members of Eurocities to see if they are interested. Eurocities will provide the Helpdesk with a success story and corresponding contact persons.

- CEMR (Council of European Municipalities and Regions) – http://www.ccre.org. CEMR is the largest organisation of local and regional government in Europe; its members are national associations of towns, municipalities and regions from over 30 countries. Together these associations represent some 100,000 local and regional authorities. The Helpdesk is in contact with Mr Sylvain Chevassus, who is very interested in communicating about Eco-label and GPP to the members of CEMR. Mr Chevassus cannot plan anything in 2005, so he will be contacted again early 2006.

- ICLEI (Local Governments for Sustainability) – www.iclei.org. ICLEI is an international association of local governments and national and regional local government organizations that have made a commitment to sustainable development. More than 470 cities, towns, counties, and their associations worldwide comprise ICLEI's growing membership. ICLEI works with these and hundreds of other local governments through international performance-based, results-oriented campaigns and programs. The Helpdesk is in contact with Mr Mark Hidson, from the Eco Procura department. The next big meeting of ICLEI with all members will take place in Barcelona in September 2006. � A12 – Contact with Eurocommerce and Euro Coop As scheduled, the Helpdesk has been in contact with Eurocommerce (Mrs Deborah Mattiuzzo) since mid-2005 to obtain pictures of eco-labelled products sold by retailers to put them online the e-catalogue. This proved not to be an efficient way of gathering information from retailers, since Mrs Mattiuzzo received no answer from them. So the Helpdesk asked Competent Bodies for their help in this task: a personalised email was sent to each CB, detailing for each Member State the number of retailers presently mentioned in the e-catalogue with the corresponding list of products and pictures available. CBs were asked to validate / update the list. Only Austria answered at the time this report is written. Following a meeting of the EC with the Environment Committee of Euro Coop, the Helpdesk sent an email to the national contacts of Euro Coop for the EU Eco-label. This email contained Excel files listing the available information about EU eco-labelled products sold by Coop retailers, and asked the contact persons for their help in validating / updating these lists. So far no answer was received.

L'Eco-label européen peut lui faciliter cette étape, puisque les directives européennes autorisent l'acheteur à faire un copié-collé des critères d'obtention de l'Eco-label européen dans les spécifications techniques de ses appels d'offres. Ces sujets sont assez récents et souvent encore méconnus des pouvoirs publics au niveau local, c'est pourquoi la Commission Européenne souhaite lancer des actions d'information en 2006 à ce sujet. Nous cherchons notamment à diffuser l'information sur l'usage de l'Eco-label européen dans les achats verts auprès des différents réseaux existants de villes engagées pour le développement durable. Le CCRE-CEMR travaillant sur les questions relatives à l'environnement, nous avons pensé que vous pourriez être intéressés par cette démarche. Nous souhaiterions donc savoir s'il est possible de diffuser de l'information à ce sujet à vos membres en 2006, et si oui, sous quelle forme. Nous pourrions par exemple mettre un lien sur votre site Internet, écrire un article dans votre newsletter, distribuer des dépliants lors d'une de vos conférences, ou bien inviter une personne de la Commission ou de nos services à faire une présentation. Awareness Workshop on the Implementation of the Eco-label Scheme

A two-day workshop is being held on 8-9 November 2005 by the Malta Standards Authority which is the Maltese competent authority responsible for receiving applications for the eco-label for products and services. It operates within the framework of the Malta and Environmental Management Systems initiative, co-funded by the European Union and the Maltese government. This workshop will include an introduction, an overview of

existing eco-labels, and a detailed presentation of the qualifying criteria and business benefits. The discussion will be led by Mr Robert Nuij, a senior environmental consultant to the Policy Management Group of the EU Eco-labelling Board and former policy analyst with the Directorate-General Environment of the European Commission, where he was involved in the establishment of product group criteria for the EU eco-label scheme. Mr Nuij will be assisted by a qualified person from a company that has achieved the eco-label. Subsequent to the workshop, tutorials and site visits will be organised to meet the needs of the participants, and further technical support will be available from the eco-label team. IMQ is an Italian company specialising in the testing and certification of products and management systems, especially for electric and electronic appliances. It is a notified body for the main

EC directives. Within this framework, IMQ has been authorized to carry out verifications under the EU Eco-label scheme. At the end of June, IMQ obtained the authorisation to perform Eco-label tests on the following products:

� Fridges � Washing machines � Dishwashers � Light bulbs � Televisions � Portable computers � Personal computers

IMQ is the first lab in Italy permitted to perform tests on so many products belonging to the appliance product category. It will certainly provide a good opportunity for appliance manufacturers to receive detailed information on the use of Eco-label. A Tool for Green Public Purchasing in the Netherlands

A green purchasing tool has been developed by SenterNovem, an agency of the Dutch Ministry of Economic affairs, and Stichting Milieukeur. It is intended for use by the Dutch authorities that have set clear goals for their green purchasing policy.

SenterNovem and SMK have developed the Sustainable Purchasing Menu to give government purchasers an instrument to include sustainability in purchasing processes. The menu was published at the end of July 2005 and can be found on SenterNovem’s website. Sustainability criteria are described at three levels of increasing sustainability for a number of product

groups: industrial clothing, concrete products, catering, company cars, printed matter, energy, park areas and road surfacing, hydraulic oils (lubricants), ICT hardware, public lighting, public bus transport, paper and cleaning services. The levels are ‘active’, ‘anticipatory’ and ‘innovative’. In the GPP menu the European Ecolabel (and other labels like Nordic Swan and Milieukeur) is sometimes mentioned by using parts of the criteria. Since it is not allowed to explicitly ask for eco-labeled products in a tender, the menu advises that the criteria of an Ecolabel can be copied into the tender, thus ensuring that the purchased products are sustainable. Green public purchasing by the Dutch authorities At the end of June, Dutch MP Ger Koopmans (CDA), submitted a proposal in response to a debate on waste and sustainable management. State secretary Van Geel of the Ministry of Housing, Spatial Planning and the Environment had set down the objective that sustainability should apply as an important criterion in 50% of government purchases. In his proposal Mr. Koopmans argued for higher ambitions. “I thought it was a weak proposal. By 2010 the government should be applying sustainability as a criterion in 100% of government purchasing. Then you’re not just talking about it, you’re actually doing something about it. State secretary Van Geel has now tightened his proposal. The agreement now between cabinet and parliament is that the government must report when a purchase is not sustainable. So, sustainability is now to be considered an important criterion, and if this does not happen then it must be reported to parliament.” Bureau for Purchasing and Tendering Southeast Brabant Martien Vromans, purchasing manager at the Bureau for Purchasing and Tendering Southeast Brabant (BIZOB) in Deurne says that purchasers in this organisation will definitely use the menu actively, “I see the menu as a support tool for our purchasers.” He commented, “BIZOB is a foundation set up at the end of 2003 by 10 small municipalities in the Eindhoven/ Helmond region. It aims to process purchase and tendering procedures collectively and to professionalize the purchase function. It is not a commercial bureau, but a functional operating department of the municipalities. In January, four more municipalities joined. We supervise the process for purchasing and tendering general and technical matters, and civil engineering services such as roads and bridges, for example. The purchasing function has often been fragmented within the municipalities but we are now combining things by putting a purchaser on location to supervise the process. By co-operating within the

municipalities we can combine and rationalise purchasing processes. Calls for tenders occur collectively for all 14 municipalities, which cuts costs and results in economies of scale.” Handy instrument Mr Vromans added: “The menu is a handy instrument for purchasers. We can use it in our initial discussions with so-called material experts such as staff in facility management. Material experts often have a somewhat limited view, focusing, for example, on price or convenience or doing business with the same supplier over the long term. With the menu in hand we can convince the material experts to also include sustainability as an important criterion. I will definitely see to it that purchasers on location have a printout of the menu in their briefcase. This is closely in line with our recent efforts to professionalize the purchasing process. Thanks to combined efforts and the support the purchasers offer on location, the 14 participating municipalities are able to purchase more carefully and efficiently.” Trend Over recent years the purchasing process in regional municipalities has changed. The specifications now also include a paragraph on the environment and sustainability. These elements are included in their assessments. European Quality and Flower Week in Poland – conference and promotion of the EU Eco-label On 9 November, in Warsaw, the Polish Centre for Testing and Certification (the Polish Competent Body) is organising a conference on “Quality in Europe – Innovation and transformation – the way to sustainability” as part of the European Quality and Flower Week. It is the first time that the EU Eco-label has featured at this event, which has been organised every year since 1995. Aimed at manufacturers and public authorities The aim of the conference is to familiarise manufacturers, distributors and public authorities with the ecological criteria and marketing tools that exist at the EU level. Manufacturers will be encouraged to design, produce and market environmentally-friendly products that meet high quality standards and offer superior safety and environmental performance. The attendees will receive a booklet in Polish containing shortened versions of the Eco-label criteria. Some promotional material on the EU Eco-label provided by the European Commission will also be distributed. Wide audience This will be the first promotion of the EU Eco-label on such a large scale in Poland. It targets Polish industry and public authorities and 1000 invitations have been issued. Since it is a combined event with other labels such as EMAS and ISO 14000, it gives an opportunity to promote the EU Eco-label towards all companies, including those already certified in other areas and familiar with the advantages of certification from an independent certification body. The EU Eco-label can help strengthen their competitive position still further and create new marketing opportunities.

Awards ceremony The day will end with an awards ceremony during which OKTIMA Sp. z.o.o. from Bydgoszcz in Poland will be awarded the EU Eco-label for four products in the All purpose cleaners and cleaners for sanitary facilities category and for three hand dishwashing detergents.

Australian wool adopts the EU Eco-label Australia’s leading industry identified with the EU Eco-label. Fifty percent of the Australian merino wool clip already complies with the EU Eco-label. CSIRO Textile and Fibre Technology, an Australian R&D organisation, is working with the wool industry to have the EU Eco-label criteria accepted as the export target for all wool to be processed in Europe. A key incentive is that EU eco-labelled wool will meet the International Plant Protection Convention (IPPC) reporting requirements for most wool scourers and topmakers, whose purpose is to secure common and effective action to prevent the spread and introduction of pests of plants and plant products and to promote measures for their control. This offers European wool processors unique opportunities to follow the lead of the Australian woolgrowers, for production of low environmental impact merino wool apparel. iZWool International Pty Ltd, the first company to be awarded the Flower for Merino fabrics

The Australian company iZWool International Pty Ltd, specialising in merino wool marketing and supply chain management, was first awarded the EU Eco-label in 2003 and was the world’s first Merino fabrics company to be certified.

Today, seven of its products comply with the EU Eco-label criteria and target the European and North American outdoor and adventure apparel market. Stuart Adams, managing director, commented: “Customers in our target markets are well educated about environmental issues and are willing to buy products they perceive as having value.” With the assistance of CSIRO, iZWool International Pty Ltd selected the EU Eco-label as a highly credible environmental standard. The feedback on the performance of the fabrics has been excellent. “This is tremendous progress for our company, and the Australian merino wool industry, in developing intelligent production solutions and sustainable “Eco” certified merino fabrics” said Stuart Adams, Managing Director, iZWool International Pty Ltd. Complying with the criteria A team approach was adopted to comply with the Eco-label. The procedure of complying with the Eco-label involved a complete audit of the Australian supply chain by CSIRO. The audit provided the guidance for compliance. Each member of the supply chain had to commit to changes, some significant and others minor, within their current production processes. In most cases the greatest change was to complete the relevant compliance declarations. In all, it took 12 months to get the first merino wool Eco-labelled jersey fabrics onto the market. Stuart Adams, managing director, added: “We believe merino wool is the most sustainable performance fibre available. We have adopted the EU Eco-label as we believe it will become the global standard for fabric production.”

New web-based tool for textile applicants A new web-based tool – Flowertest - is now available for textile companies. This tool helps companies to check if their products comply with the European Eco-label criteria for textiles and which actions to take in order to comply. This tool does not replace an independent certification body that companies have to contact to apply for the Flower but acts as a guide to facilitate the reading of the criteria.

The Dutch Competent Body for the European Eco-label, SMK, has developed the Flowertest for textile companies under an EC funded project. With the Flowertest one selects only those criteria which are relevant for a

specific textile product. Moreover, Flowertest enables companies to look up which necessary actions they need to undertake in order to apply for the European Eco-label for textiles. Companies that are not interested in certification can use the tool as a reference to find out which aspects of their environmental performance they may improve on during their textile production process. The tool can be accessed on http://www.eco-label.com/flowertool/flowertest.html

2005 campaign promoting the Flower in France In November, a campaign was launched in France to promote the Eco-labels. It was organized by the Ministry of the Environment and Sustainable Development jointly with AFNOR, the French Competent Body, and the French Environmental Agency. Several major retailers selling EU Eco-labelled products participated in the campaign by putting up posters and giving prominence in their stores to their eco-labelled products. In total, 120 Auchan, 215 Carrefour, 60 Cora, and 175 Monoprix stores participated in the event. This year, EU Eco-labelled detergents were made a central focus, as this product group is enjoying growing success in France. The 2005 promotion campaign aims to raise awareness among consumers on the environmental implications of their shopping and encourage them to look out for the Flower. For this purpose, 800 000 brochures were handed out to consumers. A launch event for the 2005 eco-label promotion campaign took place in an Auchan store on the outskirts of Paris. Nelly Olin, the French Minister of the Environment, participated to see the prominence given to eco-labelled products by major retailers.

Promotion of the EU Eco-label at Fairs The Marjolaine Fair In November, the Helpdesk participated in the Marjolaine which is France's largest fair dedicated to organic and ecological products. Companies exhibited products and services from the following categories: foods, drinks, publishing, well-being, green tourism, gardening, textiles, arts and crafts, and eco-products for the household. The Marjolaine Fair was fruitful in terms of the interest aroused, all producers requesting more information and willing to discuss their views and the feedback from customers. Stakeholders in tourist accommodation services were particularly interested.

The Batimat Fair In November, the Helpdesk also participated in the Batimat Fair, meeting indoor paints and varnishes, as well as hard floor coverings, producers. The Batimat Fair is the Salon International de la Construction (International Construction Fair). The main conclusions are that producers are interested in a label promoting the environmental quality of their products. Paint producers especially recognised the importance of the Flower, confirming the success of the product group.

1. Introduction

During the Third Quarterly Meeting, discussions on the 2005 Third Quarterly report and the 2006 Marketing Action plan went on. Updated versions of these two reports taking into account the different comments to be sent to the Commission.

2. Part 1 of the Quarterly Report: Varied Communication tasks

■ The EC stressed the need to finalise additions to the e-catalogue (translations of the back office, addition of the two new PG pages) and the retailers’ database. (On-going)

■ The example of the e-mail sent to new holders present in each Quarterly Report contains the Login and Password of a holder. It was decided that an updated version of all Quarterly Reports would be sent hiding these pieces of information. (Done)

■ A mail should be sent to CBs to remind them to complete the form detailing the Flower Week marketing activities for 2006 scheduled in every MS as mentioned in the minutes of last MMG meeting. (Done)

■ It was mentioned that the November news could contain an article on Australian i-merino wool industry which prones the EU Eco-label. (Done)

■ The launching event organised by Delhaize and Salveco mid-October should be included in the next issue of the Flower News (June 2006)

■ The Helpdesk made suggestions for additions to the notification form: the contact person is often a technical manager but for a better marketing of the EU Eco-labelled products on the e-catalogue, it would be nice to also have contact information on the marketing service of the awarded company.

3.1. INFORMATION MATERIAL

3.3. ANY OTHER BUSINESS

■ There was a discussion on the development of GPP in the Netherlands. By 2010, Dutch national authorities will have to use GPP in all of tenders. If they do not fulfil this obligation, an explanation to Parliament will have to be given. A tool was developed to help Dutch authorities use GPP. The Menukaart is installed on a pilot basis with 13 ptroduct groups but will be extended to 32 product groups. The EU Eco-label criteria are shown as an example for some product groups. The helpdesk mentioned that the Dutch CB had sent them an article on this subject which will be put in the October news. (Done)

EU Eco-label Helpdesk – 2006 Promotion Action Plan

INTRODUCTION

The marketing strategy recommended for the development of the Flower and eco-labelled products is described in a document entitled Promotion Action Plan realised by BIO Intelligence Service in February 2004 and serves as a framework for the Helpdesk marketing activities over the 2004-2006 period.

This report is a proposal for the Helpdesk marketing activities for 2006. This plan will be discussed with the European Commission for validation.

The objectives of 2006 marketing activities are the same as the other years:

the increase of the number of eco-labelled articles,

the increase of the visibility of the Flower in MSs,

the increase of the awareness of producers and retailers,

the recognition of the logo by consumers.

The promotion action plan for 2006 can be divided into 4 important parts: production / finalisation of information tools, targeted marketing activities in the fields where the development of the EU Eco-label has high potential, assistance to the MMG for the preparation of the Flower Week 2006, and covering horizontal areas of marketing.

Production / finalisation of information tools

It is important that at the end of the 3-year Eco-label Helpdesk contract, the EC disposes of a wide range of communication tools, enabling to concentrate on marketing activities in the following years. That is why an important part of this action plan focuses on the e-catalogue, in order to make it as user-friendly as possible for consumers, holders and retailers, and on finalisation of the production of brochures (set of product group fact sheets, and other printed material).

Targeted marketing activities

The Helpdesk suggests implementing marketing activities in horizontal issues where the development of the EU Eco-label appears the most promising: green public procurement, eco-citizens, retailers’ private labels; and also at an EU level marketing activities related to specific product groups: cleaning products, textiles, printed paper, and hard floor coverings, paints and soil improvers in France.

Flower Week 2006

The activities related to the Flower Week 2006 were discussed during the MMG meeting, on September, 26th 2005.

The different marketing activities planned for 2006 are detailed in the following chapters.

1. Horizontal actions

Horizontal actions are actions common to all product groups, aiming at increasing the visibility of the Flower and the demand for eco-labelled products.

The proposed horizontal actions for 2006 consist in:

Finalising the set of information tools necessary to communicate about the Flower towards consumers, producers, retailers and holders,

Increase the demand for eco-labelled products from meeting public purchasers

Maintain contact with retailers

1.1. INFORMATION TOOLS

The information tools cover the e-catalogue www.eco-label.com, the web news, the Flower newsletter, and different leaflets / fact sheets.

1.1.1. THE E-CATALOGUE

The e-catalogue is a very important communication tool towards consumers, since it is available in 11 language versions and includes a search engine enabling consumers to find eco-labelled products in their country (it also helps public purchasers identify the size of the market of their potential suppliers). In 2005 statistics show an average of 230,000 hits received per month, corresponding to almost 10,000 visits per month.

It is essential to make it as user-friendly as possible to European consumers, that is why the Helpdesk suggests implementing 5 different actions in 2006:

- Translations of both front office and back office in the 8 languages of new EU Member States,

- Modifications to include the new eco-labelled “services” (presently tourist accommodation and campsite),

- Addition of 3 new product group pages (maintenance of the e-catalogue)

- Addition of the consumer Info-Kit brochures online the product groups page of the e-catalogue

- Maintenance of the tool for textile applicants.

Marketing Activities for 2006 When

Translations of both front office and back office in the 8 languages of the new EU Member States

It is important to make the e-catalogue available to all European consumers, especially now that there are EU Eco-label licensees in new Member States. The Helpdesk suggests translating both front and back offices of the web site in the 8 languages of the new MSs: Czech, Estonian, Latvian, Lithuanian, Hungarian, Polish, Slovakian and Slovenian. The front office is the public part of the web site, where consumers have access; the back office is the private part of the web site, where holders and retailers can update/modify the information related to their products. Translations will be provided by CBs or the EC, and the Helpdesk will take care of the IT work. These translations will be done when the other actions related to the e-catalogue are implemented. Option: The Maltese translation of the front office and the back office could be put online the front office and the back office, should the budget be made available – to be decided in autumn 2006.

Update the product group pages The e-catalogue includes pages presenting the different product groups, available from the “product categories” page. Considering that there will be 3 new product groups in 2006 (soaps and shampoos, printed paper and heat pumps), it is necessary to add the corresponding product group pages.

Addition of the consumer Info-Kit brochures online the e-catalogue In a previous draft of this Marketing Action Plan, the Helpdesk had mentioned that putting the consumer Info-Kit brochures online the e-catalogue on every1 product group page for every language version represented a global budget of 5000 euros, which was too high. Considering this is a priority action for the EC, the Helpdesk suggests putting all the consumer info-kit brochures online for downloading on the common “Product categories” page. Because the e-catalogue web site is not dynamic, this represents putting ‘manually’ 12 brochures * 19 languages = 228 links, with an estimated budget of 2500 euros.

Modifications to include the new eco-labelled ‘services’ As discussed with the EC during the year 2005, the structure of the e-catalogue is not adapted to the new eco-label services, i.e. tourist accommodations and camp sites. For example, the database is made for ‘manufacturers’ proposing ‘products’, and these terms are not appropriate to services. General modifications in the Product and Manufacturer pages are needed. The new layouts would be common to every future eco-labelled service. In order to be as cost-efficient as possible, the Helpdesk suggests modifying only the labels of the web site, changing ‘product’ to ‘product/service’ and ‘manufacturer’ to ‘manufacturer/service provider’. This enables to avoid working on changing the code, which is expensive. The corresponding modifications are enclosed in Appendix 1.

Beginning 2006

Maintenance of the tool for textile applicants A web based tool for textile applicants was produced within a EC contract in 2005. This tool will be hosted on the e-catalogue and will be made available on the Europa website for the EU Eco-label by the end 2005. Following a request of the EC, the Helpdesk will take care of its maintenance. A budget of 1000 euros will be allocated to this maintenance in 2006. If it happens that there was no need to use it by the end 2006, the Helpdesk will use this budget to print brochures (for example 2000 fact sheets).

1.1.2. E-MAIL NEWS ALERT FOR HOLDERS

Marketing Activities for 2006 When

Creation of an email news alert for holders It has been repeated during MMG meetings and observed during fairs that some eco-label holders do not feel informed enough on the activities of the EU Eco-label team and competent bodies for the development and the promotion of the European Eco-label. As discussed in the MMG meeting of 26 September, the Helpdesk suggests creating an email News Alert service specifically targeting holders. This News Alert would be sent on a monthly basis to every Eco-label holder and would contain the Eco-label web news, information on new holders, statistics, and upcoming fairs and events. Holders would have the possibility to add colleagues to the mailing-list or to unsubscribe. A suggestion of email News Alert is enclosed in Appendix 2.

Beginning 2006

1.1.3. FLOWER NEWSLETTER

Two issues of the Flower newsletter will be produced in 2006, as planned in the Technical Annex of the contract. The quantities printed need to be modified though, since the size of the mailing-list for English version has increased.

Instead of 1000 copies of each language version (English, French, Italian, Spanish and Greek), the Helpdesk needs printing:

- 3000 English copies

- 700 copies of the other languages

i.e. a total of 5800 copies per issue, instead of the 5000 scheduled.

1.1.4. FACT SHEETS AND OTHER LEAFLETS

Marketing Activities for 2006 When

Production of the remaining product group fact sheets In 2005 the Helpdesk initiated the production of fact sheets describing the Eco-label criteria per product group, targeting producers and retailers. In 2006 this set of fact sheets will be completed : The 10 remaining product group fact sheets will be produced in English: dishwashers, light bulbs, televisions, vacuum cleaners, washing machines, copying paper, printed paper, bed mattresses, soil improvers and lubricants.

Beginning 2006

Production of print files for the translations of the fact sheets produced in 2005 and the consumer and purchaser leaflets

At the end 2005, the EC will translate the existing 15 fact sheets (all purpose cleaners, camp sites, detergents for dishwashers, footwear, general marketing brochure, hand dishwashing detergents, hard floor coverings, tourist accommodations, laundry detergents, paints, personal computers, portable computers, refrigerators, textiles and tissue paper) and the consumer and GPP leaflets into the 19 other languages of the EU. These translations will be provided in Word format. In order to produce print files (EPS and high resolution PDFs), it is necessary to transfer these translations to Illustrator2. It takes approximately 20 minutes to cut and paste all the text fields of a Fact Sheet from Word to Illustrator, adjust the design of the brochure to the various lengths of the texts in the different languages, do the final check and produce the EPS and high resolution PDF files. There are 17 brochures3 * 18 languages4 = 306 non – English brochures of which 12 are already done (all purpose cleaners, detergents for dishwashers, footwear, general marketing brochure, hand dishwashing detergents, hard floor coverings, laundry detergents, paints, textiles, and tissue paper in French and camp sites and tourist accommodations in German) so there remains 293 brochures, so this represents 12.25 days for producing the print files. This work will be done by an assistant beginning 2006.

Printing The Helpdesk plans to print 10,000 fact sheets in 2006. 2006

1.2.1. PUBLIC PURCHASERS

Actions towards public purchasers will include activities both at EU and national level (France).

Marketing Activities for 2006 When

Inform network of Eco-cities The Helpdesk contacted 4 different networks of Eco-cities in 2005 to see if they would be interested in spreading information to their members about the use of EU Eco-label criteria in call for tenders, in order to do green procurement. The possible actions that could be implemented with these networks are the following: put a link on their web site to the Eco-label web site, write an article in their newsletter, produce a success story with them, and do a presentation during a meeting of the members of the network.

- Eurocities - http://www.eurocities.org/. EUROCITIES is the network of major European cities. Founded in 1986, the network brings together the local governments of more than 120 large cities in over 30 European countries. EUROCITIES provides a platform for its member cities to share knowledge and ideas, to exchange experiences, to analyse common problems and develop innovative solutions, through a wide range of Forums, Working Groups, Projects, activities and events. The Helpdesk is in contact with Ms Silke Moschitz. At this stage the Helpdesk does not know if it will be able to implement actions in 2006 with Eurocities but the first contact was positive and possible actions will be discussed in October 2005.

- ACRR (Association of Cities and Regions for Recycling) - http://www.acrr.org/. The ACRR is an International Network of local and regional authorities throughout the European territory and beyond. The association aims to promote the exchange of information and experiences on municipal waste management, and particularly on the prevention at source, recycling and recovery. The Helpdesk is in contact with Mr Francis Radermaker, who is very interested in communicating about Eco-label and GPP to the members of ACRR. Nothing is decided at this stage, but actions are very likely to be implemented with them in 2006.

- CEMR (Council of European Municipalities and Regions) – http://www.ccre.org. CEMR is the largest organisation of local and regional government in Europe; its members are national associations of towns, municipalities and regions from over 30 countries. Together these associations represent some 100,000 local and regional authorities. The Helpdesk is in contact with Mr Sylvain Chevassus, who is very interested in communicating about Eco-label and GPP to the members of CEMR. Nothing is decided at this stage, but actions are very likely to be implemented with them in 2006.

- ICLEI (Local Governments for Sustainability) – www.iclei.org. ICLEI is an international association of local governments and national and regional local government organizations that have made a commitment to sustainable development. More than 470 cities, towns, counties, and their associations worldwide comprise ICLEI's growing membership. ICLEI works with these and hundreds of other local governments through international performance-based, results-oriented campaigns and programs. The Helpdesk is in contact with Mr Peter Defranceschi, from the Eco Procura department. At this stage, the Helpdesk does not know if it will be possible to implement actions in 2006 with ICLEI.

The time allocated to this activity (5 days) does not allow doing all the listed actions. If it happens that all of them are feasible, the Helpdesk will discuss with the EC how to prioritise them.

Contact with Ms Jill Michielssen (in charge of GPP issues within the EC)

In 2006 the Helpdesk plans to work on activities related to GPP with Ms Jill Michielssen. These activities are:

- Update of the PowerPoint presentation about the use of eco-label criteria in GPP approaches created in 2005.

- Presentation about the use of EU Eco-label criteria in GPP during one of the five workshops (Spain, Greece, Italy, Portugal or Ireland) scheduled in another project of DG Env related to GPP

- Organisation and minutes of a meeting of CBs with GPP experts as an extension of a MMG meeting

If the meeting of CBs and GPP experts cannot be organised, the Helpdesk will discuss with the EC how to reallocate the corresponding time.

2006

Participation to the “Salon des Maires” 2006 The “Salon des Maires” is a fair gathering almost 50,000 French elected representatives and local decision-makers, together with partners and suppliers specialized in the management and development of local communities. There are different thematic sectors, including « Environment and Energy ». This fair usually has important media coverage on TV, radio and the press. The Helpdesk suggests having a booth during 3 days at this fair to inform directly elected representatives on how they can easily implement green procurement if they use eco-labels. A specific poster based on the Toolbox, but in French, and announcing “Green Procurement is easy with the Flower” will be produced and printed for the occasion. The Helpdesk will try to have an active role in this fair, for example to do a presentation about the use of Eco-label criteria in GPP. The date of 2006 edition of the fair is not known yet; however considering that 2005 edition is in November, it is likely to be at a similar time. www.salondesmaires.com

1.2.2. ECO-CITIZENS

Eco-citizens are consumers concerned by the protection of the environment, who buy occasionally organic, natural or fair trade products. They are the potential purchasers of eco-labelled products.

They will be reached through the action for DIY products (cf 2.3. ).

1.2.3. RETAILERS

Retailers are key stakeholders for the development of eco-labelled products: many companies ask for the EU Eco-label because of a demand from retailers. They also offer visibility for eco-labelled products on their shelves.

Retailers will be reached at PLMA fair (cf 2.1. ), and through the activity described below:

Meeting with Eurocommerce As requested by the EC, the Helpdesk plans to do a presentation during one meeting with Eurocommerce.

Supporting the Retailer Database of the e-catalogue It will be necessary to implement a follow-up with retailers to have them fill information about their products in the e-catalogue database.

- The Helpdesk will work with AFNOR for France and will ask AFNOR for contact details in order to get in touch with French retailers (Leroy-Merlin, Carrefour, Cora, Auchan, and Monoprix) to present the project and ask for information.

- The Helpdesk will explain the work to CBs during a MMG meeting and ask them for support in their country.

The Helpdesk will focus its product-specific actions on 3 product families:

- Cleaning products: laundry detergents, all purpose cleaners, hand dishwashing detergents, dishwashing tablets and tissue paper

- Textiles

- DIY (Hard Floor Coverings, Paints and Varnishes and Soil Improvers)

- Printed Paper

2.1. CLEANING PRODUCTS

Considering that the participation of the Flower to PLMA fair in 2005 generated an important interest amongst SMEs and retailers (116 contacts made), the Helpdesk recommends participating in 2006 again.

The product groups covered by PLMA fair are laundry detergents, all purpose cleaners, hand dishwashing detergents, dishwashing tablets and tissue paper.

Marketing Activities for 2006 When

Participation to PLMA fair in Amsterdam on 30 and 31 May 2006 The Helpdesk suggests having a booth at next PLMA fair, in order to continue the promotion of the Flower towards retailers and SMEs producing cleaning products for private brands. This activity includes: - Sending an email before the fair to all exhibitors producing cleaning products, to announce the presence of the Flower, - Presence of 1 person from the Helpdesk and 1 person from Stichting Milieukeur at the Eco-label exhibit stand during 2 days (one person at the stand to meet retailers; one person going from stand to stand to meet producers), - Follow-up of the fair: emails or personal phone call to every contact made (who was interested in the Flower) - Article to PLMA newsletter and press release.

2.2. TEXTILES

In 2006, the Helpdesk suggests focusing the marketing activities for textiles on producers of working clothes. The Flower is very successful in this sector in Denmark. The Helpdesk will work on reproducing this success in another country.

This activity is detailed below.

Marketing Activities for 2006 When

Produce a success story about EU eco-labelled working clothes in Denmark

The Flower has a great potential of development amongst producers of working clothes. Producers can see it as an added value to their clothes, differentiating their offer from the one of their competitors. Purchasers of eco-labelled working clothes can be interested in buying eco-labelled clothes in the framework of their CSR or SME, or to improve their image amongst their employees. In Denmark 7 producers of working clothes have the Flower (Klopman International Ltd, Kansas Danmark Ltd, Praxis Herning Ltd, Engel Workwear, Danicare A/S, Kentaur A/S, Viking Rubber). We will interview them, as well as the Danish CB, in order to understand why the Flower is so successful amongst Danish producers of working clothes and how to reproduce this in other MSs. A report describing this success story and recommendations for a marketing strategy targeting producers of working clothes based on the Danish experience will be produced.

Beginning 2006

Test this marketing strategy targeting producers of working clothes in another European country

The marketing strategy towards producers of working clothes based on the Danish experience will be tested in another European country. The Helpdesk suggests Sweden (7 textile holders) or France (9 textile holders). At this stage it is difficult to schedule precisely what actions will be the most appropriate to do. However, the Helpdesk plans to contact at least 5 companies purchasing uniforms or specific working clothes, and 5 companies producing working clothes to inform them about the marketing/image benefits of using/producing eco-labelled clothes.

Once the success story is produced

NB: Due to budget constraints, the Helpdesk does not plan to renew the contract with AEDT allowing having the Flower logo on the European Service Pass web site (www.europeanservicepass.com). However the Helpdesk recommends keeping this possibility in mind for future marketing activities, since the potential of publicity amongst textile producers from this link is high.

2.3. DIY (FRANCE)

Following a recommendation from the EC, the Helpdesk plans to do a marketing activity towards producers of hard floor coverings, paints and varnishes and soil improvers in France in 2006. This activity will also enable to reach eco-citizens.

Marketing Activities for 2006 When

Stand at Ecobat fair in Paris from 17 to 20 March 2006 There is a great potential for the development of ecological housing in France, especially with the development of French HQE (Haute Qualité Environnementale) green building programme. Citizens feel more and more concerned by the potential impacts on their health of products they use in their house. This is why paints and soil improvers are quite successful product groups in France. Many fairs for eco-citizens have a hall dedicated to ecological building in France. As these halls are very successful, a fair especially dedicated to ecological building was created a few years ago in Paris: the Ecobat fair. There were about 100 exhibit stands at last year edition. This is quite a small fair, but the exhibitors and the visitors of this fair are the exact target group for the EU Eco-label. That is why the Helpdesk suggests trying to share a booth with AFNOR at next edition of this fair in March 2006, to reach both producers of green paints, hard floor coverings and soil improvers, and meet eco-citizens. At this stage it is not known if it will be possible to cooperate with AFNOR. If AFNOR cannot share a booth, then the Helpdesk will have a booth and spend the whole 4 days on the fair. Printed paper is a new product group with a scheduled adoption of criteria in 2006.

Marketing Activities for 2006 When

Opening session about printed paper during an appropriate fair in Europe

Following a request from the EC, the Helpdesk plans to do an opening session about printed paper in a given fair in 2006. At this stage it is difficult to assess which kind of fair (about books, communication, edition…) in which country will be the most appropriate. This will be studied beginning 2006 (the Helpdesk will get in touch with the interested CBs). The launching event will include:

- presentation of the CB - presentation of the criteria - award ceremony - press releases - inviting journalists / local press

The Helpdesk will not have the budget to have a stand on the fair. It is scheduled that the Competent Body or another marketing consultant working with the EC Eco-label team will take care of it.

3. Flower Week 2006

The Helpdesk will collaborate with the EC and the MMG for the Flower Week 2006, in order to produce and disseminate information about the various scheduled actions. The Helpdesk will:

- produce articles about the different activities scheduled in the participating Member States

- create a press kit in English about the event

- do press activities at EU level (distributing information to NGOs and consumer organisations)

4 days are necessary to implement this activity.

Mourne in Northern Ireland attracts tourists from around the world who come to enjoy its beautiful scenery and wildlife, engage in outdoor activities and explore its famous mountains. Now the Mourne Area of Outstanding Natural Beauty has published a Sustainable Tourism Manual for local businesses.

The manual provides practical advice and guidance on all aspects of operating a sustainable business in an area where tourism is the major industry, and explains what the Eco-label for tourist accommodation can offer as part of such an approach. The manual was launched in June 2005 in Warrenpoint on the

shores of Carlingford Lough at a successful event for local businesses, involving expert speakers from France, Germany and the UK.

European involvement

The manual is the idea of the Mourne Heritage Trust, which has produced it in conjunction with the Europarc Federation, the umbrella body for protected areas across Europe. The manual has been funded through the Natural Resource Rural Tourism Initiative, which forms part of the EU Programme for Peace and Reconciliation in Northern Ireland.

Tony Gates, Chief Executive of the Trust, explained: “The Mourne Area of Outstanding Natural Beauty was awarded the European Charter for Sustainable Tourism in Protected Areas in August 2003, in recognition of the adoption of a sustainable approach to the development of tourism in the area. To further develop the Charter in line with the recommendations of the Europarc Federation, we are now endeavouring to involve tourism businesses throughout the Mourne area in making their individual contribution.”

A tool kit for business

He added: “The Sustainable Tourism Business Manual will provide a tool kit for tourism businesses to help green their operations. We hope that this will lead to more and more businesses within Mourne engaging with accreditation schemes such as the Ecolabel scheme which will contribute to the overall environmental, economic and social sustainability of our tourism industry now and into the future.”

Sustainable tourism is one of the Heritage Trust’s four priorities, the others being natural environment enhancement and protection, visitor management and visitor services, and built and cultural heritage.

Charter Park status

Mourne’s spectacular scenery was first officially recognised when it was first designated as an Area of Outstanding Natural Beauty in 1966.

It developed its own Sustainable Tourism Strategy in 2002, and in 2003 the area became the first protected area in the British Isles to be awarded Charter Park status under the European Charter for Sustainable Tourism in Protected Areas.

WORKSHOP ON “THE EU ECO-LABEL AND THE DEVELOPMENT OF SUSTAINABLE TOURISM: OPERATIONAL IMPLEMENTATION IN TOURIST

ACCOMMODATION SERVICES” As part of the Shmile project (Sustainable Hotels in Mediterranean Islands and Area), a workshop will be held in Sophia Antipolis (France), on 28th October. The objective is to present on-going initiatives relative to the implementation and promotion of the EU Eco-label for tourist accommodation and enable different stakeholders to share their experience.

Speakers include different representatives from AFNOR (French Competent Body), UNEP (United Nations Environment Programme), ADEME (French Environment

Agency), the French government, ACCOR hotels, NGOs, etc.

Two other workshops are scheduled to take place in Italy (4th November) and Greece (6th November, to be confirmed).
