1 A2. I received a Bachelor of Science degree in Mechanical Engineering from Norwich
2 University in 1968. 1 have 42 years of diversified experience in the power generation and
3 construction industries. This experience includes a lea d role in project development,
4 engineering, permitting, construction and plant operation and maintenance. I have played
5 a major role in the successful development of more than 10 power projects ranging from
6 16 to 1,200 megawatts, and with diversified fuels including biomass, natural gas and coal

8 A3. The purpose of this portion of my testimony is to provide a Project ove rview and
9 demonstrate that the Pownal Biomass Project (“Project”) satisfies the requirements of 30
10 V.S.A. §* 248(b)(2)(3)(5)(6)(7)(9) and (10) and to describe certain limited construction
11 activities the Petitioner proposes to undertake in 2010-11.

14 2. Summary of Findings
15 A. Project Overview.
16 Q5. Would you please provide an overview of the Project?
17 A5. BWE’s Project is represents a new advanced generation of biomass power plants .
18 The use of a modem higher temperature and pressure boiler steam cyc le combined wi th
19 the use of multiple heaters makes th is Project among the most efficient of its type . The
20 first of a kind integration of the pellet plant with the power plant makes the integrated
21 Facility even more efficient than standard biomass projects. BWE has significantly
22 increased the power plant’s efficiency by using the thermal energy from the flue gas to

1 subsidize the pellet dryer’s fuel, achieving an almost 30% improvement in efficiency
2 over prior biomass projects. The use of this thermal energy increases the pellet dryer’s
3 efficiency to over 124%. The use of the power boiler flue gas to provide drying energy to
4 the pellet dryer is very unique and advanced technology. This is energy that wou ld
5 normally be discharged up the chimney and is instead use to reduce by as much as 50%
6 the required heat input from other sources to dry the high moisture chips needed to make
7 the dry pellets. Another synergy achieved by the integration of the pellet and power
8 facilities is the use of the bark removed from the logs to make pellets as fuel for the
9 power boiler, bark that would otherwise likely become a waste product. By sto ring our
10 fuel in covered wood fuel storage areas, instead of storing the fue l outdoor as is done at
11 many existing biomass facilities, we further increase plant reliability, and we achieve
12 lower emissions and higher efficiency.
13 The air emissions from the combined facilities will be subject to much stricter
14 permitting requirements than older biomass electrical energy plants and pellet
15 manufacturing plants because both the power boiler chimney and pellet dryer chimney
16 are considered as one source for permitting purposes. The Project’s emissions wi ll be
17 amongst the lowest, if not the lowest, at the time of our application, in the country for
18 projects of th is type.
19 The Project consists of an Electric Generation Plant and fully integrated Pellet
20 Manufacturing Plant. The Electric Generation Plant will process and combust wood fuel
21 consisting of whole tree chips (W it) , bark and mill waste including limited sawdust
22 (c lean untreated wood fragments consisting of mostly waste from forest harvesting

1 operations). Construction/demolition waste and other biomass will not be used as fuel or
2 feedstock at the plan t. Wood fuel will be consumed at the ra te of approximately 362,000
3 tons/year assuming the fue l supply has an average moisture content of 45%.
4 Approximately 1350 tons of wood fuel is expected to be handled and processed each day .
5 Fuel deliveries will be accepted Monday through Friday from 7:00 am to 7:00 pm with
6 most of the fuel to be received in the first eight hours of operation, especially du ring
7 winter months when there are fewer daylight hours . Additional deliveries may be made
8 on Saturday between 7:00 am and 1:00pm. Covered storage for approximately 17,0 00
9 tons of processed wood fuel will be provided on site. Outdoor storage for processed fue l
10 will also be provided.
11 The fuel will be combusted in an advanced Stoker Combustion System that
12 includes the necessary equipment to accept, distribute and mix air and fue l in a high
13 temperature combustion environment. The steam generating unit will be designed to
14 have the ability to meet the expected required emission limits while operating 24 hours
15 per day. The steam generating unit will produce a combined nominal total of 300,000
16 lbs/hour of superheated steam at approximately 1,500 psig and 950 degrees F steam
17 conditions at Maximum Continuous Rating (“MCR”) Steam will be delivered to a
18 condensing steam turbine generator (STG) unit. The generator will be totally enclosed
19 and wate r cooled (TEWAC), operating at 13.8 kV, 3,600 or 4,700 (geared unit) rpm , 60
20 Hertz and rated for approximately 34,200 kw at MCR. The heat sin k for the STG will be
21 multi cell, counter-flow, mechanical draft cooling tower.

1 As currently planned, the Project will be electrically interconnected to the
2 regional grid by a 46 kV transmission line that runs to the closest CVPS transmission
3 line. The Project will be designed for a nominal electrical generation capability of 34.2
4 MW of gross power and approximately 29.5 MW of net electrical power generation to
5 the grid. The Project will be expected to operate for 8,060 hours per year at MCR.
6 The Project equipment and systems shall be designed and constructed to
7 nationally recognized power generation codes, which will include, but not be limited to,
8 ASME, ANSI, UL , FMNFPA, IEEE, NEMA, AWS, ASTM, as well as codes and
9 regulations mandated by local, state and federal requirements.
10 The pellet plant is a 15 ton per hour / 24 hour per day / 6 days per week wood
11 pellet facility producing a superior quality (0.5% ash) mixed hardwood (70%) and
12 softwood (30%) pellet. A higher quality pellet will burn mote efficiently with fewer air
13 emissions. The basis for the design includes three pellet mills with a dryer and automated
14 packaging line for 40 pound poly bags. Raw material receiving equipment for the pellet
15 plant consists of the Roundwood Storage, Handling and Processing System (truck
16 unloading, inventory management, reclaim, debarking and chipping), a Bark Handling
17 System (bark shredder and conveyor(s)) and wood chip storage.
18 A current site plan has been submitted as Petitioner’s Exhibit WB-2 with certain
19 construction activities proposed for 2010-li highlighted. BWE has signed a long term
20 lease with the site owner that contemplates the Project’s construction and operation.

I Q6. Does the Project comply wi th 30 V.S.A. § 248(b)(2).
2 A6. The Project is a renewable energy and qualifies as a SPEED Project. The Project
3 will not be financed directly or indirectly through investments backed by ratepayers of a
4 Vermont utility. Therefore, per Board Ru le, it need not demonstrate compliance with 30
5 V.S.A. § 248(b)(2). Nonetheless, the Project represents a significant increase in in-state
6 renewable baseload power and is extremely desirable for that reason, especially as the
7 State contemplates the possible closure of another significant in-state baseload facility ,
8 Vermont Yankee.
9 C. System reliability and stability, 30 V.S.A. § 248(b)(3).
10 Q7. Will the Project have an impact on system reliability and stability?
11 A7. BWE expects to receive the ISO - NE Feasibility Study sometime in the second
12 week in November. That study will identify the preferred choice for interconnection of
13 the Project to the Vermont grid. Based on preliminary discussions, the likely
14 interconnection will be by way of a 46 kv transmission line running from the Project to
15 an interconnection point on the CVPS distribution system located approximately 4.8
16 miles north east of the Project as shown on Petitioner’s Exhibit WB-3. There are two
17 route options labeled A and B. BWE plans to engage ISO-NE to perform the next step, a
18 System Impact Study, (SIS) as soon as possible after the release of the Feasibility Study .
19 BWE has already discussed the necessary infrastructure improvements with CVPS if the
20 interconnection point recommended by the Feasibility Study is the one shown on
21 Petitioner’s Exhibit WB-3 and there is genera l agreement as to how that interconnection
22 can be accomplished. Based on our discussions with ISO-NE and CVPS , there is no

1 reason to suspect that the proposed interconnection will have any impact on system
2 reliability or stability. In point of fact, the Project may improve certain operational
3 aspects of the grid as it is being designed to have black-start capability (whether it
4 qualifies as such is a determination that has yet to be made by ISO -NE) . As soon as
5 BWE receives the Feasibility Study and SIS, I will supplement my testimony
6 accordingly. In addition, as soon as the transmission route is finalized, our enviromental
7 consultants will supplement their testimony with respect to any environmental impacts
8 associated with the construction of the transmission lin e.
9 D. Aesthetics-Odor, 30 V.S.A. § 248(b)(5)
10 Q8. Section 248(b)(5) requires the Board to consider the Project’s aesthetic im pacts .
11 Based upon your evaluation and analyses, will the Project cause any objectionable odo rs?
12 A8. No. By way of a brief summary, the proposed Project consists of a 29.5 MW
13 power plant and an integrated wood pellet manufacturing plant. Plant fue l will consist of
14 green wood delivered fresh to the Project. The wood chips received as boiler fuel will be
15 unloaded and sen t to one of two indoor dome storage silos each capable of approximately
16 nine days storage. This boiler fuel will be reclaimed on a first-in-first-out basi s. Only
17 during periods when the scheduling of fue l deliveries becom es less predictable, for
18 example, due to spring weather, will the fuel be stored outside and then only for brief
19 periods. Fuel inventories sufficient for the Project to operate for up to two weeks will be
20 stored outdoors during this two to three month period . Fuel stored outside will be used
21 first .

Logs for the pellet feedstock are also delivered fresh and will be off loaded and
2 stored in the designated log storage are a. Inventories will be limited to approximately 30
3 days of production. Logs will be debarked, chipped and sen t to storage silos.
4 Accordingly, no wood fuel or pellet feedstock will be stored outdoors for more than 60
5 days. This precludes an aging wood inventory that would result in offensive orders or
6 smoldering from fermentation as was experienced in the past at the McNeill fac ility. Our
7 design and operating procedures will ensure that no offensive odors will emanate from
8 the Project.
9 E. Ability to Serve, Municipal and Educational Services
10 Q9. Have you determined that the Town of Pownal has the ability to serve the
11 Project’s needs?
12 A9. Attached as Petitioner’s Exhibits WB-4, WB-5 and WB-6 are the ability to serve
13 letters that were sen t to the Town of Pownal, the Pownal Fire Chief and the loca l school
14 district. I will supplement my testimony when I receive responses to these let ters. I
15 would note that the Project has advanced and significant fire protection included in its
16 design including a sprinkler system and the construction of on-site hydrants. In addition,
17 we will not be using Town sewer capacity or Town water at the Project . I would further
18 direct you attention to the Richard Heaps study that explains the like ly number of new
19 households associated with the Project, the likely cost of serving tho se properties, and the
20 offsetting benefits of the taxes paid by the Project.
21 F. Integrated Resource Plan, 248(b)(6)
22 Q10. Does the Project need to develop a Least Cost Integrated Resource Plan?

3 G. Compliance with the State’s Twenty-Year Electric Energy Plan, 30 V.S.A. §
4 248(b)(7)
5 QIl. Does the Project comply wi th the State’s Twenty-Year Energy Plan?
6 All. The Tw enty-Year Electric Pla n sup po rts renewa ble ene rgy development to diversify
7 Verm ont’s power portfolio and to allow the sta te to move away from large fossil-fuel-
8 based power sources. Chapter Five of the Twenty-Year Elec tric Plan speaks to the
9 impor tanc e of a su stainable resource portfolio in Vermont, the necessity of looking at the
10 long-term benefits derived from renewable energy. This Project is not only a
11 renewable energy resource, but also a base load renewable energy resource, making it
12 even more valuable from a sustainable resource portfolio perspective as much of the
13 renewable energy in Vermont is not base load power. The Twenty Year Electric Plan
14 devotes a section to Biomass describing it as renewable, sustainable, green power.
15 Twenty Year Electric Plan at 1-5, 5-10, 5-15. Accordingly, construction and
16 operation of the Project is consistent with the State’s Twenty Year Electric Plan.
17 H. Waste to Energy Facility, 30 V.S.A. § 248(b)(9)
18 Q12. Is the Projec t a wa ste to ene rgy facility?
19 A12. No. The Project does not involve the constmction of a waste-to -ene rgy facil ity.
20 The Project will no t burn any construction debris or similar wood or biom ass waste
21 products. Therefore, this cr ite rio n is inapplicable.

3 CVPS and VELCO. BWE will be paying the cost of all necessary system upgrades and
4 the interconnection under discussion will not have any adverse impact on existing or
5 planned transmission facilities.

12 K. Proposed 2010 Construction
13 Q16. Please explain why the Petitioner see ks to begin construction in December of
14 certain limited improvements, what those improvements are, and wha t Petitioner will do
15 with respect to those improvements if no permit issues .
16 A16. The Federal grant program, which was instituted pursuant to Section 1603 of the
17 American Recovery an d Reinvestment Tax Act of 200 9, requires the Treasury
18 Department to provide a payment in lieu of tax credits to each qualifying applicant tha t
19 places in service eligible energy property. In order to receive such a payment with
20 respect to eligible property, construction must begin prior to December 31, 2010 and
21 must be placed in service before December 31 2013. An applicant can demonstrate that
22 construction of property began during 2010 by showing that any physical work on the

1 property began during 2010, even if such work relates to on ly a sm al l part of the
2 property. Construction activities must involve a continuous program of construction. For
3 a mote detailed discussion of this issue , please see Petitioner’s Motion for Preliminary
4 Approval.
5 BWE has chosen to perform work on property that is specifically eligible for the
6 grant . To qualify, the work must be continuous, disregarding unusual weather or
7 seasonal work stoppage, and on a program of on-site construction under a binding
8 written contract” to be completed in a reasonable time as shown on Petitioner’s Exhibit
9 WB-9, the 2010-11 Construction Activities Schedule, all as required by the statute. All
10 construction activities were selected carefully so as not the have any effect on wetlands,
11 endangered species, or archeological resources, and due to their limited use of water and
12 the fact that they generate very little noise. Various consultants engaged by BWE will
13 provide testimony in each of their respective areas of expertise to confirm the
14 construction activities shown on the Plan will not have any negative environmental
15 im pacts and an agency approved traffic safety plan will be submitted also . See Testimony
16 ofAmeddia Perry, Bruce Boedtker, David Saladino, and Charles Knight . The 2010
17 construction activities are planned to start on December 7th with excavations for the two
18 truck scales and one week later for the fire/raw water tank. Setting foundation forms and
19 placement of reinforcement and concrete will follow. Excavation, placement of
20 underground pipe and backfill of makeup water lin es an d discharge line s will start
21 concurrently with these foundations. Continuation of work into 2011 is expected to
22 fo llow the Constmction Activities Schedule. Before any site wo rk begins, we will install

2 depiction of th e proposed improvements, see Petitioner’s Exhibit W B- 2, the 2010-1 1
3 Construction Layout Plan. The items to be installed are identified and outlined in the
4 Construction Activities Schedule. C osts of removal were estimated on th e premise of
5 leaving pipe, and road sub base th at are below existing gr ades in place and leveling off
6 the construction areas to CUffen t grades. Costs of construction and removal are se t forth
7 in Petitioner’s Exhibit WB-10, 2010-11 Construction Activities and Co sts . Petitioner is
8 prepared to escrow sufficient funds to pay for th e removal of th e improvements if a
9 permit does not issue.

ON-SITE FIRE PREVENTION MECHANISMS
An independent fire water system will be provided for the facility,with no interconnection to the city water system. A dedicatedvolume of the raw water/fire water storage tank will be providedfor fire protection with makeup from offsite supplies. The tank willinclude a 2-hour dedicated fire water capacity in accordance withNFPA codes. A motor-driven main fire pump and a diesel-drivenfire pump will be provided. Automatic start for the fire pumps willbe initiated by pressure switch in accordance with NFPA practic e.Once started, the pum
p(s) will continue to run until manuallystopped at the associated local pump controller. The fir e pump willbe sized to provide the maximum water demand to the firesuppression system with the most direct yard loop path out ofservice.
The fire water supply system will provide fire-fighting water toyard hydrants, hose stations, water spray, and sprinkler system s.The system will supply the design maximum water demand forany automatic suppression system plus flow for fir e hydrants and
hose stations per NFPA requirements.
The main header will serve strategically located yard hydrants andhose stations and will have sectionalizing valves so that a singlefailure in the yard ioop piping will not impact service to bothsuppression systems and yard hydrants serving the same area. Firehydrants will be spaced at approximately 250-foot intervals aroundthe fire loop. The hydrants will be located in accordance withNFPA 24 and local fire codes.
Class III standpipe systems will be designed and installed inaccordance with the requirements of NFPA 14. The standpipesystems will be designed for a minimum hose outlet pressure of 65psig at the respective design flow required by NFPA 14 aspermitted in NFPA 14-2000, Sec tion 5-7 (1), Exception 1. The ClassIII standpipe systems will incorporate 2-1/2-inch hose outlets withremovable 1-1/2-inch hose adapter inserts for fire department use.
Sprinkler and fixed spray systems will be designed and installed inaccordance with NFPA 13 and NFPA 15, respectively.

We represent Beaver Wood Energy Powual, EtC in connection with its petition for aCertificate of Public Good, pursuant to 30 V.S .A . 248, to install and ope ra te a Biomass Energy
Facility and an integrated wood pellet manufacturing facility located north of the old GreenMountain Racetrack in Pownal, Vermont, to be known as the “Pownal Biomass Project”. ThePownal Biomass Project will not be using municipal sewer or water. The Project will becontracting fo r the removal of ash generated at the site with a private hauling company. Theaccess road to the Project will be maintained by the petitioner. The Project has sent a separa teletter to the Fire Department with respect to fire protection. As a result, the only services that theProject may require from the Town are the disposal of non-ash solid waste and rescue service.
If it is the case, please confirm in writing tha t the Town has the capacity to provide theabove described services to the Pownal Biomass Project without unreasonable bu rden , and return

Your commission also has the right to make revised recommendations within45 days afte r the date the Petition is fiLed with the PSB, if the Petition contains new or morede tailed information that was not previously inc luded in these plans.
