Update from the Bass Valley Community Centre’s Manager July has been another good month at the Bass Valley Community Centre. We are very proud of the hard work that our volunteers have been doing supporting the Hadden House Opportunity Shop, Bass (See volunteer of the month feature on page 13). However, now we are deeper into the colder months we are finding that the last hour of opening i.e. between 3pm and 4pm, is a very dead time with very few visitors to the shop. Accordingly, the Op Shop at Bass will now close at 3pm until it starts to get lighter and warmer in October. That still gives everyone six days a week Monday to Friday 9am - 3pm, Saturday 9am - 2pm to come in and check out the awesome bargains. Our Computer Club is now fully launched and attracting a very keen group each Friday morning at 10am. Come along if you feel that you aren’t fully connected with what’s going on in the computer world and would like to be more involved. The Genealogy Club is kicking off Monday evenings 7pm to 9pm, starting Monday 4th August. Give us a ring to find out more or just turn up. The HACC Friendship Club gives older persons and people living with disabilities the chance to get out and about and meet people. They are about to get their veggie gardens at the Centre planted out. So if you have a green thumb and would like to help, give us a call. The number for the Centre is 5678 2277. Finally, thank you so much to those who put up their hands to volunteer as bus drivers. Council received two petitions 1/. Bass Cenotaph containing 186 names, addresses and signatures. The first petition stated: “We the undersigned are concerned about the proposed removal of the Bass Cenotaph from its historical place between the pub and football ground. By its location in the heart of Bass, this memorial shows the importance that we place upon the remembrance of the sacrifices of those who went before us and we are emphatically against any proposal to move it”. 2/. The second petition (with 400 names, addresses and signatures) states: “We, the residents of Leadbeater Ward and the Waterline Area, wish to register our dismay that our Nurse Practitioner, Deb Garvey, was not allowed a concessional rent at our Rural Transaction Centre. The Nurse Practitioners have been the best health resource this area has had. We, the residents of this area directly affected by your decision, demand that this decision is instantly revoked and the Nurse Practitioners allowed a concessional rent at the Rural Transaction Centre.”

Bass Coast Shire Council has responded to the concerns of the community by adopting a position that makes a number of changes to Amendment C82 to the Bass Coast Planning Scheme. Council’s position on Amendment C82 will now be presented in a submission to an independent Planning Panel. This amendment proposes to apply the Land Subject to Inundation Overlay (LSIO) across areas in the municipality that have been identified as being at risk of inundation from recent flooding research. Whilst on exhibition, Council received 140 submissions, made up of 128 objections, four neutral submissions and eight submissions of support. One of the proposed changes to Council’s position regarding Amendment C82 includes Council now seeking direction from the planning panel regarding the suitability of planning for sea level rise by 0.8m by the year 2100, or by 0.2m by 2040 for infill development areas. “We put out an amendment with 0.8m sea level rise by 2100 based on the state planning policy; however we had a number of submissions questioning that figure,” Council’s Acting Planning and Environment Director, Jodi Kennedy, said. “Through the independent planning panel and the experts that will be around the table, we can have a transparent and open debate and discussion and gain independent advice for what is proposed. “Council would like to seek the direction of the experts in this field and determine what should be in the planning scheme.”

I attended a book launch in Cowes; “Colour of my heart”, written by Phyllis Papps, a celebration of the work and life of local artist John Adams, this was a great event.

All 2014 editions of the Bass Valley News are supported by a grant from the FRRR. The grant has allowed us to increase to 20 pages each month and allow greater access to community organisations.

Council usually promotes the 1300 BCOAST phone number and you see it on all Council stationery and signage. Historically, this number was introduced as a low-cost option, as the Shire crosses over two STD area codes. For anyone outside the 0356 area code, a longer call to our main switchboard number meant a more expensive phone call. With deregulation of the telecommunications industry, carriers have introduced plans that are increasingly competitive. Some of these plans offer free calls to any fixed line in Australia but they charge for calls to 1300 and 1800 numbers. Council will gradually begin promoting the main switchboard number alongside the 1300 number so customers will be able to make a choice as to which number is going to be the cheapest to use, based on their plan. Council’s main switchboard number is (03) 5671 2211. In the coming months this number will begin to appear on any new stationery or signage alongside the 1300 BCOAST (226 278) number. So make the choice that’s right for you. Community Grants Recipients Announced - Bass Coast Shire Council has awarded a total of $107, 866 to 44 community organisations in Round 1 of its Community Grants Program. Council Welcomes Nature Strip Gardens - Bass Coast residents will now be able to obtain a permit to plant in their nature strips after Bass Coast Shire Council adopted the Nature Strip Planting Guidelines. Community Satisfaction Identifies Areas For Improvement - Bass Coast Shire Council will use the results of the 2014 Community Satisfaction Survey as one input to the program of service reviews that will be undertaken over the next three years.

KILCUNDA-BASS CRICKET CLUB

A LONG INNINGS The Kilcunda-Bass Cricket Club has been awarded a Local History Grant of $3700 from the Victorian Government to pursue a project researching the history of local cricket from the 1860s to today. The project is entitled: 'A Long Innings: Towards 150 years of Cricket Along the Waterline' and is undertaken by volunteers to research and record the historical aspect of cricket in the Bass Coast area. Cricket was a fond pastime of early settlers and the establishment of teams was a reflection of the rise in townships and broader community. The project will cover the history of local teams in towns that have existed since colonial settlement as well as the details of the decline and amalgamation of teams over time. By detailing the history of these teams and their development into the current day clubs, a comprehensive picture of this element of early settlement will be obtained. Information is sought regarding teams from Grantville, Queensferry, Woodleigh, Kernot, Woolamai, Corinella, San Remo, Newhaven, Rhyll, Ventnor, Cowes, Bass, Kilcunda, Ryanston, Burnside, Blackwood, Dalyston, Glen Alvie, Glen Forbes, Powlett River and Archies Creek and Wonthaggi. Naturally, any information relating to other teams from the area will be kindly received and compiled where relevant. Work has already begun researching in the State Library records, however information is limited so help is sought from historical societies and the local community to find any information that can assist with this project. We would be delighted to hear from any person or organisation that may have compiled history or has access to information that may relate to this project. Additionally, any form of photograph, premiership shield, pennant, news articles, trophies, memorabilia, honour board information, award winners, club records or verbal recollections of family members that could assist would be greatly appreciated. Any items that are provided will be either photographed or copies made and the originals returned or a place for their long term display will be obtained if desired. At the completion of the project information storyboards will be erected at key sites to detail the history and the research will serve to supplement the individual histories of Cricket Clubs in the area. The project will also capture the impact of WW1 on the local communities in the context of the cricket competitions, detailing those cricketers turned servicemen that signed up to participate in the Great War, which is timely considering this year marks the centenary of that event. It is hoped that this project will be completed in time for the 100th year since the landing at Gallipoli. What is a Community Centre and what can it do for me? Community Centres are not-for-profit places where people of all abilities, backgrounds and ages can come to meet, talk and make friends, develop new skills, transition to work, study or socialise. They bring people together to connect, learn and contribute in their local community through social, educational, recreational and support activities, using a unique community development approach. Community development is about enabling communities to identify and address their own needs. It starts from the assumption that communities have existing strengths and assets that make them part of the solution. Community development practice is about doing with, rather than doing for. Community Centres welcome people from all walks of life. This inclusive approach creates opportunities for individuals and groups to enrich their lives through connections they might not otherwise make.

There are around 400 Community Centres across Victoria. They all respond to locally identified needs and priorities. The program at a Community Centre in metropolitan Melbourne is likely to be quite different from what's on offer in remote, rural/regional Victorian towns. This diversity is reflected in the different names they are known by, which include: Neighbourhood House, Community House, Learning Centre, Living and Learning Centre, Neighbourhood Centre, Community Centre.

Our local Community Centres are governed by volunteer committees and run by paid staff. All offer opportunities to participate, learn, volunteer and get to know your community. Activities are generally run at low or no cost to participants.

Among the most common are; health and wellbeing activities, art and craft, home and community care, computer training / digital literacy, community lunches / social eating groups, self-help and support groups, seniors' groups, life skills education, playgroups, occasional care, public internet access, and there are always different classes, courses, clubs and groups to join in with.

The Victorian Government's Department of Human Services provides core funding to more than 90% of the State's Neighbourhood Houses through the Neighbourhood House Coordination Program. Other sources of income include the Department of Education and Early Childhood Development, Local Government, the Federal Government, Adult, Community & Further Education (ACFE) and funds they generate themselves.

There are plenty of ways you can help. None of the Centres could exist without a committee and you learn so much, so why not share your skills and experience and join the committee to ensure the Centres stay operational. All the Centres rely on Volunteers to help out, not just those on the committee, but in all other ways of supporting staff, programs and activities. Why not give a Centre a call today.

Volunteers of the Month At the Bass Valley Community Centre we value our Volunteers This month’s “Volunteer of the Month” is the redoubtable Monday Crew at the Hadden House Opportunity Shop, Bass. Led by Joan “The Boss” Raymer they are a tight-knit group and a force to be reckoned with as they get the Op Shop ready for the new week. The other two members are Peter Brookes and Edda Lindhe. And why do they do it? Why do they volunteer to come in to the Hadden House Op Shop on a Monday morning, with all the weekend’s contributions to be sorted through? Why do they volunteer in the cold dead of winter and the blinding heat of hot summer days? When the Bass Valley News asked what makes them do it there were a plethora of reasons. “We enjoy the company,” “It supports the community,” “My local councillor suggested I volunteer,” “It gets us out and about and we don’t get isolated,” “It’s a great opportunity to get to know the locals.” And all of them, Joan, Peter and Edda, as the poet put it: “Hunger for the seas edge, the limits of the land”. They live in Grantville, Tenby Point and Coronet Bay respectively. More than just living near the shore, they like how friendly people are in those areas. Even at Tenby Point, which as we know is the Toorak of South Gippsland. As Peter points out; once you volunteer, you are in demand, everyone wants you. The Hadden House Monday Crew are another example of volunteering being much more than just helping out. Thank you Joan, Peter and Edda, you do a great job!

Vale RAMON HORSFIELD Ramon was born in Hobart on the 3rd of August 1931. He moved with his family to Melbourne soon after. He went to Middle Park Central School and then to South Melbourne Technical School. His father was a commercial artist and encouraged Ramon to learn painting. As a young lad Ramon painted a multitude of watercolours which were sold to help the family finances in those tough times. Ramon studied under Alexander Kerr in the city. He also studied oil painting under H. Septimus Power, and then at the National Gallery Art School under Sir William Dargie. He then was befriended by Harley Griffiths, the Conservator of the National Art Gallery of Victoria. Ramon won several awards and scholarships during his five years at the National Gallery Art School. He later enjoyed the distinction of being invited to be a Member of the Twenty Melbourne Artists Society. Over Ramon’s adult life he enjoyed continuing acclaim as an artist and participated in exhibitions and competitions on a regular basis. He won prizes and sold paintings because of the quality of his work. In his later life he moved with his wife Judith to Coronet Bay. As Judith Garde she was also a prize winning artist. Together they loved life in their house by the sea. The house is like a quality art gallery in its’ own right. Sadly Ramon has passed on and will be missed by the art community, by the Coronet Bay community, by his many friends and, of course, by Judy.

Children’s Centre for the Bass Valley Region

The Bass Valley region is a lovely place to raise children and there are a few services available for families but currently they are not all that connected. There is 3 and 4 year old Kindergarten provided at the Jeanette Loughridge Memorial Pre-School, Corinella, then there is Bass Valley Primary School, which is next door to the pre-school, and there is Occasional Care, Bass which delivers the only centre based childcare to the district, as well as a few Playgroups which operate in various townships. A Steering Committee, with representation from all of the main providers are looking to fix this for parents and families who have asked for an all in one facility and for current services to be brought together. The Steering Committee has been at it since 2011, in response to the community’s pleas for more childcare, in particular the need for Long Day Care, and more Occasional Care days.

A lot of families with young children come to live in the area but leave when they realise the district has no before or after school or kindergarten care, no school holiday care and no long day care; making it extremely difficult for parents to participate in the workforce.

The proposed Bass Valley Children's Centre is a collaborative partnership project set to provide all early-years learning and care programs for children 0 to 12 years of age, in the one education precinct.

The Steering Committee has the solution at hand for families desperate for more childcare. With Governments funding ‘Integrated Early Learning Centres next to the local Primary Schools, the solution will greatly benefit locals when the pre-school undergoes a major upgrade and opens its doors to locals.

Bass Valley Primary School delivers outstanding educational programs which make it a model for other schools. Recently it was highly commended for its Ready Set Go program, which provides a smooth transition for students from the neighbouring Kindergarten. It is an ideal location for parents in the district, or those travelling past to work in Melbourne, or the south-eastern suburbs.

With a modest 60 places, situated in the rural bushland setting alongside the School, the new Children's Centre will create a one-stop shop for the district's rural families, providing long day care, casual care, out-of-school-hours care, 3 and 4 year old kindergarten, before and after school/kindergarten care, school holiday care and early intervention services, for 0 to 12 year olds.

Bass Coast Shire Council has supported the Steering Committee since 2011. In 2012, the Council provided $10,000 for a feasibility study and in 2013 it provided $20,000 for planning. It also sent a representative to sit on the Steering Committee. This partnership shows the strength and the spirit of a district whose residents came together to resolve their local needs. In March 2014, the Steering Committee finalised its business case and service model, representing the region’s vision for the Children’s Centre and delivered it at a Council briefing.

Currently, Bass Coast Shire Council has $80,000 in the draft budget for 2014 for site investigations and architectural design for the planned upgrade of the Kindergarten. The Council has also agreed to support the Steering Committee with applications for co-funding from State and Federal Government’s which is crucial. State and Federal Governments funding of this Kindergarten Upgrade is paramount. This pre-school is the only preschool in the entire northern ward of the Shire and this community is in need of funding support.

A Children's Centre will enable families to live and stay in the region long-term, boosting the local economy and benefitting everyone, from the farming community in the hills to our coastal residents, plus provide parents with the opportunity to participate in the workforce, among many other benefits.

Fast Winter Soup 1 tablespoon olive oil 1 onion, chopped 1 long red chilli, seeds removed, finely chopped 1 celery stalk, chopped 1 carrot, chopped 1 teaspoon ground cumin 1 teaspoon ground coriander 1 cup red lentils, rinsed, drained 1L (4 cups) chicken or vegetable stock Low-fat natural yoghurt, to serve Step 1 - Heat the olive oil in a large saucepan over medium heat, add the onion, chilli, celery and carrot and cook for 2-3 minutes. Step 2 - Add cumin and coriander and cook, stirring, for a further minute. Step 3 - Add the red lentils and chicken or vegetable stock, bring to boil and simmer for 8-10 minutes or until lentils are tender. Step 4 - Season with salt and pepper. Serve in bowls with a dollop of yoghurt.

Each year in September, the Bass Valley Community Group Inc. holds its Annual General Meeting. This year we seek 7 people to fill the 2014/15 Committee. Positions that the community can nominate for are:

Have some skills and/or experience where it counts? Committee members will need to have or be willing to develop their knowledge and experience of the organisation’s core business. Organisational management, financial management and experience with governance in the voluntary and community sector advantageous.

You will share, learn and develop new skills. The skills and expertise sought include the following areas: budgeting; chairing; employment practice; evaluation and monitoring; financial management; fundraising; legal awareness; management; marketing; media; minute-taking; networking; public speaking; organising events; policymaking; promotion and public relations; accounting; strategic planning, etc. Email and computer skills are essential (or a willingness to learn).

It does not matter where you live, if you are passionate about supporting the community and have any of the skills and/or experience above or a willingness to learn, then we hope to hear from you. 2013/14 members please note your subscriptions need to be paid by 31st August to be current members. Where is your pet at night?

Our cats and dogs make wonderful companion animals, however they are also effective predators to our native wildlife. There is an estimated 33 million household pets in Australia including more than 2.6 million domestic cats and 3.4 million pet dogs. Research states that a domestic cat kills 16 mammals, 8 birds and 8 reptiles a year! Unfortunately Australia has the world's worst record for mammal extinctions. 28 species and subspecies, mostly marsupials, have become extinct since the 1800s and many of these extinctions are linked to cats, dogs and other introduced species. Dogs and cats prey on a large number of native fauna species, cats have the ability to eat up to their own body weight, whilst dogs have the strength to injure and kill our larger animals such as koalas, wallabies and kangaroos resulting in many endangered and vulnerable mammal species in Australia becoming under threat.

The Eastern barred bandicoot is a ground dwelling bush animal often found in areas near houses where domestic cats reside and numbers are high. The species is critically endangered due to cat predation on juvenile bandicoots.

The Australian Koala Foundation estimates that 4000 koalas are killed each year, of these most are due to dog attacks. Domestic and feral cats also have the potential to take joeys and other young koalas. Even animals that are not killed instantly often later die from infection or shock.

Owners need to be aware and responsible for their cats and dogs, no matter how friendly they think they are and take steps to minimize their potential attack on wildlife. Research states that even cats with bells on still prey on wildlife and therefore will need to be kept indoors at least at night. Keep dogs restrained especially when out walking through the bush and securely locked up of a night to help protect and preserve our native animals.

The Bass Valley Pony Club is a small friendly club located at the east end of The Woolamai Race Course. The Club is committed to providing a variety of experiences for local children to learn all aspects of horsemanship. There are qualified instructors each month to teach dressage, show jumping and games. The Club also has guest instructors regularly to cover a variety of other disciplines such as track riding and western pleasure, horsemanship and animal husbandry, and holds an annual trail/beach ride and Gymkhana. The next rally is a combined rally with Phillip Island Pony Club at the renowned Tooradin Estate Cross Country course. There is also a pony club camp organized in the September holidays at Boneo Ranch. This year we had 2 teams entered in the West Gippsland Zone Games competition, which provided our members with great competition experience, and lots of fun. The Bass Valley Pony Club is currently in the process of upgrading its facilities, including a new enclosed arena, and renovation of the cross country course. The Club is seeking support from interested community members prepared to donate time and expertise, with equipment for weed spraying, grading/earth moving and moving jumps. We are also most appreciative of any donations to the club to help raise more funds for this upgrade. We are a not for profit club run by volunteers. Rallies are held on the 3rd Sunday of the month. We offer a “come and try” session at a cost of $10 to cover insurance. Horses are not provided.
