I. PROCEEDINGS

A. Opening session 1. H.E. Mr. Nancoma Keïta, Minister of Environment of Mali, H.E. Alfonso Pecoraro

Scanio, Minister of Environment of Italy and H.E. Joseph Byll-Cataria Resident Coordinator of the United Nations System in Mali, delivered welcoming statements. The Executive Secretary of the United Nations Convention to Combat Desertification (UNCCD), Mr. Hama Arba Diallo, made a statement.

2. H.E. Mr. Ousmane Issoufi Maïga, Prime Minister and Head of Government of the

Republic of Mali, officially opened the Conference.

B. Launching of the Youth Camp

3. After the official opening session, the High level participants including members of the Government of Mali, the Minister of Environment of Italy, Ambassadors, Heads of diplomatic mission and members of the International Organizations and cooperation agencies in Mali attended the launching of the Youth Camp in the forest at the Mandinga Hills.

C. Adoption of the agenda and organization of work 4. The Conference adopted the agenda and organization of work during its first plenary

session. The final agenda is provided in annex I.

D. Election of officers

5. The participants elected Mali, host country, as Chair of the conference, assisted by

two co-chairpersons:

Ms. Maria De Lourdes Lira Quintero (Mexico), representing country Parties from Latin America and the Caribbean,

Mr. Revaz Enukidze (Georgia) representing country Parties from Central and Eastern Europe

6. Mrs. Beatriz Bueno (Spain – representing country Parties from the northern

Mediterranean), Mr. Tanveer Arif (Pakistan – representing country Parties from Asia ) and Mrs. Orieta Casali, (Italy – representing developed country Parties) were appointed as rapporteurs by the Conference.

E. Documentation

7. The UNCCD Secretariat gave an introduction on the overall objectives of the 2006 International Year of Deserts and Desertification and the expected outcomes of the Conference .

8. The resource person presented the background document entitled “For a better

tomorrow: A global perspective on Challenges and Opportunities for young people in the Drylands”

9. After the presentation, the participants from Saint Lucia, Spain, Ivory Coast, Morocco,

Malawi and Venezuela commented on the issue and used the opportunity to contribute to the discussion providing examples on initiatives undertaken at the national level.

F. Regional Presentations

10. The fifth point of the agenda was devoted to the regional presentations. The representative of the Malian NGO Mali-Folk Center on behalf of the Secrétariat technique Permanent du Cadre Institutionnel de la Gestion des Questions Environnementales en collaboration avec le Groupe de Coordination des Zones Arides et le Conseil de Concertation des Actions des ONGs made a presentation entitled “Desertification and Migration and the way to create a local economy for young people adapted to combat this problem”. The representative of the Indian NGO “Youth for Action” presented a case study on “Dryland Economy and Youth in India”. The representative of the Dominican Government made a presentation on “Facilitating Youth Employment in Ecotourism and Environment”. The representative of the Georgian government presented a case study about his country. The representative of the Italian government made a presentation about Desertart, the use of artistic codes of communication to raise young people’s awareness of desertification.

11. The participants from Indonesia, Burkina Faso, Benin, Cameroon, Angola, Eritrea,

Ivory Coast, Mali, Malawi, Togo, Comoros, Zambia, IEFP, France and Chile contributed to the discussion after the presentations.

G. Ecosystem services

12. The Conference discussed during the morning of the second day the issue of Ecosystem services, including carbon sequestration and associated opportunities in the drylands.

13. The resource person and the UNCCD Secretariat made a presentation on the issue. 14. The representative of the Government of Italy presented the case study entitled

“Youth and Environment projects in Argentina and China, synergies among Rio

Conventions to Combat Desertification”. The representative of the Argentinean NGO “Fundacion del Sur” made a presentation on “Afforestation for the purpose of combating desertification, mitigating climate change and protecting biodiversity – the Environmental Youth Groups”. Finally, the representative of China presented the case study “The role of Youth in Combating Desertification in China”.

15. The participants from India, Pakistan, Indonesia, Panama, CILSS, Niger, Uganda and

Zambia participated in the debate.

H. Youth and volunteerism for combating desertification

16. The representative of the United Nations Volunteers (UNV) made a presentation on Youth volunteerism and sustainable environment management

17. The participants from Mali, Italy, Mexico, Argentina, Angola, Sierra Leone, Zambia

and Togo contributed to the discussion.

I. Working groups

18. The conference decided to establish three working groups. The working groups

selected a chairperson as well as a rapporteur.

19. Working groups deliberated on the topics assigned to them with the aim of

determining what are the challenges for young people regarding the different topics, to find out the best strategies and operational approaches as well as to identify concrete recommendations for integration into the Bamako Statement. They did so in a day and a half through information sharing and intensive debate.

20. The rapporteurs presented the inputs of the different groups separately to the

Conference so as to be discussed jointly by all the participants. 21. Furthermore, the rapporteurs of the working groups put together the outcomes of the

different groups and a consolidated Bamako Statement was prepared with the assistance of the UNCCD Secretariat.

G. Closing session 25. After the official adoption of the Bamako Statement by the conference participants,

Ms. Beatriz Bueno, rapporteur, presented the report of the Conference. Afterwards Mr. Tanveer Arif, rapporteur, presented the outcomes of the meeting.

26. The Executive Secretary of the UNCCD delivered a closing statement. 27. The Minister of Environment of Mali finally closed the conference. 28. Representatives from all regions were received by the President of Mali, H. E.

Amadou Toumani Touré, and presented the outcomes of the Conference for his information and consideration.

II. BAMAKO DECLARATION

We, the participants at the International Conference on Youth and Desertification held in Bamako, Mali, from 4 to 6 September 2006 in the framework of the celebration of the International Year of Deserts and Desertification, Expressing our sincere and deep gratitude to the Governments of Finland, France, Germany, Italy and Mali for organizing and supporting this conference, Recalling that:

(a) The twin issues of desertification and the role of young people in development have long been major development concerns, and thus major international conferences such as the 1995 Beijing Conference and the 2002 World Summit on Sustainable Development have all emphasized the importance of involving young people in development and the fight against desertification;

(b) The World Programme of Action for Youth to the Year 2000 and Beyond, adopted by the United Nations General Assembly in 1995, provides a policy framework and practical guidelines for improving the welfare of young people;

(c) The United Nations General Assembly has called for increased involvement of young people in voluntary activities;

(d) The Secretary-General of the United Nations has underlined that the volunteerism of young people will be key to achieving the Millennium Development Goals;

(e) The Millennium Development Goals also call for developing and implementing strategies to provide decent and productive work for young people;

(f) Chapter 25 of Agenda 21 noted that young people should actively participate in relevant decision-making processes, given that the decisions affect their lives today and in the future;

(g) Young people also have valuable intellectual contributions to make, can mobilize support, and bring unique perspectives to help the fight against desertification;

(h) Article 5 of the United Nations Convention to Combat Desertification states that countries should promote awareness and facilitate the participation of local populations, particularly women and young people, in the fight against desertification;

(i) The 2005 World Youth Report recognizes that young people hold the key to the future of society;

(j) The United Nations General Assembly, at its fifty-eighth session, adopted a resolution declaring 2006 as the International Year of Deserts and Desertification,

Reiterating our commitment and full support to the implementation of the United Nations Convention to Combat Desertification in countries experiencing serious drought and/or desertification, particularly in Africa, Supporting the synergetic implementation of the three Rio Conventions, namely the Convention on Biological Diversity, United Nations Framework Convention on Climate Change and the United Nations Convention to Combat Desertification, Reaffirming the importance of joint efforts of the international community to combat desertification by setting up effective mechanisms, mainstreaming desertification in

national strategies for sustainable development, enhancing the implementation of the United Nations Convention to Combat Desertification, and encouraging the participation of young people in the fight against land degradation and desertification, Stressing that the main priority and preoccupation of young people in the drylands is access to proper employment, Underlining that perception among young people about desertification and its overarching political, socio-economic and cultural implications should be addressed in such a manner as to enable young people to become key, full and active partners in the worldwide fight against desertification, Agreeing on the existence of a clear nexus between desertification, poverty and forced migration, Emphasizing:

(a) The key role of young people in determining the future of humanity; (b) That young people in drylands are deeply, and in many different ways, affected

by desertification which makes their lives more difficult, increases poverty, reduces their access to education and jobs, and results in forced migration;

(c) The importance of involving young people effectively in the decision-making process for the management of natural resources in the drylands;

(d) That a majority of young people affected by land degradation and desertification live in resource-poor developing countries;

(e) Their satisfaction that the issue of youth and desertification has, for the first time, been addressed by an international forum,

Recalling relevant articles of the United Nations Convention to Combat Desertification, in particular article 19, Understanding that the lack of economic resources of young people in the areas affected by desertification and drought, particularly due to scarce and degraded natural resources, could lead to political and social conflict and forced migration from rural areas to the cities as well as from country to country,

1. Environmental education and relevant activities 1. Request relevant national ministries to adapt school curricula to

environmental education and sustainable development in general and to create specialized educational facilities on combating desertification;

2. Also request governments to acknowledge and finance environmental

education organizations that could ensure access by young people to free and quality environmental education;

3. Encourage the international community and development partners to

facilitate educational resources, capacity-building and appropriate training in potentially desertified regions and to support the establishment of links with international institutions to ensure transfer of technology and exchange of information;

4. Request country Parties to create or consolidate an international system of fellowships or internships on issues relating to desertification, with the support of the private sector;

5. Support the establishment and development of active learning programmes,

including the establishment of links with reputed institutions for technology-based specialized education and training, based on the needs identified by young people and suited to different local conditions and economies;

6. Request relevant ministries to develop media- and Internet-based

programmes and promote the use of information and communication technologies;

2. Awareness raising 7. Suggest that the relevant authorities establish school clubs, community

radios and TV stations in order to raise awareness at all levels and among all sectors of society so as to better motivate young people and increase their involvement in the issue;

8. Request the international community to develop and implement

programmes aimed at raising awareness of the issue of desertification among teachers (for example the teachers’ kit Education Kit on Desertification produced by the United Nations Educational, Scientific and Cultural Organization and the United Nations Convention to Combat Desertification);

3. Participation and empowerment of young people

9. Request governments to make provision within their national budgets for

activities relating to combating desertification to be undertaken by young people; 10. Request country Parties to identify specific measures for defining areas of

participation for young people and the mechanism that needs to be in place for enhancing their participation in the implementation of national action programmes so as to promote the ownership of the activities by young people;

11. Urge all relevant stakeholders to participate in the existing national

coordinating bodies or to establish such where none exists; 12. Invite governments and cooperation agencies to support existing youth

networks involved in environmental and sustainable development issues by providing funds and building capacity;

13. Request the Convention secretariat to develop an outreach strategy on

youth to be submitted for consideration by the Conference of the Parties; 14. Request the Convention secretariat to establish a focal point for youth and a

Convention youth partnership network; 15. Request the Convention secretariat to establish, through its website, a

mechanism to facilitate the exchange of information and success stories between young people involved in the implementation of the Convention

4. Social implications of desertification, including migration and security 16. Request country Parties to: (a) Undertake political measures to peacefully solve conflicts caused by

desertification;

(b) Adopt comprehensive policies to ensure the full involvement of young people in the management of natural resources to bind them to their land;

(c) Establish mechanisms that facilitate the exchange of experiences between

young people at national and international level to ensure their full involvement in the decision-making processes;

(d) Reinforce the capacity of young people to elaborate projects to combat

desertification that could be easily owned by them, and provide financial benefits so as to avoid forced migration;

(e) Promote volunteerism among young people as a preparation for working

life and also to facilitate the peaceful settlement of disputes;

(f) Develop ways for increased coordination of efforts between national governments on the one hand, and youth agencies and non-governmental organizations on the other, to strengthen the coordination mechanisms and the existing infrastructure of youth development, particularly for those young people who migrate to other countries;

17. Request developed countries to: (a) Support the activities undertaken by young people in the implementation of

programmes to combat desertification;

(b) Support the implementation of activities in areas affected by desertification as a way to prevent forced migration (instead of investing in the protection and security of borders to prevent illegal immigration) while providing income to young people;

5. Economic opportunities for young people

(a) Institutional aspects 18. Call upon governments to review and enhance national youth policy if such

policy is not yet effectively implemented;

19. Appeal to governments to undertake regular monitoring and evaluation of policies involving youth development in the management of natural resources;

(b) Major activities 20. Request the relevant authorities to take into consideration the needs of

young people with respect to land tenure and access to microcredits;

21. Suggest that the appropriate ministries review priorities of professional and

technical training programmes and focus more on activities relating to the basic needs of the populations and income-generating activities in affected areas;

22. Demand that countries promote and establish national level youth institutes

in order to enhance the capacity and skills of young people so that they can successfully undertake business opportunities and at the same time participate in decision-making processes;

23. Encourage the dissemination to all stakeholders of information on existing

opportunities for young people in the drylands; 24. Also encourage the private sector and consumers to give priority to local

production; 25. Urge developing countries, least developed countries and countries with

economies in transition to promote activities such as eco-tourism and make use of the resulting revenue to support local initiatives to combat desertification and improve the livelihoods of the affected communities;

c) Funding mechanisms 26. Call upon development partners and governments to establish partnerships

and network processes and increase budgetary allocations for combating desertification; 27. Note that since the Global Environment Facility has become a financial

mechanism for the Convention, participants appreciate the contribution of this facility to the implementation of the Convention;

28. Note the insufficient level of resources allocated to land degradation in the

fourth replenishment of the Global Environment Facility, and call on the international community to apply the next resources allocation in a fair and equitable manner with regard to land degradation;

29. Call upon governments to establish a Global Young Enterprise Fund which

would go a long way towards recognizing and supporting the need to enhance economic investments;

30. Suggest that national youth enterprise funds should also be established at

national level, to serve as an additional financial mechanism, by inviting investments from the private sector, such as the Bill and Melinda Gates Foundation, national governments and other public institutions;

31. Encourage the promotion and establishment of national level youth institutes

in order to enhance the capacity and skills of young people so that they can successfully undertake business opportunities and at the same time participate in the decision-making processes;

6. General recommendations 32. Invite governments to take into consideration the important role played by

young people when developing ten-year strategic plan and framework to enhance the implementation of the United Nations Convention to Combat Desertification, as decided by decision 3/COP7.

33. Encourage the international community to continue to promote public

awareness-raising, access to information, capacity-building and action-oriented educational tools on the desertification issue and its socio-economic implications.

34. Request governments and youth representatives to introduce the Bamako

Statement at major international events such as the World Youth Summit, and the High Level Summit on Migration;

35. Request the next Conference of the Parties to the United Nations

Convention to Combat Desertification to consider the Bamako Statement with the objective of implementing the recommendations contained therein.
