Record of discussion of the Departmental Monitoring meeting regarding utilization of Plan & Non Plan Fund

and other matters held on 11.12.2015 at 11AM at Conference Hall, Sech Nibas, Salt lake

The meeting was presided over by Hon'ble MIC. Principal Secretary chaired the meeting after the openingrounds of deliberation under the chairmanship of Hon'ble MIC.

Agenda 1:Review of progress of all works under Non-Plan and State Plan of the departmental budget withspecial emphasis on utilisation of allotted fund.

1. Utilisation of allotted plan fund: Reports prepared in prescribed format (Statement-I, IIA, liB, IIC, 110,III)

were submitted by the concerned Chief Engineers.

Both Chief Engineer (North East) & Chief Engineer, Teesta Barrage Project stated that at least 90% of thePlan fund allocation would be utilised positively by 22.12.2015 and compliance report would be submitted.Chief Engineer, Teesta Barrage Project was asked by Hon'ble MIC to expedite expenditure of allocatedfunds for works executed long back. He was instructed to take actions failing which Department would becompelled to initiate action against all erring officers due to dereliction of duty.

Chief Engineer (South West) blamed the implementing agency Mackintosh Burn Ltd for delay in completionof Anicut structure and stated that in the present rate of progress it would not be possible to complete thework within March, 2016. Principal Secretary instructed the Chief Engineer (West) to convene a meeting onthe next working day itself with the management of Mackintosh Burn Limited and further assured a followup with the Principal Secretary PW Department. Chief Engineer (West) informed that the approach road ofLalgarh Bridge would be completed early next year, subject to availability of land, procurement of which isunder process. Even if effort for direct purchase of land fails,'the bridge approach would be realigned along

the available land.

Chief Engineer (South) reiterated that 90% of tile allocation would IJe utilised within 22 12 2015. and reportsubmitted

Agenda 2 Action taken by the Chief Engineers in compliance of the directions conveyed during the 1st and

2;1d Departmental monitoring meetings held on 2808 2015 and 10 102015. Point wise

compliance reports on the directives of the earlier two meetings were required to be received inthis Department within 0812 2015.

All the Chief Engineers furnished the requisite reports.

After threadbare discussion, the following decisions were taken

Approval of new schemes and tender and target for remaining period of 2015-16: Principal Secretary

informed that works bill should preferably be submitted to the respective Treasuries latest by

2802.2016, in order to get reasonable time for compliance of objections raised, if any, for optimum

utilisation of fund within this financial year. It was stressed to maximise utilisation of budget allocation in

view of further delegation of power as per voted budget communicated by Finance Department

2. Conducting regular review meetings by Chief Engineers with subordinates in their administrative

control: It was requested that a brief summary of activities of the Chief Engineers every month

(comprisinq one or two pages) highlighting important meetings held, site visits and other activitiesundertaken during the month should be submitted within first week of next month to the Department

The said summary should contain brief referral of dates of site inspection, his technical ,observations,

recommendations, if any, significant decisions on technical and other important aspects includingplanning etc.

3. Preservation of Audio-visual evidence: It was suggested that video and digital still photography of works

before and after completion be preserved in hard and soft copies for future reference.

4. Road Map for renovation of Dams/ Barrages/ appurtenant structures and renovation of office &

residential Campus/Rest Sheds and Inspection Bungalows etc: The reports submitted by the Chief

Engineers were not is order and lacked uniformity. A standardized format for submission of action planswould be provided to all Chief Enqineers.

Road map of action plans for renovation and improvement of all dams and barrages should be prepared

in a more holistic manner. Necessity of a data base, resource centre and statistical cell was alsodiscussed

beautify the areas in the vicinity of dams and barrages including office, bungalows and colonies etc.

6. Improvement of connectivity: Conversion of existing old wooden bridges into RCC bridges comprisingthe following categories:

a. Those connecting NHI SH, MDR and PMGSY roads having carriageway width more than 4.25 m.

b All other road bridges having carriageway width less than 3.0 rn.

A clear cut plan should be framed and submitted to the Department in the standardised formats

already provided to Chief Engineers to enable this Department to prepare a Preliminary ProjectProposal for availing external assistance.

8 Preparation of a data base on the APRs from Sub-Assistant~ineer (JE) L!Q_toSuperintendiogtJ:lgrrl~_r Director of Personnel & Ex-officio Chief Engineer was requested to submit a completedatabase of APR and past service record of Junior Engineers, Assistant Engineers and ExecutiveEngineers by January 2015 As regards to data base for service records of Superintending Engineers,Director of Personnel & Ex-officio Chief Engineer was asked to finalise by end of December 2016

9. Circular on timely submission of APRs It was reported that requisite order has been issued by theDepartment in the Establishment branch

10. Initiation of the process of general transfer posting: Proposal for transfer posting should be based onthe transfer policy of 2014, starting from Sub-Assistant Engineer up to Superintending Engineers ChiefEngineers' had already been empowered to reshuffle Sub-Assistant Engineers (Junior Engineers) ondeployment basis within their own jurisdictions with the consent of Committee of the Chief Engineerswith intimation to DP & Ex-officio Chief Engineer.

11. Automation of Teesta Barrage Gates: Chief Engineer, Teesta Barrage Project informed that the tenderfor automation of Teesta Barrage Gates would be finalised within December 2015 and execution started

thereafter _

12. Restoration of damages to Dauk Barrage: Chief Engineer, Teesta Barrage Project was requested toframe DPR for permanent restoration as per recommendation of Central Design Office within January2016 so that implementation may commence from early next financial year. Chief Engineer waspermitted to undertake palliative works in order to ensure continuation of uninterrupted release of waterthrough the barrage gates for meeting irrigation needs as well hydel power generation demands.

13. Bhutni Diara: Chief Engineer (North) was requested to monitor direct procurement of land at BhutniDiara in Maida with the help of district administration and peoples' representatives. It was decided thatHon'ble MIC would be requested to approach the local Ministers of Maida in the matter.

14. Transfer of 35 acre of surplus TBP land to National Highways Authority of India: Chief Engineer, TeestaBarrage Project informed that handing over of identified land to NHAI has been completed. PrincipalSecretary was requested to write a 0.0 letter to NHAI for providing fund required for re-Iocating ofIrrigation & Waterways Departments' existing infrastructure.

15. Durgapur Barrage/Teesta Barrage renovation: As per advice of "Technical Expert Committee": ChiefEngineer, Teesta Barrage Project was directed to prepare the road map on the basis of technicalappraisal to the Expert Committee regarding restoration of Mahananda Barrage, Teesta Barrage, DaukBarrage etc. assessment as regards to survey, planning, designing, inspection for preparation of roadmap in consultation with CWC/TBO and other experts may be submitted by mid-january 2016 to the

Department.

16. Improvement of Durgapur Barrage road: Chief Engineer (West) was directed to complete the renovationof Durgapur Barrage within January 2016.

17. Improvement of drainage of Kolkata Airport: The matter would be taken up with KMDA & AAI shortly.The Departmental officers were requested to pursue the case of beautification of Kestopur Khal andGazoldoba Tourist Hub with Finance Department.

19 Coocilbehal- all-polt pr-otectlon The AAI and State Transport Department has been Informed about themaximum extent of diversion technically feasible, their reply is awaited

20 Reorientation of lurisdiction Considering the huge work load under Howrah Irrigation DiviSion it wasproposed that Secretary and concerned Chief Engineer would review transfer of part of its jurisdiction toadjoining Lower Damodar Construction Division and submit a proposal accordingly.

21 Establishment of an educational institute at RRI Campus Chief Engineer (Design & Research) wasdirected to frame a preliminary report for commencing a Master's Degree course on hydrology andIrrigation at Haringhata Campus on River Research Institute. In this connection he was directed tocontact Edcell (Educational Consultant Limited), a Government of India organization under Ministry ofHuman Resources & Development having their head office at Noida. At the 151 instance, the proposalshould contain setting up of infrastructure of utilisation the existing infrastructure.

22 Review of progress of jalatirtha schemes A total of 89 check dams are scheduled for completion inPurulia within March 2016. In addition to above, 7 no. of check dams are proposed to be constructed bythis Department in District of Bankura, targeted to be completed by May 2016. Till date, design of 554check dams in different districts out of 592 prospective location scheduled for implementation by otherDepartments have been technically vetted by the technical committee in the Irrigation & WaterwaysDepartment

23. Disposal of surplus land and payment for old LA cases: A large no. of proposals have been receivedrelating to disposal of old LA cases involving Court Orders where few of the District Magistrates havebeen requesting for going for direct purchase through the Standing Committee of Cabinet. It wasdecided that since the issue involved a policy decision, the Land & Land Reforms Department being thenodal Department for settlement of land matters would be approached for suggesting a uniformapproach in such cases. For payment of compensation against LA cases in the district of Hooghly alsoinvolving a large no. of court orders, the District Magistrate was requested to provide LA case wiseapproved estimates.

24. Quarry Permits: Acute shortage of staff and manpower was discussed. It was suggested to develop co­ordination with the District Magistrate, and constraints relating to work of sand mining be brought beforethe Task Force.

Agenda-3:A power-point presentation with photographs to be kept ready in the Department highlighting themajor and significant achievements and success stories of performance of this Departmentduring the last 4 years.
