OSH is study concerned with protecting
the safety, health & welfare of all
people/personnel/stakeholders engaged
in work place or employment; including
workers, co-workers, employers, family
members, customers, suppliers, nearby
communities and other members of the
public who are impacted by the
workplace environment.3
• Work is central role in people’s lives.
• Most worker spend min.8 hour/day
• Work place must safe & healthy
• Worker faced multitude health hazard; dust, gases, noise, vibration, high temperature

• Some employer , little responsibility for protecting worker’s health & safety.
• Some do not even know they have the moral and often legal responsibility to protect worker
• Lack attention - work-related accidents and diseases are common in all parts of the world.

OSH role existence since 120 years ago. The history, can be explained in 5 eras.
- Steam Boiler Safety Era (before 1914)
- Machinery Safety Era (1914 - 1952)
- Industrial Safety Era (1953 – 1967)
- Industrial Safety and Hygiene
(1970 – 1994)
- Occupational Safety and Health Era
(after 1994)

• Boiler surveyor system was terminated in 1900
• Machinery Enactment of 1913 was abolished and replaced with Machinery Enactment of 1932

• 1st of January 1914, the steam boiler enactments of the Allied Malay States were abolished and were replaced with Machinery Enactment of 1913
• job title of Inspector of Boiler was also abolished and was replaced with inspector of Machinery and Assistant Inspector of Machinery

• inspectors were not only to inspect steam boilers but also had to inspect machineries, including self-combustion engines, water turbines and other related auxiliary machineries.

• In 1953, all of the machinery inactments of the Allied Malay States (Negeri-Negeri Melayu Bersekutu), Non-Allied Malays States (Negeri- Negeri Melayu Tidak Bersekutu) and Strait States (Negeri-Negeri Selat) were abolished and replaced with the Machinery Ordinance 1953

• 1967, the Factory and Machinery Act was approved by the Parliment
• 1970, the Factory and Machinery Act and eight regulations under the act were enforced.
• Machinery Ordinance 1953 was abolished

• The inspectors who enforce the act are renamed as Factory and Machinery Inspector
• overcome the weaknesses in the Machinery Ordinance 1953

• Occupational Safety and Health Act 1994 (Act 514)
• approved by the Parliament in 1993 and was gazetted on February 1994.
• Workers that are covered by Factory and
• Machinery Act 1967 consists only of 24% of the nation’s total man power

"employer“ - means the immediate
employer or the principal
employer or both.
"principal employer“
- means the owner of an industry or the
person with whom an employee has
entered into a contract of service

"near-miss accident"
- means any accident at a place of
work which has the potential of
causing injury to any person or
damage to any property;.

“loss-time injury"
- means an injury which prevents any
worker from performing normal
work and leads to a permanent or
temporary incapacity of work;
“Hazard" - something that can cause
harm if not controlled.

“outcome“ - is the harm that results
from an uncontrolled hazard.
“risk“ - is a combination of the
probability that a particular
outcome will occur and the
severity of the harm involved.

“accident“ - is an unexpected or
unplanned events or
occurrences which results in
injuries, fatalities, loss of
production or damage to
property.

“incident“
- is unexpected or unplanned events
in a sequence of events that occurs
through a combination of causes
which results in physical harm,
damage to property, near miss or
combination of the above..
OSH Act 199422
“near miss“
- is an event which did not result in
injury or damage to property but had
the potential to do so. It shares the
same root causes as accident but
because of chance no harm or damage
has occurred.
