Using this Logbook

This logbook is to be retained by the applicant to become an Authorised Examiner until directed to produce it to an Assessment Officer. Upon successful completion of the upgrade training and assessment the Assessment Officer will retain the logbook for saving to the applicant’s file. The training Authorised Examiner is to complete the logbook for each task. The training Authorised Examiner should ensure the applicant to become an Authorised Examiner is competent in accordance with:

The procedures outlined in the Authorised Examiner Manual Competency Based Training and Assessment for the class being sought, and

The Learner Guide for that class. Acknowledgement of competency must be through direct observations of proficiency in training and assessment in accordance with the above publications. This can be assessed via:

One on one simulated in vehicle training and assessment, or

In vehicle assessment with a licence applicant (note this is the only time a third person is able to accompany the Authorised Examiner and applicant for a driver’s licence during an assessment).

When an Authorised Examiner appointed by the Registrar is assessing an applicant for a driver’s licence and the applicant to become an Authorised Examiner is mirroring the assessment, copies of the recording sheets for the Authorised Examiner and the trainee should be attached to the training log.

Notes for the Authorised Examiner:

1. The tasks in this Logbook must be ticked and initialled by the Authorised Examiner during or at the end of each session where competence has been demonstrated.

2. The Summary of Competency Based Training Course Tasks must be signed off by the Authorised Examiner conducting the assessment.

3. RPL does not apply for upgrades.

Task Name: Entering and Leaving the Driver’s Cab Licence Class: All direct entry – MR, HR, HC and MC

Task Number: 1.01 Criteria Applications As Per Conditions

Learning Outcome: The applicant will be able to train and assess entering and leaving the driver’s cab in a safe manner. Conditions:

Vehicle positioned parallel to the kerb or kerb line.

The assessment to be conducted in typical driving situation.

The examiner to be in a position where clear vision of the applicant’s performance can be monitored.

Standard: The applicant will demonstrate assessment of entering and leaving the driver’s cab in a safe manner, in full compliance with the conditions and performance criteria.

Performance Criteria: Training and assessment of:

PART A Entering the driver’s cab including: Approaching the driver’s cab from the front of the vehicle, being aware of approaching traffic. Using the steps, foot-holds and grab handles, if fitted to the vehicle. Not using the steering wheel for leverage.

PART B The correct procedure for leaving the cabin including: Checking the right mirror before opening the door, being aware of approaching traffic. Use of the steps, foot-holds and grab handles, if fitted to the vehicle. Climbing down from the cab backwards. Not using the steering wheel for support. Not jumping down from the cab. Leaving the cab area by walking in a safe direction.

Task Number: 2.01 Criteria Applications As Per Conditions

Learning Outcome: The applicant will be able to train and assess starting the engine in accordance with the manufacturer’s guidelines and start up procedure. This may vary depending on the vehicle type or transmission used. Conditions:

The assessment to be conducted in typical driving situations.

The applicant trains and monitors and grades the driver’s review of instruments and gauges to ensure the vehicle operation is safe according to manufacturer’s specification and safety rules.

The applicant trains, monitors and grades the drivers review of are made of various components of the vehicle to ensure they are operational according to manufacturer’s specification and safety rules.

After engine start up, operational gauges to check may include:

Oil pressure. Electrical charging. Coolant temperature. Coolant level. Air brake pressure. Ancillary monitors. Tachometer

Standard: The applicant will demonstrate training and assessment of the starting procedure, in full compliance with the conditions and items listed in the performance criteria.

Performance Criteria: Training and assessment of: Manual Transmission

Starting procedure (items)

Checking that the parking brake is on.

Checking that the gear lever is in neutral.

Clutch pedal down.

Switching on ignition.

Checking all operational gauges and warning devices.

Starting the engine.

Checking all operational gauges and warning devices again.

Releasing clutch pedal slowly. Automatic Transmission

Checking that the transmission is in park or neutral.

Task Name: Changing and Selection of Gears Licence Class: All direct entry – MR, HR, HC and MC

Task Number: 2.03 Transmission Type:_________________ Criteria Applications As Per Conditions

Learning Outcome:

The applicant will be able to train and assess changing up and down through all gears including gear selection for variable speeds in a safe and efficient manner on level ground, with any type of transmission used. Conditions:

Road and traffic conditions which places slight demand on the applicant, with light to medium traffic.

Intersections requiring stopping, slowing or turning.

Level ground or with minimal gradient. Standard: The applicant will train and assess smooth and efficient gear changing without lurching, clashing or missing the intended gear, in full compliance with the conditions and performance criteria. Note: 1. Automatic transmissions must be assessed using manual mode. 2. The gear changing procedure may vary depending on the type of vehicle,

transmission used or the manufacturer’s specification. 3. The assessment of this task may be performed in conjunction with the training

of other tasks.

Performance Criteria: Training and assessment of: Manual Transmission

Change up progressively through each gear. Minimum requirement three sets.

Change down progressively through each gear excluding first gear. Minimum requirement three sets.

Select the appropriate gear for variable road speeds (skip change). Minimum requirement three sets.

Skip change - suggested speeds. 80 - 50 km/h and 60 - 25 km/h.

Maintain smooth transition in gear changing.

Change gears without lurching, clashing or missing the intended gear.

Comply with rules of braking / steering.

Maintain complete vehicle control.

Automatic Transmissions (manual mode must be selected) (notes 1 & 2)

Demonstrate manual mode upshifts (three sets).

Demonstrate manual mode downshifts (three sets).

Explanation of Low Mode is essential if engine is not fitted with over speed protection (if applicable).

Maintain smooth transition when shift changing.

All shifts must be demonstrated without audible warning occurring.

Learning Outcome: The applicant will be able train and assess slowing, stopping and securing the vehicle at a suitable location parallel to the kerb or kerb line in a safe and competent manner. Conditions:

Road and traffic conditions which will place a high demand on the applicant, with medium to heavy traffic.

Level ground or with minimal gradient.

Left lane with kerb or distinct edge. Standard: The applicant will without any assistance demonstrate training and assessment of the stopping procedure, requiring the learner to bring the vehicle to a stop in a suitable position, parallel to and no wider than 500 mm from the kerb or kerb line, in full compliance with the conditions and performance criteria.

Performance Criteria: Training and assessment of: Stopping procedure (items) Selecting the stopping place. Checking both external mirrors. Signalling intention. Applying foot brake to slow the vehicle. Clutch pedal down (if applicable) when engine speed is at near idle speed while maintaining pressure on the brake pedal. When the vehicle has stopped apply parking brake (note 1). Moving the gear lever/shift console to the neutral position. Cancelling signal. Releasing the brake pedal. Releasing the clutch pedal (if applicable). Opening the passenger door. (bus only)

Learning Outcome: The applicant will be able to train and assess moving the vehicle away from the kerb or kerb line, from a secured position. Conditions:

Road and traffic conditions which will place a high demand on the applicant, with medium to heavy traffic.

Level ground or with minimal gradient. Standard: The applicant will without any assistance demonstrate training and assessment of the moving off procedure. Note: 1. Slipping the clutch to excess is not acceptable. 2. For vehicles fitted with a non-synchromesh transmission, the clutch will need to

be depressed for at least 5 seconds before attempting to select the gear to allow the clutch brake to have effect.

Performance Criteria: Training and assessment of: Moving off procedure (items)

Closing the passenger door (bus only).

Checking mirrors for approaching traffic.

Signalling in the appropriate direction (for a minimum of five seconds).

Clutch pedal down (if applicable). (note 2)

Selecting the appropriate gear.

Applying the appropriate power.

Releasing clutch to friction point and hold (if applicable). (note 1)

Checking the appropriate blind spot areas, if clear;

Rechecking the left mirror.

Note: 1. Whilst the steps may be performed out of sequence, the parking brake must be

applied as the first item after stopping. 2. The measurement will be taken from the left extremity of the vehicle. 3. A single gear change may be allowed for adjustment to the kerb.

Learning Outcome: The applicant will be able to train and assess moving the vehicle away from the kerb or kerb line, from a secured position, in a safe and competent manner, complying with all legal requirements. Conditions:

Road and traffic conditions which will place a high demand on the applicant, with medium to heavy traffic.

Road with a suitable uphill gradient. Standard: The applicant will without any assistance demonstrate training and assessment of the moving off procedure which will include progressive gear changing for at least two shifts from first gear, in full compliance with the conditions and performance criteria. Note: 1. Slipping the clutch to excess is not acceptable. 2. For vehicles fitted with a non-synchromesh transmission, the clutch will need to

Freeway or dual carriageway or otherwise major lane marked highway with change of gradient.

The degree of gradient must be sufficient to allow gear changing from middle high range to middle low range or equivalent depending on the type of transmission.

The assessment must be conducted over a minimum period of 40 minutes of continuous driving.

The assessment route must be developed by the examiner to allow for a comprehensive assessment covering all items in the performance criteria.

The applicant must not be trained on or have any prior knowledge of the assessment route.

Part of the assessment may be conducted on formed or gravel roads.

This task must be successfully completed and signed off, before the assessment of task 2.17 may commence.

Standard: The applicant will without any assistance demonstrate training and assessment for the learner to undertake a safe, efficient and competent drive, in full compliance with the conditions and performance criteria. For any item where the learner has not achieved the standard requirement, a review of those items must be completed.

Task Number 3.01 Criteria Applications As Per Conditions

Learning Outcome: The applicant will be able to train and assess the correct procedure for coupling the trailer to the prime mover in a safe and competent manner. Conditions:

A safe area of hard standing which is level and free of traffic.

A prime mover and trailer which are compatible.

At the start of the assessment, the trailer to be safely secured; with the prime mover positioned forwards of the trailer by no less than 10 metres and in an offset position no less than 1.5 metres from the left extremity of the trailer.

Safe pedestrian access around the vehicle. Standard: The applicant will without any assistance demonstrate training and assessment of coupling the trailer to the prime mover in a safe and efficient manner, in full compliance with the conditions and performance criteria. Note: 1. The procedure could change depending on the vehicle’s equipment or the

actual vehicle configuration. The main emphasis must be placed on safety. *For prime movers fitted with springs rather than air bags, ensure there is clearance between the top of the turntable and the bottom of the semi-trailer. Once the turntable is in position with the kingpin located within the “V” of the turntable, the legs will need to be wound up until they are 1-2 cm off the ground. Then it will be safe to couple the two units.

Performance Criteria: Training and assessment of: Reverse the prime mover using the mirrors to line up the outside edge of the mudguards with the sides of the semi-trailer. Stop when the tops of the rear guards are in line with the front of the semi-trailer so that the turntable does not go too far back. Once in position apply park brake and lower the airbags*. Exit the prime mover and check for alignment of turntable and kingpin. Check that the jaws are open and that there is sufficient grease on the turntable (as applicable). Check that there is clearance between the bottom of the semi-trailer and the turntable. Return to the prime mover, disengage park brake and reverse so that the top of the front mudguards are in line with the front of the semi-trailer. Apply park brake. Check that the turntable is under the skid plate, and that the kingpin is within the “V” of the turntable. Return to the prime mover, adjust position as required and raise the airbags*. Apply park brake and exit vehicle. Once the airbags are fully raised (and there is no gap between the skid plate and the turntable) wind up the legs approximately 1-2 cm so that the weight of the semi-trailer is taken by the turntable. This will also allow the front of the semi-trailer to move if required during coupling. Return to the prime mover, disengage park brake and reverse slowly until turntable locks onto the kingpin. Engage 1st gear and attempt to move forward. This is called the tug test and it checks that the semi-trailer is actually connected. Apply park brake. Exit vehicle. Check locking lever is locked away. Check jaws are locked, use a torch if needed. Wind up the legs until they are fully raised, stow the handle. Connect airlines, ensuring that fittings are turned to lock hoses. If taps are fitted on the airlines, ensure they are opened. Connect electrical lead. Return to cab, supply air to the semi-trailer and turn headlights on to check that the trailer lights are working. Check that all lights are clean, clear and functional whilst performing roadworthy check. Return to prime mover. Engage 1st gear, hold trailer brake handpiece on, release park brake and perform a secondary tug test. Release trailer brake handpiece and move forward one metre then gently apply trailer brakes to stop. Apply park brake.

Learning Outcome: The applicant will be able to train and assess the correct procedure for coupling the trailer to the heavy rigid vehicle in a safe and efficient manner. Conditions:

A safe area of hard standing which is level and free of traffic.

A heavy rigid vehicle and trailer which are compatible.

At the start of the assessment, the trailer to be safely secured with the heavy rigid vehicle positioned forwards of the trailer by no less than 10 metres and in an offset position no less than 1.5 metres from the left extremity of the trailer.

A safe pedestrian access around the vehicle. Standard: The applicant will without any assistance demonstrate training and assessment of coupling the heavy rigid vehicle to the trailer in a safe and competent manner, in full compliance with the conditions and performance criteria. Note: 1. Whilst the nominated performance criteria relates to a Ringfeder style

automatic bolt coupling device, the equipment used may also be a pintle hook / lunette ring or ball-type trailer hitch. Therefore the procedure could change depending on the vehicle’s equipment or the actual vehicle configuration and size.

2. The main emphasis must be placed on safety.

Performance Criteria: Training and assessment of: Reverse the truck using the mirrors to line up the outside edge of the truck with the

sides of the trailer. Stop close to but not touching the draw bar.

Once in position apply park brake and exit the truck.

Check the condition of the coupling assembly and the eye ring on the draw bar.

Unlock the coupling.

Check the alignment of the eye ring and adjust as necessary so the lower surface

is aligned with the lower part of the guide flange. This will allow the drawbar to raise

slightly as connection is made taking pressure from the drawbar support leg.

Return to the truck, disengage park brake and reverse slowly until connection is

made. Engage 1st gear and attempt to move forward. This is called the tug test

and it checks that the trailer is actually connected. Apply park brake and exit

vehicle.

Check the coupling has closed fully and the handle is all the way down. Connect all

hoses and leads, ensuring the taps are opened. Raise the drawbar support leg and

stow.

Charge the trailer air and turn headlights on to check that the trailer lights are

working. Check that all lights are clean, clear and functional whilst performing

roadworthy check.

Return to truck. Engage 1st gear, hold trailer brake handpiece on, release park

brake and perform a secondary tug test. Release trailer brake handpiece and

move forward one metre then gently apply trailer brakes to stop. (This step to be

Performance Criteria: Training and assessment of: Apply the park brake and isolate the air supply to the trailer by the appropriate

controls for the vehicle being used.

Exit vehicle and disconnect air lines. Disconnect electrical lead and stow all lines

securely. Avoid contaminants entering the air lines by joining them together or

connecting them to dummy fittings.

Wind down the legs, checking that they are moving at the same rate. After they

have made contact with the ground continue to wind until air is heard escaping

from the suspension.*

Open the turntable jaws by firmly pulling the handle then locking in place as

required.

Return to the prime mover, select first gear, release the park brake and move

forward slowly by no more than 30 cm. Stop, apply the park brake, select neutral

then lower the airbags.*

Exit vehicle. Check that the turntable is clear of the skid plate and kingpin, and that

the lines are not caught around any part of the semi-trailer.

Return to the prime mover, select 1st gear, and release the park brake. Drive

forward until the rear mudguards are just in front of the semi-trailer. Raise the

airbags. Once the airbags are fully raised prepare to drive away.

* If the prime mover is fitted with springs rather than air bags at the rear, the semi-

trailer will need to be raised above the turntable by winding the legs down further

until a gap can be seen between the bottom of the trailer and the top of the

Note: 1. Riding the clutch or coasting with the clutch disengaged is not acceptable. 2. When attempting this manoeuvre, ensure that the corner selected is safe, and

clearly visible to any other vehicles that may be approaching. 3. Prior to reversing, the prime mover must not be positioned at such an angle

that will allow the vehicle to be on the incorrect side of the road (unless the manoeuvre is conducted at an off road location, or on a narrow unsealed road in a country town).

4. An allowance of two forward movements by no more than the length of the prime mover/truck or three attempts by moving back (from the start position) in one motion are allowed to achieve each successful demonstration.

Performance Criteria: Training and assessment of: Position the vehicle as per requirements. Reverse the vehicle into a limited opening to the left. Apply observation patterns including use of mirrors. Reverse maintaining full vehicle control. Controlled use of clutch and accelerator. Comply with all legal requirements. that the vehicle is clearly visible to any other vehicles that may be approaching.

3. When measuring the distance between the vehicle and the kerb or kerb line, the left most extremity of the vehicle is the point from where the measurement is taken.

Note: 1. Riding the clutch or coasting with the clutch disengaged is not acceptable. 2. When attempting this manoeuvre, ensure that the vehicle is clearly visible to

any other vehicles that may be approaching. 3. When measuring the distance between the vehicle and the kerb or kerb line,

the left most extremity of the vehicle is the point from where the measurement is taken.

Applicant to have access to the Load Restraint Guide for reference.

Applicant to demonstrate various load restraint methods on request of the examiner, describing component selection and suitability as necessary.

The examiner to assist under the direction of the applicant if required.

Following load restraint, the vehicle is visually inspected to ensure it is safe for operation.

Standard: The applicant will without any assistance demonstrate training and assessment of securing the load in a competent manner as detailed in the National Transport Commission Load Restraint Guide, including the restraint items used and the rating and suitability of each, in full compliance with the conditions and performance criteria. All criteria must be demonstrated.

Note: Synthetic ropes should only be used for lightweight load restraint. They have low strength, cannot be tensioned sufficiently and should be a last resort.
