Health Education England’s Technology Enhanced Learning (TEL) ProgrammeHealth Education England (HEE) is responsible for delivering a better healthcare workforce for England. It is theorganisation responsible for the education, training and personal development of every member of staff, andrecruiting for values. The TEL Programme was established in 2013 with the vision that healthcare in the UK beunderpinned by world-class education and training that is enhanced through innovation and the use of existingand emergent technologies and techniques. The Programme has a wide remit and has number of ongoingprojects, some of which are outlined below.Learning SolutionFollowing two years of research, the TEL Programme has established the need for better access to digitalhealthcare learning resources, guidance and educational innovations.Plans are now being developed for a national online learning solution available to anyone working or training inthe NHS so they can access, share and develop these resources. It will also provide a space to collaborate andreview 'crowd-sourced' resources and user-generated content, as well as be signposted to other existingrepositories, portals and online communities of practice.It is expected that the Learning Solution will be launched during 2017.

Barriers and Solutions ProjectWe all know that there are challenges and obstacles that can prevent healthcare professionals and students fromaccessing technological resources, devices and applications. HEE, through the TEL Programme, is working toreduce those barriers in the NHS to promote the easy, equitable, cost effective and innovative use of learningtechnologies and techniques.Digital LiteracyThis project focuses on the ability of all within healthcare to become and to stay technologically literate. This is sothat they are able to learn, work and develop effectively in a digital workplace and society. The project aims topromote the adoption of clear education, training and development strategies that will enable this and which willalso promote and sustain the adoption and spread of new technologies and techniques.Commissioning GuidelinesThis project will develop clear commissioning guidelines to inform all future TEL commissioning decisions. Thiswill help reduce duplication, offer greater value for money, will enhance innovation and will drive up quality.Horizon ScanningThe pace of change in technology is incredibly fast and HEE is well aware that it needs to stay abreast ofdevelopments relating to education and training. The TEL Programme is working to develop a process to scan thehorizon for new and emerging technologies that may have value in healthcare education.Simulation standards frameworkA broad range of simulation is delivered to healthcare staff and learners every day. This ranges from simple roleplaying, through to simulated patients, part-task trainers, hybrid models, full body manikins and simulatedenvironments. We know this offers a range of learning benefits - the most important being that it provides anopportunity to enhance skills and experience in a safe learning environment.We have been working with the Association for Simulated Practice in Healthcare (ASPiH) to develop simulationstandards aimed at all healthcare professionals involved in simulation education at pre and post registration, andin undergraduate and postgraduate training environments.

Laerdal is delighted to bring the Resuscitation Quality Improvement (RQI)programme to the ASPiH National Meeting. RQI is a portable training solutionthat allows clinicians to undertake quarterly CPR skills training within theirclinical area. Clinicians receive real-time verbal and visual feedback whenperforming compressions and ventilations, measuring the quality of CPRdelivered and designating a score. The system has been shown to havesignificant impact on cost reduction, quality improvement and saving morelives. The Patient Safety Academy aims to provide trainingand support to equip healthcare staff with knowledgein the principles and application of HumanFactors/Ergonomics within their work environments.

Our goal is to train staff to be able to use thisknowledge to instigate positive change within theirorganisations.

SIMStation was founded in 2011, with a backgroundof 20 years’ experience as a professional servicecompany in the fields of multimedia software, aswell as broadcasting and stage media technology.
