Pursuant to WIOA, the local board, with the agreement of the chief elected official. shall develop and enter into a memorandum of understanding (MOU) concerning the operation of the one-stop delivery system in the local area. Section Ill of this document. titled Current Resources. is in reference to any sources of funding that support the partner's ongoing career services programs; it is not a requirement for partners to provide funding. The statutory requirement to contribute to infrastructure funding is not included in this template. This item will be added to the template for implementation on July 1, 2017.

PARTIES AND PURPOSE

This Memorandum of Understanding is mode between the Arapahoe/Douglas Workforce Development Boord. the Arapahoe/Douglas Works! Workforce Center (a Division of the Community Resources Deportment of Arapahoe County Government) and the Colorado Deportment of Labor and Employment- Division of Vocational Rehobifitation.

The Arapahoe/Douglas Workforce Boord hos designated the Arapahoe/Douglas Works! Workforce Center as the one-stop for the federally designated regions of Arapahoe County and Douglas County.

WIOA Section I 21 (c) requires that each Local Workforce Development Boord (LWDB). with the agreement of the Area's Chief Elected Official (CEO). develop and enter into a memorandum of understanding (between the local board and the one-stop partners), with all the entities that serve as partners in the local area of Arapahoe and Douglas Counties. the service delivery system that operates in each LWDB's local area.

WIOA Section 121 (b) ( 1) (A) (iii) mandates all entities that ore required partners in a local area to enter into a memorandum of understanding with the L WDB in the respective area pursuant to WIOA Section 12 I (c).

WIOA Section 121 (b) (I) identifies the federal programs and requires that the services and activities under each of those programs must be mode available through the local area of Arapahoe and Douglas Counties. The entities that receive the federal funds for each of these programs and/or have the responsibility to administer the respective programs in the Area ore required partners under WIOA Section 121 (b) ( 1).

WIOA Section 121 (b)(2) prescribes how entities that provide programs other than those required under WIOA Section I 21 (b) ( l) (8) may participate in the local area of Arapahoe and Douglas Counties as "additional partners" and provide the services ovaloble under their programs through the Arapahoe/Douglas Workforce Center delivery system.

WIOA Section 121 (b) (I ) (A) (Iv) indicates that the requirements of each partner's authorizing legisla tion continue to apply under the local area of Arapahoe and Douglas Counties workforce system and that participation in the Arapahoe/Douglas Workforce Center service delivery system is in addition to other requirements applicable to each pa1ner's program under each authaizing law.

The Department of Labor (DOL) is the federal agency responsible for the administration of the workforce development programs-including WIOA.

WIOA Section 121 (b) lists the minimum responsibilities of all required partners under WIOA. For consistency. all Partners will assume the responsibilities identified below. unless inconsistent with the federal bw and regulations that authorize the Partner program or as otherwise specified n this Article.

Make career services provided under the Partner's program ova~able to individuals through the Arapahoe/Douglas local area service delivery system. through the Arapahoe/Douglas Workforce Center in accordance with Article IVof lhis MOU.

Participate in infrastructure cost-sharing activities as described in Article VI of this MOU and use a portion of funds made available to each partner's program-to the extent not inconsistent with the federal law that authorizes each partner program-to:

• Create and maintoin the Arapahoe/Douglas Workforce Center service delivery system: and • Provide career services per WIOA Section 134(c) (2) .

Remain as a party to this MOU throughout the Agreement period identified in Article II in order to participate as an Arapahoe/Douglas Workforce Center partner per WIOA Section 121 (c).

Participate in the operation of the Arapahoe/Douglas Workforce Center system in accordance with the terms of this MOU and with the requirements of authorizing laws perWIOA Section l 2 l (b) (I) (8) .

Required Partners must provide representation on the Area's LWDB per WIOA Section 121 (b) (I) . Additional partners may participate on the Area's LWDB with the agreement of the Area's LWDB members and CEO. However. when a program is administered by more than one entity in the Area. it is not necessary that every entity provide representation on the LWDB. One entity may provide representation on the LWDB for the program.

Provide priority of service to veterans and covered spouses for any qualified job training program pursuant to the Jobs for Veterans Act as prescribed in 38 USC 4215.

Compliance with WIOA and oil federal. state. and local lows. regulations. rules. policies and plans applicable to parties in their respective roles under this MOU and as consistent with the rules that govern each parlner's respective program. Each partner expressly agrees to notify LWDB of any changes to the rules governing its respective program that impact the par1ner's performance under this MOU. LWDB will communicate the changes to the Arapahoe/Douglas Workforce Center operator and any other affected partners.

Each partner must ensure compfiance by its staff members who work in the Arapahoe/Douglas Workforce Center with Arapahoe/Douglas Workforce Center policies and procedures. Should o contrict exist between the Arapahoe/Douglas Workforce Center's personnel poficies and a partner's personnel policies. the partner's policies will prevoTI.

Use of common practices and procedures: forms and documents: software systems or applications: and other forms of media as agreed to by all parties in the performance of Arapahoe/Douglas Workforce Center services and activities and functions that support the service delivery system.

, WIOA Section 134(c) lists the services and activities that must be provided through the Arapahoe/Douglas Workforce Center service delivery system. WIOA Section 107(d) gives the L WDBs the responsibility for oversight of the Arapahoe/Douglas Workforce Center service delivery system ineach local area and requires the LWDBs to describe the activities and functions of the Arapahoe and Douglas Counties local area service delivery system and to prescribe the guidelines for carrying out these responsibilities in the LocalWIOA Plan.

TERM

The Parties' performance under this MOU ('Effective Date' and 'Initial Term') shall commence on July 1, 2016, and shall terminate on June 30, 2017. unless previously terminated or updated by one of the parties pursuant to the terms of this MOU.

SCOPE

This Memorandum of Understanding is entered into by and between the Parties for the operation of the one-stop delivery system. including the coordination of service delivery and the referral of customers. for the Arapahoe/Douglas Local Area.

The Parties to this MOU agree to work collaboratively to carry out the provisions of this MOU. Whereas the purpose of this MOU is to define the manner in which the Colorado Department of labor and Employment-Division of Vocational Rehabilitation. will participate in the one-stop delivery system and;

Whereas. this MOU will also define the manner in which resources will be coordinated to prevent duplication and ensure the effective and efficient delivery of Workforce Services in the local areas of Arapahoe and Douglas Counties. In addition. this MOU will establish joint processes and procedures that will enable the identified partners to integrate service delivery resulting in programs. activities. and services.

Therefore. the parties to this MOU shall coordinate and perform the stated activities and services described herein pursuant to the terms of the MOU and within the scope of legislative requirements governing the parties' respective programs. services and agencies.

PROVISIONS

Whereas. one-stop partners are required by WIOA Law Sec. 121 ( 1J and Sec.121 (2) to make available to customers through the one-stop system the services described in WIOA Low Sec.121 (2)(c) and Sec.121 (2)(d) that are applicable to such programs and/or activities.

Therefore, the parties to this MOU agree to support each other in their respective provision of services and to facilitate joint provision of services consistent with the needs of their respective customers. program goals of the partners, organization and law, and regulations governing the programs that they operate.

I: Access to Services

WIOA Section l 2 l (b)( l )(8) identifies the programs. services and related activities that must be provided through the Arapahoe/Douglas Worl<force Center service delivery system in each local area. WIOA Section l 21 (c)(2) requires this MOU to include a description of the services that will be provided through the local area's service delivery system and to identify the service delivery method(s) each partner will use to deliver the services. This MOU will also identify the career services. training, and employer services that each partner will provide to ensure that all parties' responsibilities ore clearly identified herein. Each program will make their services accessible through the one-stop delivery system by the following methods:

The Arapahoe/Douglas Works! one-stop delivery system is designed to help job seekers access employment. education. training. and/or support services. as appropriate. to succeed in the labor market; and. to match employers with the skilled workers. as needed, to compete in the global economy.

Arapahoe/Douglas Works! looks to continually explore avenues that create skills attainment and wage increase/progression for low and low-middle skilled job seekers.

Arapahoe/Douglas Works! will took to increase access to high quality workforce services, in accordance with priority of service requirements. to prepare jobseekers with barriers for competitive integrated employment. Moreover,

Arapahoe/Douglas Works! wiU integrate service delivery strategies to improve services to individuals with disabilities.

Arapahoe/Douglas Works! will provide reasonable accommodations pursuant to the Americans with Disabilities Act (ADA). as well as programmatic accessibility to employment and/or training services for targeted populations. as appropriate.

Access to information. which may include. but is not limited to. information on Arapahoe/Douglas Works! program offerings and services. information pertaining to Arapahoe/Douglas Works! program orientation and intake processes. talent development and workforce information such as. labor market information ILMI), partner and resource information, upcoming events. workshops, and assessments is available to onsite and offsite customers through the Arapahoe/Douglas Works! website via www.adworks.org.

Arapahoe/Douglas Works! will continually look to streamline technology and processes, whenever necessary and feasible. to ensure best-in-class customer-centered design methodologies are actualized.

WIOA-proficient Arapahoe/Douglas Works! employees will be available at our comprehensive center. as well as at our satellite locations. Arapahoe/Douglas Works! WIOA program employees will travel. as needed and appropriate. to various offsite and partner locations to ensure access and customer service.

Arapahoe/Douglas Works! office locations make available access to computers and other office technology. which may include. but is not limited to. telephones, copiers, printers. and scanners. Our comprehensive, main office location is co-located with Wagner Peyser career services. veterans programs, Trade Adjustment Assistance (TAA). Temporary Assistance for Needy Families (TANF) /Colorodo Works. and Employment First (EF)/SNAP E&T programming.

Appropriate Arapahoe/Douglas Works! and partner employees will be cross-trained on program eligibifity and corresponding service delivery offerings to ensure a no-wrong door service delivery model is realized for customers. Furthermore. strong partnerships have been established with other community partners. which may include, but is not limited to. the Department of Vocational Rehabilitation (DVR). other adult education entities. mental health service providers. justice-involved facilities and programs, mature worker programs, and youth and young adult service providers and programs. These aforementioned partnerships help to ensure customer service delivery is seamless and universal.

OVR wi1l provide service delivery, through co-location at the one stop. for Vocational Rehabilitation services as deemed appropriate and necessary by all parties.

DVR collaborates and coordinates with many community vendors and service providers. Including the programs located at and provided through the Workforce Center. TIYough a combination of cross-trainings, regular joint meetings and overall relationship bulding activities. DVR staff wil work dosely with Workforce Center staff to ensure that program services and parameters are well known and understood by all and that common clients receive services leading to employment that are well-coordinated.

Cross train staff to increase joint program understanding and provision of high quality services, referrals and access to programs.

DVR will provide informational brochures to customers at each partner's main location.

II: Service Delivery

Arapahoe/Douglas Works! Workforce Center:

Career Services: Career Services will indude. but ore not fimited to the career village. career resmxce center, internet access, labor market Information, job search, Business Assessment Center (skills assessment) and training provider information.

Assisted Career Services will Include, but are not limited to orientation, intake, eligibility determination, skill assessment, job search and placement assistance. client-centered approach to job navigation. and job referrals. Intensive Career Services wil Include, but ore not limited to comprehensive assessment. counsefing. case management. and pre-vocational services.

Arapahoe/Douglas Works! will look to build opportunities to Increase services available to persons with disabilities and hard to serve populations enrolled in WIOA services.

Arapahoe/Douglas Worksl will provide intensive group workshops specifically designed to assist WIOA participants.

In addition to the career services listed above, Arapahoe/Douglas Works! provides an array of workshops to Include but not fimited to; Resume Concepts. Interviewing. Navigating Linkedln. Guide to Federal Employment. Facebook for Job Search. Virtual Resume. Twitter for Job Search. and Salary Negotiation.

Arapahoe/Douglas Works! wil continue coordination of programs and resources to support a comprehensive system that seamlessly provides training related services within regional targeted industries.

Business Services: All of the 11 core business services will be a vailable at both physical locations served by the local board. Many of the core services wil be deHvered based on size of the anticipated event and concentration of the targeted customer base.

The business services team will coordinate activities with formula program staff, other workforce local areas and partner agencies. Sector partnership work as wen as quarterty partner (including DVR Business Outreach Specialists) round table discussions are examples of strategies for effective coordination of services to our business customers that will be implemented.

Business Services will be delivered based on the needs of the businesses and can be delivered on-site (at any of the three Arapahoe/Douglas Works! sites), at the employer location, or other off-site venues as appropriate.

WIOA Adult programming will focus on targeted populations which may include. but is not limited to, veterans. low- income, benefits-attached. those who ore "basic skills deficient." mature workers. justice involved, single parents, homeless. refugees, individuals with disabilities. those without o high school diploma, those who speak English as a second language. as well as other individuals who hove barriers to employment.

Arapahoe/Douglas Works! offers a variety of services available to WIOA Adult-eligible customers. Individual career services, available to all Arapahoe/Douglas Works! Adult customers, may include. but is not limited to. the career village. the career resource center. staff facilitated workshops. job search and career guidance encompassing labor market information and training provider information. hiring events and specialized hiring events. Staff assisted career services may include. but is not limited to orientation. intake. WIOA Adult eligibility determination. skill assessment job search and placement assistance. customer-centered approach to job navigation and job referrals. as well as a variety of career assessments. Stoff assisted, intensive one-on-one career services may include. but is not limited to. comprehensive assessment. counseling. case management. and pre­vocational services.

Arapahoe/Douglas Works I will look to provide access to. for appropriate WIOA Adult-eligible customers, which may include, but is not limited to, intensive career guidance. access to career pathways and work-based learning opportunities. supportive services. job development and placement activities. employment and soft­skins related workshops, and follow-up services

Arapahoe/Douglas WOl'ksl hos o tiered training policy with additional funding assistance for occupational training and work-based learning opportunities fOI' appropriate WIOA Adult-eligible customers, targeted in the industries of Aerospace, Aviation. Biosciences. Broadband, Construction. Engineering. Finance and Insurance. Healthcare and Wellness, Hospitality, Information Technology, and Manufacturing. Arapahoe/Douglas Works! will focus on training and work-based learning opportunities within these regional targeted industries. WOl'k-bosed learning opportunities. which may include, but is not limited to. work training experiences for appropriate customers, as well as on-the-job training (OJT) contracts. pre-apprenticeship and apprenticeship opportunities, as suitable. Arapahoe/Douglas Works! will focus on training related placements and career pathways. Arapahoe/Douglas Works! will utilize assessments and regional LMI data to identify occupations within specified. targeted industries to make available training necessary to increase the marketable sldllset of appropriate WIOA Adult customers.

Arapahoe/Douglas Works! meets regularly with partner organizations to inform external agencies about current WIOA Adult program-funded services. When appropriate, Arapahoe/Douglas Works! conducts offsite orientation and intake sessions to heighten awareness about career services and to help to mitigate customer impacts.

WIOA Adult services will be available at the primary location and at satellite offices. as designated. to ensure access to program services to those with limitations to the primary location.

Via a sector approach. Arapahoe/Douglas WOl'ksl will coordinate with businesses/industry and with education/training providers to identity labOI' needs and mitigate skills gaps.

WIOA Youth/Young Adult Programming: Arapahoe/Douglas Works! WIOA Youth/Young Adull programming will focus on targeted populations. which may include, but is not limited to. veterans. low- Income, benefits-attached. those who ore "basic skills deficient." justice involved, pregnant and/or parenting youth/young adults. homeless, refugees. individuals with disabilities. those without o high school diploma. and those who speak English as a second language.

Arapahoe/Douglas Worksl hos a tiered training policy with additional assistance available for occupational training and work-based learning opportunities for appropriate WIOA Youth/Young Adult-eligible customers, targeted in the Industries of Aerospace, Aviation. Biosciences. Broadband, Construction, Engineering. Finance and Insurance, Healthcare and Wellness. Hospitality. Information Technology, and Manufacturing. Arapahoe/Douglas Works! will focus on training and work-based learning opportunities within these regional targeted k'ldustries. Work-based learning opportunities, which may include, but is not limited to. work training experience, on-the-job training (OJT) contracts. pre-apprenticeship and apprenticeship opportunities. as suitable. Arapahoe/Douglas Works! will focus on training related placements and career pathways. Arapahoe/Douglas Worksl will utlUze assessments and regional LMI data to Identify occupations within specified, targeted industries to make available training necessary to increase the marketable ski lset of appropriate WIOA Youth/Young Adult customers.

Pursuant to WIOA Section 129(c)(2). Arapahoe/Douglas Works! wal provide access to the fourteen youth/young adult program elements to appropriate WIOA-eliglble Youth/Young Adult customers ot all designated office locations.

The fourteen youth/young adult program elements include: 1. Tutoring, study skills training. Instruction and evidence-based dropout prevention and recovery strategies

that lead to completion of the requirements for a secondary school diploma or its recognized equivalent flncluding a recognized certificate of attendance or similar document for individuals with disabifities) or for a recognized post-secondary credential.

2. Alternative secondary school services or dropout recovery services. 3. Paid and unpaid work training experiences that have academic and occupational education as a

component of the work experience, which may Include the folowing types of work experiences: a. Summer employment opportunities and other employment opportunities available throughout

the school year: b. Pre-0pprenticeship programs; c. Internships and job shadowing; and d. On-the-job training opportunities.

4. Occupational skill training, which includes priority consideration for training programs that lead to recognized post-secondary credentials that align with in-demand industry sectors Of occupations in the local area.

5. Education offered concurrently with, and in the same context as, workforce preparation activities and training for a specific occupation or occupational cluster.

6. Leadership development opportunities. including community service and peer-centered activities encouraging responsibility and other positive social and civic behaviors.

7. Supportive service. 8. Adult mentoring for a duration of at least 12 months that may occur both during and ofter program

participation. 9. Follow-up services for not less than 12 months otter the completion of participation: The Young Adult

program offers a follow-up workforce specialist to all participants who have exited the WIOA program for a 12 month time period. The follow-up services include; transportation, supportive services. and comprehensive career guidance and counseDng.

10. Comprehensive guidance and counseling, which may include drug and alcohol abuse counseling, as well as referrals to counseling. as appropriate to the needs of the individual Young Adult.

11. Ananciol literocy education. 12. Entrepreneurial skills training. 13. Services that provide labor market and employment information about in-demand industry sectors or

occupations available in the local area. such as career awareness, career counseling. and career exploration services.

14. Activities that help young adults prepare for and transition to post-secondary education and training.

Arapahoe/Douglas Works! meets regularly with partner organizations to inform external agencies about current WIOA Youth/Young Adult program-funded services. When appropriate, Arapahoe/Douglas Works! conducts offsite orientation and intake sessions to heighten awareness about career services and to help to mitigate customer impacts.

WIOA Youth/Young Adult services will be available at the primary location and at satellite offices, as designated, to ensure access to program services to those with limitations to the primary location.

Via a sector approach, Arapahoe/Douglas Works! will coordinate with businesses/industry and with education/training providers to identify labor needs and mitigate skills gaps.

Division of Vocational Rehobllltatlon: The Colorado Division of Vocational Rehabilitation (DVR) provides services to applicants and eligible individuals with disabilities across the state to support them in preparing for. securing. retaining. or regaining employment. DYR provides clients with one-on-one vocational guidance and counseling to assist each person to develop a specific employment goal and a step-by-step plan for accomplishing it. Each goal and plan is created after assessment of the ways a participant's disabilities affect his or her ability to perform job functions and succeed in a work environment. The pion and goal must also reflect the participant's strengths. resources, priorities. concerns. abilities. capabilities, interests. and informed choice.

DYR directly delivers and procures services tor applicants and eligible individuals through a statewide network of approximately 27 field offices across Colorado. Approximately 105 Rehabilitation Counselors ore supported by office teams of Business Outreach Specialists. administrative support staff. supervisors. rehabilitation technicians and other staff to deliver these services to approximately 12.000 Coloradans each year.

The types of services delivered are exlremely individualized and dependent upon each client's unique disability, talents. circumstances and situation. DYR is able to provide a brood range of services that may bring about successful employment including training and education. physical and mental restoration. assistive technology. job seeking skills training. job placement assistance. required training or vocational supplies and materials, and many others that may be necessary and appropriate to assist an individual to become employed.

Ill: Current Resources

Workforce Center: Services ore paid from federal funds including the Wagner Peyser Act and the Workforce Innovation and Opportunity Act. State Employment Support Funds supplement Wagner Peyser activities. Grants may also be available from a variety of sources that pay for special programs. The following resources are available under the operating costs of the Workforce Development System:

• Wagner Peyser: Basic Labor Exchange for employers and job seekers • Workforce Innovation and Opportunity Act: Adult, youth, dislocated workers • Temporary Assistance for Needy Families: welfare clients • Employment first Food Stamp Program: food stamp clients • Weld County Youth Conservation Corps' AmeriCorps • Other programs and discretionary projects may become available

Division of Vocational Rehabilitation: DVR services are funded through federal formula grants under the Rehabilitation Act of 1998 as amended by WIOA with matching state and local funds.

There are no anticipated financial obfigations or required payments between parties under this agreement. Accordingly, the parties are not required to enter into a Resource Shoring Agreement or to appropriate funds. Per Colorado Policy Guidance Letter#: WIOA-2016-02, One-Stop Partner contributions to infrastructure costs of the One-Stop System will be added to this MOU by July 1, 2017.

IV: Referrals

WIOA Section 1211c)(2)(A)(itt). the parties agree to the referral of individuals between the Arapahoe/Douglas Workforce Center Operator and the partners' for the services and activities described in Article IV wilt be performed using the following methods:

• Cross train staff to Increase joint program understanding and provision of high quality services, referrals and access to programs:

• Provide informational brochures to customers at each partner's main location; • Work together to develop shared informal referral and follow up forms and processes that are client­

centered in nature: • Review options and look for opportunities to Implement coordinated intake forms and data requirements; • To the extent practical and permitted. document and track referral information in each partner's

electronic data system and implement shared data systems and documentation when available and appropriate.

V: Assurances

Arapahoe/Douglas Worksl will collaborate with the various Arapahoe/Douglas Workforce Development Board Strategic Task Forces and Standing Committees to angn service delvery to address customer needs, gaps. and barriers for targeted populations. The taskforces include the Opportunity Works taskforce, which has a concentration on working with low-income individuals with boniers; the Veteran taskforce. which has o concentration on working with veterans and veteran spouses: and the Abilities taskforce. which hos a concentration on working with individuals with disabilities: and, the Youth/Young Adult Standing Committee, which hos a concentration on working with out-of-school. disenfranchised youth/young adults.

Arapahoe/Douglas Works! looks to continually explore talent development strategies that create skills attainment and wage increase/progression for jobseekers with barriers to employment and/or low and low-middle s~led job seekers.

Arapahoe/Douglas Works! will look to increase access to high quality workforce and talent development services, In accordance with priority of service requirements. to prepare jobseekers with barriers for competitive integrated employment. Moreover, Arapahoe/Douglas Works! will integrate service delivery strategies to improve services to individuals with disabilities. Arapahoe/Douglas Works! will provide reasonable accommodations pursuant to the Americans with Disabnities Act (ADA). as well as programmatic accessibility to employment and/or training services for targeted populations. as eligible and appropriate.

Arapahoe Douglas Works has the co-location. and strategic coordination. to provide seamless service delivery of Wagner Peyser career services. veteran services, WtOA Adult. WIOA Dislocated Worker. WIOA Youth/Young Adult. TANF/Colorodo Works. EF/SNAP E&T, TAA, and English as a Second language/Adult Basic Education (ESL/ ABE) programming.

The Workforce Center and DVR staff will: • Jointly case manage customers enrolled in programs under Workforce Center programs and DVR and

confidenf10ffy shore assessment results as appropriate and allowed. • Coorcfinate job development and employer relations activities. • Explore opportunities for coordination and submission of grants or other funding opportunities to enhance

or strengthen employment opportunities for individuals with disabilities. • Provide inf ormotion on points of entry Into Connecting Colorado.

services through the workforce system wherever customers access services. To be measured by: o Shoring results of customer satisfaction surveys; o Shoring data about performance expectations by funding source and the performance

outcomes as requested.

Workforce Center ResponslbUltles: • Provide opportunities for cross training of staff. including but not limited to:

o Use of the One-Stop Resources; o Utilizing the open job orders list: o Assisting job seekers with accessing and completing applications in Connecting Colorado.

• For customers co-enrolled in partner programs. provide the following information regarding services available at Employment Services:

o Orientation to the programs; o Intake and eligibility: o Basic assessment; o Career planning: o Cose management; o Coordinated job search activities; o Coordinated job development and job placement: o Hiring and career development events; o Follow-up as required by funding sources

• Provide opportunities for Division of Vocational Rehabilitation staff to attend Workforce Center training as appropriate.

• Maintain a web site that provides on-line information regarding services that ore available at Employment Services.

• Provide weekly listings of job orders.

Division of Vocational Rehabilitation's Responslbllltles: • Cross-train Workforce Center and/or other partner staff in the role and mission. goals and philosophy of

the agency. • Provide program specific assessments for customers. and confidentially share the information with

Workforce Center programs about shored customers when allowed and appropriate. • As appropriate. assist customers in accessing Connecting Colorado at the DVR office or provide

information to customers on accessing Connecting Colorado at a point of entry that the customer desires. • Provide opportunities for Workforce Center statt to attend Division of Vocational Rehabilitation training as

appropriate. • Provide technical assistance to the Workforce Development Board on on annual review of systems access

for individuals with disabifities and provide input in technology assistance. • Participate in Business Services strategies to include hiring events. career events and job development for

co-enrolled clients by targeting business engagement opportunities and expanding awareness of employment opportunities tor individuals with disabilities.

• For co-enrolled customers. provide the full range of program services available as appropriate for the customer which may include:

o Evaluation and diagnostic services; o Vocational rehabilitation counseling and guidance provided directly by a vocational

rehabilitation counselor during the individual 's plan of services; o Physical and mental restoration services; o Training services; o Specialized services for individuals who ore blind. deaf. and deaf-blind; o Rehabilitation technology services: o Placement services;

VI. Modifications and Amendments

This MOU may be modified. revised. or amended by mutual written consent of oU the signatory Parties. A written request must be submit1ed to the named parties. The modification shall not be effective unless agreed to in writing by all Parties in an Amendment to this MOU. property executed and approved in accordance with applicable Colorado State low. and State Fiscal Rules.

Partner Separation: WIOA Section 121(c) mandates the execution of this MOU be1ween the LWDB and partners. However, any single partner may terminate its participation as a party to this MOU upon thirty (30) days written notice to the LWDB. In such an event. the LWDB will provide writ1en notice to all remaining partners and will amend this MOU per Article VIII. The termination of one or more partner's participation as a party will not result in a termination of this MOU unless the number or contribution of the terminating partner(s) is so substantial that it necessitates the negotiation of a new MOU.

Effect of Termination: Per WIOA Section 121 , any partner that terminates Its role as a party to this MOU is no longer eligible to participate as a partner with the Arapahoe/Douglas Workforce Center system and wil not be permitted to serve on the l WDB as a partner representative.

Partner Dlsquallficatfon: An entity identified as a required partner at the time of execution of this MOU that subsequently loses federal funding or the authority to administer the federal program in the Area and therefore no longer qualifies as a required partnerunderWIOA Section 121 {b) (I) must send written notice of the change in status to the LWDB as soon as possible. In such on event, a formal amendment to this MOU per Article VIII will be required. The entity may continue oson additional partner if mutually agreed by the LWDB, CEO, and the remaining partners
