Department of Corrections Commissary

Date: 4/24/2017 To: All DOC Inmates From: Anita Nelson, Statewide Commissary Operations Manager

Subject: IMPORTANT: RECALL INFORMATION IMPORTANT: RECALL INFORMATION

Frito-Lay has announced that they are recalling Jalapeño Flavored Miss Vickie’s Kettle Cooked potato chips due to the potential presence of Salmonella in the seasoning. This action is the direct result of a supplier’s recent recall of a seasoning blend which includes jalapeño powder that could contain Sal-monella. Please know that no Salmonella was found in the seasoning supplied to Frito-Lay. They have decided to recall the product out of an abundance of caution. If you have in your possession any of this product that was purchased from January 1, 2017, to present, please return it to your commissary distribution site by May 12th with sales receipt attached for a full refund.

Dress and Appearance

Whether you are going to chow, canteen, class or visiting your counselor, please make sure your dress and appearance are in line with the Inmate Handbook. This being said, make sure your T-shirts are tucked in, even if you have a sweatshirt over them, and that your pants aren’t sagging. When coming to canteen only bring your ID; no cups or headphones and no shorts. LOP and Ordering Canteen

If you are ordering canteen and are on LOP or just coming off LOP, when you are filling out your canteen form will depend on what you can order. For example, you are getting off LOP today and you fill out your canteen order form today, you’ll only be able to order items off the LOP approved list. There should be a list of LOP approved items in each dorm.

Speaking of Canteen... Here are a couple of reminders:

Taken from “How to Manage the Alzheimer’s Patients in

Our Prisons” by Jaime Todd, MBA, LNHA. As our population ages we need to recognize how to help those suffering with Dementia and

Alzheimer. Those who suffer could be our friend, celli, or family member.

The start of Alzheimer’s or dementia is slow. Signs and symptoms start with confusion and

forgetfulness. But as the disease gets worse they become unable to perform routine daily activities like bathing and dressing. They can experience behavior changes like agitation and

anger. Good clear communication by others is the key to helping these individuals with

Alzheimer’s or dementia avoid frustration and achieve comfort. Speaking to them with

R-E-S-P-E-C-T not only helps them, but you.

R=Reassure With constant reassurance, they will feel safer and can pay better attention. Address by name

and introduce self as often as needed in a soft tone.

E=Environment Create and maintain a relaxing setting to reduce the disruption. One way to do this is to turn

off any radios and/or televisions. This will help to keep the patient relaxed throughout the day.

S=Specify Using small simple words and sentences will decrease confusion. Asking yes/no questions will

help them to better understand. If they do not understand then repeat the question.

P=Prepare Often they will resist activities of daily living (changing cloths, brushing teeth, eating). Give one

step instructions to complete before beginning the next job.

E-Encourage Listen closely and give your undivided attention to what is being said or asked. Make sure to

smile often. Confusion can add to their problems with communicating.

C=Check yourself

Ask, offer, suggest, and encourage their participation in decision making regardless of how

confused they may be.

T=Thank If you treat them with respect you will have a better bond. This will help them to become

more comfortable with you and help them gain confidence and trust in you

When others help to make effective communication a priority, they create an environment

that lets the individual be more independent, less agitated, and more comfortable. This allows

improved effort, ability, and desire to communicate.

From the desk of Administrative Rules: Below is a list of status changes for the DOC administrative rules since 3/1/17: 291-028: Searches Conducted by Parole and Probation Officers

These rule revisions are necessary to remove a process that is no longer needed for parole and probation officers to conduct searches and to update the definitions to current terminology.

291-061: Medical Clearance for Inmate Food Handlers

To lower the risk of the transmission of foodborne illnesses through the food supply, the department's rule requires a medical clearance that the department’s Health Services certify that an inmate assigned to the Food Services Section is free from communicable disease. This rule amendment clarifies that that certification requirement concerns communicable diseases that are transmitted through the food supply or the handling of food rather than any or all communicable diseases.

Also temporarily adopted effective March 30, 2017.

The last day to submit comments is June 5, 2017. Note: The last day to submit comments on the proposed rules on Transgender and Intersex (Inmate) has been extended to May 20, 2017.

HOW TO COMMENT: Written comments can be submitted to the Rules Coordinator, DOC, 2575 Center Street NE, Salem, OR 97301-4667.

TEMPORARY RULES 291-061: Approval for Short-Term Transitional Leave: This temporary amendment allows inmates who are eligible for STTL and housed in a county facility to be released directly from the county facility. PERMANENT RULES: 291-001: Procedural Rules 291-065: Parole and Probation Officer Duties DOC rules are available for review in the inmate legal library.

Two-Year Renewals

Inmate Services Unit (ISU) technicians are completing a visitor clean-up project by completing background reviews on all visitors 15 years and older that have been on your visiting list for two years or longer. Additionally, per Oregon Administrative Rule 291-127-0285 on Visiting (Inmate), any visitor that hasn’t visited in the previous two years will be removed from the inmate’s list unless ISU is notified otherwise. We ask that you consider waiting until your visitor is ready to visit before adding them back to your list. Our visiting application process is very streamlined, so we can complete most applications within a week of receipt unless there is some background issue. This will also help keep your visiting list updated and accurate, and ensure new applications continue to be processed as quickly as possible. What this means:

1. On May 15, 2017, any visitor that has not visited in the past two years will be automatically removed from your visiting list.

2. You will receive notifications of visitors that are removed. Again, we recommend you reapply when your visitor is ready to visit. 3. ISU Technicians will focus on completing background checks on all visitors on

your visiting list for two years or longer, who are still visiting. 4. You will be notified if a visitor is found to no longer be eligible to visit.

The Inmate Services Unit knows how important it is for you to connect with your family and friends, mentors, and support. We want to help make this clean-up project as smooth as possible, so please share this information with your visitors. If you, your family, or friends have any questions or concerns, please forward them to ISU at the address below. Thank you.

Changes to Meat Alternative Tray

With the reduction of desserts occurring on the Spring/Summer

mainline menu, you will also see changes to the meat alternative

tray (MAT). The MAT tray will no longer serve fruit on the days

that dessert is not served on mainline. This change is occurring so

the trays are consistent with one another.

From the NWC Photo Shop

Due to an overwhelming amount of orders for photos including borders, we are sending out this notice. As of May 1, 2017, any orders received for a photo with a border, (and a border has not been purchased prior to the request) will not be printed. No communication will be sent. Please ensure you have purchased adequate borders prior to sending your re-print request.
