You and your CIB team, have recommended that 200 new public toilets be built in your city over the next 2 years. There will be a significant construction cost of around $20million, and some $2 million annually for the foreseeable future to cover their operatingcosts.

Will your Council need to approve the construction and operating costs, and if so, for what reason will they need to involved ?

For the above CIB project, you know that one Councilor will be objecting to this newservice because they have already promised their electorate a new road would be builtin another area of the city. This Councilor has expressed their concern that this moneycould be better spent on road works rather than public toilets, because roads benefit thewhole community, not just the poor.

What would be your approach to address this objection ? What will you include in your CIB proposal to ensure this Councilor will support your proposal ?
