• Introduction : - District plans need to be preparedin a such way that it has basic data available forappraisal. If the plan is prepared by the implementeror they are fully in-touch, it will be much easier toimplement such plan timely and efficiently.

• Hence it is presumed that all district plans areprepared either at grass root level or the grass rootlevel personals have been involved fully.

• The district plan should not be monopoly of onlyState and district planners but should also involveactivity coordinators at all level. This process willalso help in speedy implementation.

How the district plan for civil works is to bedeveloped.

• Additional Secretary MHRD has issued guidelineDecember, 7, 2011 to all SPDs, besides that,checklist and revised formats for appraisal are alsodeveloped and are issued. States to develop a planwhich is clear , context specific giving all desiredinformation as required in the appraisal format andcan be easily appraised at State as well as Nationallevel.Before preparing plan go through the revisedframework thoroughly.

• Imp: - Before preparing annual work plan readthoroughly (i) Revised Framework for SSA (ii)Appraisal Manual (iii) Financial Manual (iv)Guideline issued by MHRD for AWP&B 2012-13.

overview of performance of last year andbottleneck if any.

The total budget/allocation for 2011-12 (fresh worksallocation and spillover together).

a) The expenditure of the year against thebudget/allocation for the year.

b) If the expenditure is not commensurating, thereasons for low performance and how toimprove the performance in the coming years. Ifthe expenditure is appropriate, the good practicesfor satisfactory performance may be given.

The major components which should form part of civilworks are as under:

d) Any particular feature State would like to mention.e) Give date and month of expenditure in the Plan if it

has been prepared before 31 March and alsoshow tentative expenditure ending 31st march2012.

Physical and Financial Progress.a) Indicate cumulative physical and financial

progress from inception to date for all componentsapproved. (Indicate, up to which month, theprogress has been taken)

b) ). Indicate physical and financial progress ofAWP&B for fresh works only (Without spillovers)

c) Indicate physical and financial progress ofAWP&B for fresh and spillovers)

d) Indicate whether the cumulative targets workedout by TSG and State are reconciled

e) If not, the same should be reconciled and detailhow these have been reconciled should bebrought out in the appraisal (bring all relevantdocuments at the time of appraisal).

f) Targets must be reconciled before appraisalprocess starts.

Physical and financial spillovera) Workout the physical and financial spillover,

component wiseb) The component wise spillovers should

tally/reconcile with the cumulative progress.c) The financial spillover shown in overview and

unspent amount in cumulative progress shouldreconcile.

Proposal for gaps as per SSA RTE requirement inschool infrastructure.

a) Workout primary & Upper primary school sanctionedand opened since inception and building sanctionedagainst them year wise.

b) Make provision for balance PS & UPS building if anyc) New primary school building required with

justification of neighborhood school concept asprovided in RTE Act.

d) New UPS buildings required with justification ofneighborhood school concept as provided in RTE Act

e) Ensure land is available for all plannedcomponents

f) If land is not available for UPS, the existing PScan be upgraded

g) Plan only composite school buildings as per MHRDguidelines

h) ACR proposal to be based on DISE 2010-11 aftercomputing ACR in pipeline (In progress, not started )and approved after ward

i) Toilets proposal, separately for boys based on latestnorms for urban areas only.

j) Toilets proposal for girls based on latest norms inrural and urban schools

k) Adequate and safe drinking water facilities basedon latest norms, for urban areas only.

l) Workout balance toilet and drinking water facilities,district wise for rural areas. Refer Ministry of RuralDevelopment Norms.

m) Likely target date of completion through convergenceby State implementing agencies. (the school wise listwhere these facilities are not yet provided should beavailable with the district and shared withimplementing agency). The list to be appended in thedistrict Plan for appraisal.

n) All new PS and UPS building proposed shallconsist of safe and adequate drinking water andsanitation facilities as per Ministry of RuralDevelopment DO No. W 11042/6/2003-CRSP (Pt)dated 6th May 2009 separately for boys and girls.MDM kitchen, Child friendly elements, electrification,barrier free access, indoor and out door spaces forteaching and learning, garden/ vatika, boundary wall/fencing where essentially required for safety of thechildren.

o) Residential Schools: - To cover sparsely populatedor hilly and densely forest areas with difficultgeographical terrains and also to cover urbandeprived children, homeless and street children indifficult circumstances without adult protection. Onlyspecial circumstances.

p) Building less schools: - All schools functioning intents or without building can be proposed for the newschool building provided land is available.

q) Reconstruction of dilapidated school building: -Those Govt. buildings which are beyond major repairsand declared unsafe by competent authority can alsobe taken for reconstruction.

r) Retrofitting of existing building towards hazardresistance: - State can plan retrofitting of existingschool buildings falling in seismic zone V and IV &renovation.

s) Library : - Library is mandated under RTE. A broaddescription with flexibility need to be created in orderto develop habit of reading for pleasure in youngchildren. It can be a place within classrooms, outsideclassrooms, a surplus room already in the school orany space which can be thought of.

t) Schedule date for completion of schoolinfrastructure: - States shall ensure to saturateschool infrastructure by 31.03.2013 as per RTE act.Hence plan total requirement of schoolinfrastructure in the district based on RTErequirement with proper justification forimplementation.

u) The new school building being proposed are to havemeasured school campus plan. If not prepared, theseare to be prepared before making provision inAWP&B 2012-13.

Prioritization: - The district wise prioritization forUPS, PS, ACR, Toilet & Drinking water facilities,child friendly elements, electrification, boundarywall/ fencing and others will be taken in this orderof priority. The list of component location/schoolshall be available in the district plan.

a) Ensure availability of land for all newproposals of school buildings, classrooms andresidential schools and other infrastructure

b) Design provision for Disaster Management forearthquake, cyclone, high flood level, snowload etc. including vertical expansion shall betaken in the design where ever required.

Other requirementsa) Unit cost: The unit cost for all components shall be worked

out, including provision for vertical expansion and DisasterManagement where ever required, based onState/district/region schedule of rates, duly notified by Govt.

b) Up gradation of PS to UPS. In case of up gradation of PS toUPS, all the classrooms required shall be proposed as onetime requirement along with necessary components requiredfor completing elementary school. (Refer n above)

c) Measured campus plan. In order to avoid haphazard growth,the measured campus plan will be available and allcomponents required in the proposed school building or up-gradation shall be shown along with future space forexpansion. The map of measured campus plan shall beavailable in the school duly laminated and displayed on theboard in the headmaster room and placed in the District plan

Major repaira) Rs.150 crores have been earmark at national level,

which has been proportionately allocated to theStates.

b) The proposal has to be district wise and all theinterventions as given in the frame work forimplementation of SSA of revised framework are tobe adhered.

c) The estimates are to be actually prepared as per siteconditions and authenticated by competent authority.

d) Repair work is a dicey component and have to beprepared cautiously with due care.

Norms: - All components must conform to norms forintervention under revised SSA framework. The normsrelating to civil works interventionare27,28,29,30,31,32,33,34,and 35 etc.

Challenges:-One of the severe challenge facing RTEcompliance for physical infrastructure is limitedavailability of land. 14th JRM has made it mandatory thatall future infrastructure shall have provision for verticalexpansion inbuilt in the design and necessary designsshall be available in schools, block and district level forfuture record as and when required

Furniturea) The furniture for UPS is proposed in the district plan

only when infrastructure gaps are saturated as perRTE compliance.

Training to engineers, Mason, community.Days training to engineers every year ismandatory, hence provide following details in thewrite up of civil works

a) Detail of training imparted to engineers and detail ofresource person employed.

b) Detail of community mobilization for civil works.c) Constitution of School Management Committee

(SMC)d) Detail of training imparted to masons and other skilled

and unskilled workers.

Access, equity, retention and quality.a) It should have provision of all facilities, MDM kitchen,

Barrier free access, child friendly elements, outdoorand indoor spaces for children activities, play groundand secured school campus preferably by greenfencing.

b) Orientation of the school has to be such so as toprovide physically and psychologically comfortablestay of children inside the school.

c) It should have provision for safety audit and designfor Disaster Management.

d) Barrier free access:- This has to be providedthrough availability of appropriate ramps with slope of1:12 with defined hand railing. It should have Toiletsfor CWSN

Whole School Development Plan• A design cell with in the state engineering unit or

empanelled architect and engineers with otherresource persons should be available for WSDP.Kindly refer to Additional Secretary DO dated6.7.2010

• Draft guidelines prepared by MHRD have sincebeen issued and substantial material on WSDPhave since been shared in the National quarterlyreview meetings.

• State may now start planning WSDP in theAWP&B 2012-13

• Status of supervision structure.a) The detail of supervision structure showing

sanctioned and availability position at State , districtand block level.

b) If the technical personals are inadequate, how thesupervision and quality is being assured.

c) Incase of inadequate supervision structure, likelydate of recruitment.

Commitment made before PABa) Give detail of commitment made and action taken so

far.b) Reasons for non compliance if any, the tentative date

for fulfilling the commitment.

Status of third party evaluation. (TPE).a) How many agencies in the States are working for

quality assurance. Give detail agency wise.b) Date of operation of TPEc) If the third party is not in- place, how the quality is

being assured and who will be responsible for anybad quality work and children safety?

Status of environmental assessmenta) Give status of no. of schools, district wise for which

environmental assessment has been completed.b) States to ensure that status conform with the

schedule given by funding agencies.c) As per funding agency requirement, the

environmental assessment is to be done by in houseengineering unit.

Status of measured school campus plan.a) Give number of schools for which measured

campus plan has been prepared and detail ofschools for which campus plan are yet notprepared . Work out the percentage and dateby which these plan will be ready.

Status of Asset Register.a) How many school have been covered for which asset

register have been prepared.b) Give tentative date for covering balance schools.

Checklista) Whether the prioritization of component have been

prepared as per guidelines and placed in eachdistrict plan.

b) The major repair is very important component,whether the State has planned this component well inadvance and prepared necessary estimates.

c) Whether the design unit has been created withappropriate technical personals or the state hasempanelled Architects, Engineers, pedagogy,CWSN, green building and other experts

d) Whether the State has trained the engineers for 5days and also trained the community for carrying outcivil works.

e) Whether necessary steps have been taken to involveall concerned for whole school development.

f) Whether the school proposed in the plan have beendeveloped as whole school in accordance with draftguidelines and details shared with States from time totime

g) Whether the land is available for all new schoolproposed in the 2012-13 and necessary list of schoolis provided in the district plan

h) Whether the details of National quarterly reviewmeetings are shared with the district engineers .

• Certificate by DPE and SPE. In the AWP&B 2012-13 at end of civil works component a certificate isrecorded that provision has been made in the schoolinfrastructure which can be expanded vertically andhave provision for disaster management where everrequired.
