• C’est un concours : il faut être le meilleur • Anticiper, Planifier le travail :

– 1. Pertinence et faisabilité du projet – 2. Définition de la proposition – 3. Constitution du consortium : recherche de partenaires – 4. Préparation de la proposition – 5. Rédaction de la proposition

• Documents à utiliser : – Programmes spécifiques, work programme – Documents « politiques » (white papers, communications…)

Étape 1 : Pertinence et faisabilité du projet

• Savoir si mon projet de recherche ou d’innovation s’inscrit bien en réponse à un besoin spécifique exprimé par la Commission – Objectifs de mon projet – Adéquation avec un appel précis? – Justification européenne? – Quel est l’état de l’art? – Valeur ajoutée réelle? – Défis sociétaux : impact!

• Comment ? – Rechercher un appel précis – Aussi : Outils PMEs, MSCA, COST… plus ouverts

Étape 2 : Définir sa proposition

• Définir un « core group » de partenaires essentiels

• Définition par le « core group » des objectifs généraux de la proposition : – En réponse à l’appel spécifique identifié (et pas de manière absolue) – En prenant en compte également de:

• L’état de l’art • Le programme spécifique • Les projets déjà financés -dans le cadre du 7 ème PCRD...)

– Le programme de travail dans son ensemble (contexte)

• Des besoins pour répondre à ces objectifs : – Apports scientifiques nécessaires – Partenaires complémentaires – Structures – Technologies nécessaires

Étape 3 : Constitution du consortium

• Rechercher des partenaires ayant l’expertise technique ou SHS répondant aux besoins identifiés et aux objectifs fixés

• Pour cela : explorer ses réseaux • H2020 est d’ailleurs une excellente façon de faire fonctionner

ses réseaux, autour de projets qui s’avèrent fédérateurs • En ayant toujours à l’esprit :

– une situation « gagnante » pour tous les partenaires – un rôle bien défini pour chacun des partenaires – pas de concurrence au sein du consortium – gérer les collaborations pour atteindre les objectifs ; attention à la PI

• Questions “piège” : – Quid de l’équilibre géographique? Pas que des Français! – Quid des partenaires industriels? – Quid des partenaires hors Europe éventuellement? – Quid du genre?

Étape 4 : Préparation de la proposition (1)

• 1er temps : (si possible lors d’un consortium meeting) – Brainstorming (originalité, excellence, idées novatrices,…) – Validation par l’ensemble du consortium des objectifs fixés – Vision commune et partagée du projet – Répartition des activités en work packages (WP) – Désignation de WP Leaders et de partenaires contributeurs

par WP

• Garder à l’esprit la pertinence entre : – Les objectifs scientifiques, relationnels... – Le détail de l’appel – Le schéma de financement indiqué

Étape 4 : Préparation de la proposition (2)

• 2ème temps (si possible lors d’un autre consortium meeting) : – 1er travail sur les work packages (objectifs, tâches,

délivrables, milestones, pers/mois, …) – Echanges entre les partenaires et les WP leaders sur contenu

des WP – 1ère évaluation du budget (définition du budget max par

partenaire) – Grandes lignes de la structure de management

• Attention au décalage entre un projet trop ambitieux

et des moyens (ressources + capacités de management) inadaptés

Étape 5 : Rédaction de la proposition

• « Impact » : décrire les bénéfices pour : – Europe : compétitivité européenne, appui aux autres

politiques communautaires…, compétition avec les Etats-Unis, le Japon, Chin,…

– Région, Etat :développement territorial, emploi,… – Industries : compétitivité industriels, applications

industrielles, marchés,… – Citoyens : réponses à des problèmes sociétaux, bien-être… – Se référer explicitement à l’appel – Communiquer, Disséminer, Exploiter

• Documents à utiliser : – Programmes spécifiques, work programme – Documents « politiques » (white papers, communications…)

Conseils pratiques

• Trouver son juste rôle : – Coordinateur? WP leader? Simple membre? Partie tierce?

• Bien lire le work programme – Sujets techniques comme aspects administratifs – Attention aux dates, au « single stage » / « two stage »

• Les évaluateurs ont 2h pour lire une proposition! – Evaluation du projet “tel quel”, sans phase de commentaires

/ ajustements • Il faut VENDRE sa proposition à la Commission :

– « marketing » (schémas, images, tableaux) – Considérer tous les critères et tous les mots utilisés dans

l’appel • Faire relire sa proposition pour un regard extérieur • Soumission électronique : s’y préparer à l’avance

Retour d’expérience sur les appels 2014 - 2015

Premiers retours sur les appels Transport (1/3)

• Très différent du 7ème PCRDT • Appels très compétitifs

– C’est un concours, pas un examen – Transport : 96 projets retenus sur 322 déposés (2014) – GV 2014 : 16 sur 79

• Propositions trop centrées sur la recherche, pas assez sur l’impact sur la société – H2020 / défis sociétaux = croissance, emploi… – Donner un large rôle aux entreprises, aux usagers

• Avoir un vrai plan de commercialisation / exploitation (et même un WP dédié)

• Veiller à la place des SHS • S’intéresser à tout Horizon 2020

– Trois piliers, autres défis sociétaux


• Préparer une bonne proposition prend du temps, c'est un investissement…

• Surtout pour la première phase lorsqu'il y en a deux. Le but : 15 pages parfaites

• Utiliser de l’aide, demander conseil • Bien adhérer au texte de l'appel • Veiller aux applications futures du projet • Il n'y a plus de négociation et donc la proposition sera

le projet lui même - ni plus ni moins – Ne pas surestimer le budget : il faut être juste dès la

proposition – Ne pas avoir trop de partenaires sauf si c'est vraiment

justifié


• Répondez aux ambitions et objectifs de l’appel • Ayez un consortium équilibré et soudé • Comprenez bien que la note de départ est 15, et que tout élément ne

• Ne participez pas par pur calcul financier • Pour une même entité, ne vous faites pas concurrence sur un même appel! • Il ne faut pas avoir une bonne proposition, il faut avoir la meilleure

proposition! • Horizon 2020 n’est pas le 7ème PCRD avec un nouveau nom!
