INTRODUCTION

Industrial promotion and development is the key activity of the Industries

Department. The State Govt. is keen to create an enabling atmosphere for

growth and development in industry sector with an aim to maximize value

addition, employment generation and revenue augmentation. In order to broad

base the industrial growth, enhance share of manufacturing in State Gross

Domestic Product and boost export, various policy measures are being

declared by the State from time to time.

The Government has taken proactive measures to attract investments

by creating the concept of “Team Odisha”and“Invest Odisha” for industrial

facilitation and investment promotion. New Industrial Policy - 2015 and SEZ

Policy - 2015 have been implemented by the Govt. with an aim to attract

investment and create industry friendly atmosphere by extending various fiscal

and non-fiscal incentives. Further, OIF, Rules 2004 have been amended

keeping in mind the new re quirements and opportunities.

As a result, a large number of investment proposals are expected to

pour into the State for setting up of industries such as Steel, Power, Cement,

Alumina and Aluminum and Auto Ancillary, Petrochemicals etc. Out of the 88

MoUs signed by Govt. with a proposed investment of Rs 5,30,724.73

Crores, so far, 35 Steel projects, 3 power projects, 2 Alumina/ Aluminum

Projects and one each from Cement & Auto Ancillary projects have gone into

production.

State Govt. drives the Make in India programme launched by Govt. of

India and implements the Ease of Doing Business (EoDB) in the state. The

state has achieved in 7th place in the World Bank ranking of EoDB assessment.

Further the Govt. has setup online processing of Combined Application Forms

(CAF) for industries under e-Biz platform of Govt. of India.

BRIEF NOTE ON BUDGET PROVISION FOR 2015-16

Budget is being prepared for both Non-Plan and Plan Schemes.

Non-Plan Schemes are meant for expenditure towards staff salaries,

vehicles, Reimbursement Cost of Medicines, Other Contingents,

Travelling Expenses, Leave Travel Concession, Telephone etc.

Plan Schemes are meant for Developmental work.

Under State Plan Schemes, there were 24 Schemes under Large &

Medium Industries Sector and 2 Schemes under SSI Sector for the

Financial Year 2015-16.

Similarly there was no scheme under Central Plan Schemes during the

Financial Year 2015-16.

Under Centrally Sponsored Schemes, there were 2 Schemes during

2015-16.

Under Plan Schemes an amount of Rs.4279.02 lakh has been provided

during Annual Plan 2015-16 and Rs.5883.73 lakh has been provided

under Supplementary budget.

Under Plan Scheme Rs.128.85 lakh (outside ceiling) has been provided

towards salaries and administrative cost of 4 Nos. of Special Land

Acquisition Cells.

Under Non Plan an amount of Rs.283.84 lakh has been provided during

Financial Year 2015-16 and Rs.1.40 lakh has been provided under

Supplementary budget for salaries and administrative cost of

Administrative Department.

Organizations under Industries Department.

There are four PSUs functioning under Industries Department viz.,

Odisha Industrial Infrastructure Development Corporation Ltd. (IDCO),

Industrial Promotion & Investment Corporation of Odisha Ltd. (IPICOL),

Industrial Development Corporation of Odisha Ltd. (IDCOL), Odisha Film

Development Corporation Ltd. (OFDC). The activities of the organisations for

the year 2015-16 are as follows:

Industrial Promotion and Investment Corporation of Odisha Ltd

(IPICOL)

As the State Level Nodal Agency, IPICOL have taken pro-active

measures for Investment Promotion and Industrial Facilitation in the state.

IPICOL have made relentless effort to convert Odisha to a industrially vibrant

State and making it a favorite destination for investors. The IPICOL has been

able to attract a large number of investment proposals. During 2015-16 18 nos.

of investment proposals have been received through Combined Application

Form (CAF) aggregating a total proposed investment of Rs.22093.40 crores

(up to Dec.2015)

In the year 2015-16 (up to December, 2015), 5 meetings of State Level

Single Window Clearance Authority (SLSWCA) have been held in which

15.proposals have been cleared by State Level Single Window Clearance

Authority (SLWCA) aggregating proposed investment of Rs.3304.13 Crores.

Similarly, 7(Seven) numbers of project proposals have been cleared by High

Level Clearance Authority (HLCA) aggregating proposed investment of Rs.

41900.61 Crores.

The State Level Facilitation Cell constituted at IPICOL have conducted

21 meetings for resolving the issues of project proponents. 97 issues have

been discussed out of which 61 issues have been resolved. 2 projects have

been approved under Green category (till December, 2015).

The Investment Promotion Wing of IPICOL has taken up the following

key activities towards attracting investment to the state.

1. To create its own brand identity, IPICOL has engaged M/s Hindustan

Thompson Associates Pvt. Ltd (HTAPL) as the branding partner for the

state. HTAPL has developed the brand Vision and Mission statement

and the brand logo. The same was inaugurated by Hon’ble Chief

Minister on 26/11/2015 during 20th edition of Enterprise Odisha.

2. To create a good will image among the investors and attracting

investment, IPICOL published advertisements in print media in multiple

newspapers across the country.

3. Advertisements of Invest Odisha were placed at different terminals of

Delhi, Mumbai & Kolkata airports to increase visibility of the brand.

4. Electronic media publicity was done through Facebook, Twitter, Invest

Odisha portal and Invest Odisha mobile Applications.

5. M/s KPMG advisory services has been engaged as a partner for

preparing the long term roadmap for industrial development in the state.

The final report is awaited after multiple deliberations on the report by

the senior officials from Govt. and Industries.

6. Focused Group discussions were organized across the country to collect

the feedback from various Industries representatives for taking inputs for

the long term roadmap for industrial development in the state.

7. IPICOL played a major role in finalizing the Draft IPR 2015 and

launching the IPR-2015 by Hon’ble Chief Minister on 03/09/2015.

8. To create awareness on the IPR 2015, Investor guide, Industrial land

use and services (GOiPLUS), central inspection condition(CICG) and

mobile application IPICOL organizes regional workshops at multiple

locations in the state. The Industry associations and Govt officials were

educated on the above topic during the workshop.

9. To its credit, IPICOL drives the Make in India, Ease of Doing Business

(EODB) program and the state is placed 7th in the World Bank ranking of

Ease of Doing business. The state aspires to be in top 3 position in next

year ranking. IPICOL is driving the same to achieve the goal set by

Hon’ble Chief Minister.

10. IPICOL coordinated with DIPP and Infosys for development of online

processing of CAF through e Biz platform. The application has been

launched since 14thfeb 2016.

11. The IPICOL has set up an IT promotion and facilitation unit (IT, PFU) to

be managed by a team of experienced consultant based in IPICOL. To

avail facilitation services from TiE Silicon Valley, USA in promoting

investment opportunities in Odisha, IPICOL has signed an agreement

with TiE-Silicon Valley on 13/02/2015 after obtaining approval from Govt.

12. The IPICOL has constantly and consistently increased the visibility of the

State in National & International level. A large number of investment

promotion events have been organized / participated by IPICOL under

Invest Odisha banner. A few such important events are mentioned

below.

iii. Global Investors Meet, Tamilnadu.

iv. Annapurna- World of Food Fest, Mumbai.

v. India Chem, Gujarat.

vi. Global Investors India Forum, New Delhi.

Industrial Infrastructure Development Corporation Ltd.

(IDCO)

IDCO is acting as the Nodal Agency for providing industrial

infrastructure and land for industrial and infrastructure projects in the State. The

Corporation is engaged in industrial infrastructure development work for rapid

industrialization in the State. The achievements of IDCO in different areas are

given below:

Industrial Estates and Industrial Areas

IDCO has already developed 106 Industrial Estates/ Areas in different

strategic locations. The cumulative position of construction/development and

allotment of land/sheds in different Industrial Estates/Areas up to the year

2015-16 (up to 31.12.2015) is as under:

IDCO has planned to establish 11 New Industrial estates in the districts of

Angul, Balasore, Cuttack, Jharsguda, Sambalpur, Jagatsinghpur, Khordha,

Sundergarh, Bhadrak, Dhenkanal and Ganjam for development of MSME and

Ancillary down Stream Industries. Land acquisition is in progress.

Infrastructure projects under implementation:

1. Special Economic Zone (SEZ):

9 SEZs are at various stages of development in the State. 5 SEZs have been

notified, out of which 2 SEZs have been developed by IDCO. Infocity SEZ of

IDCO at Chandaka (Bhubaneswar) developed over an area of 170.80 acre is

in operation. Mind Tree,TCS, WIPRO have established their units in the SEZ.

A Sector Specific IT/ITES SEZ is under implementation at Gaudakasipur

near Bhubaneswar (Info Valley) over area 262 acres of land. Infosys is the

anchor tenant for this SEZ which has been allotted Ac.50.85 of land in the

Park

2. Electronic Manufacturing Cluster (EMC)

IDCO is developing an electronic hardware manufacturing cluster at Info

valley over an area of 215 acres with an investment of Rs 209 Crores.

Department of Electronics & IT, Govt of India under the EMC scheme has

considered for providing financial assistance up toRs 96.96 Crores to this

project. DPR of the project has been prepared by M/s India Electronics

Semiconductor Association and submitted to GOI for approval. This project

shall attract investment up to Rs 800 Crores and generate employment over

11000 persons.

3. Petroleum, Chemical and Petrochemical Investment Region

(PCPIR):

Under the PCPIR Scheme of Govt. of India, the State govt. is developing a

PCPIR at Paradeep within an area 284.15 sq km (70,214 acres) spread over

Jagatsinghpur and Kendrapara districts. The PCPIR hub is expected to

attract investments to the tune of Rs 2.74 lakh crore. Indian Oil Corporation

Ltd (IOCL) is the anchor tenant for the project. IOCL has also announced

implementation of a 700 KT per Annum Polypropylene unit at Paradeep with

an investment of Rs 3150 Crores. IDCO has formed an SPV viz; Paradeep

Investment Region Development Ltd (PIRDL) for development of required

infrastructure for the project. IDCO has undertaken land acquisition of

approximately 7400 Acres for industrial development in the PCPIR. The state

government, meanwhile, is in the process of identifying new anchor tenants

interested in setting up petrochemical cracker units within the PCPIR region.

Engagement of consultant for preparation of master plan and environmental

clearance is underway.

4. Special Investment Region, Dhamra.

Based on the development of Dhamra port and upcoming LNG Terminal

facility by IOCL at Dharma, Government is contemplating to develop a

Special Investment Region spread over 10000 acres of land in 43 villages

and notified it as lease barred area. The SIR shall have delineated zone for

Industrial, social, logistics, residential etc. It shall create opportunity for

manufacturing industries in the Sector of Downstream in Aluminum and

Steel, Fertilizer and other Gas based Industries and Wood based Industries

etc. The project is approved under PPP for Regional Integrated Development

Enterprise (PRIDE) scheme promoted by Govt. of India M/s PWC, an

international consulting firm has been engaged as consultant to prepare the

Master Plan.

5. Kalinganagar National Investment Manufacturing Zone

The Steel Complex at Kalinganagar established over an area of 13000 acres

of land where 9 Major Steel Companies have already set-up their units and

producing 3.5 Million tons of steel per annum and has generated 40000

employments. Government of Odisha is planning to develop this complex as

National Investment Manufacturing Zone under the National Manufacturing

Policy of Government of India. In-principle approval has been obtained from

Department of Industrial Policy & Promotion, Ministry of Commerce &

Industry, and Govt. of India for establishment of NIMZ at Kalinganagar. IDCO

is the Nodal Agency for implantation of the scheme and has engaged M/s

Feedback Infra Pvt. Ltd as the Consultant to prepare the master plan and

detailed project report for the National Investment and Manufacturing Zone

(NIMZ) to be developed at Kalinganagar. Govt. of India will provide financial

support for trunk infrastructure while internal infrastructure will be developed

on a PPP (public private partnership) mode for which access to Viability Gap

Funding (VGF) would be provided

6. Plastic Park at Paradeep

To promote industries in Plastic & Polymer sector, a Plastic Park over

Ac.120 land is being developed in PCPIR at Refinery Complex of IOCL

under the Plastic park scheme of Department of Chemicals &

Petrochemicals, Government of India with an investment of Rs 106 Crores.

Out of the grant of Rs 40 Crores from Govt of India, Rs 8.00 Crores has

been released and work is being taken up by IDCO. Project is expected to

get commissioned by end 2016. Investor mobilization is under way.

7. Industrial Infrastructure Up-gradation Scheme (IIUS):

Under the IIU Scheme, development of Plastic, Polymer & Allied Cluster at

Balasore sanctioned by Govt of India at an approved cost of Rs. 81.90

crores was under taken. SPV namely NOCCI Balasore Infrastructure

Company Ltd. has been formed by Chamber of commerce for

implementation of the project. The project is operational.

8. Mega Food Park:

Under Mega Food Park scheme of GOI a Mega Food park at Rayagadais

being developed, by M/s. MITS Mega Food Park Ltd. with an investment of

Rs. 80.72 Crores. IDCO is an equity partner in the project. The park is

expected to be operational by end 2016. One Sea Food Park at Deras is

being developed by IDCO with an investment of Rs. 116.43 crores over an

area of 100 acre to facilitate the promotion of Sea Food Processing

Industries in the State under revised Mega Food Parks Schemes, (MFPS) of

Govt. Of India. This park in Deras would work as a hub that would have both

backward (with the production centre’s) and forward (marketing and export)

linkages so that the farmers are encouraged in marine and aquaculture

production. This park is expected to be operational by end mid 2017.

9. Aluminum Park

Angul Aluminum Park is being developed jointly by IDCO & NALCO over

450 Acres of land at Angul for promotion of investment in downstream &

ancillary units in the aluminum sector. The project got the approval of Govt.

of India during March, 2015 with a project cost of Rs. 184.69 crores under

the Modified Industrial Infrastructure Up-gradation Scheme (MIIUS) which

includes central grant of Rs. 46.00 crores .Since the project seems

financially unviable, a fresh proposal was submitted to DIPP, GoI by way of

reducing land area to 223 acres and the project cost to Rs.99.60 crores.

DIPP during August’2015 has accorded revised financial approval with a

Central Grant of Rs.33.44 crores. In the meantime, more than 50

entrepreneurs have evinced interest to set up their unit in the park and

IDCO has initiated the land allotment process also. NALCO has conveyed

its willingness to supply 50,000 MT Hot Molten Metal to the units of the

Aluminum Park. The park is expected to be operational in 2017.

10. Angul – Chhendipada Rail Corridor:

IDCO is implementing the common rail corridor for Angul- Chhendipada

coal bearing area through an SPV namely M/s. Brahmani Railways Ltd.

Land acquisition for 1st phase of the project has been initiated and 4 (1)

Notification has been issued. The project cost of the 1st phase is

approximately Rs. 5000 crores. This corridor shall cater to more than 100

trains per day. The project is under the process being merged with the

Govt. of India. SPV called Mahanadi Coal Railway Ltd.

11. Convention –cum- Trade Zone Center:

The Convention-cum-Trade Zone project is being developed by IDCO

at Janata Maidan, Bhubaneswar to promote trade & commerce in the

State. The facility has been designed by M/s Populous Designs. The

Centre is planned with capacity of 4000 single Auditorium, also smaller

capacity Conference Halls of 1200 and 600 capacity and other facilities

with a cost of Rs. 316 Crores to be provided by the State Govt. through

budgetary support. World Trade Centre will be constructed by the side

of Fortune Tower at Chandrasekharpur, Bhubaneswar which will create

a platform for boosting and networking industries, trade, exports

through 130 centers in different countries.

12. Construction of an ITES/BPO Tower in Bhubaneswar (Tower –

2010):

In order to provide built-up space for promotion of IT/ITES industries in

the state, construction of a G+17 storied with 4.52 lakh sft. Super built up

area. This building has been planned to be a State of Art building and to

be a landmark in Bhubaneswar. The approved cost of the project is

Rs.113.42 crores. The building is structurally completed. Finishing work

including Fire Fighting, HVAC, Lift works are in progress. Up to date

expenditure is about Rs. 67 cr. M/s Stup Design Forum, Mumbai is the

consultant for the work & M/s Unity Infra Projects, Mumbai is the

executants. The project will be completed by March’2016.

13. Construction of IT Incubation Centre

An IT Incubation Centre is being developed in the Info city IT/ITES SEZ,

Chandaka, and Bhubaneswar over an area of 2.39 acres of land with a

built up area of 33048sqm. This complex will have two Towers with a

200 seated IT incubator, built up space for IT/ITES companies, a

commercial complex and other amenities. Export oriented software

companies can take the advantage of such facility to start their operation

prior to moving to their regular development centre. SSI IT / ITES units

having export order can move to this location for their immediate

operation. Construction of the 1st Tower is in progress.

14. Construction of Office-cum-Commercial Complexes in different

districts

IDCO has taken initiative to construct Office-cum-Commercial

Complexes in different districts of the state to attract Corporate Houses

to open up their business activities there. In the first phase construction

of Commercials Towers at Dhenkanal, Angul, Sambalpur, Jharsguda,

Kalinganagar (incl housing complex) Paradeep & Balasore have been

taken up. Work has started at Dhenkanal and to be taken up soon at

Jharsguda .At- Kalinganagar, along with office complex, shopping

complex etc, construction of Industrial Housing Complex has been

planned with an estimated cost of Rs. 298 crores.

15. Development of National Waterways (NW)-5

For developing an Inland Navigation System for movement of Cargo

from the industries and mines to the ports, a MoU has been signed

between Government of Odisha, Inland Waterways Authority of India

(IWAI), Paradeep Port Trust and Dhamra Port for the stretch between

Talcher to Paradeep and Dhamra of National Waterways (NW)-5. IDCO,

on behalf of State Government, shall spearhead the SPV for developing

permanent terminal facilities for bulk cargo handling at Jokadia/ Pankpal

and other locations. SPV formation is underway.

Land Acquisition:

IDCO is the nodal agency for acquiring and providing land to large

Industries coming up in the State. Large-scale land acquisition is going

on at strategic locations for establishment of medium/large projects. So

far, over Ac.61722.302 (as on 31.12.2015) land has been allotted to both

MOU/Non-MOU Industries in the state. The allottees include projects of

Steel, Aluminum, Ferro Alloys, Cement, Power sectors etc.

Land Bank Scheme

To attract investments in industrial projects and ensure growth of

industries in Odisha, ready availability of suitable land is critical. IDCO is

the Nodal Agency for creation of “Land Bank” and allotment of such land

for Industrial and infrastructure projects including those needed for

creating social infrastructure in designated Industrial Estate, Industrial

Areas, and Industrial Parks & Growth Centers etc. Under the Land Bank

scheme, IDCO has identified Ac. 2, 37,424.623 of land covering 8

districts. Requisition with district authorities have been filled for

alienation/acquisition of Ac. 78677.862 of land, which is in progress. An

area of Ac.1979.862 land has been sanction in favour of IDCO under the

scheme.

Financial achievement:

For the year 2015 - 16, the turnover has come to Rs. 387.99 crores as on

31.12.2015 against the total target of Rs. 711.90 crores.

The Industrial Development Corporation of Odisha Ltd.(IDCOL)

The Industrial Development Corporation of Odisha Limited (IDCOL) was set up

during 1962 to promote, establish and run Industries in the State of Odisha.

In the process it had set up as many as 15 industrial undertakings in different

parts of the state. Subsequently as a part of the Public Sector Reforms Policy of

Government, it has divested many industrial undertakings. Presently it is continuing as

holding company with the following subsidiary companies only.

1. IDCOL Kalinga Iron Works Ltd. (IKIWL) at Barbil engaged in manufacturing of

Foundry Grade Pig Iron and Cast Iron Spun Pipe (100% Subsidiary Company).

2. IDCOL Ferro Chrome & Alloys Ltd. (IFCAL) at Jajpur Road engaged in

production of High Carbon Ferro Chrome (HCFC). (100% Subsidiary Company)

3. IDCOL Software Ltd.(ISL) at Bhubaneswar, which acts as one of the Nodal IT

Agent of the Government. (IDCOL’s Stake 60% (J/V with OSEDC Ltd.)

4. Konark Jute Ltd. (KJL) at Dhanmandal engaged in production of jute products is

under divestment pending before Hon’ble High Court of Odisha. (IDCOL’s stake

71%)

It also operates Talangi Chromite Mines and Roida ‘C ‘Iron Ore and Manganese

Mines.

(1) PRESENT OPERATIONS

Out of four subsidiary companies IFCAL operation is continuing in full suing even

though high grade chrome ore in not available from Talangi Chromite Mines. It is

purchasing ore from OMC at high cost and the same may continue till the third quarry of

Talangi Chromite Mines becomes operational after getting stage-II clearance.

Operation of Roida ‘C‘and Talangi Mines is continuing smoothly. Stage-II clearance for

Talangi ‘B’ is awaited from Govt. of India.

ISL is endeavoring to widen its activities for which it has empanelled new

Software Firms to undertake different activities of Govt. and Govt. departments /

bodies.

IKIWL is facing problem in its operation due to non-availability suitable grade of

Iron Ore from the Roida‘C ‘Mines. In addition its operation is also not becoming

economic due to small size of the furnaces and continuous fall in selling price. Its

operation has been stopped since 1st March, 2015.

Konarak Jute Limited (KJL) has stopped its operation since October, 2012 due to

uneconomic operation and voluntary retirement of almost all regular employees and

badli workers.

Besides, operation of Tailngi Chromite Mines, Roida ‘C’ Iron Ore &Mn. Mines

and Ampavali Limestone Mines are continuing.

(2) NEW ACTIVITIES.

Beach Sand Project:

IDCOL has signed MOU on 07.02.2015 with Indian Rare Earth Limited (IREL) for

development of 1257.03 hcts. of Beach Sand area through JV Company. It has been

decided to from a JV Company with IREL holding 51% and IDCOL holding 49 % and

application will be made to Govt. for reservation of Beach Sand area.

Technology Development Centre.

Govt. has sanctioned a budgetary support of Rs.1 crore to IDCOL for setting -up

Technology Development Centre for promotion of low purity Ferro Alloys from leon

deposit of nickel bearing late rite ores / COB at Sukinda.

(3) INDUCTION OF CPSU IN IDCOL

As per the decision taken by the Government, action has been initiated to induct a

central PSU like SAIL, RINL, KIOCL Ltd. NALCO and NMDC with 51% equality in

IDCOL. The process is continuing.

ODISHA FILM DEVELOPMENT CORPORATION LTD.

The Odisha Film Development Corp. Ltd., Cuttack is a promotional agency for

the growth and development of film industry in the state. The corporation is functioning

since April 1976 and has been implementing different schemes under the plan

programme for development of film industry in the state.

1. CONSTRUCTION OF NEW CINEMA HOUSES.

a) The Corporation has devised this scheme for extending loan to the

entrepreneurs for construction of Janata and Rural cinema halls in the state. Besides,

the corporation is extending loan for renovation and remodeling of existing cinema

halls.

By the end of 2014-15, the corporation has sanctioned loan of Rs.49.25 lakhs for

construction of 52 nos. of new Janata and Rural Cinema Halls. Besides, the

corporation has sanctioned Rs.61.48 lakhs to 34 nos. of Cinema Halls for renovation of

existing cinema houses.

During the year 2015-16 (Dec, 2015), the corporation has not sanctioned any

amount to the entrepreneurs for construction/renovation of any cinema halls in the

state.

b) SUBSIDY TO CINEMA HALLS (REFUND OF E.T.)

In respect of new cinema houses, the amount collected by way of Entertainment

Tax excluding surcharge tax on exhibition of advertisements and show tax for first two

years after its commissioning is given as subsidy to the concerned cinema halls through

the Odisha Film Development Corporation Ltd. as per the rules of the corporation and

approved by the State Govt. from time to time.

By end of 2014-15, the corporation has sanctioned Rs.32.03 lakhs to 17 cinema

house owners.

During the year 2015-16 (Dec, 2015), the corporation has not sanctioned any

amount to the exhibitors towards subsidy (Refund of ET).

2. PRODUCTION OF FILMS IN THE STATE.

(a) TERM LOAN TO PRODUCERS FOR PRODUCTION OF FILMS.

The corporation has formulated this scheme with a view to encourage the

producers for production of Odia films in the state. By the end of 2014-15, the

corporation has sanctioned Rs.366.00 lakhs towards Term Loan in favour of 42 nos. of

producers.

During the year 2015-16 (Dec, 2015), the corporation has not sanctioned any

amount to any producer of Odia films in the state.

(b) SOFT-CUM-BRIDGE LOAN TO PRODUCERS FOR PRODUCTION OF FILMS.

The corporation has formulated this scheme with a view to enable the producers

to complete their incomplete Odia films. By the end of 2014-15, the corporation had

sanctioned Rs.155.00 lakhs in favour of 101 nos. of producers towards Soft-cum-Bridge

Loan.

During the year 2015-16 (Dec, 2015), the corporation has not sanctioned any

amount as Soft-cum-Bridge Loan for production of Odia films in the state.

c) SUBSIDY TO FILM PRODUCERS.

With a view to encourage the producers for production of film in the state the

corporation has formulated such scheme for extending subsidy to the producers. This

scheme has been implemented after due approval of the State Govt. and as envisaged

in the IPRs. By the end of the year 2014-15, the corporation has sanctioned subsidy

amounting to Rs.467.36 lakhs in favour of 316 nos. of Producers for production of films.

During the year 2015-16 (Dec, 2015), the corporation has not released any

amount in favour of any producer towards subsidy for production of Odia films in the

state.

3. RECOVERY OF LOANS The corporation has taken all out efforts for realization of the corporation dues by

way of personal contact, issue of notices, filing of certificate cases under OPDR Act. In

deserving cases, the certificate cases have been transferred to the concerned Districts

U/S 12 for execution and attachment of mortgaged properties. Also the corporation

undertakes joint drive with the Certificate Courts looking into the requirements and

suggestions of the court. Through this process a substantial amount is being realized

through courts.

As on 2015-16 (Dec, 2015) a sum of Rs.504.72 lakhs was recovered with

interest against the loan amount of Rs.307.00 lakhs. The corporation has taken steps

for recovery of the outstanding loan dues from different loanees and through Certificate

Courts. During the year 2015-16 (Dec, 2015), a sum of Rs.9.82 lakhs has been

recovered so far.

4. Organization of Film Festivals

The corporation has proposed to hold at least 5 Regional Film Festivals in the

state at different places during this financial year through local cultural organizations

and concerned district administrations.

5. Renovation of Kalinga Studios Ltd.

The renovation of village complex is in progress. The work is being executed by

IDCO. Sri Budha Moharana, Cine Art Director is rendering necessary artistic ideas

during the reconstruction. By end of 2014-15 a sum of Rs.10.00 lakhs was spent for

renovation of village complex. During the year 2015-16 (Dec’ 2015) a sum of Rs.31.00

lakhs has been spent.
