Forward This is the report of the Parochial Church Council (PCC) of the Parish of St Winnow Church, with St Nectan’s Chapel for the year ending 31st December 2018. With many thanks to the contributions from members of the PCC.

Overview St Winnow Parish Church, with St Nectan’s Chapel There are two places of worship within the Parish of St Winnow:

The 14th century Church of St Winnow (Grade 1) St Winnow Lostwithiel PL22 0LF

It’s Chapel at St Nectan’s (Grade II*) St Winnow Lostwithiel PL22 0RD The churchyard at St Winnow now only has space for the interment of ashes; the churchyard at St Nectan’s now being the principal place of burial, with room for the next 50 years at least and which also has a space for cremated remains. The Lostwithiel Benefice of Parishes The Parish of St Winnow, with St Nectan’s Chapel is part of the Lostwithiel Benefice of Parishes, which came into being on 1st February 2016. The Benefice also comprises St Bartholomew (Lostwithiel), St Veep, Boconnoc, St Mary the Virgin Bradoc and St Brevita Lanlivery. Our Benefice is served by one Rector, The Revd Paul Beynon, who took up post as Priest in Charge on 9th April 2016 and was officially instituted as Rector at St Bevita Lanlivery on 18th October 2016. The Benefice sits within the Deanery of Bodmin and Trigg Minor and the Diocese of Truro within the Church of England.

PCC Membership 2018-2019 At the APCM meeting held 26th April 2018, the PCC accepted a number of membership and role changes. The following appointments were made at the APCM, to serve for a period of 1 year, until the next APCM held 25th April 2019. See Structure, Governance and Management (further below) for further detail and subsequent amendments of note during the year. Structure, Governance and Management. The PCC is a corporate body established by the Church of England. The PCC operates under the Parochial Church Council (Powers) Measure 1956 as amended and is a charity exempted by order from registration with the Charity Commission (having due regard to the Charity Commission public benefit guidance). The method of appointment of PCC members is set out in the Church Representation Rules, as amended in 2017. St Winnow has opted for annual elections and was able to elect 4 members to serve for one year, effective the APCM held on 26th April 2018. There was already one elected member vacancy on the PCC from the prior year. At the 2018 Annual Parochial Church Meeting (APCM), the PCC initially accepted resignations from Viv Halkes, Louise Lubbock, Darren Shuff, Elizabeth Shufflebotham and Frances Stephens who were all warmly thanked for their contributions.

Marion May moved from an elected role to an ex-officio position as a Deanery Synod representative (joining Becks Halkes and Colin Morris for the remainder of the current triennium period), which thus left elected members as just Charlotte Dixon and Claire Harrison-Dallas. As such, Elizabeth Shufflebotham and Darren Shuff agreed to re-stand, albeit in a limited capacity. Both were duly nominated and seconded, leaving five vacant elected positions for the year, but pending the possibility of Sylvia Oliver joining – which we are grateful that she did later in the year – and went on to become the PCC’s representative on the Friends of St Winnow committee, alongside Nancy Morris. Becks Halkes and Louise Lubbock stood down as welcomers and were continued by Anne Dack, Pat Stearn, Rene and Brian Sweet, Sylvia Oliver and Terry Bray. Elizabeth Shufflebotham had stood down from the positions of PCC and Tower Secretary, however did continue in post to support the PCC until her departure with Darren to a different County in December 2018 – following which these positions fell to the Church Warden’s and Tower Captain respectively. Elizabeth and Darren continue to support remotely where possible and particularly in regards to production of the 2018 annual report and ongoing website and social media maintenance. John and Viv Halkes continue to support the PCC with Banking and Gift Aid, and other areas as needed, for which the PCC are grateful. Charlotte Dixon stood down from the position of Local Worship Leader during the year. New PCC members are provided with a copy of ‘Trusteeship – An Introduction for PCC Members’ and ‘A Brief Outline of What Every PCC Member Needs to Know About Church Finances’ booklets as produced by the Parish Resources team. Those working with children and vulnerable adults are subject to the appropriate training and DBS checks. The Diocese of Truro also provides periodic PCC training which is availed to all members of the PCC, and attendance at which is greatly encouraged. All church members of the congregation are encouraged to register on the Electoral Roll and stand for election to the PCC. The Rector is the Chair of the PCC and has responsibility for the day to day management of Parish life, which is delegated as appropriate. The Church Wardens and Treasurer sit on the Benefice Finance Committee. The Rector, Church Wardens and Secretary sit on the Benefice Worship and Planning Committee. These two committee’s co-ordinate the work of the six parishes in our Benefice and provide the regulatory base of the Church Centre and its staff.

Objectives and Activities The primary object of the PCC is to promote the gospel according to the doctrines and practices of the Church of England. The PCC is also required to co-operate with The Rector and other churches in our Benefice in promoting in the parish the whole mission of the church, pastoral, evangelistic, social and ecumenical. The PCC is responsible for the maintenance of the fabric of the two mediaeval church buildings in our care. The PCC also has shared responsibilities for the support of the Church Centre office which administers the Benefice and supports our Rector. The office is situated in the vestry of St

Bartholomew’s, Lostwithiel and we thank Catherine Murphy, our Benefice Administrator, for all of the work that she undertakes on our behalf. The Bells and Tower project funding shortfall gap against our initial target spend as a PCC, which arose owing to necessary but unforeseen additional works to the tower, was successfully closed in 2018. Our Treasurer continues to ensure that our funds are properly invested to safeguard the historic fabrics of St Winnow and St Nectan’s in the coming years and to set aside a sum in accordance with our PCC reserves policy where possible.

Achievements and performance There were 83 parishioners on the Church Electoral Roll in 2018 (6 removals and 5 additions on last year’s roll). The Roll was completely revised in 2013 in accordance with the Church Representation Rules and is regularly updated, with complete revision due again in 2019. The average attendance at St Winnow for regular Eucharists was 25 – a decrease on last year but in line with current trends in rural Parishes. What is concerning is the almost total absence of under 16’s at our regular services and this should be a priority for the PCC and Clergy over the next few years. Likewise, the number of weddings and baptism’s has also fallen, although attendance for our ‘festival’ services remains buoyant. Attendance at services was recorded as follows:

Compline Holy Week: 11;

Good Friday: 44;

Dawn Eucharist: 25;

Easter Day: 94;

Friends of St Winnow: 25;

Homecoming Dedication: 42;

Harvest Supper with School: 125;

Harvest: 35;

Carol Service: 62;

Christmas Eve: 60. St Winnow PCC has an ‘open doors’ policy and is never closed; the church continues to provide a spiritual resource for hundreds of visitors throughout the year. St Winnow has two Eucharists per month on the first and third Sundays. Plans were made for the second Sunday ‘One and All Service’ to be amended to a new ‘Outdoor Church’ service at St Winnow school from 2019, with the first Sunday Eucharist returning to a Family service. In 2018, St Winnow and St Mary Bradoc continued to share services: Bradoc shared our Eucharist on the third Sunday and we attended Bradoc Eurcharist on the fourth Sunday. Remembrance Sunday is shared at St Bartholomew’s or at St Veep/Boconnoc on rotation. Fifth Sundays are reserved for united Benefice services and the offertory collection at these services goes to support the work of the Benefice office, which co-ordinates the ministry of the six parishes. Worship at St Winnow, St Nectan’s and in the Benefice is much enjoyed. Other than a dawn Easter Service and Family Eucharist at the beginning of May, St Nectan’s is only in use for monthly Evensongs during the summer and for occasional weddings and burials throughout the year.

Annual Reports Report from The Rector, The Rev’d Paul Beynon on The Lostwithiel Benefice of Parishes

The Benefice; An Overview The aim of this report is to: 1. Give an overview of the benefice’s context, along with its achievements in the past year from my perspective; 2. Give an overview of the significant events in your parish; 3. Publicly acknowledge and thank all those who have worked tirelessly and contributed to the ministry of your parish and the wider benefice in general. Context Where clarity and unity are not always givens, Brexit for example, we’re doing quite well! I’m sure, however, we all appreciate the need for greater and more effective communication and even closer unity between our parishes.

The health and wellbeing of the benefice has remained reasonably constant, and our regular attendances remain generally buoyant, despite the relocation of some and sad passing of others.

And it is in the area of health and wellbeing where I think the most significant and encouraging growth is happening. If we espouse Bishop Philip’s view, that clergy can’t and shouldn’t be expected to carry the impossible load of pastoral and ministerial care of geographically increasing and socially complicated benefices, then it behoves us all to imagine a more effective alternative of ministering today. It is to this challenge that I think our benefice has courageously risen and continues to lead the way in the Deanery.

The analogy of a gardener is an ecclesiastically suitable one that perfectly captures the modest way I have attempted to minister in our benefice. I have tried to discern when to plant and pull up, where the optimum place for initiative correlates with the optimum chance for growth, when to rest, to pause, to water, to plough; but perhaps most significantly of all, identifying and encouraging other stewards to help tend the patch with me! Growth in this context can be inordinately slow and sometimes challenging as we wait for the first signs of new growth.

I believe that we are beginning to see the signs of our hard work, commitment and ongoing encouragement as people respond to God’s invitation to partner with him in the work of ministry. And it is ultimately that ministry that will be transformational, in as much as it has the capacity to develop our discipleship.

We have also continued to experience increased community involvement exponentially, and again this was intensified over the Christmas and Easter periods. It would not be inaccurate to estimate that we have once again welcomed over one thousand-people to our Christmas parish services, and recently welcomed additional worshippers at our Easter gatherings.

Statistics for occasional Office Ministry Parish ministry in statistical terms remains ‘busy’, and our communities have continued to demonstrate their want and need of the church during their significant life-events: 2018-2019 the clergy in our benefice conducted:

Funerals: 37 – (25 in church, 12 in the crematorium), and 11 interment of ashes; Christenings: 19;

Weddings: 8.

I have personally conducted 147 worship and occasional office services and made 147 home and hospital visits.

My profoundest thanks go to all those who share the pastoral ministry with me, particularly the LPM’s, without whom the load would be unsustainable.

Residential Homes Ministry to Cowbridge residential home has continued this year, and I am delighted that Pippa Lloyd felt able to take up the role as Lead Co-Ordinator and along with Jan Simon now facilitate monthly worship services. Profoundest thanks to them for taking up this important role.

Regrettably, due to insurmountable administrative challenges, we no longer have a presence in Meadowbrook residential home, except by request.

Mission Priority; Transforming Church, Transforming lives Thank you to all those who have helped carry the message to the benefice, and for the ways you have sought to action it.

Leadership Team Thank you to those who responded to the challenge of being part of the Leadership team, and for the many ways you have sought to carry out your ministry in the parish.

The Mission & Ministry Fund (MMF) The MMF continues to remain a concern for all of us. I do not doubt that the Diocese understands the restraints under which we operate, sympathises entirely with our struggles to continue to raise funds from ever dwindling resources and thanks us profusely for all we continue to do to enable mission and ministry to remain amongst our chiefest priorities.

Our Deanery has engaged with the newly proposed Diocesan MMF methodology, and hopefully that information has been conveyed to your parishes by your Deanery Representatives; a chance to thank them for their continued commitment and to re-emphasise the importance of their role.

The Office My profoundest thanks to Catherine, whose efficiency, warmth and professionalism continue to improve our effectiveness and appeal across the benefice. We have begun the financial scheme that is providing a more secure basis for the presence of the office, and I thank each parish for their contribution to that scheme.

The Organists We have benefited from Caroline Stevenson being part of our musical team this past year, and along with all our resident organists I take this opportunity to thank them all for their ongoing commitment and dedication to the worshipping life of our parishes.

Schools We have maintained an active presence in all 5 schools within the benefice in the past year, with open the book remaining the most effective, albeit not exclusive medium for doing so. Generally, those parishes with schools in them continue to create imaginative and inspiring ways to engage with our children.

The Parishes It has been another busy year for us all, some more than others. It has also been a privilege to have worked alongside you and witness the dedication and commitment both to the mission of the church and the frame and fabric of our parish churches.

At this juncture it is perhaps expedient to mention some notable achievements, challenges and changes within our benefice;

St Barts has begun its long-anticipated installation of a loo with updated catering facilities and improved office space. The new and improved vestry will ensure St Barts continues to remain an attractive venue for community events and fund raisers as well as providing much needed facilities for the worshipping community.

The dedication of the committees involved, taken up more recently by Bernice and the PCC deserves our heartfelt thanks. As does Roger Smith who has admirably steered the finances through the choppy waters of repairs, restoration and reordering – including sound system and loop!

We say a fond farewell to Michael Simon who steps down as PCC Secretary after this meeting, but my personal thanks to him for his meticulous minute keeping and thoroughness in preparing the PCC for its monthly meetings. Thank you all for your help and support this past year.

Boconnoc continues to inspire and provide meaningful worship for the faithful BCP devotees both near and far and continues to host those blissfully happy couples who marry there! Boconnoc is blessed, as are all our parishes with faithful and committed Wardens and PCC members, and I take this opportunity to thank both Peter and Carolyn for their dedicated and devoted service as Church Wardens this past year.

The Benefice Quite Day for Lent was due in no small part to the generosity of Peter and Annie, thank you.

Thank you too to Christine Wreford-Brown who after many years of dedicated service has stood down as PCC member; I take this opportunity to thank her for her years of hard work and service.

Bradoc has exemplified what transformational ministry looks like! With the launch of a new Celtic liturgy along with the encouragement of participants, that Sunday congregation has perceptibly doubled in size! Through the efforts of Rob and Kathryn the congregation has not only increased, but the age average has significantly decreased! With ongoing input and engagement into the local school, they saw 48 people at the recent Celtic Eucharist, including acolytes, crucifer, gospeller, readers and prayers!

Thanks must go to a forward looking PCC, a tireless and ambitious Church Warden and an astute Treasurer, who between them have courageously grasped the challenge of ministry and are not afraid to task the risk!

St Brevita continued to develop its links with community and schools alike this past year. The opening of the long anticipated Roselyon School, along with Lanlivery Primary School have ensured the church has been made good use of! Our benefice Open the Book teams continue to present termly dramas for both school’s respective assemblies, and the obligatory Shrove Tuesday, soup a Thursday and Spring bazaar events, not to mention the Helman Tor walk continue to engage

the community. Successful flower festivals, bazaars, Harvest festivals and Christmas events have also ensured the ministry of the church has been able to continue. Development of the interior of the church is ongoing with a view to further enhance community events in the future. My profoundest thanks to all who have worked incredibly hard this past year. My personal thanks to the PCC, Tim and Ellen for their tireless commitment to the Parish, and congratulations to Tim for his nomination of St Piran’s Cross!

St Winnow with St Nectan’s Chapel Mentioned in despatches for their warm and friendly welcome to visitors, St Winnow continues to demonstrate their all-inclusive approach to worship!

The installation of a new sound system and loop has greatly improved the audio quality of the services.

St Winnow have recently launched a new fresh expression in the form of their Outdoor Church service. It places worship in the heart of nature, and is creative, active and fun! Thankyou to all those involved.

The Easter Dawn service at 0530 on Easter Day at St Nectan was once again a special occasion. The grounds and building of the chapel are looking well cared for, and with the help of the grass cutters, and Adrian and Roz, whose love for the sacred place is clear for all to see, St Nectan continues to be a place of pilgrimage and welcome

St Veep have continued their significant ministry among the youth group, headed by Richard and Anna, who have recently extended their own ministries to include Fowey school, along with other areas of our benefice.

The Tea, Toast and Tales services have also continued to create closer relationships with the families who attend, and their links with Lerryn School have continued to develop.

The new format non-Eucharistic family service has been launched and continues to be a work in progress.

My thanks to Oliver, Charles and the PCC who have continued to support the work.

My profoundest thanks too to Bernard Bonsey, who steps down from the PCC after this meeting. His wisdom and guidance have helped steady the PCC through many turbulent experiences in recent times, and I know his valuable contributions will be sorely missed.

Close In closing my report, allow me to express again my personal thanks to each and every one of you collectively, for the many and varied ways you support and care for our benefice, including outgoing Church Wardens, newly elected and appointed in-coming and returning Wardens, to each PCC Treasurer, Secretary and Officer, to each member of the various committees who enable our benefice to run as smoothly as it does – thank you. For all our ‘Friends of’ who support and help our parishes financially, without you our task of maintaining our listed churches would be significantly more difficult and challenging – thank you.

To our readers and Local Worship Leader’s, we could not sustain the level of ministry we do without you – thank you!

To our Associate Priest Revd. Sheila, thank you, who, along with Bernice, brings an extraordinary vision and creativity in the form of Messy Church, Outdoor Church, Open the Book and the family services around the Benefice!

To our retired clergy – so called, who’s schedule is anything but restful, thank you. Together with our Local Worship Leaders and readers you are the ones who allow us to enjoy the level of ministry that we currently do, without you, ministry would look significantly different. Thank you too for your wisdom and guidance and the pastoral care and experience you bring to us.

Finally, in what has been a personally difficult and challenging few months for Linda and me, thank you for helping us up, for standing alongside us and for embracing us in the way you have. Your words of encouragement and support have only been exceeded by the warmth and the generosity of your acts of love and kindness. In a ministry where I expect to be the one giving, you have humbled me and taught me to receive! Thank you – you will always have our hearts.

And so may we ever be thankful for all that is past, alert to the challenges ahead and committed to the ministry of transformation - of our lives, our parishes and our communities.

PCC Review of the Year In addition to the Annual Parochial Church Meting and subsequent first convening meeting of the new PCC in April, the PCC met a further 4 times during 2018. The PCC is grateful for the regular giving of our small congregation. We also organised a varied programme of services, events and activities (see appendices) in order to finalise the Bells & Tower Project funding appeal and also to support PCC funds and to extend our outreach into the community. We were also very pleased to welcome a large amount of visiting ringers to our tower. Events were advertised where possible within church, our website, social media, The Bridge, Lerryn.net, Lostwithiel town newsletter, Truro Diocese, St Winnow school, pew notes and through the Friends of St Winnow. We have also been able to contribute to mission initiatives such as Christian Aid week and are proud of our Fair Trade status, thus playing our part in the global campaign to change the way trade works for the better and supporting 1.5m farmers and workers to take more control of their lives. St Winnow’s website (www.stwinnowparishchurch.com) is constantly being developed and is continuing to generate new e-mail enquiries to [email protected]. Our twitter account (@stwinnowchurch) also continues to further our links with individuals and communities worldwide. The PCC is thankful to everyone who has played a part in everything that has been achieved during the year and who continue to work tirelessly for the cause. In line with the General Data Protection Regulations (GDPR), St Winnow PCC adopted a policy and consent form (see appendices) which gives individuals more rights and protection in how their personal data is used and stored.

Treasurer’s Report for the Year Ending 31st December 2018 Tower & Bell Project We are now at the end of our Tower and Bell project; the total cost was £183,365.81. We received £162,344.73 from individuals, grant bodies and Gift Aid as listed in the attached Tower and Bells appeal Statement. The PCC spent £21,021.08 on the project. Income Income this year is up by £4,105 but this includes £950 which went to the Church office, the sales table has held up well - a slight rise on last year. We raised £3,537.43 by our fundraising efforts. We received £879.56 in interest and Gift Aid reclaimed. As a congregation, we have embraced the Parish Giving Scheme and we now receive over £350 per month - this has increased our income and subsequent Gift Aid, while reducing the Treasurers workload. Expenditure On the expenditure side £13,176 Ministry and Mission Fund (MMF) was asked for; we have paid £8,000 in accordance with PCC’s wishes, as historically we have been paying the rest from reserves. We are paying in monthly instalments and we have no arrears from previous years. Insurance for St Winnow and St Nectan’s has been paid in full and there are no outstanding bills. We have made donations totalling £1,217.73 to Cornwall Historic Churches Trust, the Vicars Discretionary Fund and Bishops Fund. Other donations were made directly to St Petroc’s. Payments were made from restricted funds of £2,321.25 to Dawson’s, organ repairs, cleaning and our website. General Income and expenditure We expected a bit of a dip in income as the bell and tower fund has been as a priority for fundraising and has worn us out a bit, but we are getting back into our stride again. We had a deficit of £1,810.71 last year however already I can see this improving with a deficit of £300 in first quarter; most of our income comes in summer. Bank Balance We have £30,122.48 in our current account and £10,020.24 on deposit with CCLA. This includes restricted funds of £12,648.17. The Treasurer would like to thank Viv Halkes for doing the banking and Gift Aid; John Halkes for driving us on; Robert Pearce for technical support and labour and Elizabeth Shufflebotham (we could not have done the Tower and Bells without her). Reserves Policy The PCC has a policy to maintain a final reserve on its revenue account of around £5,000. However, the PCC has agreed if we reach a total of £ 10,000, then the treasurer will inform the PCC of any planned spending. The fundraising plan to replenish the PCC funds in 2018 has been successful and we now have in excess of £22,000 unrestricted funds above our reserve and just over £40,000 in total. Deanery Synod The first meeting was held on 20/06/18 at St Breward Church, St Breward Robert Moor gave a talk entitled: “Why seek the living among the dead? – managing our churchyards for mission.” 120 churches have been involved in the Wild Life trust. This interesting talk encouraged us all to create wildlife spaces in our Churchyards and gave useful information on how this might be achieved. Action packs are available for Churches wishing to take part. A second talk was given by two students entitled “A place for prayer – Paul Churchyard project.” Paul Churchyard, on the edge of Penzance, is an acre site that has been developed as a wildflower meadow with a story chair, interpretation boards with information about what is in the churchyard and a WW1 sculpture made by ex service men. It is a green space to be used by all including those with learning disabilities, a dementia support group, and a children’s holiday club. 6 nominations were received for 6 places in the Diocesan Synod election. Unfortunately, three were not nominated by those on the Deanery Synod. A re-run of the elections was to take place. The second meeting was held on 10/10/18 at St Petroc’s Church, Bodmin The evening began with the Deanery Eucharist with Bishop Chris, which included the Licensing of Revd. Paul Holley as Rural Dean. Following the Eucharist, the meeting began with the Annual Financial Report given by the Revd Paul Holley, followed by the Diocesan Synod Report given by Mike Todd. Deanery Ministry and Mission Fund (MMF) allocation was the next item. There should be a lower MMF call for this Deanery by 5%. The MMF call and how it should be split was to be discussed at a meeting of the Treasurers on 16/10/18. Positions of Treasurer and Secretary need filling. What can be achieved in Deanery Synod Meetings and priorities for future discussion were highlighted. Deanery members felt that hearing about other Parishes’ successes would be positive. The third meeting was held on 25/02/19 at St Petroc’s Church Parish Centre, Bodmin Clare Salzmann was elected as Deanery Treasurer. Paul Holley reported that the MMF allocation around the deanery has occurred. The Diocesan report included information on 12 prayer stations and encouragement to look at the Guildford Diocese website which is very informative on this matter. All were encouraged to make a prayer station in their church. Safeguarding and Disclosure and Barring Service (DBS) checks were also discussed and the necessity for those who require them to get them done. Safeguarding will become more stringent and people

need to make sure that they have the correct level for their job in the church. There is £3,000 of Deanery money available for small grants for work with children. No precept will be required next year as funds are sufficient. A discussion was held on the development of Deanery life and the next meeting will focus on children and young people. It will try to convene those in the Deanery who are active in this area so that they can share their practises and all can consider future opportunities. Bishop Philip will visit on 4th April 2019 and will be invited to rural settings within the Deanery for the afternoon. Ideas were invited as to where he might visit and other ideas maybe forwarded to Paul Holley. Robert Pearce and Claire Salzmann will help Paul Holley prepare a presentation for the evening road show session at St Petroc’s Church at 6.30pm on 04/04/19. Church Wardens With the completion of the successful Tower and Bells appeal, we refocused our efforts in 2018 on developing and enhancing our connections with the wider community, as outlined in our mission statement. Our aim is to encourage all ages to use St Winnow Church for everyday activities, in addition as a spiritual base, so that all will feel welcome and ' at home'. New initiatives included:

Easter craft day and BBQ, with St Winnow School at the Church;

The Churchwardens and members of the congregation attended St Winnow school assembly and other school events, such as Sports Day;

Planned new outdoor Church service on the second Sunday of the month and the renewal of our Family service on the first day of each month;

Formation of a project group to transform the Churchyard into a Living Churchyard, with input from local schools and other organisations.

Thanks to the support of our congregation, we were able to hold the following fund raising activities:

Vintage film nights, during Fowey Arts Festival week;

Summer concert by St Mewan Sinfonia;

Summer fete held in St Winnow Farm Orchard, by kind permission of the Stephens family;

August Bank Holiday Pilgrimage;

Wurlitzer performance, organised by Colin, to raise funds for the Benefice office.

The following special services were held:

Dawn Eucharist on Easter Day at St Nectan's, followed by Easter Day Eucharist at St Winnow with splendid Easter Bonnets on parade!

The Friends of St Winnow annual service;

Joint Harvest Service with the pupils and parents of St Winnow School, followed by a Bring and Share supper;

Coming Home service, where the church records were on display. All these events have involved a great deal of planning and help from lots of people, and we would like to take this opportunity to thank everyone for their involvement. This is what makes St Winnow special. In particular we would like to thank:

Appointed Deputy Church Wardens for St Nectan’s Chapel

The year started with the Easter Service in late March at 5.30 am, then monthly evening services until September. We have had a few visitors visiting, thanks to the new signs, many of whom live in the local area and never visited before; many walking come to see the flowers and have a private prayer. From the visitor book 09/01/19: “Simple, beautiful and peaceful place to be, lovely wildlife garden, wish all churches would adopt this regime”. We have a few families, still grieving, visiting regularly and placing fresh flowers, brightening up the graveyard and complimenting the seasonal flowers of snowdrops, primroses, daffodils, crocuses, purple-spotted orchids (15), violets, oxide daisies, yellow/purple fescues, various grasses, ferns etc. Unfortunately, many people do not carry cash and the collecting box revenue has reduced. In 2017 - £290.10 (good donations from American visitors), for 2018 - £141.47; we do appreciate any contributions which are most welcome.

The graveyard continues to be looked after by Jeremy Mitchel, with new help from Kate Rollings who, with her boyfriend, have done an excellent job in clearing the old part and is now included in our conservation aims. Ros and Adrian have cleaned the chapel and put fresh flowers during the main season. The history boards, graveyard plan, wildlife flower boards and information file have all been updated. Adrian made and painted two new window candle holders for the right- sided windows, all ready for next Easter, later in the year. Ros, Silvia, and Adrian decorated the Chapel for Christmas, St Winnow School contributed two pieces of work which were put on display around the Nativity scene and we thank them for their effort. Health & Safety 1) Reporting of Injuries, Diseases, Dangerous Occurrence Regulations 2013 The only incident reported at St Winnow was a broken stay on the 8th bell. This has been replaced. The minor injury reported was to a left thumb nail and was not reportable under RIDDOR. Areas of concern within the church which need to be remedied are as follows: 2) Regulatory Reform (Fire Safety) Order 2005 a. Convector Heaters must be kept 600mm clear of inflammable materials. b. The organ is often the source of fires in churches particularly the Blower arrangement. At St Winnow the blower is switched at the back of the organ and as a result is frequently left switched on and switched off by the Bell Ringers on Monday nights. This should be changed so that the switch is on the face of the organ where it is clearly visible to the organist with a warning indicator to show when the organ is energised. 3) Control of Asbestos Regulations 2012 The asbestos survey undertaken by Robert Dack in 2014 and reported to the PCC identified the following area of concern from broken linoleum tiles under the North side of the nave. Provided these are kept in good order the fibres, if present, would be bonded to the matrix and therefore would be considered to be of acceptable risk. Unfortunately, they are still breaking and coming loose. This is not acceptable. A programme to remove them will solve the problem, using the correct personal protective equipment, double bagging and using appropriate disposal or specialist contractors employed. Note: There is no asbestos in the blower of the organ. 4) The Workplace (Health, Safety and Welfare) Regulations 1992. The entrance foyer should be reviewed as there are areas of loose floor tiles and a loose cast metal grid. The grid needs reseating and the tiles need to be replaced or re-fixed as appropriate as they present a tripping hazard. Robert Pearce

Safeguarding Dawn Stephens is our current PCC Safeguarding Liaison Officer and the PCC policy is promulgated. No new safeguarding issues arose during 2018, although we have reiterated that lone females should have a regard for their safety when working in the Church or Chapel on their own due to their isolated positions. Robert Pearce is the authorised Benefice DBS Officer and St Winnow PCC complies with DBS checks requirements. The Diocese has issued new information leaflets and a handbook which is on display in the Church.

Associated Reports The Tower Report for St Winnow Parochial Church Council, of the activities of the St Winnow, Lerryn School and St Mary Bradoc bell ringers in the year 2018

Our aim is to grow through our sacred office as bell ringers the congregations of our two parishes (St Winnow and Bradoc) and the other parishes in our cluster and take bell ringing out into the Diocese, into public places, town centers, parks, beaches, schools as a visible demonstration of how families and particularly young people can worship and have fun together, increasing numbers of congregations and ringers within them and raising the churches profile and to support our schools.

We aim to provide accessible facilities and encourage everyone to try bell ringing. The mini ring and tone chimes have been particularly successful in this role. We have an introductory guide book which explains what we do and how we do it, and who is who and how to complain or raise concerns. Appropriate safeguarding measures and checks are in place.

St Winnow bells have continued to draw in significant numbers of visiting ringers and have contributed some £1,400 towards the running costs of the church. Four peals were rung by visiting ringers - two of Yorkshire Surprise Royal, one of Steadman Caters and one of Swindon Surprise Royal. Our ringers span a significant age range, which is one of the advantages of having a very easy to ring, lightweight ring of bells, which are incidentally the lightest ring of ten church bells in the world. Our youngest tower bell ringers are aged 8 years and our oldest 83. In 2018, six of our young ringers rang the youngest average aged quarter peal ever rung in Cornwall, with an average age of eight years and three months on the mini ring. All members of the band were under 10 years old - the youngest age any person has previously ever rung a quarter peal in Cornwall.

First For all the Band. Average age of Band 8 years and 3 Months. All ringers less than 10 years old. Rung as part of the Truro Diocesan Guild - Ringing Performance Week.

Of the 11 people who have rung quarter peals aged 10 or less in the Truro Guild since its formation over 100 years ago, 8 of them are our ringers. 1,080 people rang on the mini ring at the Royal Cornwall Show in 2018. Our practices are attended by ringers from Lostwithiel, Bodmin, Lanhydrock, Tywardreath and St Neot. We rang for the Ringing Remembers and Battle is over Campaign in memory of those who fell in the First World War Robert Pearce, Tower Captain

The Friends of St Winnow Church

The important thing to report to the PCC is that the remit of the ‘Friend’s’ Charity now covers capital works to St Nectan’s Chapel. The past year saw much housekeeping work as our Treasurer, Michael Birmingham, retired prior to moving ‘up country’. We have been blessed with two new joint Treasurers, Claire and David Robinson, who took over before the end of the year. The Secretary, Julie Devine, undertook a massive re-ordering of the mailing list encompassing the Data Protection Act requirements and Bank Standing Orders. We welcomed two new PCC nominees to the committee; Nancy Morris and Sylvia Oliver. On the grants front the Friends undertook the conservation and framing of the historic paintings belonging to the church: these now await re-hanging. The PCC requested assistance with the closing account on the internal structural repairs to the tower and we were pleased to make a further donation of £7,500 towards this important work. Meanwhile the new sound and loop system was researched and agreed with the Diocese and PCC in the latter part of the year. We are pleased to report this was installed by Easter 2019.

The Chairman, Andrew Leslie, once again spearheaded the principal fundraising event of the year by opening the gardens at Ethy House.

The Elizabeth Foster Cottage Trust This charity, for the benefit of pupils at St Winnow School, is administered separately by the Rector and Church Wardens. Financial statements for this Trust may be viewed by the public on request to the Church Wardens. There were no disbursements during 2018, albeit St Winnow continues to buy bibles for school leavers from this fund.

Further Acknowledgements The PCC records its thanks for the continued support of everyone who has contributed to Parish life during the year. The PCC is grateful to the Church Warden’s and appointed Deputy Church Warden’s for their valuable work in overseeing burials and maintaining the grave plot records; and to St Winnow Parish Council for its annual grant towards the cost of maintaining both the churchyards for the benefit of all parishioners. Our PCC is also ever greatly indebted to the charity, the Friends of St Winnow Church, for its constant and constructive help with improvements and conservation of the church fabric. St Winnow Church and St Nectan’s Chapel would not manage without them. We give our thanks to our PCC members who work tirelessly in support of our parish and continue to fondly remember those of our flock no longer with us but whom live on in our hearts and through the legacies and memories they leave behind.

The Year Ahead We enter our new PCC year for 2019 with continued focus on our objectives. We are so fortunate to have such an array of skilled and dedicated PCC members. One of the key features of church life at St Winnow is the warmth of the welcome given to visitors and new worshippers and we thank our Church Warden’s and welcomers for their role in keeping our outreach to the forefront. Our 2019 outreach and fundraising agenda includes another weekend of vintage film nights on 10th and 11th May 2019 at St Winnow, our annual Summer Fayre in the orchard on 15th June 2019 and St Winnow’s pilgrimage walk on August Bank Holiday Monday. Such events will continue to a) support our church funds, which are ever needed so that we can continue to uphold our duty to preserve our precious buildings for our future generations and b) grow our

congregation. Our full and varied programme is designed to reach out and touch lives, as well as engender meaningful and inspiring worship as we grow our connections within our benefice and wider community.
