The Austrian Fulbright Commission was established by an executive agreement between theRepublic of Austria and the United States of America in 1950 to manage bilateral educationaland cultural exchange programs with the explicit mandate of promoting mutual understandingbetween the people of Austria and the United States. Binational funding and binational decisionmaking are the core principles around which the bilateral exchanges of the Austrian-AmericanFulbright Program are organized. The Fulbright Program provides institutions in both countrieswith opportunities to send students and faculty abroad as well as to host students and facultyfrom abroad. The person-to-person contacts that the Fulbright Program facilitates are not onlyclassic expressions of the cultural diplomacy of citizens; the open-ended opportunities inherentin learning, teaching, and research abroad result in new ideas and new relationships that fuelinnovation, knowledge transfer, and institutional collaboration. Ultimately Fulbright grantscreate opportunities and empower individuals and institutions to act constructively in aninternational setting.

The Austrian Fulbright Commission has three broad mandates: it has managed Fulbrightgrants for over 5,700 Austrian and US students, teaching assistants, teachers, and scholarsand scientists since 1951; it has coordinated the placement of over 2,800 US teachingassistants at Austrian secondary schools since 1962; and since its inception it has served asa bilateral clearing house for information on Austrian and US higher education for the Austrianand American publics at large and provided educational advising services for Austriansinterested in educational opportunities in the United States.

During the 2012-13 program year, the Austrian Fulbright Commission facilitated

In addition to the Fulbright grant program and as part of its mandate to promote educationalexchange, the Austrian Fulbright Commission also placed 135 US college and universitygraduates from 107 different institutions as teaching assistants under the auspices of theAustrian Ministry of Education’s Foreign Language Teaching Assistant program. These USTeaching Assistants, or USTAs, taught part-time at 240 different schools in communities largeand small in all nine Austrian provinces.

A detailed list of the home and host institutions of all Austrian and US Fulbright granteesand US Teaching Assistants is in the appendix of this report and illustrates well the diversityof the participants in the programs the Austrian Fulbright Commission manages in terms oftheir origins and destinations in Austria and the United States.

The Austrian Fulbright Commission, Austrian and US Fulbright grantees, and participants inthe US Teaching Assistantship Program the Commission manages relied on the monetary andin-kind support of a wide variety of different institutions (see the Appendix “FinancingFulbright” for details). The revenue of the Austrian Fulbright Commission in 2012–13 totaled€ 1,040,665 ($1,408,207). Austrian and US Fulbright grantees directly received an additional

€579,099 ($783,626) as cash or in-kind benefits once on site from institutions in theirrespective host countries. Therefore, the total cash and in-kind value of Austrian Fulbright Commission grant programs totaled €1,619,764 ($2,191,832).

Outside of the Fulbright Program proper, the 135 participants in the US Teaching AssistantshipProgram the Austrian Fulbright Commission manages received salaries worth €1,497,262($2,026,065) from Austrian provincial school boards. Therefore, the total cash and in-kindbenefits either disbursed or brokered by the Austrian Fulbright Commission under the auspicesof Fulbright Program grants and received by participants in the USTA Program totaled€3,117,026 ($4,217,897).

The 26 Austrian grantees were either graduates or faculty at 12 different Austrian institutions,and they studied, taught, or conducted research at 24 different US colleges and universities.They received a total of €673,337 ($911,146) of support in the form of grants from the AustrianFulbright Commission or as direct and in-kind support on site from US host institutions in theform of scholarships, tuition remissions, stipends, salaries, or housing.

The 32 US grantees were either graduates of or faculty at 30 different US colleges anduniversities and affiliated with 17 different Austrian universities, research facilities, or culturalinstitutions in all major Austrian university cities. They received a total of €494,345 ($708,389)of support in the form of Fulbright grants or direct and in-kind support on site from Austrianinstitutions.

The 135 US Teaching Assistants — in addition to the €1,497,262 ($2,026,065) they received –also had full health and accident insurance coverage for the duration of their assignments.

In terms of its information, outreach, and advising activities, the Austrian Fulbright Commissionhas over 100,000 digital and personal contacts.

The Austrian-American Educational Commission (AAEC or Austrian Fulbright Commission)consists of a ten member board: five US citizens and five Austrian citizens nominated by theirrespective governments to serve on an annual basis. The five US members, including twoForeign Service officers from the US Embassy in Vienna, are nominated to serve by the USAmbassador. Two of the five Austrian members appointed by the Austrian government havetraditionally been representatives of the Ministry of Science and Research (responsible for hig-her education) and the Ministry of Foreign Affairs, respectively, and three have been Austria-nuniversity professors. The date of the initial appointment of each member is noted in bracketsbelow.

Core funding for the Austrian-American Fulbright Program comes from contributions placedat the disposal of the Austrian Fulbright Commission by both governments, and it is augmentedby substantial contributions by public and private partners and donors in Austria and the UnitedStates.

Policy and decision-making is always done on a binational basis. The AAEC board meets ona quarterly basis to discuss budgetary, policy, procedural, and program issues and has a numberof subcommittees that meet on an ad hoc basis. The AAEC board is actively involved in theselection and nomination of all Austrian and US Fulbright candidates and solicits the supportof external experts, Austrian and US Fulbright alumni, and US Fulbright scholars on site forbinational candidate review panels.

The AAEC Chairperson and the AAEC Treasurer are elected each year. These positions rotateannually between the Austrian and US members of the board.

The Executive Director of the AAEC is responsible for the coordination and management ofAAEC agendas and staff, and reports to and is monitored by the AAEC board.

The Austrian Minister responsible for higher education and the Ambassador of the UnitedStates of America to Austria serve as honorary chairpersons of the AAEC.

Since the late 1990s, the AAEC has also succeeded in establishing a broad range of strategicpartnerships with institutions in the US and Austria that has allowed it to substantially increasethe number of grants it awards annually. NEW FULBRIGHT AWARDS FOR US SCHOLARS AT GRAZ TECHNICAL UNIVERSITY AND FH CAMPUS VIENNA

The AAEC was pleased to establish a newjointly sponsored US Fulbright scholar awardwith the Technical University of Graz inDecember 2012. The Fulbright-TU Graz grantwill be awarded for the first time in the2013–14 program cycle, and it has beenconceived to enhance Austrian-US collabora-tive efforts in the TU Graz’s core fields ofinterest: advanced materials science; humanand biotechnology; information, communica-tion, and computing; mobility and production;and sustainable systems. In April 2013, theAustrian Fulbright Commission also concluded

a collaborative agreement with the Universityof Applied Sciences FH Campus Vienna thatestablished a new Fulbright visiting professor-ship that will be anchored in the FH CampusVienna’s life sciences department during itsinaugural year of 2014–15.

These new awards extend the series of newcollaborative agreements the AAEC hasconcluded in recent years, including jointlysponsored awards with IMC FachhochschuleKrems, FH JOANNEUM, Graz, FH Salzburg,and MCI Innsbruck, increasing not only thediversity of host institutions, but also the

geographic distribution of US Fulbright pro-fessors in Austria.

Jointly sponsored awards of this natureprovide for flexible, one-semester stays thatallow host institutions and visiting US Fulbrightprofessors to articulate detailed teachingand research program proposals together.These new awards bring the total number ofcollaborative agreements the AAEC has withAustrian institutions of higher education,research, and culture up to the record levelof 22.

INAUGURAL FULBRIGHT-BOTSTIBERSCHOLAR AWARDS TO AUSTRIA AND THE US

In July 2011, the Austrian-American Educa-tional Commission was pleased to receive a$120,000 award from the Dietrich W. BotstiberFoundation (PA) to fund two one-semesterFulbright-Botstiber Visiting Professors ofAustrian-American Studies for three yearsstarting with the 2012–13 academic year: onefor Austrian scholars to be hosted by institu-tions in the US and one for US scholars to behosted by institutions in Austria. The Ful-bright-Botstiber awards function in a mirrorreverse manner. Grant proposals require thecollaboration of potential Fulbright-Botstiberscholars from Austria with a potential Ameri-can host faculty, who is responsible for effec-tively anchoring visiting Fulbright-Botstiberscholars in the curriculum, host department,and other activities of a host institution in theUnited States. The roles are reversed for USscholars interested in being hosted by Austrianinstitutions.

During the 2012/13 program year, the Uni-versity of Vermont hosted Prof. Primus Kucheras the initial Austrian recipient of the Ful-bright-Botstiber award to the US. At UVM, hetaught a seminar in Austrian literature andconducted research on the reception ofAmerican modernism in Austria and Austrianmodernism in the US during the interwarperiod. In the same year, Prof. KatherineBaber (Music/University of the Redlands) wasthe first US grantee to Austria. She taught aseminar on US conductor and composerLeonard Bernstein at the University of Viennaand a survey course on American Music at the

AUSTRIAN AND HUNGARIAN FULBRIGHTGRANTEES’ BORDER ENCOUNTER

One of the most memorable grantee enrich-ment events of the 2012–13 academic yearwas co-organized with the Hungarian Ful-bright Commission. On October 12, 2012,US Fulbright grantees from Austria and Hun-gary met at the Austro-Hungarian frontier,where a temporary border crossing had beenestablished to let local Austrian and Hunga-rian “neighbors” visit each other under the aus-pices of the so-called Pan-Europa Picnic onAugust 19, 1989. At this noteworthy event, acontingent of around 300 East German citi-zens who wanted to emigrate to the Federal

Republic of Germany rushed the border gate,and the Hungarian and Austrian border per-sonnel did nothing to stop them, creating atemporary “breach” in the Iron Curtain.

The two-day trip also included a series ofcultural highlights for Austrian Fulbright Com-mission grantees including a tour of Haydn’sbirthplace in Rohrau; a visit to the AustrianJewish Museum’s Wertheimer Synagogue inEisenstadt, one of the few synagogues in theGerman-speaking world that did not fall victimto the so-called Reichskristallnacht in November1938; a guided tour through the Hungarian

town of Sopron; and a visit to the EsterhazyPalace in Fertöd.

US AMBASSADOR’S RECEPTION FOR INCOMING AND HOMECOMING FULBRIGHTERS

Ambassador William C. Eacho III and hiswife, Donna, hosted an annual highlight ofthe Fulbright calendar at the Ambassador’sresidence on November 28 and welcomed thenew group of incoming US Fulbright grantees;the “homecoming” group of Austrian Fulbrightstudents, teaching assistants, and scholars,who had recently completed their stays in theUS; and representatives of a wide variety ofinstitutions that support the Fulbright Programin Austria.

EXCHANGE FAIR: FROM HIGH SCHOOL TO PH.D.

Providing information on educational oppor-tunities in the United States is a central partof the Austrian Fulbright Commission’s work.In addition to regularly participating in educa-tional fairs all over Austria in 2012–13, theFulbright Commission organized a compre-hensive overview of educational opportunitiesin the US at the Amerika Haus in Vienna withthe support of the Public Affairs Section of theUS Embassy on November 14, 2012. In eight

different sessions experts from a wide rangeof institutions involved in educational ex-change with the United States discussedopportunities ranging from high school ex-change to Ph.D. programs and coveringmultiple opportunities students have to parti-cipate in exchange programs or apply forscholarships, including Fulbright. This eventwas such a success the Austrian FulbrightCommission took this idea on the road duringthe 2013–14 program year and organized si-milar panels in Graz, Klagenfurt, Linz, Salz-burg, and Innsbruck.

FULBRIGHT SEMINAR IN AMERICAN STUDIES

The annual Fulbright Seminar in AmericanStudies has been held in the Altenmarkt in thePongau region of Salzburg for more than 25years. Over 70 participants — current US Ful-bright grantees (students and scholars), Aus-trian Fulbright program candidates (students

and FLTAs) for the following year, as well asAustrian students interested in Americanstudies — participated in this three-day event,April 4–6. The seminar covered a wide varietyof topics, ranging from the American Civil Warand the dynamics of intercultural marriages tothe blues in Leonard Bernstein’s music andthe reception of the Eurovision song contestin the United States.

The Fulbright Austrian Student Program

The Fulbright Student Program gives Austrianstudents who have already completed abachelor’s degree the opportunity to attend amaster’s program in the United States. Afterbeing chosen by a binational, expert selectioncommittee (in this cohort’s case, in June2011), candidates benefit from the expertiseof both the Austrian Fulbright Commissionand the Institute of International Education(IIE), the New York-based partner institutionresponsible for handling the application andplacement process of international Fulbrightstudents at universities in the US. Aside froma generous $25,000 grant and the possibilityof additional funding from US institutions,Fulbright grantees enjoy other unique oppor-tunities, including participation in enrichmentseminars in different cities in the US beforeand during their grant periods that providethem with valuable opportunities to networkwith their international peers in the Fulbrightcommunity. The Fulbright Foreign Language TeachingAssistantship (FLTA) Program provides youngAustrian teachers and other universitygraduates with opportunities to teach andstudy at colleges and universities all over theUS. Austrian graduates of post-secondaryteacher training institutions, universities, andstudents of English, German, translation, orDeutsch als Fremdsprache (DAF) in the secondstage (zweiter Studienabschnitt) of their stu-dies taught at 14 different institutions — largeand small, public and private — in New York,

Maryland, Georgia, Florida, Ohio, Illinois,Minnesota, Montana, Oklahoma, and Oregonduring the 2012–13 program year. Host insti-tutions provide Austrian FLTAs with a monthlystipend, housing, and a tuition waiver for twocourses per semester. Austrian FLTAs engagein a wide variety of teaching and learningcommunities on campus, ranging from tradi-tional classroom instruction to the coordi-nation of extracurricular activities and themanagement of “German houses.” The Instituteof International Education not only providesFLTAs from all over the world with a gatewayseminar before they report to their respectivecampuses to teach; it organizes a mid-yearseminar in Washington, DC that brings every-one back together to reconnect and sharetheir experiences.

The Fulbright Austrian Scholar Program

The Austrian Fulbright Scholar Programoffers Austrian scholars and professionalsthe opportunity to teach and conduct researchin the US and is specifically geared to meetthe needs of mid-career academics, scholarsand scientists investigating issues of bilateralrelevance, and individuals interested in estab-lishing or enhancing partnerships with USinstitutions. In addition to individual grantsranging from three to four months, theAustrian Fulbright Scholar Program includestwo opportunities that focus on Austrian andAustrian-American studies. The Fulbright-Uni-versity of Minnesota Visiting Professorship hasbeen co-funded by the College of Liberal Artsand co-hosted by the Center for AustrianStudies since the 2002–03 academic year and“floats” from department-to-department withinthe College of Liberal Arts every year. Further-more, the University of Vermont hosted theinaugural Fulbright-Botstiber Visiting Professorof Austrian-American Studies this year.

The 2012–13 cohort of 15 US Fulbright stu-dents in Austria came from 15 different insti-tutions; included PhD candidates, graduatestudents and recent undergraduates; and con-sisted of not only the traditional contingent ofhistorians, political scientists, musicians, andmusicologists, but was also augmented bystudents of biology, chemistry, education,film, public education, and linguistics. Somegrantees had awards that facilitated full-timeresearch and study, whereas others taughtpart-time as English language teaching assis-tants in Austrian secondary schools in Vienna,

Graz, Klagenfurt, and Salzburg while studyingand conducting research on a part-time basisas well. The Austrian Ministry of Science andResearch (BMWF) in collaboration with theAustrian Exchange Service (OeAD) fundedfour of the aforementioned full-time researchgrants under the auspices of the newly estab-lished Fulbright-Mach awards. Based on along-standing collaborative agreement withthe Diplomatic Academy in Vienna, the Aus-trian Fulbright Commission also placed a USFulbright student in the Academy’s Master forAdvanced International Studies program forthe ninth consecutive year.

The Fulbright US Scholar Program

In the past 15 years, the Austrian FulbrightCommission has concluded a number of for-tuitous collaborative agreements with Aus-trian institutions of higher education, researchcenters, museums and cultural venues, andthis has made the US Fulbright scholar pro-gram one of the most dynamic parts of theAustrian-American Fulbright program. Underthe auspices of cost-sharing agreements, Aus-trian host institutions contributed substan-tially toward 16 of the 19 awards for US Ful-bright scholars in Austria (and in some casescovered their on-site maintenance grantscompletely). This program allows Austrianhost institutions to articulate positions thatreflect their own interests, priorities, andinternationalization strategies, and US Ful-bright scholars to bring their expertise to bearon the needs of host institutions by collabora-ting with them in the articulation of teachingand research agendas

US Fulbright scholars from the entire spect-rum of disciplines — ranging from the arts andhumanities, the social sciences and businessto engineering and the natural sciences —came from 17 different institutions in the US,and were affiliated with 16 different institu-tions between Vienna and Innsbruck wherethey taught over 25 courses, engaged in jointresearch activities, and built new institutionalrelationships.

Since 1962, the Austrian Fulbright Commis-sion has facilitated the placement of 2,805 UScollege and university graduates in the AustrianMinistry of Education’s and Women’s Affairs(BMBF) Anglophone Teaching AssistantshipProgram.

The Austrian Fulbright Commission is re-sponsible for advertising this opportunity,which has attracted 300–400 applicantsannually in recent years, prescreening candi-dates for the Ministry of Education for place-ment, and following up with candidates oncethey have been assigned to teaching positionsin communities large and small in all nineAustrian provinces. The Austrian FulbrightCommission advises US teaching assistantson a wide variety of issues before and aftertheir arrival in Austria, including applicationsfor residency permits, finding housing, andidentifying teaching resources on site.

During the 2012/13 academic year, 143 USteaching assistants were assigned to teach 13classes per week, most at two differentschools in the same area (see map below).Therefore, during any given week they werepresent in well over 200 schools and 1,600classrooms where they had contact with anestimated 40,000 students. This programconstitutes a major contribution to the culturalexchange between the US and Austria. It givesAustrian teachers and pupils an opportunity tohave an American native English speaker as alinguistic model and a source of informationabout the United States in the classroom, andit provides a diverse group of US teachingassistants with the opportunity to immersethemselves in Austrian culture. Their activitiesas “linguistic and cultural diplomats” extendwell beyond the classroom setting.

The Austrian Fulbright Commission hashandled educational advising in Austria as partof Fulbright’s “broad mandate” to promotemutual understanding since its inception in 1951and serves as a clearing house for US queriesabout educational opportunities in Austria aswell as Austrian queries on educational oppor-tunities in the US. The Austrian FulbrightCommission is a part of EducationUSA, a USDepartment of State-supported network ofhundreds of advising centers around theworld devoted to providing internationalstudents with accurate, comprehensive, andcurrent information about how to apply to UScolleges and universities. The Austrian FulbrightCommission’s EducationUSA adviser advisesstudents via phone, email or in-person about

their unique academic situations, and is thecontact point for US university representativesinterested in learning more about highereducation in Austria.

The Austrian Fulbright Commission partici-pates in a broad range of outreach activities inorder to inform students about opportunitiesin Austria and the US, with or without theFulbright program, and had over 10,200direct contacts with students in 2012–13 atfairs, information sessions, and other outreachevents. The AAEC also relies heavily on virtualadvising, and had over 86,500 unique visitorsto its website and 5,734 social media contactsin 2012–13.

THE FULBRIGHT PROGRAM: IN BRIEF

The Fulbright program is named after J.William Fulbright (1905–1995), the US Senatorfrom Arkansas (D, 1945–75) who had thedistinction of being the longest-serving chairof the US Senate Committee on Foreign Rela-tions. Fulbright, a graduate of the Universityof Arkansas, received a Rhodes Scholarshipthat allowed him to study at Oxford University(1924–28) which proved to be a transforma-tive experience for him. After World War II,Senator Fulbright was also motivated to estab-lish the educational exchange program thatcame to bear his name by his insight that thecreation of nuclear weapons had fundamen-tally changed the nature of international rela-tions and made the potential consequences ofinternational conflict graver and more global.

In his book The Arrogance of Power (1966),Fulbright observed: “The development of someperspective about man and his needs in diffe-rent national environments is the principalpurpose of such educational and culturalexchanges as the Fulbright Program. No partof our foreign policy does more to make inter-national relations human relations and toencourage attitudes of personal empathy, therare and wonderful ability to perceive the

world as others see it. Thus conceived, edu-cational exchange is not a propaganda pro-gram designed to ‘improve the image’ of theUnited States, ... but a program for thecultivation of perceptions and perspectivesthat transcend national boundaries. To put itanother way, far from being a means ofgaining some national advantage in the tradi-tional game of international relations, inter-national education purports to change thenature of the game, to civilize and humanizeit in the nuclear age.”

The Fulbright Program was initially basedon legislation proposed and sponsored bySenator Fulbright in 1946. This legislationauthorized the Secretary of State to use pro-ceeds from the sale of surplus war propertyoutside the United States after World War IIto finance exchanges of students, teachers,and professors and to establish “Fulbrightcommissions” in selected countries all overthe world responsible for managing theseexchanges. After these funds were exhausted,the Fulbright-Hays Act of 1961, which consoli-dated various pieces of previous legislationpertaining the educational exchange programsfunded by the US government, provided anew basis for the program to promote

“mutual understanding between the people ofthe United States and the people of othercountries by means of educational and culturalexchange.” This act broadened the scope ofthe Fulbright Program, gave it new flexibility,provided for annual funding as a line item inthe federal budget, and also gave partnergovernments an opportunity to contributetoward the costs of the program.

The Fulbright program in Austria began inJune 1950 when the Austrian and US govern-ments signed the first of three Fulbrightagreements. The first exchanges under theauspices of the US Educational Commission inAustria took place during the 1951–52 acade-mic year. After the Fulbright-Hays Act in 1961,a new agreement between the Republic ofAustria and the United States of America in1963 established the Austrian-American Edu-

cational Commission (AAEC), best known asthe Austrian Fulbright Commission.

The Fulbright Program currently facilitatesthe exchange of students and scholarsbetween the United States and 155 countries.Since its inception in 1946, over 325,000students, teachers, and scholars have partici-pated in the Fulbright Program with two-thirdsof the grantees as Fulbrighters in the US. Over2,300 US citizens and 3,500 Austrian citizensare alumni of the Austrian-American program.Approximately 7,000 Fulbright grants areawarded annually on a global basis. Between60 and 70 of these awards are managed bythe Austrian Fulbright Commission.

FUNDING THE FULBRIGHT PROGRAM IN AUSTRIA

The Austrian Fulbright Commission receivesmonies from the US government and Austrianfederal ministries as well as a wide variety ofpartner institutions in Austria and the US tofund the programs it manages. Fulbrightgrantees and participants in the US TeachingAssistant Program also receive substantialamounts of support in the form of directpayments or in-kind contributions from anequally wide variety of institutions and organi-zations in Austria and the US, which arebrokered by the Austrian Fulbright Commis-sion as part of Fulbright awards or disbursedto US teaching assistants under the auspicesof their assignments.

The total value of all programs managed bythe Austrian Fulbright Commission (34) is€3,117,026 ($4,217,897). The total cost of allprogram administration (18) as well as grantenhancement, advising, outreach, and publicinformation activities (19) is 14% of the valueof all programs managed.

Core contributions by the US government(1) and Austrian Ministry for Science andResearch (2) as well as the Austrian Ministryof Education (5) are predominantly used tocover the costs of program administration, grantenhancement, and outreach (18, 19) and tofund or co-fund individual awards. The greatmajority of funding for Austrian Fulbright Stu-dent awards and US Fulbright Scholar awardscomes from earmarked contributions by theAustrian Ministry of Science and Research (3)and from individual institutions (6), respectively.Grantees in all Fulbright award categories alsobenefit substantially from direct or in-kindcontributions from partner and host institutionsin Austria and the US (22–30), and these directand in-kind contributions (31) enhance thetotal cash value of the Fulbright Program (21)by over one-third.

The salaries received by US Teaching Assis-tants under the auspices of the AustrianMinistry of Education’s Foreign LanguageTeaching Assistants Program represent asubstantial amount of the overall value ofprograms managed by the Austrian FulbrightCommission (33).
