This conference is a sequel to OECD's EST programme. This programme has articulated comprehensive andpositive visions of sustainable transport to be achieved by the year 2030 and has explored detailed policy pathwaysfor implementing the necessary changes. Fourteen countries undertook specific case studies which demonstratedthe feasibility of EST. The lessons learned from the programme and the resulting EST Guidelines will serve asbackground for this conference. Outcomes of the World Summit on Sustainable Development in Johannesburg inSeptember 2002 and their implications for transport will also provide a basis for discussion.

The major objective of this conference is to discuss the possible application of the EST concepts and approachesto the region, including the implementation of the EST Guidelines, focusing on regional priorities, barriers toimplementation and policies to overcome them. The conference will address transport trends, challenges andpriorities for the region, focusing on land transport. It will include the presentation of the EST case study forJapan that offers a long-term view and vision for achieving EST for the country. Regional approaches, measuresand initiatives, including best practices for EST in the Asian region, will be highlighted. The role of technologyand opportunities for business and the transport industry in the fields of new mobility services and logistics toensure moving towards EST will be also discussed. A declaration with specific recommendations for the Asianregion will be developed and endorsed at the end of the conference with a view to assisting countries in theimplementation of the EST Guidelines.

Achieving environmentally sustainable transport is one of the major challenges that countries around the world,especially OECD countries, are facing. Transport is a particularly challenging sector. It is indispensable to theeconomic and social fabric of all countries, but has many adverse effects on health and environment. Someimportant transport trends are moving away from, rather than towards, environmental sustainability, in particularin the Asian region. In the East Asian region, car ownership has grown much faster than OECD average, rangingfrom 3 to 16 % annually since 1980. Road freight has also grown tremendously, while rail freight lost markets. Oildemand of the transport sector in the East Asian region is projected to increase by 4.8 % per year, which is twiceas fast as the growth of world energy demand. If this trend continues without any adequate controls, it will lead todramatic increases in pollution from transport and resulting environmental impacts in the region. Rapidpopulation growth and industrialisation will put further pressure on the environment.

The OECD has completed a multi-year programme on Environmentally Sustainable Transport (EST) anddeveloped a set of guidelines (the EST Guidelines) for addressing the challenge of moving people and freight inan environmentally sustainable manner. In May 2001, OECD Environment Ministers endorsed the ESTGuidelines and called upon the OECD to assist in the further development of strategies and processes for theimplementation of the EST Guidelines in Member countries as well as non-OECD countries. The "OECDEnvironmental Strategy for the First Decade of the 21st Century ",also adopted by Ministers, identifies transportas one of the sectors that urgently needs to be put on a sustainable path.

Organisation and ParticipationThe conference comprises plenary sessions only, with presentations and time for discussion. Participants willinclude representatives of the transport industry, research institutions, NGOs, local and national governments inthe Asian region as well as other OECD member counties, international organisations and media.

Opening of the Conference Keynote speeches will be given by the Minister of the Environment of Japan and the representativefrom the OECD. The Governor of Aichi Prefecture and the Mayor of Nagoya City will give thewelcome addresses.

Session 1 : Current Situations, Trends, Challenges and Priorities for Environment and Transport in theAsian regionThis session will provide regional trends and an overview of the findings of regional and globalstudies in the fields of environment and transport. It will also address the key issues and challengesfor policy-making to achieve EST in the region with a view to identifying priorities and measures formoving towards EST. Presentations will be given by representatives of research institutions andinternational organisations and experts from Asian countries. A report on transport trends in theAsian region will serve as background for this session.

Session 2 : Presentation of the EST Initiative-Concept, Approach-and EST GuidelinesThis session will aim to deepen the understanding of the concept and lessons learned from the ESTprogramme and the implementation of the EST Guidelines. It will focus on how the EST Guidelinesare being applied at a national level and discuss implications and requirements of achieving EST inthe Asian region.

Session 3 : Presentation of the National EST Case Studies in OECD Countries and Implications for theAsian RegionThis session will present the results from existing EST Case Studies as well as the recently developedCase Study for Japan. This will provide the basis for discussing possible policy pathways to achieveEST in the Asian region. The comparison between the Japanese case study and other EST casestudies will enable the identification of specific challenges for attaining EST in the region. At the end of the afternoon, the draft "Nagoya Declaration on Environmentally SustainableTransport " will be introduced and discussed.

Session 4 : Regional Approaches, Measures and Initiatives for Environmentally Sustainable TransportThis session will focus on national policies and practical examples for attaining EST in the fields oftransport technology, mobility management and information, communication and awareness in theregion. Presentations of innovative initiatives will be given by representatives from governments andthe private sector.

Session 5 : Ways and Means for Achieving EST (Panel discussion)A panel comprising representatives from the transport industry, research institutions, NGOs, nationaland local governments and international organisations will discuss the promotion andimplementation of EST. Concrete policy instruments and measures will be highlighted.

Closing SessionThis session will review the "Nagoya Declaration on Environmentally Sustainable Transport"with a view to endorsing it as the principal outcome of the conference. The Declaration is designed toassist governments, local authorities, the private sector and the public in the Asian region to movetowards EST.
