iii) Annual turnover of the firm in any of the last 3 (three) financial

years or current financial year should be more than Rs._6.37 Lakhs.

NOTE TO BIDDERS :

1. THIRD PARTY INSPECTION

(a) Third party inspection is to be carried out by OIL approved Third party inspection agency i.e. by IRS / Lloyds /RITES / Bureau Veritas / DNV.

(b) Raw material inspection for Chemical composition & Mechanical Properties.

(c) Verification of certificate provided by the bidder for raw material from reputed manufacturer like TATA, SAIL,etc. specifying clearly suitability of material for manufacturing of pipe.

(d) Finished Tube Inspection : Checking dimensions, wall thickness, end bevelling, threading / gauging, surfaceimperfections etc. 5% of the tubes at random will be checked / tested by Third Party Inspection agency.

(e) Pneumatic / Hydraulic Testing : 10% of the pipes at random will be tested pneumatically / hydraulically by ThirdParty Inspection agency. The above test procedure is for offering to Third Party Inspection agency, whereasmanufacturer will do testing of the entire quantity of pipe before offering to Third Party Inspection agency. Themanufacturer will forward the various test certificates of their own testing after checked / verified / certified by theThird Party Inspection agency.

2. The above specification & testing should be as per IS:1239(PART:1) (latest) and IS:554 (latest).Note description for item no./nos. : 10, 20

Third Party Inspection (All test results to be documented and submitted to OIL by the third party):(a) Third Party inspection is to be carried out by OIL approved agencies like IRS/Lloyds/Bureau Veritas/DNV.(b) Raw material inspection for chemical composition and mechanical properties as specified inBIS:1239(Part-1):Latest Edition.10% of number of heats of raw material and 10% of number of plates will be testedat random by the third party. The minimum number of tests either from heats or plates is 5.(c) Verification of certificate provided by the supplier for raw material used for the pipes from reputedmanufacturers like SAIL/TISCO etc, specifying clearly the suitability of the raw material.

(d) Finished Tube Inspection:(i) Checking of lengths, diameters and thickness, straightness. Gauging of threads, visual inspection forsurface imperfections. At least 10% of the tubes to be supplied to OIL will be randomly checked and stamped bythe third party seal.(ii) Checking Chemical composition and Mechanical properties: At least 10% of the tubes to be supplied to OIL

will be randomly checked and stamped by the Third Party seal.(iii) Hydraulic Testing: As per BIS:1239, Part 1 specifications. At least 10% of the tubes to be supplied to OIL willbe randomly tested at 5 MPa and stamped by the third party seal.

Standard Notes: (1) VALIDITY : Your offer must be valid for 75 days from the date of bid opening. Offer withinadequate validity will be rejected.

(2) The offer should be submitted in Duplicate.

(3) Any sum of money due and payable to the contractor (including Security Depositrefundable to them) under this or any other contract may be appropriated by Oil India Limitedand set-off against any claim of Oil India Limited (or such other person or persons contractingthrough Oil India Limited) for payment of a sum of money arising out of this contract or under anyother contract made by the contractor with Oil India Limited (or such other person or personscontracting through Oil India Limited).

(4) In the event you authorize your dealer/stockist/channel partner to quote on your behalf,the dealer/stockist/channel partner while submitting bid should mention on the body of theenvelope that they are submitting bid on your behalf.

In the event the dealer/stockist/channel partner do not mention the name of their OEM/principalon the body of the envelope, the offer shall be treated as unsolicited offer and will not beconsidered for opening.

The dealer/stockist/channel partner should take note of above while submitting bid on behalf oftheir OEM/principal.

(5) For order with F.O.R. Destination term, 100% payment against despatch documents willnot be entertained. In this regards please refer payment terms inANNEXURE-MM/TENDER/LP/01/06.

(6) To evaluate the inter-se ranking of the offers, Assam Entry Tax on purchase value will beloaded as per prevailing Government of Assam Guidelines as applicable on bid closing date.Bidders may check this with the appropriate authority while submitting their bids.

(7) Bidder must mention page no./nos. in every pages of their offer.

(8) Bidders should submit their bids (preferably in tabular form) explicitly mentioning compliance /non compliance to all the NIT terms and conditions of NIT.

(9)Bidder should clearly mention their name and address on the outside of the envelopecontaining their offer.

(10) In the event of receipt of only a single offer against the tender within B.C.date, OIL reservesthe right to extend the B.C. date as deemed fit by the company. During the extended period, thebidders who have already submitted the bids on or before the original B.C date, shall not bepermitted to revise their quotation.
