ANNEX II: TECHNICAL SPECIFICATIONS General Requirements The following requirements are valid for all items in the Technical Specifications except where explicitly stated otherwise: a) User manual and handbooks for maintenance in English and Bulgarian. b) The equipment must be capable of withstanding power failures and equipments should not be damaged due to 'trip outs'. The normal voltage and frequency condition available at the site are as follows: 230 V and 50 Hz unless otherwise stated. All electrical devices must be equipped with the necessary power cords and connection cables. The power cords for class I single-phase equipment must be equipped with “Schuko” plugs. Class II equipment power cords must have Euro-plugs. c) Conditions of use for the computer equipment: ambient temperature (10 – 40 ºC); relative humidity (30 – 85%). All instruments for outdoor use must have rugged and water- resistant design, with water proof cases, and operating temperature range: –10 ºC to +50 ºC. d) Service must be available for all items. The reliability and maintenance response times are considered very important. Within the warranty period repair service must be available within 48 hours of notification, or if repair not possible within one month replacement of the item. The tenderer must indicate in his tender how this will be achieved. e) Tenderers should include in their tender, provision for tools and initial stock of maintenance spares as are essential for proper operation and maintenance of the equipment. Full particulars of spare parts should be provided separately. In addition to above, estimated requirements of spares consumption per annum should be indicated. However, as this is for information only, should not be included in the Financial Offer, and respectively will not be subject of evaluation. The successful tenderer shall provide a statement giving full warranty that spare parts for the system would be available for a minimum reasonable period of 5 years after acceptance of the system/equipment.

ANNEX II: TECHNICAL SPECIFICATIONS

General Requirements

The following requirements are valid for all items in the Technical Specifications except where explicitly stated otherwise:

a) User manual and handbooks for maintenance in English and Bulgarian.b) The equipment must be capable of withstanding power failures and equipments should not

be damaged due to 'trip outs'. The normal voltage and frequency condition available at the site are as follows: 230 V and 50 Hz unless otherwise stated. All electrical devices must be equipped with the necessary power cords and connection cables. The power cords for class I single-phase equipment must be equipped with “Schuko” plugs. Class II equipment power cords must have Euro-plugs.

c) Conditions of use for the computer equipment: ambient temperature (10 – 40 ºC); relative humidity (30 – 85%). All instruments for outdoor use must have rugged and water-resistant design, with water proof cases, and operating temperature range: –10 ºC to +50 ºC.

d) Service must be available for all items. The reliability and maintenance response times are considered very important. Within the warranty period repair service must be available within 48 hours of notification, or if repair not possible within one month replacement of the item. The tenderer must indicate in his tender how this will be achieved.

e) Tenderers should include in their tender, provision for tools and initial stock of maintenance spares as are essential for proper operation and maintenance of the equipment. f) The successful tenderer shall be responsible for erection (where ever required) and installation of the equipment at destination site and for making it fully operational. Specific preparatory works for installation and protection from barbarism of monitoring equipment (wells – items 1, 2, 12, 13, 14) shall be implemented according to the specification for preparatory works given below. The supplier must provide complete details regarding space and all infrastructure needs of the equipment which should be arranged before the arrival of the equipment to ensure its early installation and smooth operation thereafter (the successful bidders may offer his advice an assistance to the beneficiary in the preparation of the site).

g) The successful tenderer shall supply equipment that must be clearly identified and must visibly carry the EU logo and the mention “Provided with the support of the EU” in the operational language of the EU programme and in Bulgarian language.

h) The tenderers shall make provision of imparting training to our Researchers/maintenance Engineers on operation and use of equipment, its accessories and software for the intended applications and trouble shooting repair and maintenance. These services must be included as an integral component of the proposal.

The following notes have to be taken into due account:o The Tenderer’s offer must be accompanied by technical brochures showing in

details type, dimensions, size and description of the offered material and/or

technical documentation proving the required performance and parameters in order to verify the compliance with the technical specifications.

o The specifications given are minimum requirements based on the item’s projected function, required performance or intended purpose. Characteristics deviating from exact figures or values given in the specifications (unless exceeding the requirements), due to particular proprietary design of the actually offered product, are acceptable, as long as the capacity is at least equivalent to the given specification and permissible under the standards quoted in the Technical Specifications.

o Any specifications that might eventually refer to a particular product or manufacturer, in particular to types, models and brand names, are to be understood as “or equivalent”. Where equivalency shall be subject to technical evaluation, the respective documentation giving evidence of equivalency, and - if appropriate - an assessment by an independent recognized party shall be provided with the offer.

Ground water quantity and quality monitoring equipment will play a key role in future monitoring program in accordance with requirements of European Legislation (WFD 2000/60/EC). All the beneficiaries have some monitoring equipment but it is quite insufficient at all. There are no mobile laboratories for water quantity and quality monitoring equipment among the beneficiaries. These mobile labs with additional portable monitoring equipment are important tools for monitoring and control of surface and ground waters and wastewaters and also mostly in case of accidental/incidental pollution. Taking in to account the real condition in the country as well as the fact that the most of the observation points are situated in an open field without protection it is highly recommended the above shown structure against barbarism to be built (fulfilled).
