E-TENDER TERMS FOR SUBMISSION OF BIDS AT HAL’s E-PROCUREMENT PORTAL:

(https://eproc.hal-india.com)

1. The Tender (bids) should be submitted through Hindustan Aeronautics Limited e-Procurement Portal

(https://eproc.hal-india.com or link to e-Procurement portal through www.hal-india.com)). Vendors need

to get registered with HAL e-Procurement portal to submit their bids online. The tender documents can be

downloaded free of cost from the e-Procurement Portal as well as from HAL website (www.hal-india.com).

Bidders should have Class III Digital Signature Certificate (DSC) and registration with HAL’s e-procurement

Portal for submission of Bids.

2. RFQ seeks offers preferably from OEMs only. Hence, only OEM’s (original equipment manufacturer) has

to complete the registration and submit the offer directly to HAL. OEMs should not authorize third party

including dealers/ agents /distributors etc to upload OEMs offer.

In case dealers / authorized distributors submit offers, a valid business arrangement between OEM and the

concerned dealers / authorized distributors should be uploaded in e-portal.

Bidders are requested to complete the Step-I activities mentioned below to enable Bidders to submit

proposal (Quote) through e-procurement portal failing which bidders will not be able to submit quote.

3. Step-1: Web Registration in HAL e-procurement portal. (If Vendor is already empanelled or Web

Registered in HAL E-portal this step is not essential)

As part of this, Class III Digital Signature Certificate (DSC) with organization name is mandatory for

all vendors to participate in e-procurement activities. Class III DSC may be obtained from any of the

following CA’s (Certifying Authority) (visit http://cca.gov.in for further details) :

i) M/s TCS (www.tcs-ca.tcs.co.in)

ii) M/s e-Mudra (www.e-Mudhra.com)

iii) M/s (n) Code solutions, (www.ncodesolutions.com)

iv) M/s MTNL CA Services (www.mtnltrustline.com)

v) M/s IDRBT (www.idrbtca.org.in)

vi) M/s Safescript (Sify) (www.safescrypt.com)

After obtaining DSC, you can create your user ID and password and get registered in portal (Web

registration). In case any assistance is required, please contact our following e-procurement helpdesk

Sept-1 is mandatory /pre requisite for participation in Open- tender and submit bid online.

4. STEP 2: Bidders are also requested to go through instructions/ user manual hosted in HAL e-procurement

portal for submission of bids.

5. Submission of Bids

a) Bids to be submitted following SINGLE/TWO BID SYSTEMs as applicable:

Note: Each document size (attachment size of document) for uploading in e-procurement portal is

restricted to 5 MB. If the size of the document is more than 5 MB, you are requested to Zip /split the file size and submit as applicable.

Offer submitted through e-procurement portal will only be considered.

b) The tender (bids) should be submitted online at website https://eproc.hal-india.com only on or

before the due date and time specified in the tender. The server date and time as appearing on the HAL e-

Procurement portal (https://eproc.hal-india.com) will only be considered for the cut-off date and time

for receipt of tenders. Offers sent through post, courier, fax and e-mail etc will not be considered.

Late/delayed offers will not be considered. In case of any problem in downloading or uploading the

documents/bids etc. kindly contact our Help Desk Team provided above.

c) HAL will not be responsible for the cost incurred in preparation & submission of bids including the cost

towards obtaining digital certificate.

d) Bidders shall be required to arrange all resources including Digital Signature Certificate (DSC) and

Internet connections at their own cost for participating in online tenders at https://eproc.hal-india.com.

HAL shall not be responsible for any delays whatsoever in receiving as well submitting offer (online),

including connectivity issues.

Step-3: In case you desire HAL should empanel you and consider for your product range when the

future Tenders are issued on Limited Tender basis i.e., Selected Sources you need to complete this step.

This Vendor Registration –online in HAL’s e-procurement portal is mandatory for all Limited Tenders.

We request you to complete process of e registering your firm with HAL’s e-Procurement Portal (after

getting user id and password and digital signature certificate as explained at Step-1), by logging in the

e-procurement portal and selecting e-registration option (online vendor registration) . Fill up online

and submit vendor registration form (select the category IMM) on line through HAL’s e-Procurement

portal.

The filled vendor registration form (on line) with required attachments should be submitted to HAL

TAD, KANPUR division under IMM category.
