Leading a team of seven expatriate advisers, & reducing this to one after two years, major achievements included the integration of the programme into Local Government Structures (& the dismantling of most parallel donor management &implementation systems); facilitation of a three-year district development plan, based on interlocking log frame methodologies; establishment of the District PRA team & the carrying out of the District’s first Participatory Poverty Assessment.

Main achievement was the development of a decentralised planning capability at Divisional & sub divisional levels.
