Progress Markers for System ChangeDesired System Change: Portland’s Comprehensive Plan includes goals, objectives, and measures that address health determinants and impacts to create complete communities that are equitably distributed throughout the city.
Expect to see: Initial, minimum, easier changes1 At least one objective around key social determinants of health: equity,
education, economic opportunity, social connections, active transportation, and food systems
2 Compelling justification of why these social determinants contribute to the vitality of Portlanders
Like to see: Challenging changes3 Integration of social determinants of health goals throughout the document (as
opposed to stand alone sections) 4 A description of at least two measures for each social determinant goal that will
be tracked over time Love to see: Transformational changes5 The desired system change. (This would be transformative!)
Progress Markers for Influential PlayersInfluential Player #1: City of Portland Bureau of Planning and Sustainability (BPS)
Expect to see: BPS invites members of the Healthy Portland Work Plan to….
1 Serve on planning subcommittees
2 Share knowledge/research about social determinants of health
3 Share ideas about priority social determinants of health that should be addressed
Like to see: BPS requests members of the Healthy Portland Work Plan to…
4 Help shape the Food Systems and Health & Safety Background Papers and provide feedback on drafts. BPS adopts recommendations.
5 Co-lead planning aspects of social determinants of health goals for the Portland Plan, a document that lays out the strategic approach for the Comprehensive Plan
6 Co-draft elements of the Portland Plan.
Love to see
7 BPS incorporates an Equity Framework for the Portland Plan with three integrated strategies: Education, Economic Prosperity, and Social Connections
