An Account of Geographic Concentration Patterns in Europeby

Abstract
Using entropy indices and associated bootstrap tests, we describe the distribution of economic
sectors across Western European regions over the 1975-2000 period. We decompose
geographic concentration into its within-country and between-country components. In addition,
we estimate centre-periphery gradients in sectoral location patterns and the impact of EU
membership on countries' internal geography. It is found that manufacturing has become
gradually more concentrated, although the locational bias towards central regions has become
weaker. Conversely, market services have been relocating towards centrally located regions.
EU integration appears to have strengthened countries' internal concentration trends.

Non-Technical Summary
This paper analyses patterns and trends in geographic concentration of economic activity acrosscountries and regions of Western Europe over the 1975-2000 period. Its aims are to establish stylisedfacts in this field and to serve as an informal test of the predictions of different theories of the location ofeconomic activity in the context of economic integration. The chosen time frame is particularly suited forthis purpose, given the unprecedented progress of integration among West European countries duringthat period.
The paper presents four major innovations. First, concentration of economic activity is measured byentropy indices. In economic geography, these are superior to other indicators of concentration inter aliabecause they allow the geographic decomposition of overall inequality into its between-country and itsintra-country components. It also allows a “factor decomposition” to quantify the contribution of thedifferent sectors to total concentration. The spatial distribution of economic activity is measured both as“relative concentration” (the degree to which sectors are concentrated relative to the geographicdistribution of overall activity) and “topographic concentration” (the degree of concentration of sectors interms of physical space), although the former measure is preferred. Second, bootstrap inference is usedto test the statistical significance of changes in the entropy indices. Third, the paper measures the impactof the centrality/peripherality of regions on location patterns of individual sectors, and the effect of EUaccession on intra-country locational patterns. Fourth, it uses data sets of regional (sub-national)employment and value added detailed by manufacturing, services and agriculture, as well as theirrespective sectoral breakdown.
The results confirm the prevailing view of a European manufacturing sector that is slowly becomingmore geographically concentrated, relative to the spatial spread of total employment (but not relative tophysical space). We find that this process is statistically significant. Accession to the EU has strengthenedconcentration tendencies inside the new member countries. However, manufacturing concentration wasnot biased towards centrally located regions. The tendency of manufacturing activity to locate ineconomically central European regions has been significantly reduced over our sample period, andaccession to the EU has strengthened those centrifugal location forces inside of the countries concerned.Finally, on manufacturing, we find a non-monotonic evolution of the within-country share in totalgeographic concentration, with a decrease in the 1970s and 1980s and an increase in the 1990s - a resultwhich is consistent with a recent emergence of "new economic geography"-type agglomeration forces.
Service sectors are generally less geographically concentrated than manufacturing and agriculture(using the “relative” definition of concentration). Market services have been re-locating towardseconomically central regions, and this process seems to have been reinforced by EU integration.Conversely, non-market services became increasingly located in peripheral regions, but this tendency didnot appear to be influenced by EU integration.
In short, it appears that EU accession is associated with a particular type of spatial reallocation: the intra-country concentration of manufacturing and services increased, and manufacturing relocated towards theperiphery, while market services concentrated in central regions.
