Managing, people, modes, resources is difficult.
Resource availability dictates management:• Parking shortage
• Traffic congestion
• Neighbor dispute
Other motivators: keep people happy; sustainability; and keeping up with the Jones.
Recognize different backgrounds/needs
Do not deny trends
Use existing frameworks/services
Shape behavior with resource
management.
Shape behavior with carrots and sticks

If parking is unlimited people will drive.
People drive because it is The BEST!• Point to point, no schedule, no fare, climate and
phew I don’t have to deal with other people.
Gas and parking are the only fees that
drivers are cognizant of.
If parking is free and gas is under $5 a
gallon then why wouldn’t I drive?
Scarcity of parking will lead to
transit/biking/car sharing.
Changing the price of parking can be
effective.
If you are going to play with the cost and
limit availability, there must be systems in
place to overcome mobility and
accessibility issues.
Taking the value of parking and providing
that to users to determine transportation. • A parking spot costs $100 a month.
• Users can get $100 a month for the following
options:
$100 parking
$80 transit pass (pocket the $20)
$25 into bike stuff (pocket $75)

Deny refusal distance: driving increases.
Deny short cuts and straight path: wear and tear to non pathway landscapes.
Deny multi-use path: bikes on high traffic pedestrian walkways lead to conflict.
Deny driving and parking needs: parking problems and parking in nearby residential areas irritating neighbors.
Provides a free bicycle, helmet, and bike
lock to students, faculty, and staff who
agree not to bring a motorized vehicle to
campus.

University is a gathering of people.
Every college or university has its own
context (urban, rural, excess parking,
limited parking).
Parking and community that college is
located in will determine transportation
patterns.
By limiting supply of parking you can
create transit users, pedestrians and
bicyclists – if that is the school’s interest.
Clean Air Counts

Get VOC and NOx reduction.
Transparent, self-reporting framework for
colleges and universities to gauge relative
progress toward sustainability.
Developed by AASHE (Association for the
Advancement of Sustainability in Higher
Education).
Provide a framework for understanding. sustainability in all sectors of higher education.
Enable meaningful comparisons over time and across institutions using a common set of measurements developed with broad participation from the campus sustainability community.
Create incentives for continual improvement toward sustainability.
Facilitate information sharing about higher education sustainability practices and performance.
