Referendums and Public School Funding
Part II
Local Communities have a Greater Tax Burden: Under the current funding
plan and revenue limit formula, school districts are limited in the amount that can be
taxed to local communities.
Revenue limits were introduced to Wisconsin in 1993 led by then Governor Tommy
Thompson. The purpose of these limits were to restrict the amount of revenue a school
district could raise through local property taxes and state general school aids. Until 2015
these limits have been allowed to increase with the rate of inflation. The loss of increase
per pupil growth to the rate of inflation, and other factors such as the addition of a state
funded private parochial school system has meant loss of revenue to Wisconsin public
schools.
Because revenue limits are based upon general state aids and local revenue
levying authority we have to look at how state aid is calculated for each school
district. The two most important factors in determining state aid for each school district
is:
Membership, or the number of students
Property Valuations
As shared last month our current funding formula creates disparities from district to
district around the state. Because district enrollment and property valuation are the two
most significant factors to general state aid, a district with declining enrollment, and low
property valuation means less general aid to schools. When small school districts
experience stagnant or leveled pupil enrollment (enrollment doesn’t increase or decrease)
the current funding formula still results in the loss of state aid to the district. It also
lessens the district’s local levying authority.
So, if a district is experiencing stagnant or declining enrollment, and lower
property valuation what happens? Your district has a lower revenue limit and levying
authority. This means “to keep the lights on” schools such as Cambria-Friesland go to
referendum.
As shared in last month’s newsletter, the state of Wisconsin had 40 school district
referendums on the ballot in April to exceed the revenue limit. The total cost of those
referendums was $197,165,500.
In our state’s efforts to restrict or limit local property taxes through a funding
formula created 24 years ago, the state has in the process established a system of “Have
and Have Nots”, (ie. Hudson School District successfully passes $90.4 million dollar
referendum that includes the construction of a new 3000 seat football stadium with a
synthetic turf field) while school districts such as Cambria-Friesland have referendums
just to maintain it’s current level of educational programming.
As a state we have greater discussions on the horizon. But at the end of the day
the question of what’s best for our communities children, and the future of our

Principal’s Message
Happy Spring!
The activities of fourth quarter are in full swing and the weather (may have) turned the corner. I am looking out the window at lovely daffodils in the courtyard.
Our students have been working hard on learning and have been consistently
showing what they know on their assessments. As a school our ACT score average increased by 3.5 points. That is a significant improvement and our juniors should be very proud of the preparation they did. The improvement is not due to “teaching
to the test” but continued improvement of teaching and learning among staff as well. Ms. Singer, Ms. Fude and Mr. Tramburg were instrumental in helping our students really know what to expect on test day and how to prepare. Many thanks
to Didion Milling for hosting our students. We are so fortunate to have such awesome partners in education in the Cambria-Friesland area.
Our middle school students and tenth graders have just finished the Forward Exam and we will share those results with you this summer. As educators, we all
acknowledge that there is a lot of testing. The “upside” of this is that we take the results seriously and also examine classroom achievement in planning our instruction and intervention for next year. For students who need additional
challenge, we will provide it and for students who have gaps in some areas, we will address that as well.
Our ninth and tenth graders will be taking the ASPIRE test the first week in May which is part of the “ACT Suite” and is a good assessment for determining where
high school students stand compared to national norms for Reading, Math, English (grammar), Science and Writing. Again, we will use these results to adapt our
teaching to make sure we are meeting students’ educational needs. This test is a predictor of performance on the ACT and the great thing about the results is that ACT provides clear suggestions on how a student can improve his/her performance.
As always, call with any questions or concerns you have. As my interim year here is drawing to a close, I want to thank all of you for your warm welcome to the
Cambria-Friesland community. This district is a great place to learn and to work. What a wonderful place this is for children to grow. It has been an honor getting to

School Counseling Corner
Congratulations to the juniors for working incredibly hard this year and bringing up the school ACT
average! Below is a visual of the positive data to show for their achievements:
High school students: remember to schedule college visits as well as continue to research colleges! And
sophomores, it’s not too early to start studying for the ACT next year! You can also contact Ms. Singer or use connections you have to plan a job shadow and experience a career you’re interested in for a day.
FAFSA advice, for anyone still working on theirs (from Edmentum PLATO):
o You can submit the FAFSA with estimated income tax figures and go back later to make any
necessary corrections (the IRS Data Retrieval Tool is a great resource available to ensure that tax information is entered correctly!).
o Watch out for simple errors. Pay close attention to all directions on the application, make sure
that you’re differentiating between questions asking for parent versus student information, understand definitions of the terms the FAFSA uses, and double-check your data entry on basic information like names, social security numbers, and tax figures. Also, before starting the application, be sure to register for an FSA ID, which may take up to three days to process before it can be used to sign a completed FAFSA form. Without this signature, the form won’t be processed.
o Save smartly. Make sure that college savings accounts are either in your name or in your child’s
name in a dedicated 529 college savings plan.
o Know what NOT to mention. If you are a homeowner, your primary home does not need to be
declared (secondary homes or real-estate investments, however, are assessed), and you also are not required to include vehicles, boats, or household possessions like furniture. The FAFSA does not ask about insurance or retirement accounts like 401(k) or IRA plans.

TRAILWAYS CONFERENCE ACADEMIC HONORS BANQUET NORTHERN DIVISION
Trailways Conference valedictorians and salutatorians and their significant educators were honored on April 19th at the Beaver Dam Country Club. The
students attended with their parents and were introduced by their school principal. The
Cambria-Friesland valedictorian is Adrian Johnson and his
significant educator is Mr. Justin Steger. Our salutatorian is Jacob Keip and his significant
educator is Mrs. Kim Loeper. There are ten schools in the Northern Division and it was
wonderful to meet such inspiring young people!
As you know, research shows that having one significant adult in school makes all the difference in goal achievement and learning. Our students are so lucky to have
a school of them! Congratulations to our scholars, educators and to their families!
Presentation of Mr. Steger by Adrian:
“My name is Adrian Johnson from Cambria-Friesland High School and I have the great privilege to honor a teacher with a significant educator award. Although it was a tough decision, I decided to select a teacher who I thought was extremely
involved, down to earth, and outstanding at the job he does every day. I chose Mr. Steger, my high school math teacher, because he is dedicated to making sure all of
his students (including myself) understand every lesson and homework assignment we are assigned, even if this means putting in extra time after school to assist students. He makes every class both educational and entertaining at the same
time. I have found that he is not only willing to go in depth about the subject he teaches, but is also willing to offer advice to students about their future plans. He has helped guide me in making the decision on which college to attend and the
majors I wish to pursue. I am forever grateful for his continued encouragement and knowledge he has offered me both inside and outside the classroom. So, personally,
Mr. Steger, thank you for all your patience, determination and life lessons you have given me”.
Presentation of Mrs. Loeper by Jacob: “Mrs. Loeper is one of those teachers who just makes learning easier. It is even
harder to find one of those teachers that can make a challenging, difficult course like physics easier. Thanks to Mrs. Loeper’s help and guidance, I will be able to pursue a career in space exploration technology.
Wuerch Receives Kohl Initiative Scholarship
Cambria-Friesland senior Kayla Wuerch, daughter of
Roger & Marie Wuerch, was one of 18 students who
received a prestigious Kohl Initiative Scholarship at
an afternoon banquet on Saturday, April 16th, held at
the Kimberly High School. Kayla will be attending
the University of Baraboo in the fall.
Kayla, like the other Kohl Initiative Scholarship
winners, was awarded this $5000 scholarship
because she demonstrates a high level of motivation
to achieve and has shown strong promise for
achieving success in college and beyond.
Well done Kayla! Thank you for how you’ve represented our school community! Best
wishes as you begin your post-secondary educational career!
CF Speakers Excel at State Meet
On Friday, April 15th, the CFHS forensic team competed at the WHSFA State Meet at
the UW- Madison. CF had 11 entries and 16 students that had qualified for the state
meet. The team came away with four perfect scores of 25 out of a possible 25, and 7
students received gold medals including: Madeline Tamminga, Madison Quade, Emma
Grahn, and Dana DeYoung in Group Interpretive Reading. Adrian Johnson also received
a gold medal in Moments in History. Madelyn Smith scored a gold in Radio Speaking,
and Rachael Leystra came away with a gold in Poetry Reading. Receiving silver medals
with scores of 24 out of 25 were McKenna Murphy, Devon DeYoung, and Delaney Agnew
in Group Interpretive Reading and Maverick Guenther in Oratory. Also earning silver
medals with scores of 23 out of 25 were Bailey Szytz in Special Occasion speech, Chloe
DeYoung in Prose Reading, and Samuel Johnson in 4 Minute speech. Receiving bronze
medals were Faune Fisher in Farrago and Greta Albrecht in Poetry Reading. The team
will be recognized for their accomplishments at the Academic Banquet in May. The five
seniors of Dana DeYoung, Emma Grahn, Adrian Johnson, Madison Quade, and Madeline
Tamminga will be hard to replace as they all earned conference championships beginning
in sixth grade in six out of the last seven years. In addition, they all earned perfect scores
of 25 out of 25 at the state meet three out of four years. They have set the bar high for
future forensic speakers, but Mr. Quade and Mrs. Wendt are confident that the tradition
of excellence that these seniors have established will be met by several of the
underclassmen in the upcoming years!
Middle School Grandparents/Special Friend Day
is Friday, May 6, 2016 at 12:15 p.m.
Entertainment will be provided by the band and choir.
The High School Awards Banquet is being held on Wednesday, May 18, 2016 at 6:00 p.m.
in the Farmers & Merchants Union Bank Auditorium. A light dinner will be served. All
family and community members are invited and encouraged to attend.
Scholarships and high school awards, including forensics, high honor roll, perfect
attendance, and play participation will be presented after the light dinner.
Please join us in honoring our students.
Summer School Spots Still Available!
There are many spots still available in classes to be offered during Summer School 2016
here at Cambria-Friesland Schools. A course description booklet and registration form is
available on-line on the District’s website. Or, please call 920-348-5135 and we would be
happy to send registration materials home with your child. Our summer school classes
offer a variety of learning experiences and activities not readily available during the
school year. Don’t let your child miss out on these fun and engaging learning
opportunities.
Note: Hunter Safety Education will be offered at the Cambria-Friesland School District
this summer. Please plan accordingly if you need to have this certificate for a Hunting

Local Author Visited CF Elementary
Thursday, April 14th local children’s
author Hilary Neesam visited with
students in grades PreK-5 to share
her book Just Be You: a Children’s
Book for Everyone, a fun colorful book
that opened the door for discussion
on self-esteem and individuality.
Students asked great questions and
Hilary thoughtfully answered about
how she became an author, about the
writing/publishing process, and fun
facts about herself. Students created
a birds nest crown that celebrated

Jump Rope For Heart Assembly
Come join us May 6th for a celebration to cure heart
disease. At 2:00 p.m. in the elementary gym, we are having an
assembly for all the hard work elementary students have done
raising money for the American Heart Association. The Jump
Rope/Hoops for Heart Assembly will take place in the elementary
gym. Come join us as we celebrate healthy hearts and watch Mr.
Buechel get duct taped and pied.
Elementary Track and Field Day
Elementary Track and Field Day will be Wednesday, May 18th
on the baseball field. The 3rd through 5th grade events will
take place from 9:30 a.m. to 11:30 a.m. The kindergarten
through 2nd grade student events will take place from 12:30
p.m. through 2:30 p.m. If there is rain that day, track and
field will be rescheduled for Friday, May 20th with the same
scheduled times. Come out to cheer us on.
Middle School and High School students will have regular classes unless excused by
Mr. Buechel to help with events.
Elementary 1 Mile Walk/Run
On Monday, May 23rd, students in kindergarten
through 5th grade will be participating in our
walk/run from 1:30 p.m. to 3:00 p.m. We will be
working on our pacing skills and traveling around
the school ground. Our goal is to see if we can jog
the entire mile. Good Luck!!

Middle School/High School Football Players
The following is important information for middle school and high school athletes
intending to play football.
There are 2 summer school classes high school athletes should enroll in;
1.) " Fitness and Conditioning" open to high school and middle school students
2.) " Football Fundamentals" open to high school students only
"Fitness and Conditioning" runs Monday thru Friday from June 7th to July 29th. There
are two sessions each day; 6:30 a.m. to 8:00 a.m. and 6:30 p.m. to 8:00 p.m. Students
only attend one session per day.
To start things off this summer, there will be a "Conditioning Refresher Seminar" on
Monday evening, June 6th, at 6:30 p.m. hosted by Jeff Raymond, All State lineman,
University of Minnesota-Mankato defensive lineman, and American Bowl participant.
"Football Fundamentals" runs from 3:00 p.m. to 7:30 p.m. on July 6th, 8th, 19th, 20th, and
21st. These are the five days/dates the WIAA allows coaches to install the offense and
defense for the upcoming season. These days have become increasingly important as
there are only 9 days of practice at the start of the football season before the first contest.
There are currently three former college players scheduled to come in and work with the
team.
Forms and information to enroll in these summer classes are available in the high school
office.
The Cambria-Friesland School District is sponsoring sports physicals at the school on
May 11th. This is a great opportunity to take care of getting your physical in a timely
manner before next school year. If you are not sure if you need a physical for next school
year, please check with the school office.

critical safety net for those having a hard time paying or catching up on winter's
high heating and electric costs. If you qualify, you could be eligible for a onetime
per heating season grant to assist with your heat and electric bill. Please reference the income guidelines on the enclosed flyer to see if you may
qualify. Please note that you do not need to be behind on your bill or have a
disconnection notice from your utility company in order to qualify. The
amount of money you save by applying may go towards other household
expenses you may have. Also, you can qualify if your heat and electricity are
included in your r e n t , unless you reside in government subsidized housing
