CAREER HIGHLIGHTSDavid Morgan has over 35 years of experience in the petrochemical and refiningindustry as a consultant. With a career spanning over 20 years at LubrizolCorporation, Enterprise Products, and Millennium Petrochemicals, David gained asolid grounding in maintenance, operations, and process engineering. Along withhis expertise in directing the development and successful execution of over 17plant turnarounds, he is also a recognized expert in the development, application,and implementation of policies and safe work practices established to meet OSHAPSM requirements. David’s background also includes significant knowledge relatedto contractor management to support plant maintenance, turnaround activities andcapital project execution, as well as managing the terms and conditions of thecontracts.

As a consultant since 2001, David has led or participated in numerous RAMprograms for the refining and petrochemical industries for clients in over 17countries. He has expertise in managing and developing organizations tocoordinate turnarounds, effect maintenance improvement programs, executecapital projects, and institute safe work practices and relevant governmentregulations, such as the OSHA PSM standard. Since joining Baker & O’Brien, Davidhas performed several refinery and energy-related due diligence studies, as well asproviding expert testimony and developing expert reports related to incidentinvestigations, work place accidents, personnel injuries, business disruptions, andinsurance-related disputes.

David is a Certified Fire and Explosion Investigator for the National Association ofFire Investigators, International (NAFI).
