With a career spanning over 20 years at Lubrizol Corporation, Enterprise Products, and Millennium Petrochemicals, David gained a solid grounding in maintenance, operations, and process engineering. Along with his expertise in directing the development and successful execution of over 17 plant turnarounds, he is also a recognized expert in the development, application, and implementation of policies and safe work practices established to meet OSHA PSM requirements. David’s background also includes significant knowledge related to contractor management to support plant maintenance, turnaround activities and capital project execution, as well as managing the terms and conditions of the contracts. As a consultant since 2001, David has led or participated in numerous RAM programs for the refining and petrochemical industries for clients in over 17 countries. He has expertise in managing and developing organizations to coordinate turnarounds, effect maintenance improvement programs, execute capital projects, and institute safe work practices and relevant government regulations, such as the OSHA PSM standard. Since joining Baker & O’Brien, David has performed several refinery and energy-related due diligence studies, as well as providing expert testimony and developing expert reports related to incident investigations, work place accidents, personnel injuries, business disruptions, and insurance-related disputes. David is a Certified Fire and Explosion Investigator for the National Association of Fire Investigators, International (NAFI).
