TRANSCRIPT
We are #CsatVictims because introduction of CSAT(civil service aptitude test) conducted by UPSC in civil service examination for selection of candidates in IAS, IPS, IFS, IRS etc. Lakhs of candidates belonging “Hindi mediums rural, underprivileged and also belonging to Eighth Schedule languages” lost their precious attempts due to frequent and abrupt changes made by UPSC between 2011 -2015.
In Past 1979 & 1992, three fresh attempts (1979) and one Fresh attempt with 5yrs age relaxation
(1992) was provided, when major changes took place in exam pattern and syllabus.
Recently in 2017 & 2018 Uttar Pradesh Government and Odisha Government has “granted
compensatory attempts” due to changes introduced in state public service exam due to CSAT.
By these notifications many news students from across India has joined hands to seek justice from
central government.
Our Movement started from September 2015 and spilled over to 2016,
In, January 2017 movement for compensatory attempts started again at Parliament street and
candle march from Batra Cinema took place with help of ABP, but notification in 2017 could not do
justice to us.
In July 2017 also protest march took place, People gathered for compensatory attempts again at
Parliament. Congress MP Oscar Fernandes supported directly this protest. NSUI also helped in this
protest.
In July 2018 (26th - 28th) we had protest at Parliament Street Patel Chowk during monsoon session.
We have done a petition campaign to PMO from 13th August 2018 which is still going on, we have
records of ~1300 posts sent to PMO within 23 days.
We had Candle March on 26th August at INDIA GATE for attempts. We also had four candle marches
on 9th
September at Delhi, Allahabad, Patna, Jaipur.
On 23rd
September we had peaceful demonstrations for compensatory Attempts at Jantar Mantar.
Later we all went to 11, Akbar Road, Amit Shahji residence to get a chance for small meet with him
on our issue. We sat there for nearly two hours before we were detained.
Our demand is COMPENSATORY ATTEMPTS for all irrespective of age or category from CSE 2019, for
all 2011-2015 UPSC aspirants.

Q1. What is your exact grievance?
Civil Services Exam takes 14 months preparation; its cycle lasts 14 months from notification to final result.
So, at least 12 months prior intimation by UPSC or DoPT should be given about changes.
Abrupt changes in Exam Pattern and Syllabus were implemented without prior intimation for 2011, 2013, 2015 exams.
It made us tools of experimentalism.
Q2. Is there a legal Precedence of your
demand?
Yes, In 1979 CSE notification, UPSC Chairman A.F. Kidwai himself signed the note of changes in notification (page 1 of 1979 notification). Constitutional Authority signing legal document/order (in this case notification) sets a legal precedence; while no High Court or Supreme Court order has reversed this legal precedence till today.
Q3. How has CSAT affected
you? Prelims is a screening test before mains, motive of Prelims is to
provide level-playing field to all candidates of diverse socio-economic background and faculties pan-India. (mentioned in 1979 notification which introduced Prelims in Civil Services exam)
By introducing CSAT in 2011 and then making CSAT qualifying in 2015 has failed to provide level playing field in this exam which is attempted by all students across length and breadth of our multi linguistic country.
We need to add that number of candidates of urban English medium with Technical Background increased due to CSAT, representation of rural, small town, Eighth Schedule Language Aspirants decreased drastically to nearly 20% (average of 2011-15) from 45% (average of 2007-2010) while they constitute 83% of total population.
Q4. CSAT is now qualifying, so
problem solved?
No, it furthered discriminated candidates by:
1. Responsibility of clearing Prelims just came on Paper 1 (200 marks), which has become luck based due to ambiguous
generalization of Questions and lack of definite single source of answer is which must in MCQ type questions with negative marking.
2. Bias and Skewed nature of Paper-II was in favour of Technical background candidates while other (Rural, non-English, non – Professional, humanities background) suffered disadvantaged between 2011-2014, jeopardized the level playing field which is necessary in CSE exam.
3. Making CSAT qualifying in 2015, has also been biased decision with Technical background candidates since changes made just before 3 months of prelims exams without prior official intimation.
Q5. Are other regional languages
people also affected?
The preliminary examinations are available only in English and
Hindi.
Prelims pattern is still doing discrimination, adding woes to
regional language students and rural background also
Q6. Government already gave two
attempts and age increase to 32 years,
why you are demanding more?
The age increase (in 2014) is not maximum increase till dated. In 1992 UPSC gave one fresh attempt and increased 5 years age relaxation which increased maximum age to 33 for general category. This was done when only Essay paperwas added to Mains exams
The two attempts given from 2014 can compensate Mains Exam changes. But Main Exam is the second stage in Civil Services Examination.
When in 1979 Prelims were introduced with both papers (Paper1 and Paper 2) total was counted as merit for Mains exam – Three
fresh attempts were given to all the candidates irrespective of age or category by UPSC itself.
So, when Changes in Prelims implemented in 2011, attempts should have been given in 2012 itself which were not provided,
Also DoPT in parliament agreed that CSAT 2011-2014 was discriminatory to Eighth Schedule Language Aspirants, and so made qualifying.
Thus genuine attempts of students from all categories for equality in screening test as Prelims exam for selection in Mains exams lost.
While, in 2015 only those aspirants who had their final attempt in 2011 were compensated. BUT WHAT about candidates of 2012, 2013, 2014, 2015? They also need equal compensation.
Q7. Giving attempts now will set bad
example for future, isn’t it? Undoing wrongs of past is never bad example for future. Our demand of compensatory Attempts to all irrespective of age and category is temporary, i.e. CSE 2019 onwards. Moreover India’s current population (demography) is 65% below the age of 35 years. So, it cannot be bad example, but a wise decision according to demographic needs of nation. Moreover, Selection of candidates is through Merit; nor government neither UPSC shall lose anything by giving chance to huge population to compete through compensatory attempts. Healthy, equal competition is beneficial to nation’s future.
