Background

• The section of New Street from Martha Street to

Cumberland Avenue is scheduled for Resurfacing and

Regional Servicing Work in 2016/2017.

• New Street is identified in our Cycling Master Plan as a

road with future on-road bike lanes.

AS TENDERED OPTION

In 2014, Staff presented this as the

recommended option for New Street (Martha Street to Guelph Line)

AS TENDERED OPTION

New Street (Guelph Line to Cumberland Avenue)

• Westbound direction – on-road bike lane

• Eastbound direction – sharrows

• Existing lane configuration remains

• Estimated Additional Cost due to cycling facilities = $0 as this is the

current planned construction

Burlington City Council, at it’s meeting of February 29, 2016,

approved the following staff direction:

‘Direct the Director of Capital Works to report back to the

Development and Infrastructure Committee on March

22 regarding enhanced cycling infrastructure options

on New Street as discussed at the meeting on

February 17, 2016 including separated cycle lanes,

cycling tracks, use of the boulevard, and widening the

road.’

SINCE THEN…

• The City of Burlington staff reviewed this section

of New Street (Martha Street to Cumberland

Avenue) to determine whether enhanced cycling

infrastructure is possible as part of this already

tendered project.

• 3 options along with cost estimates have been

developed…

NEW CYCLING OPTIONS

Option: 1 - On road cycle lanes, both directions

Roadway

(Includes gutter): 11.3m (0.8m widening, south side)

Configuration

(N to S, Includes gutter): 1.3BL , 3.0W , 2.7T , 3.0E , 1.3BL

BT - off road Bicycle Track, S-Separation, W-Westbound Lane, T-Turn Lane, E - Eastbound Lane, BL - on road Bicycle Lane

Risk: Gas main on south side may be a conflict with a portion of the widening – relocation cost estimated to be $100,000 and may cause significant

project delays.

Estimated additional cost to construct this option - Martha to Guelph - $1,250,000 (excluding gas costs noted above)

Option: 1 - On road cycle lanes, both directions

Estimated additional cost to construct Option 1 - Guelph to Cumberland - $550,000

EXAMPLE OF OPTION 1

Option: 2 – Road Diet, on road cycle lanes with removal of the turn lane

(Including gutter): 10.5m (existing road width)

(N to S, Includes gutter): 1.5BL , 0.5S , 3.25W , 3.25E , 0.5S , 1.5BL

BT - off road Bicycle Track, S-Separation, W-Westbound Lane, T-Turn Lane, E - Eastbound Lane, BL - on road Bicycle Lane

This option would be “evaluated” during 2016 and confirmed prior to placement of top layer of asphalt in 2017.

Estimated additional cost to evaluation and final configuration - Martha to Guelph -$75,000

If evaluation deems this option to fail:

Roadway is configured as per Council Approval ( west bound bicycle lane, east bound sharrowed lane – Estimated additional cost $0

OR Cycle track is installed on south side in conjunction with above configuration – Estimated additional cost $650,000

Option: 2 – Road Diet, on road cycle lanes with removal of the lanes
