• Governments and P4P are strategic partners.

• P4P complements National Policies• P4P is linked with-used as a tool to implement

National Strategies (i.e. Uganda and Rwanda) • P4P puts a focus on the small holder agriculture to

existing national opportunities (Tanzania SGR)• Strategies range from partial subsides to fully

commercialization

• Partnerships are formalizing through MoUs• Different level of partnerships among countries and

implication on implementation (extension)

What worked well…

• Capacity building• Institutional level• Partners/SHFs• Infrastructure (warehouses, equipment, roads, etc.)

Emphasis is not the total MT procured

• Quality market promoted

• Enhance partnerships along value chain

• P4P has been directly linked to National Reserves

• Institutional Coordination within the governments(farmers mapping & SONAGESS)

• Coordination between Rome based agencies (WFP-FAO-IFAD)

• Limited access to credit (i.e high interest rates)

• Limited basic infrastructures (storage facilities, post-harvest equipment, roads, etc.)

• Private sector involvement in markets • Premium for quality• Competition Vs. partner

Way Forward…

• Opportunity for enhance collaboration between WFP-FAO-IFAD in pro small holder agriculture• Government taking leadership

• Clarify the link of P4P-like initiatives with National Safety Net Programmes • Investing on small holder agriculture contributes to

promote Home Grown National School Feeding programs as safety net

• Enhance partnership with the private sector for sustainability and increased efficiency along value chains

• Emphasis on gender mainstreaming

• Promote user-friendly National Procurement Regulation that improve small holder engagement
