M I N U T E S The Regular Meeting of the Board of Education of the Alvord Unified School
District was called to order at 5:00 p.m. by President Perez, in the Board Room
of the District Office.
A quorum was established with the following Board Members in attendance:
Present: Mr. José Luis Pérez, President
Mr. Art Kaspereen, Jr., Vice President
Mr. Greg Kraft, Clerk
Mr. Ben Johnson II, Member

Absent: Mrs. Carolyn M. Wilson, Member
Hearing Session: President Pérez extended an invitation to the audience to
present matters of concern related to Closed Session items.
Mike Palo, La Sierra High School Coach, distributed a letter from
Juan and Eulalia Ramirez related to concerns about baseballs
entering their backyard where children and pets play. Mr. Palo
suggested a retaining fence on La Sierra High School’s property next
to the Ramirez’ fence. Mr. Palo also expressed concerns related to
field maintenance and requested assistance with the sprinklers.
Eulalia Ramirez, La Sierra High School Neighbor, stated that she has
been in contact with Mr. Calderon regarding the baseballs that come
over her backyard fence; however, nothing has been done to resolve
the problem yet. Mrs. Ramirez stated that during the weekend 5
baseballs entered her yard and she is concerned that her children and
her parents will be hurt.
Greg Kraft expressed concerns about liability.
Dr. Ferguson stated that administration is currently looking into
possible solutions. Dr. Ferguson will call a group together to work
out a solution.
Mr. Pérez stated that the District needs to do the best we can to
rectify this situation. Mr. Pérez requested that staff include the coach
and parents in discussions and the solution.
The Board adjourned to Closed Session at 5:18 p.m. and reconvened to Open
Session at 7:05 p.m. in the Board Room of the District Office.
The Pledge of Allegiance to the Flag of the United States of America was
recited by those in attendance.

3. Approve Minutes: Mr. Pérez notified staff and the audience that the
recording system went down during the November 1, 2012, Board
Meeting making it necessary for Mr. Pérez, Mr. Calderon and Mrs. Cobb
to recreate Mr. Pérez’ comments. Mr. Pérez requested that everyone
review the comments and if there is something missing, please let Mrs.
Cobb know.
Following discussion, the Board approved the Minutes of the Regular
Board Meeting of November 1, 2012, upon a motion made by Greg Kraft
and seconded by Ben Johnson.
The vote was: Ayes – 3 Noes – 0 Absent – 2 (Wilson, Johnson)

5. Superintendent’s Report: Dr. Ferguson provided a brief report on the
following:
Completion Counts – Community Conversation: The Community
Conversation was held at Hillcrest High School on Tuesday,
November 13th and was well attended by Board Members, Cynthia
Woods and her team and more that 80 community members who
were divided into small groups to solicit ideas that will help the
District as we raise expectations over the next two to five years.
There was a nice article in The Press-Enterprise today.
School Site Visits: After tomorrow, Dr. Ferguson will have visited 5
school sites this week to speak with staff. The visits are going very
well and they have provided an opportunity to thank staff for their
hard work and dedication during these difficult economic times. Dr.
Ferguson has enjoyed interacting with certificated and classified
staff.
Alvord High School Annual Thanksgiving Feast: Dr. Ferguson and
Mr. Kaspereen attended Alvord High School’s Annual
Thanksgiving Feast today and they were well fed. It was nice to see
the students engaged, eager to serve staff and guests and enjoying
the festivities.
546. MINUTES MSC. 135 PRESENTATION Superintendent’s Report

Hearing Session: President Pérez extended an invitation to the audience to
present matters of concern to the Board. The following individuals came
forward:
Kelly Rogers, Child Nutrition Services (CNS), distributed a letter
and petition requesting that the Board look into the selection
process for the Child Nutrition Services Director position before
they approve the position. Ms. Rogers stated that CNS staff
support Karen Ziegler for the Director position due to her years
of experience and expertise.
Lisa Towery, CSEA Labor Relations Representative, provided
details related to CSEA’s role in getting Proposition 30 passed
and stated that she is proud of CSEA and their accomplishment.
Jessica Swanson, Norte Vista High School Vocal Music Teacher,
displayed trophies from a recent competition in Rialto and stated
that she is privileged and honored to be her students’ teacher.
Ms. Swanson distributed information related to Los Angeles
Unified School Board unanimously approving a measure that will
make arts education a core subject prohibiting further cuts to the
arts and ultimately restoring money to the arts programs.
The following individuals came forward to highlight their years of service and
their dedication to the students of La Sierra High School as Special Education
Assistants, the benefits of the Workability Program for special needs students, to
express concerns about the decision not to provide classified substitutes for
Special Education Assistants and to express appreciation for the services Special
Education Assistants provide:

Discussion/Information Items:
20. Discuss and Review Blacktop Repair at School Sites:
Mr. Calderon reviewed the plans and process for resurfacing the
blacktop areas at Collett and McAuliffe elementary schools. Mr.
Calderon stated that the Risk Manager went out and assessed the
situation at both sites and it was determined that they both needed to
have resurfacing done.
Mr. Pérez would rather see the District focus on prevention rather than
taking action to correct, especially when children get hurt. Mr. Pérez
requested that staff do site visits from time to time and review safety.
Mr. Pérez stated that staff has been made to feel that they cannot come
forward with these types of concerns because they have been told there
are no funds available. Our people need to know that they can come
forward regardless of the financial situation. Mr. Pérez stated that the
emphasis for repairs should be on the principal who should be walking
their site with their custodian.

Controller, presented the Contingency Plan for the 2012-2013 Budget,
clarified information and answered questions.
Mr. Kaspereen stated that the Governor indicated that some cash
deferrals would be restored and asked if there is any estimate on that
amount yet.
Mr. Hinshaw has not received that information yet.
Lisa Towery, CSEA Labor Relations Representative, cautioned the
District on listening to School Services.
Leigh Hawkinson, President of AEA, distributed an article related to
Los Angeles Unified School District restoring the full school year. Ms.
Hawkinson stated that she is frustrated and angry that the counselor and
nurse positions are still frozen and that she received a written promise in
an email that these positions would be restored. Ms. Hawkinson stated
that her employees have given more for a longer period of time and have
never been fully restored and she intends to see that they are fully
restored. Ms. Hawkinson stated that she is angry because she trusted the
assurances that she was given and now she is being told we need to wait.
Ms. Hawkinson sent out an email the morning after the election and
never received a response. She is concerned because the decisions that
have been made have far reaching consequences such as schools that are
filthy and in disrepair and there safety concerns with no substitutes
provided for Special Education Assistants and Campus Supervisors. Ms.
Hawkinson stated that the District needs to do the right thing.
Mr. Pérez and Mr. Kraft requested that Ms. Hawkinson share the
email reflecting that she was given assurances with the Board and
administrators.
22. Financial Report: The Child Nutrition Services Report for September
2012 was received.

Carolyn M. Wilson ~ Absent
Greg Kraft ~ Mr. Kraft stated that his thoughts and prayers are with Carolyn and
Ben. Mr. Kraft stated that the election surprised him because he thought for sure
that Proposition 30 would fail and he is also amazed and pleased that Measure
W passed, especially in a county that votes against all taxes; however, this
shows how much support there is out there for this District. There was some
opposition out there, yet the voters stepped up to support the District. Mr. Kraft
wished that Mr. Pérez would have won and expressed sorrow for his loss.

Art Kaspereen, Jr. ~ Mr. Kaspereen stated that our prayers are with Carolyn and
Ben. Mr. Kaspereen wants to see some drastic changes in the way that funding
comes to districts from the State. Mr. Kaspereen stated that when he was a
counselor at Alvord High School they were on the list for construction and
wondered when they will actually start construction. Mr. Kaspereen referred to
Ms. Hawkinson’s comments about the condition of our schools and stated that
he has noticed the same things; however, our staff can only do so much so we
need to restore staff, including the counselor and nurse positions. Mr. Kaspereen
continues to be concerned about split assignments for counselors and knows first
hand how hard and counterproductive a split assignment is. Mr. Kaspereen had
lunch with a staff member who now has to rent out their home due to the salary
cuts and additional cost for their benefits. Mr. Kaspereen stressed that the Board
wants to do the right thing and requested that everyone be patient.
Ben Johnson ~ Absent.
Nicolas Ferguson ~ Dr. Ferguson thanked everyone that supported Proposition
30 and Measure W.
José Luis Pérez ~ “I too appreciate the elections outcome. I was somewhat
surprised, but not that surprised that Measure W won. I feel that the community
is understanding and believes in our District. We need to look at restoration.
When we are on hard times, we look at districts that surround us and say they
are making cuts, so we can make cuts too, so we can look around at the
surrounding districts and see that they are restoring, so we need to restore too. I
want staff to really consider the situation and I know that staff is keeping the
state of the District in their minds, but incorporate into the state of the District,
the state of our people. I know that staff is not doing anything on purpose to hurt
anyone, but there is some flexibility where we don’t expect it to be. We need to
really look hard and if we don’t know how to do it, then let’s look at the other
districts and see how they are doing it. I am conservative too and I look at the
future but sometimes you’ve got to look at the present before you can get to the
future. I ask all of us to work hard and really put the numbers to the papers and
go all out to do the right thing. On Measure W once again I am very pleased
that it passed. It shows the respect that the community has for the District,
everyone in the District, not just one particular group. It takes all of us to make
the District run and run right. Sometimes we are not the smoothest in the whole
area, but all of us have the best interest of the District and the children in our
heart. We may not operate as fast sometimes as you want us to and we may not
be as efficient as you want us to be sometimes, but I think we need to be taking
another look at what we’re doing and see how we can best serve everyone as
well as we can. I want to emphasize too that it is very important to me and to
this Board that whenever there is an opportunity for a promotion, we need to
look at our people and before the promotion gets here we need to work with our
people to make sure that they are qualified to do the job. You can hire
knowledgeable people, but the heart you cannot buy. We have people here with
a good heart. No one puts 15 years into the District and thinks they are going to
do better somewhere else and decide to move the next day because they are
vested in this District and we should be vested in them, so together we need to

make the best District we can and all of us need to participate and remain
together. Without all of us working together we cannot get where we need to be.
Where we find things that we can do better, we need to broadcast that. I also
recognize that administration takes a lot of heat, but that is because you can
withstand it. I hope to decrease the amount of pressure that you feel and
wherever I can I will do that. I will still have to really look at the numbers and I
am sure the Board is more than willing to work as hard as we can to understand
and to offer suggestions as to how we can best solve our situation. I can tell you
I don’t like our people being compensated as well as surrounding districts. I
think we need to do as good a job as we can. I keep going around the same
subject because I cannot say that we’re not doing a good job, but obviously staff
telling us stories that is not apparent to us. Have a good evening and let’s have
a better year.”
