ROLL CALL The School Board meeting was called to order by Board President Leila Maude at 7:00 p.m. The meeting was held in Room 170-172 in the Board of Education wing of the High School. Ms. Maude noted that all Board members were present (William Natbony, Nina Cannon, Pam Fuehrer, Christopher Morin, Arthur Rublin, and Scott Silberfein). Also present were: Dr. Thomas Hagerman, Superintendent of Schools Andrew Patrick, Assistant Superintendent for Human Resources and Leadership Development Lynne Shain, Assistant Superintendent for Curriculum, Assessment, and Instruction Stuart Mattey, Assistant Superintendent for Business and Facilities Eric Rauschenbach, Director of Special Education and Student Services Jerry Crisci, Director of Instructional Technology and Innovation Rachel Moseley, Director of Information Technology and Chief Information Officer Ray Pappalardi, Director of Physical Education, Health, and Athletics Victoria Presser, Public Information Officer Honore Adams, District Clerk STATEMENTS, COMMENTS, AND PRESENTATIONS Board President: Ms. Maude welcomed everyone to the second Board meeting of the school year. She explained that the format of the second meeting of each month would model last year’s Wednesday morning meetings and focus on the portfolio updates of the 2015-18 Transition Plan. Superintendent: Dr. Hagerman reviewed the new meeting format and thanked his Cabinet for their work on the Transition Plan. He congratulated the Scarsdale Varsity Football team, the Raiders, for their victory over White Plains in Friday night’s Homecoming game and noted that the game was well attended and was a great night for the community.

(Attachment #4) (Consent Agenda) (Moved by Mr. Silberfein, seconded by Mr. Rublin) ADMINISTRATION AND BOARD PORTFOLIO Dr. Hagerman introduced the Transition Plan - Portfolio Update Reports, presented by Cabinet members. Communication, Community Involvement, and Political Outreach: Dr. Hagerman, in collaboration with Mr. Rublin, Mr. Morin, and Ms. Fuehrer, Board members, gave a report on several key communications related to the opening of school:
Cabinet has made a commitment to use Twitter this year, especially to highlight interactions with students and visits to our schools. These tweets, along with those from around the District, can be seen on the new tag board, which can be accessed by clicking the Twitter logo on the District’s main webpage.
The first edition of the ‘Dale Dispatch for the 2016-17 school year, was released last week. It
features articles from each Cabinet Member, along with the addition of photos of the administrators, so that the community could connect job responsibilities and associated articles with faces. The Back to School issue of Insight will also be arriving in community mailboxes in the next few weeks..
Other communications concerning District-wide facilities projects are being developed,
including an informational e-spark page, webpage improvements, and regular email updates via Constant Contact,, all with the aim of clarifying information and getting it out to the community in a timely manner.
On the political advocacy front, the NYSSBA proposed bylaw amendments and resolutions
were reviewed and discussed by the Portfolio group, and will be reviewed by the full Board later in the meeting; the Board will be asked to take formal action on Oct. 17th, in order to provide Board Member Chris Morin direction for voting, prior to the NYSSBA convention on October 29th.
Cabinet Members have been asked to identify up to 20 policies for the annual policy review,
and will be presenting these to the Board for review, and eventual adoption. Curriculum, Assessment, and Instruction: Ms. Shain, in collaboration with Mr. Silberfein, Board member, presented an update on the work that is continuing on curriculum consistency and student assessments. She noted that there are links in the curriculum portion of the Transition Plan to reports that were published as the work was completed. Ms.

Successfully engaging in collective bargaining Additionally, Mr. Patrick reported that they will be reviewing the APPR State requirements this year. He also gave an update on the successful implementation of new technologies in the Human Resources Dept, such as: AESOP, My Learning Plan, and Appli-track and explained how each program will aid in the annual routines and workflow of the Human Resources Dept. Technology Portfolio: Mr. Crisci, Director of Instructional Technology, Ms. Moseley, Director of Informational Technology, in collaboration with Mr. Morin, Board member, presented an update on the completed work, upcoming projects and focus areas in technology. Ms. Moseley reported on the following work: The Technical Services team was occupied this summer with the work entailed in purchasing 2,500 pieces of equipment that needed to be unpacked, inventoried, configured, registered, and installed. The Technical Services team used time in the summer to repair equipment, complete maintenance on servers, and clone devices. The Network team performed maintenance on servers and over 2,000 computers in all seven buildings. In addition, they successfully implemented a new high capacity internet filter in anticipation of the increased bandwidth needs of students and teachers, and made excellent progress on the server replacement project. The work of the Information Technology team led to a smooth opening of school. Apart from the work of updating databases, maintaining user accounts, and finalizing State reporting, the Data Services team supported the Scarsdale Teachers Institute, Human Resources, and the Curriculum office in the implementation of the My Learning Plan system. My Learning Plan will automate the approval process and tracking of professional development. The team was also successful in the implementation and enhancements of the Active Directory (central user management system), Online Student Registration, and SMARTS (finance and personnel system). Mr. Crisci remarked on the smooth opening of school and thanked Ms. Moseley and her team for their work. He reported that the District’s new Technology Plan, which the Board approved last spring, was approved by both the BOCES Regional Information Center and the New York State Education Department. Mr. Crisci reported on the work on the K-12 STEAM initiative. The first draft of the K-12 STEAM curriculum sequence has been posted on the District’s website. It describes new and existing course offerings, including new courses that launched this year at the High School. The District has expanded its social media presence with the creation of Tagboards for each school, as well as the District. In Center for Innovation activities, innovation grant applications are being reviewed, and the first CFI speaker for this year, Dr. Renee Hobbs, a leading expert on media and digital literacy, is scheduled for October 18.

5.2.1. CERTIFIED STAFF The Board of Education has established a set of goals outlined in their Hiring Principles policy (9000.1). Included in this policy are the following goals:
To develop and implement those strategies and procedures for personnel recruitment, screening, vetting and selection which will result in employing the best available candidates i.e., those with highest capabilities, strongest commitment to quality education, and greatest probability of effectively implementing the District’s learning program
To provide an inservice training program for all employees which fosters improved performance and increased rates of staff retention and promotion
To conduct an employee appraisal program that will contribute to the continuous improvement of staff capabilities and the learning program and
To assign personnel as effectively as possible.
The Board of Education broadly delegates these responsibilities to the Office of the Assistant Superintendent for Human Resources and Leadership Development, subject to the review of the Board of Education and consistent with policy. Scarsdale’s recruitment, screening, vetting, and selection process includes the following steps:
Recruitment begins with both internal and external job postings using electronic and print outlets. OLAS, a Statewide recruitment service, is the primary vehicle for collecting applications, and is
used by educators throughout the tristate region and beyond. In addition, District staff attend educator recruitment events, notify local colleges and universities of available openings, and utilize professional and personal networks to recruit the best possible candidates. A typical opening will garner well over one hundred resumes.
Interview committees are established, and are represented by administration, faculty, staff, parents and students, though the size and participation of various groups varies depending on the roles and responsibilities of the position being filled.
Resumes are screened by administrators and the interview committee, resulting in a pool of viable candidates. These candidates are invited to a first round of interviews with the committee.
The strongest candidates that emerge from the first round are invited for longer callback interviews with the committee.
Finalists are selected, and are invited to present a demonstration lesson and followup conversation. If there is a viable candidate for hire at this stage, the finalist or finalists are recommended to the Assistant Superintendent for Human Resources and Leadership Development, who conducts a final interview. The process begins anew in the absence of viable candidates at this, or any, stage.
Background, reference, and social media checks are made, and credentials are reviewed and verified.
A recommendation is made to the Superintendent, and a final recommendation is brought forward to the Board to be considered for acceptance.
The Board of Education votes to accept or reject the recommendation of the Superintendent. If accepted, the candidate is appointed to the position with a specific start date.
Teachers and administrators appointed to probationary positions are on a tenure track of four years (three if tenure was previously granted in another New York public school district). Individuals who successfully reach the end of the probationary period may be recommended for tenure. The Board of Education again acts to accept, or reject, the Superintendent’s recommendation.

5.2.2. NONCERTIFIED STAFF Similar to the process for hiring certified staff, Scarsdale’s recruitment, screening, vetting, and selection process for noncertified staff includes the following steps:
Recruitment begins with both internal and external job postings using electronic and, less commonly, print outlets.
If the open position is a competitive Civil Service position, a list of qualified candidates is supplied by the Westchester County Department of Human Resources. The list is based on results of a civil service exam in that title. For noncompetitive positions, OLAS is the primary vehicle for collecting applications. In addition, District staff utilize professional and personal networks to recruit the best possible candidates.
Resumes are screened by administrators, and candidates are invited to a first round of interviews with the position supervisor. Often, one or more additional administrators or personnel serving in similar or related roles participate in the interview process as a committee.
The strongest candidates that emerge from the first round are invited for longer callback interviews with the individual or committee.
The finalist(s) meet with the Assistant Superintendent for Human Resources and Leadership Development, background, reference, and social media checks are made, and credentials are reviewed and verified.
A recommendation is made to the Superintendent, and a final recommendation is brought forward to the Board to be considered for acceptance.
The Board of Education votes to accept or reject the recommendation of the Superintendent. If accepted, the candidate is appointed to the position with a specific start date.
When an appointment is made from an applicable civil service eligible list, the employee begins a probationary period of not less than 12 weeks nor more than 52 weeks, as per Civil Service rules. After the probationary period, the employee becomes Permanent.
When no civil service eligible list exists, the employee’s appointment is provisional until s/he qualifies for the exam for that title.
An appointment made for a duration of three months or less or one made to substitute for an employee on authorized leave is considered a temporary appointment.

Aached, please find two agreements related to collecve bargaining acvies presented for your consideraon. The first is a spulaon of agreement with the Scarsdale Associaon of Educaonal Secretaries (SAES), and the second is an agreement for a new contract with the Associaon of Scarsdale Teacher Aides and Assistants (ASTAA). Background Stipulation of Agreement with SAES
This spulaon stems from a complaint expressed by SAES that certain individuals hired in the teacher aide category are, in fact, performing dues and carrying out responsibilies more similar to members of the SAES. The individuals in queson, numbering fourteen, hold the Civil Service tle of clerk, not teacher aide. All are partme employees in noncompeve posions. The spulaon results in the recognion of the noncompeve clerk tle as part of SAES, thereby removing the posions from representaon by the Teacher Aides Associaon. The spulaon preserves all exisng terms of employment (i.e., as per the Aides Associaon contract), and future terms of employment shall be negoated in accordance with the collecve bargaining process for a successor to the current SAES agreement. Mr. Eric Rauschenbach RE: Stipulation of Settlement Student ID: ****63 I wish to have the attached Stipulation of Settlement drafted by BOE counsel submitted for approval by the Board of Education. The Stipulation involves the placement of a student with a disability into a school that is not on the New York State’s approved list of placements. All placements in non-approved schools must be specifically authorized by the Board of Education, unless ordered by a Hearing Officer or a court of competent jurisdiction. In this case, the CSE agreed that an out of district placement was required. However, the CSE was unable to find a placement suitable to the child’s needs. The CSE was able to obtain acceptance to a program housed in a neighboring district but, that program only met part of the students needs. The cost of the placement agreed to in the Stipulation is less than what the District would have expended if the parents accepted the out of district CSE recommended placement. The Stipulation also releases the District from any educational liability while the student attends the private placement. Based on the aforementioned, I wish the Board to act on this request and approve the Stipulation of Settlement.

Background: In 2005, the Office of the State Comptroller, along with various State organizations, worked together to produce the Five-Point School Financial Accountability Plan. The purpose of the plan was to strengthen internal controls, audits, and the role of boards of education in conducting appropriate oversight. The five major components of the Five-Point Plan are as follows:
1. Strengthen the internal claims auditor function 2. Ensure appropriate school board member financial oversight training 3. Provide more rigorous external audit standards 4. Internal audit requirement 5. The establishment of Audit committees
Scarsdale UFSD, unlike many districts across the State, has already been utilizing a claims auditor model for many years prior to the release of the Five-Point Plan. The District’s current Claims Auditor is Vincent Paolicelli, who has been employed by the District since 1983. The other areas of the plan were implemented and are currently in place. The Claims Auditor position focuses on transactions as they occur throughout the year, and reports directly to the Board of Education. The duties of the Claims Auditor generally involve approval of voucher packets for payment in lieu of Board approval. Therefore, the Claims Auditor must be familiar with Bid Law, Board of Education Policy, Lease and Lease Purchase Agreements, and Contractual Obligations. Examples of Claims Auditor checks include, but are not limited to:

Communication, Community Involvement, and Political Outreach: Dr. Hagerman, in collaboration with Mr. Rublin, Mr. Morin, and Ms. Fuehrer, Board members, gave a report on several key communications related to the opening of school:
Cabinet has made a commitment to use Twitter this year, especially to highlight interactions with students and visits to our schools. These tweets, along with those from around the District, can be seen on the new tag board, which can be accessed by clicking the Twitter logo on the District’s main webpage.
The first edition of the ‘Dale Dispatch for the 2016-17 school year, was released last week. It
features articles from each Cabinet Member, along with the addition of photos of the administrators, so that the community could connect job responsibilities and associated articles with faces. The Back to School issue of Insight will also be arriving in community mailboxes in the next few weeks..
Other communications concerning District-wide facilities projects are being developed,
including an informational e-spark page, webpage improvements, and regular email updates via Constant Contact,, all with the aim of clarifying information and getting it out to the community in a timely manner.
On the political advocacy front, the NYSSBA proposed bylaw amendments and resolutions
were reviewed and discussed by the Portfolio group, and will be reviewed by the full Board later in the meeting; the Board will be asked to take formal action on Oct. 17th, in order to provide Board Member Chris Morin direction for voting, prior to the NYSSBA convention on October 29th.
Cabinet Members have been asked to identify up to 20 policies for the annual policy review,
and will be presenting these to the Board for review, and eventual adoption. Curriculum, Assessment, and Instruction: Ms. Shain, in collaboration with Mr. Silberfein, Board member, presented an update on the work that is continuing on curriculum consistency and student assessments. She noted that there are links in the curriculum portion of the Transition Plan to reports that were published as the work was completed. Ms.

Successfully engaging in collective bargaining Additionally, Mr. Patrick reported that they will be reviewing the APPR State requirements this year. He also gave an update on the successful implementation of new technologies in the Human Resources Dept, such as: AESOP, My Learning Plan, and Appli-track and explained how each program will aid in the annual routines and workflow of the Human Resources Dept. Technology Portfolio: Mr. Crisci, Director of Instructional Technology, Ms. Moseley, Director of Informational Technology, in collaboration with Mr. Morin, Board member, presented an update on the completed work, upcoming projects and focus areas in technology. Ms. Moseley reported on the following work: The Technical Services team was occupied this summer with the work entailed in purchasing 2,500 pieces of equipment that needed to be unpacked, inventoried, configured, registered, and installed. The Technical Services team used time in the summer to repair equipment, complete maintenance on servers, and clone devices. The Network team performed maintenance on servers and over 2,000 computers in all seven buildings. In addition, they successfully implemented a new high capacity internet filter in anticipation of the increased bandwidth needs of students and teachers, and made excellent progress on the server replacement project. The work of the Information Technology team led to a smooth opening of school. Apart from the work of updating databases, maintaining user accounts, and finalizing State reporting, the Data Services team supported the Scarsdale Teachers Institute, Human Resources, and the Curriculum office in the implementation of the My Learning Plan system. My Learning Plan will automate the approval process and tracking of professional development. The team was also successful in the implementation and enhancements of the Active Directory (central user management system), Online Student Registration, and SMARTS (finance and personnel system). Mr. Crisci remarked on the smooth opening of school and thanked Ms. Moseley and her team for their work. He reported that the District’s new Technology Plan, which the Board approved last spring, was approved by both the BOCES Regional Information Center and the New York State Education Department. Mr. Crisci reported on the work on the K-12 STEAM initiative. The first draft of the K-12 STEAM curriculum sequence has been posted on the District’s website. It describes new and existing course offerings, including new courses that launched this year at the High School. The District has expanded its social media presence with the creation of Tagboards for each school, as well as the District. In Center for Innovation activities, innovation grant applications are being reviewed, and the first CFI speaker for this year, Dr. Renee Hobbs, a leading expert on media and digital literacy, is scheduled for October 18.

5.2.1. CERTIFIED STAFF The Board of Education has established a set of goals outlined in their Hiring Principles policy (9000.1). Included in this policy are the following goals:
To develop and implement those strategies and procedures for personnel recruitment, screening, vetting and selection which will result in employing the best available candidates i.e., those with highest capabilities, strongest commitment to quality education, and greatest probability of effectively implementing the District’s learning program
To provide an inservice training program for all employees which fosters improved performance and increased rates of staff retention and promotion
To conduct an employee appraisal program that will contribute to the continuous improvement of staff capabilities and the learning program and
To assign personnel as effectively as possible.
The Board of Education broadly delegates these responsibilities to the Office of the Assistant Superintendent for Human Resources and Leadership Development, subject to the review of the Board of Education and consistent with policy. Scarsdale’s recruitment, screening, vetting, and selection process includes the following steps:
Recruitment begins with both internal and external job postings using electronic and print outlets. OLAS, a Statewide recruitment service, is the primary vehicle for collecting applications, and is
used by educators throughout the tristate region and beyond. In addition, District staff attend educator recruitment events, notify local colleges and universities of available openings, and utilize professional and personal networks to recruit the best possible candidates. A typical opening will garner well over one hundred resumes.
Interview committees are established, and are represented by administration, faculty, staff, parents and students, though the size and participation of various groups varies depending on the roles and responsibilities of the position being filled.
Resumes are screened by administrators and the interview committee, resulting in a pool of viable candidates. These candidates are invited to a first round of interviews with the committee.
The strongest candidates that emerge from the first round are invited for longer callback interviews with the committee.
Finalists are selected, and are invited to present a demonstration lesson and followup conversation. If there is a viable candidate for hire at this stage, the finalist or finalists are recommended to the Assistant Superintendent for Human Resources and Leadership Development, who conducts a final interview. The process begins anew in the absence of viable candidates at this, or any, stage.
Background, reference, and social media checks are made, and credentials are reviewed and verified.
A recommendation is made to the Superintendent, and a final recommendation is brought forward to the Board to be considered for acceptance.
The Board of Education votes to accept or reject the recommendation of the Superintendent. If accepted, the candidate is appointed to the position with a specific start date.
Teachers and administrators appointed to probationary positions are on a tenure track of four years (three if tenure was previously granted in another New York public school district). Individuals who successfully reach the end of the probationary period may be recommended for tenure. The Board of Education again acts to accept, or reject, the Superintendent’s recommendation.

5.2.2. NONCERTIFIED STAFF Similar to the process for hiring certified staff, Scarsdale’s recruitment, screening, vetting, and selection process for noncertified staff includes the following steps:

If the open position is a competitive Civil Service position, a list of qualified candidates is supplied by the Westchester County Department of Human Resources. The list is based on results of a civil service exam in that title. For noncompetitive positions, OLAS is the primary vehicle for collecting applications. In addition, District staff utilize professional and personal networks to recruit the best possible candidates.
Resumes are screened by administrators, and candidates are invited to a first round of interviews with the position supervisor. Often, one or more additional administrators or personnel serving in similar or related roles participate in the interview process as a committee.
The strongest candidates that emerge from the first round are invited for longer callback interviews with the individual or committee.
The finalist(s) meet with the Assistant Superintendent for Human Resources and Leadership Development, background, reference, and social media checks are made, and credentials are reviewed and verified.
A recommendation is made to the Superintendent, and a final recommendation is brought forward to the Board to be considered for acceptance.

When an appointment is made from an applicable civil service eligible list, the employee begins a probationary period of not less than 12 weeks nor more than 52 weeks, as per Civil Service rules. After the probationary period, the employee becomes Permanent.
When no civil service eligible list exists, the employee’s appointment is provisional until s/he qualifies for the exam for that title.
An appointment made for a duration of three months or less or one made to substitute for an employee on authorized leave is considered a temporary appointment.
A. Probationary Appointments Be it resolved , that the Board of Education of the Scarsdale Union Free School District hereby accepts the recommendation of the Superintendent to appoint and assign the following noninstructional personnel: Karin D’Amelio is recommended to fill the position of full time Purchase Clerk at the annual salary of $55,115 per year (SecC, Step 3), with an effective probationary period of September 26, 2016, to September 26, 2017. Ms. D’Amelio is assigned to the district Business Office to replace Stefanie Carrea. Ayelina Chavez is recommended to fill the position of parttime Bus Driver at the hourly rate of $18.63 per hour, with an with an effective probationary period of October 17, 2016, to October 17, 2017. Ms. Chavez is replacing Pio Barriga.

Aached, please find two agreements related to collecve bargaining acvies presented for your consideraon. The first is a spulaon of agreement with the Scarsdale Associaon of Educaonal Secretaries (SAES), and the second is an agreement for a new contract with the Associaon of Scarsdale Teacher Aides and Assistants (ASTAA). Background Stipulation of Agreement with SAES
This spulaon stems from a complaint expressed by SAES that certain individuals hired in the teacher aide category are, in fact, performing dues and carrying out responsibilies more similar to members of the SAES. The individuals in queson, numbering fourteen, hold the Civil Service tle of clerk, not teacher aide. All are partme employees in noncompeve posions. The spulaon results in the recognion of the noncompeve clerk tle as part of SAES, thereby removing the posions from representaon by the Teacher Aides Associaon. The spulaon preserves all exisng terms of employment (i.e., as per the Aides Associaon contract), and future terms of employment shall be negoated in accordance with the collecve bargaining process for a successor to the current SAES agreement. Salary Increases:

$0.50 an hour increase to each of the three longevity benchmarks effecve September 1, 2016.
An addional $1.50 (up from $1.00) per hour aer compleon of ten (10) years of employment. An addional $1.75 (up from $1.25) per hour aer compleon of fieen (15) years of employment. An addional $2.00 (up from $1.50) per hour aer compleon of twenty (20) years of employment.

Mr. Eric Rauschenbach RE: Stipulation of Settlement Student ID: ****63 I wish to have the attached Stipulation of Settlement drafted by BOE counsel submitted for approval by the Board of Education. The Stipulation involves the placement of a student with a disability into a school that is not on the New York State’s approved list of placements. All placements in non-approved schools must be specifically authorized by the Board of Education, unless ordered by a Hearing Officer or a court of competent jurisdiction. In this case, the CSE agreed that an out of district placement was required. However, the CSE was unable to find a placement suitable to the child’s needs. The CSE was able to obtain acceptance to a program housed in a neighboring district but, that program only met part of the students needs. The cost of the placement agreed to in the Stipulation is less than what the District would have expended if the parents accepted the out of district CSE recommended placement. The Stipulation also releases the District from any educational liability while the student attends the private placement. Based on the aforementioned, I wish the Board to act on this request and approve the Stipulation of Settlement.

Attached and below, please find the enrollment report as of October 11, 2016, for inclusion in the Board of Education packet for the October 17, 2016, meeting. The materials compare enrollments over several points in time at each school in the district. The data indicate that the overall difference between our September enrollment and current enrollment is minimal--a decrease of nine students. The comparison between our October 2015 and October 2016 enrollments shows no overall change in enrollment, and relatively smnall school- and level-based fluctuations consistent with movement of slightly larger grades between levels.

Background: In 2005, the Office of the State Comptroller, along with various State organizations, worked together to produce the Five-Point School Financial Accountability Plan. The purpose of the plan was to strengthen internal controls, audits, and the role of boards of education in conducting appropriate oversight. The five major components of the Five-Point Plan are as follows:
1. Strengthen the internal claims auditor function 2. Ensure appropriate school board member financial oversight training 3. Provide more rigorous external audit standards 4. Internal audit requirement 5. The establishment of Audit committees
Scarsdale UFSD, unlike many districts across the State, has already been utilizing a claims auditor model for many years prior to the release of the Five-Point Plan. The District’s current Claims Auditor is Vincent Paolicelli, who has been employed by the District since 1983. The other areas of the plan were implemented and are currently in place. The Claims Auditor position focuses on transactions as they occur throughout the year, and reports directly to the Board of Education. The duties of the Claims Auditor generally involve approval of voucher packets for payment in lieu of Board approval. Therefore, the Claims Auditor must be familiar with Bid Law, Board of Education Policy, Lease and Lease Purchase Agreements, and Contractual Obligations. Examples of Claims Auditor checks include, but are not limited to:

purchased, and whether the descriptions correlate with the goods or services contemplated by the purchase order.
Checking that the invoiced price is comparable to the estimated cost on the purchase order.
Checking that sales tax is excluded from the dollar amount of the invoice.
