BOARD OF EDUCATION SCARSDALE UNION FREE SCHOOL DISTRICT

Scarsdale, New York BOARD MEETING MAY 16, 2016 _____________________________________________________________________________ ROLL CALL

Prior to the Work Session portion of the Board meeting, Board members met with the executive committee of the Scarsdale Parent Teacher Council (PTC) at 6:00 p.m. in the High School. All Board members were present. Also in attendance were Dr. Thomas Hagerman, Superintendent of Schools, and Central Office administrators. PT Council president Karen Ceske updated the Board on District-wide activities, noting that the Council has established a new Student Health Committee, which will address issues concerning student stress, nutrition, fitness, and wellness.

WORK SESSION Leila Maude, Board of Education President, convened the work session at 7:02 p.m. which focused on Innovation Practices and Instructional Focus in the Middle School and High School. Middle School Principal Michael McDermott and High School Principal Ken Bonamo, presented an update on technology integration across the disciplines and mindfulness practices in Middle School classrooms; and STEAM curriculum development, collaborative projects, and initiatives addressing stress and wellness at the High School. The presentation may be viewed on the District website here.

Ms. Fuehrer commended both principals for their “design thinking” and giving the faculty the support and opportunity to give the students the freedom to experiment and try new things. The Work Session was adjourned at 7:53 p.m. BUSINESS MEETING 1. ROLL CALL The School Board meeting was called to order by Board President Leila Maude at 8:00 p.m. The meeting was held in Room 170-172 in the Board of Education wing of the High School. Ms. Maude noted that all of the Board members were present. Ray Pappalardi, Director of Physical Education, Health, and Athletics Victoria Presser, Public Information Officer (Honore Adams, District Clerk, was not present) STATEMENTS, COMMENTS, AND PRESENTATIONS Board President: Ms. Maude reminded the audience and community members that the 2016-17 budget vote and Board election were being held the following day, May 17th, at the Middle School. She urged residents to vote. Ms. Maude also noted that Moody’s Investor’s Service had adjusted the rating for Scarsdale School District, restoring its Aaa status. Ms. Maude addressed the many community members that had attended the meeting to speak regarding plans for the Greenacres School. As a result of the large community turnout, she announced that the order of the agenda had been reordered to place section 5.1.1. of the personnel report earlier in the agenda, introducing probationary appointments. Ms. Maude introduced the president of the Scarsdale Education Foundation to give an update on fundraising efforts for the Fitness Center and Design Lab. Scarsdale Education Foundation Update: Mark Bezos, president of the Scarsdale Schools Education Foundation (SSEF), started his presentation by introducing fellow members of the SSEF Board. He presented an update on the Foundation’s successful efforts to secure major donor contributions and pledges in support of the Design Lab and the Physical Education/Fitness Center at the High School. Mr. Bezos also reported on the newly launched campaign that will provide the community the opportunity to make smaller donations by underwriting pavers in an outdoor area to be located adjacent to the Design Lab. PERSONNEL REPORT Dr. Josefsberg presented part 5.1.1. of the Personnel report by introducing the nine individuals being presented to the Board to be appointed to eight probationary teacher positions and the Teacher-in-Charge position at Edgewood School. Dr. Josefsberg presented the remainder of the report later in the meeting.

WHEREAS, the Board of Education, in accordance with Article 5-A of the General Municipal Law, has invited sealed bids for the cleaning services for the District’s buildings, which bids were opened publicly on May 9, 2016; and WHEREAS, Precision Performance submitted the only bid for oil burner maintenance and repair services and was therefore lowest bidder; and

WHEREAS, based upon the excessively high costs of the bid when compared to previous years’ bids; and

THEREFORE, BE IT RESOLVED, that the Board of Education hereby determines that the bid of Precision Performance as excessively high and therefore rejects this bid and further directs the purchasing agent to reissue the bid in an attempt to seek less costly alternatives. ACTION ITEMS Upon proper motions, the following recommended actions by the Superintendent were approved unanimously by all Board Members: The Board adopted the following resolution: BANKING AUTHORIZATION RESOLVED, that JP Morgan Chase Bank, Bank of America, TD Bank, Capital One Bank, N.A., Webster Bank, N.A., Key Bank, N.A., Manufacturers and Traders Trust Company, and People’s United Bank, N.A., are depositories for the deposit of moneys received by the Treasurer of Scarsdale Union Free School District, and the Treasurer is authorized to deposit the funds coming into his hands, as Treasurer, in the same banks in an account in the name of the District; and when the Treasurer is unavailable the Assistant Superintendent for Business and the Superintendent of Schools of Scarsdale Union Free School District each acting alone and independently of each other shall be authorized to deposit funds in the bank accounts of the District; and FURTHER RESOLVED, that the Treasurer, Assistant Superintendent for Business and the Superintendent of Schools of Scarsdale Union Free School District each acting alone and independently of each other shall be authorized to transfer funds between and among the bank accounts of the District as needed to meet the financial commitments of the District. WRITTEN COMMUNICATIONS Ms. Maude addressed the numerous emails that the Board of Education had received prior to the Board meeting and noted that the responses had been paused mid-day Thursday but that the Board would resume their responses the following week. WRAP-UP

• The Board will continue to review policies

• Administrators will work with KG&D to further explore Greenaces options, draft a FAQ on Greenacres with particular attention to settled issues (such as the near impossibility of obtaining approval for a Huntington Road closure), and delineate a timeline for the Board decision-making process.

12. MEETING DATES FOR THE COMING MONTH Mr. Natbony announced that the polls would open in 6 hours and 52 minutes and then proceeded to read the upcoming meeting dates.

MINUTES OF THE ELECTION AND BUDGET VOTING OF INHABITANTS

OF SCARSDALE UNION FREE SCHOOL DISTRICT OF WESTCHESTER COUNTY, NEW YORK, QUALIFIED TO VOTE THEREAT, HELD ON MAY 17, 2016, BETWEEN THE HOURS OF 7:00 A.M. AND 9:00 P.M.

IN THE GYMNASIUM OF THE SCARSDALE MIDDLE SCHOOL, MAMARONECK ROAD

SCARSDALE, NEW YORK_ _________________ Ms. Jill Spieler acted as chair, having been appointed as such by the Board of Education. The chief inspector of election and two inspectors of election inspected the optical scanning voting machines, recorded serial numbers for each machine, ran the tapes and confirmed that they all read zero, and verified that the machines were in proper condition for use. The inspectors of election thereupon signed a certificate to the foregoing effect and filed the same with the District Clerk. Ms. Spieler then declared the polls open. Voting proceeded until 9:00 p.m. when the chair declared the polls closed. After the machines were duly canvassed, the District Clerk advised the chair of the results of the balloting (Attachment #1). The chair announced the vote (448 Yes; 105 No), which included the votes from eleven (11) absentee ballots. The budget was approved by 448 votes. There were no affidavit ballots. On the Budget For: 448 Against: 105 Total: 553

Total amount of write-in votes: 42 The chair declared that: (1) the Budget was approved by the voters; and that (2) Nina

The meeting was called to order by Leila Maude, Board President, in the Board of Education offices in the Board of Education wing of the High School at 8:34 a.m. on Wednesday, May 18, 2016. The following members of the Board were present:

RE: Board of Voter Registration – (Consent Agenda)

Background:

The District adopted personal voter registration in 1989 and, in accordance with

Education Law, must appoint a Board of Registration within thirty days following the day

of the Budget Vote and Election and establish a rate of pay for them. The Board of

Registration prepares the voting register and conducts voter registration for the Annual

Budget Vote and Election as well as for Special District Meetings. The District Clerk

requests that the Board appoint the four residents listed below at the hourly rate of

$15.00.

Recommendation:

I recommend that the Board approve the appointment of the following people

to the Board of Registration for 2016-17 at the hourly rate of $15.00:

MEMORANDUM DATE: June 3, 2016 TO: The Board of Education FROM: Thomas Hagerman RE: New Textbooks Background: New York State Education Law provides that “Boards of Education . . . shall designate textbooks to be used in the schools under their charge.” Board Policy #4511 defines textbooks, publishes criteria for their selection, and establishes procedures for their adoption. The Board received a listing of the proposed new textbooks at the May 16th Board meeting and was given the opportunity to review the books before giving final approval. Recommendation: I recommend that the Board approve the new textbooks as presented. TH/ha Attachments

Attached for Board review are the lists of CSE and CPSE actions for the period between January 1, 2016, to May 25, 2016. The decisions and recommended programs are listed on the attached schedule.

The resolution presented for Board adoption follows the wording provided by the State

Education Department.

Recommendation: I recommend that the Board adopt the following resolution: RESOLVED, that the Board of Education has no objections

to the recommendations of the Committee on Special Education and the Committee on Preschool Special Education and approves the authorization of funds to implement the special education programs and services consistent with such recommendations. TH/ha Attachment

MEMORANDUM DATE: June 3, 2016 TO: Dr. Thomas Hagerman FROM: Eric Rauschenbach RE: Request for approval for New School Physician I wish to have the attached contract for School Physician Services approved by the Board of Education. On April 15th, 2016, the window for submitting proposals closed and I am recommending the proposal by Dr. Louis Corsaro. His proposal is the strongest due to his long experience and the proposed cost of service. Dr. Corsaro is a licensed Pediatrician with many years of experience both in practice and as a School Physician. I have attached the proposal from Dr. Corsaro and the contract outlining his duties. This contract would be in force from 7/1/2016 – 6/30/2017.

MEMORANDUM DATE: May 23, 2016 TO: Dr. Bernard Josefsberg FROM: Eric Rauschenbach RE: Summer Hours This memo is to inform you of the possible need for staff hours over the summer. Each year the Special Education Department receives initial referrals in late June and throughout the summer. State and federal law require the district to evaluate and determine eligibility for services with 60 calendar days of receipt of consent. The department makes every effort to have these evaluations completed during normal working times but it is sometimes impossible. There may be a need to use district psychologists, special education teachers and general education teachers for evaluations and participation in Committee on Special Education meetings during the summer months. Although it is impossible to know how many initial referrals will come in over the summer the Board should anticipate between 30-50 hours of staff time to complete the necessary work.
