MINUTES MAPLE PLAIN CITY COUNCIL – WORKSHOP

MAPLE PLAIN CITY HALL October 28, 2019

5:30 p.m.

1. CALL TO ORDER

Mayor Julie Maas-Kusske called the meeting to order at 5:30 p.m. Present: Mayor Julie Maas-Kusske, Councilmembers Caitlin Cahill, John DeLong, Mike DeLuca, and John Fay. Also Present: City Administrator Robert Schoen

2. ADOPT AGENDA

Motion by Councilmember Cahill to adopt the October 28th City Council Workshop meeting. Seconded by Councilmember Fay. Motion Passed.

3. CIVIC ENGAGEMENT COMMITTEE

The City Council discussed what the Civic Engagement Committee could look like but decided at this time that this item should be tabled for further discussion. This topic will be discussed again after the City Council Retreat on November 1st and November 2nd.

4. WEEKLY UPDATE

Councilmember John Fay asked that the weekly update have more information regarding specific administration focus. It was suggested by Councilmember DeLong to fill out a 5-15 form that breaks down weekly goals and objectives. The City Council agreed that a weekly 5-15 form be filled out and included with the weekly update.

5. CITY COUNCIL RETREAT OUTLINE

The City Council discussed the outline of the agenda for the retreat that is happening this weekend.

6. CITY COMMUNICATIONS

The City Council asked that the newsletter be added to the City website and that the Veterans Memorial service be added to the community calendar.

A. Transparency

Motion by Councilmember Fay to Recess the October 28th City Council Workshop at 6:55 P.M. Seconded by Councilmember Delong. Motion Passed. Mayor Maas-Kusske reconvened the October 28th City Council Workshop at 8:10 P.M.

The City Council discussed the minutes of the last City Council workshop and removed some language regarding performance not being a factor with the consultants.

Motion by Councilmember Cahill to adjourn the October 28th City Council Business meeting. Seconded by Councilmember DeLuca. Motion Passed.

MINUTES MAPLE PLAIN CITY COUNCIL – WORKSHOP

MAPLE PLAIN CITY HALL November 12, 2019

6:30 p.m.

1. CALL TO ORDER

Mayor Julie Maas-Kusske called the meeting to order at 6:30 p.m. Present: Mayor Julie Maas-Kusske, Councilmembers Caitlin Cahill, Mike DeLuca, and John Fay. Also Present: City Administrator Robert Schoen Absent: Councilmember John DeLong

2. ADOPT AGENDA

Motion by Councilmember Cahill to adopt the November 12th City Council Workshop. Seconded by Councilmember DeLuca. Motion Passed.

3. CITY COUNCIL RETREAT FOLLOW UP

The City Council reviewed the goals and direction set forth from the City Council retreat on November 1 and 2. City Council asked for a few items to be cleaned up grammatically and some things moved around.

4. CITY COMMUNICATIONS DISCUSSION

City Council asked Administrator Schoen to bring to the next Workshop his plan for meeting the strategic goal of communications.

5. RAINBOW PARK LIGHTS

City Council directed staff to shield the park lights and get a timer in place with the lights.

6. STANTEC BILLS

City Council discussed the Stantec bills and asked for them to be added to the November business meeting after asking the City Engineer multiple questions.

7. VETERANS MEMORIAL SHELTER OPTIIONS

The City Council directed staff to remove alternate 8 that would add a park shelter to the 2020 Veterans Park Project. Instead this shelter is planned to be part of phase 2 of the park project.

• Grading / street work continues within public right of way along Gateway Boulevard.

Correspondence: Staff has had correspondence with various constituents over the course of the last month, including the following:

ADMINISTRATIVE REPORTS

D. ADMINISTRATION NOVEMBER MONTHLY REPORT ACTION TO BE CONSIDERED To approve the Monthly Report for City Administration. FACTS

Staff has been working on the following projects:

• Staff has continued working on potential development opportunities throughout the

City.

• Staff has met with a strategic communications consultant

• Staff worked with City Council on a strategic planning and goal session.

• Staff attended the Hwy 12 Safety Coalition meeting

• Staff attended Coffee With the Council.

• Staff is working on City Blight.

• Staff is continuing to work on Downtown Development.

Maple Plain Operations & Maintenance

➢ I raked the ball fields at Rainbow Park to remove the weeds and John dragged the fields. I also

took down the volleyball net and tennis court nets for the winter. Started the furnace in the

warming house to make sure there were no issues for winter.

➢ Rays Tree Service gave a bid to remove the woodchips and clean up in Rainbow and

Bryantwood Park.

➢ Filled in a sinkhole on Three Oaks Avenue by the ravine, the hole was by a catch basin on the

North side of the road. I had Klein Underground repair the sinkhole. They let me know that a drain

tile was broke off and the storm water was washing away the road. They repaired the drain tile

and patched the road.

➢ Steve from Carefree Services completed the street sweeping for the fall. I then hauled the leaves

to the compost site.

➢ Shut water off at UFC garden Center and Ann Reef Gardens. Also, winterized the Northside Park

bathrooms and dugout. Started heaters in the Wells and Water tower for the winter.

➢ Daily water testing and maintenance at the WTP. I had to order a new motor for the transfer

pump for the chemicals. Completed monthly and quarterly testing for the state.

➢ Shawn and I flushed hydrants throughout the city for the fall season.

➢ Other items: I cleaned up the backyard of the shop and started organizing and cleaning the PW

shop, Lano Equipment picked up the Kubota B3030 for repair of driveshaft, RC Electric fixed the

entryway lights in the WTP, Performed Locates, Fluoride Leak at WTP and Fixed vent motor in

Fluoride room.

RESOLUTION 19-1120-02

A RESOLUTION AUTHORIZING APPLICATION AND EXECUTION OF THE GRANT AGREEMENT.

WHEREAS THE CITY OF MAPLE PLAIN, MINNESOTA (the “City”) is served by

the Metropolitan Council Environmental Services for the disposal of wastewater from public and private properties within the City; and,

WHEREAS the Metropolitan Council Environmental Services (“MCES”) has

identified the City as having exceeded its allowable inflow and infiltration (“I/I”) I&I limits; and,

WHEREAS MCES is requiring the City to mitigate I/I by reducing and/or

eliminating the presence of clear water entering the local sanitary sewer system; and, WHEREAS the City continues to address public sources of I/I and works with the

MCES on possible grant opportunities.

WHEREAS the MCES has made available grant funds to assist public expenses on sanitary sewer improvements from May 2017 through October 2019,

WHEREAS Maple Plain City Staff has filled the application for the 2017 MCES I

and I Grant. NOW THEREFORE, BE IT RESOLVED the Maple Plain City Council (the “Council”) agrees to pass through the 2017 I and I grant application and execution of the grant agreement to MCES. Julie Maas-Kusske, Mayor Attest: Robert Schoen, City Administrator
