Windham High School Media Center
As the Windham Board of Education, we are here to set goals; listen to reports of the Superintendent;
approve budgets, contracts, and personnel appointments; and, make policy for the district. We are not
here to make management decisions or solve the problems of individuals. Management is the
responsibility of the Superintendent.
Meetings of the Board are open to the public. They are the time when the Board conducts its business of
governing the school system in a public arena. The regular meetings are not meetings with the public.
Therefore, comments from the audience will be confined to the time designated for the public to address
the board concerning any subject that lies within its jurisdiction. A signup sheet is available for
individuals or groups who wish to make a comment.
Decorum and courtesy are important elements in effective public meetings. Please silence your cell
phones or communication devices and refrain from talking while others are speaking.
Since it is legally mandated that proceedings be accurately recorded, the Board Chair may have to ask
for order periodically, should noise begin to interfere with our recording capabilities.
We are pleased that you have taken the time this evening to join us. We are very proud of this school

Chair Ms. Ide called the January 9, 2019 Board of Education meeting to order at 7:04pm in the Windham High School Library Media Center. PLEDGE OF ALLEGIANCE
Ms. Ide led the Board and the Public in reciting the Pledge of Allegiance. BOARD OF EDUCATION MINUTES December 12, 2018 Meeting minutes (Ref. 1) The minutes for the December 12, 2018 meeting were approved as submitted. PUBLIC DIALOGUE None ACTION ITEM Recommended Amendment to Agenda to add possible action with regard to contract between the District and the Windham Federation of Teachers Union. Motion by Dr. Sewall seconded by Ms. Lambert that an item be added to the agenda for possible action with regard to the contract between the District and the Windham Federation of Teachers Union after Item #10. Technology Improvements Dr. Garcia indicated that technology is a large part of the master plan for the District. There is a need to provide teachers with new technology. This will be accomplished within the parameters specified in the master plan. All teachers in all school will receive new technology. RFQ – Facility Condition Assessment Services and Master Plan Dr. Garcia introduced the guidelines and timeline for the RFQ for developing a conceptual building plan for K-8 schools throughout the District. Ms. Lambert noted that the Board should see all alternatives for the best use of the buildings. Dr. Garcia noted that this was the foundation of the RFQ and it would be amended and refined. Ms. Lambert requested that the Board receive a copy of the RFQ before it goes out. Dr. Garcia reminded the Board that the development of the RFQ or RFP is a function of the District but would send out a copy of the final document to the Board. There was discussion regarding the need for a report concerning the educational aspects of consolidating schools and the question of the availability of funding for the studies. It was decided that the studies would happen simultaneously and that the Board would receive information regarding the funding sources. RFQ – Transportation Dr. Garcia reviewed the objectives and the timeline for the RFQ for transportation. Ms. Lambert requested that the Board be advised of the date when notice needs to be given to the present provider of termination of their agreement. STEPS Academy Funding Dr. Garcia informed that Board that she has had follow up conversations with the State Department of Education. She was advised that the Department is committed to providing the funding for the STEPS Academy, but it will not be available until April. Mr. Doyle requested that Ms. Ide send a letter to the Department of Education on behalf of the Board. STORYLINE Project Natchuag School students are the beneficiaries of the Storyline Project which is a collaborative effort between educators, artists, librarians, Main Street businesses, local students and Eastern Connecticut State University. On January 17, the public and families are encouraged to attend the opening reception of the work of the third grade students from Natchaug School. It will be held at the Kerri Gallery from 5:30 to 7:30 pm. The exhibit will be on display until January 9 and then will travel to Bradley Airport, the Legislative Office Building and, eventually, back to the Willimantic Public Library. Mission of Mercy This spring, Windham Middle School will host a free dental clinic program known as The Connecticut Mission of Mercy. The two-day clinic provides free dental care to the underserved and uninsured in Connecticut. The clinic will be held on April 12 and 13 with set up on April 11.

They will be looking for volunteers. Ms. Ide commented that this is a very popular program and will attract hundreds of people. First Reading Revised Board Policy #6145 Instruction: Graduation Requirements (Seal of Biliteracy) The District is pleased to be at the forefront of Connecticut educational institutions that are recognizing the accomplishments of students who have achieved biliteracy skills. The Seal of Biliteracy is a special designation approved by the state of Connecticut that is awarded on students’ transcripts and diplomas to recognize the value of students’ academic efforts and the tangible benefits of being bilingual and biliterate. Dr. Mudambi, Director of ESOL, Bilingual Education, & World Languages, spoke about benefits of the award and stated that her department is excited to honor students who are bilingual. DISCUSSION ITEMS Discipline Data Report Mr. Neil Weathers, Director of Assessment, Data and Accountability, gave the Board an update on the discipline data as of January, 2019. Dr. Garcia discussed a new state program that would be utilized to improve discipline called AWARE. The District is pleased to be one of the first in Connecticut to receiving funding to participate in this project. COMMITTEE REPORTS FINANCE AND AUDIT COMMITTEE Dr. Sewall advised that the committee met prior to the Board meeting. They discussed the first draft of the Capital Improvements Plan. It was noted that the roof at North Windham School is leaking and, therefore, is a priority. Motion by Mr. Doyle seconded by Mr. Desaulniers that approval of budget transfers be added to the agenda as Item VIIIb. Motion is unanimously approved. The Committee also discussed the first half of the year finances. There is some areas of concern but much of it will be resolved with funding from the State. The committee requested that the finance department and the human resources department work together to resolve some of the remaining issues. SCHOOL PLANNING AND DESIGN COMMITTEE Ms. Lambert reported that the committee met and received updates on the buildings, including the status of the roofs. She stated there was also discussion regarding the completion of the move of central office from the Kramer Building. This project is on hold due to funding issues and weather conditions. The Renovate as New Committee has selected an owners’ representative for the Windham High School renovation project. They hope to have the Ed Specs available at the next meeting.

The committee also discussed the master plan revision. A proposal has been received from Friar Architects and a RFQ is being prepared for additional bids. POLICY COMMITTEE The committee did not meet in December but did bring forward the Seal of Biliteracy policy for a first reading. The committee will meet on January 24. Ms. Lambert inquired about a policy regarding funding of the health benefit accounts and Ms. Ray indicated the committee would take it up at a later meeting once it had more information. Dr. Garcia noted that the committee had been doing work on the policies regarding the lottery process for admission to Charles H. Barrows STEM Academy and the Compañeros Program. Mr. Desaulniers requested a copy of the policy be provided to board members. EXECUTIVE COMMITTEE Ms. Ide stated that the committee met last week and would now meet on the first Wednesday of each month at 6pm. The discussion at the committee meeting was around the budget process, the finalization of the superintendent’s evaluation tool and the workshop schedule for the upcoming months. ACTION ITEMS Acceptance of grant from Jeffrey P. Ossen Family Foundation (Ref. 2)

PUBLIC COMMENT No Public Comment PRESENTATION Windham Board of Education 2018-2019 Budget Ms. Ide advised the Board that this session was a working session to provide a first look at the projected budget for 2019-20. Dr. Garcia, Mr. Johnson and Ms. Parciak presented the first projections for the upcoming budget to the board. The main areas of focus were: transportation, salaries and benefits, and special education. Update on Operations Plan Dr. Garcia reviewed the current status of the operations plan. This will be reviewed in greater details at an upcoming meeting. There was a discussion regarding the completion of the Ed Specs for the high school. Ms. Ide stated that, if the Ed Specs were ready by January 29, there would be a special meeting held on January 30 to approve them.

• Two students from North Windham Elementary School who submitted posters to the
Connecticut Fire Prevention Poster Contest last spring were selected from among 30,000
participants as winners, and are featured in the 2019 calendar. Delmazio Despard and Rene
Montalvo were among fourth and fifth grade students who participated in the contest,
submitting artwork for the theme, “Fire Prevention—Everyone/Every day.” Delmazio and
Rene were selected as both Local and County winners, and are featured on the September and
December pages of the Connecticut Fire Prevention calendar. They were also honored last
spring at a luncheon at the Aqua Turf in Southington. Windham is honored to have two
outstanding winners from among all the students who submitted posters.
• Yashaira Aguirre, Windham High School art student, received Honorable mention in the
Jewelry category in the prestigious 2019 Connecticut Scholastic Art Awards Show. Ms Aguirre
attended the awards ceremony with her teacher Beverly Goslin on January 27 at the University
of Hartford. The Art Awards exhibition features select work from 136 participating schools
grades 7-12, and only about 25% of the work is awarded any kind of honors.
• Windham High School inducted twelve students into the National Honor Society (NHS) at a
moving ceremony in December. Under the guidance of advisor Mrs. Kathleen Koljian, the NHS
is active with community service projects. Congratulations to these inductees for being selected
by the Faculty Council to carry on the prestigious tradition of excellence: Madison Anderson,
Alyssa Dupont, Julia Henck, Juan Javier Mejia, Andrew Lambert, Damarys Luna, Mia Ray,
Autumn Reed, Dayshalee Torres, Viaivannie Vargas Negron, Elijah Vertefeuille, and Andrea
Villa.
• Windham High School students Ellis Phillips-Gallucci, Natanael Barbosa Torres, Isabelle
Perez, and Zaret Rodriguez Salazar did an outstanding job representing their school at a recent
visit to Windham Middle School. The visit was planned to encourage grade 8 students at WMS
to attend the open house which the high school is hosting on Thursday, February 7 for WMS
and Barrows families.
• Windham High School is a beneficiary of the Educational Alliance Program of Global Partners,
LP organized across the northeast. Territory Sales Manager Derek Jette and local Mobil station
owner Ranj Muhajir stopped by Windham High to present Windham High School
administration with a check for $500 which will be applied toward STEM studies.

• Daniel Cox of H&R Block delivered four new Chromebook computers to a Windham Center
School teachers' meeting in December, part of H&R Block’s nationwide One Team Day of
Giving initiative. With three offices in Windham, Willimantic, and Coventry, H&R Block
offered to provide schools what they needed. Sweeney School was also presented with a "gift
certificate" for two buses for a field trip for a grade level of students.
• District Teacher of the Year Stephanie George will be a featured guest along with
Superintendent Garcia with Wayne Norman on WILI-AM at 7:10 AM on Friday, February 15.
Ms George was celebrated recently at the district’s Awards of Excellence Ceremony.
• The Three Kings’ Day celebration on January 5 had an outstanding turnout. More than 630
families registered, and 397 free toys were distributed. In addition, the Family Liaisons
distributed more than 500 books that were donated by Ready to Grow, along with warm hats,
scarves and gloves. Families enjoyed music by the 3 O’clock Band from Eastern Connecticut
State University, and a luncheon of authentic Hispanic foods. We are grateful to our donors
who supported this event:

• Windham Public Schools earned special recognition from the United Way for its recent
campaign as an Outstanding Campaign Partner. Dr. Garcia received the award on behalf of the
district at the United Way’s Windham community celebration breakfast. The United Way
shared that the district more than doubled last year’s contributions.

As part of the progress monitoring within the Commissioner’s Network Turnaround Plan,
members of the Connecticut State Department of Education’s Turnaround Office visited
Windham High School (WHS) on Friday, January 25th. The Turnaround Office, led by Mr. Desi
Nesmith, Chief Turnaround Officer and supported by Ms. Iris White, Education Consultant, use
the following focus areas to guide their work with school districts:
• Talent: Systems and strategies to recruit, hire, develop, evaluate, and retain excellent school
leaders, teachers, and support staff.
• Academics: Rigorous, aligned, and engaging academic program that allows all students to
achieve at high levels, including aligned curricula, instruction, and assessments.
• Culture and Climate: Positive learning environment that supports high-quality teaching and
learning, and engages families and the community as partners in the educational process.
• Operations: Systems and processes that promote organizational efficiency and effectiveness,
including through the use of time and financial resources.
During their visit, the Turnaround Office was able to meet with the new WHS Leadership Team,
view classroom instruction, observe transitions in the hallways, discuss the extensive work being
done to improve student achievement, as well as our progress on the Windham High School
Redesign. Both Mr. Nesmith and Ms. White were pleased with the progress being made, making
specific reference to the planning work to implement career pathways at the high school.

Subject: Project AWARE Update
Date: February 13, 2019
Recently, the State Department of Education informed the District that it was a recipient
of a Project AWARE grant. A stipulation of the grant is that there is a project coordinator
for the grant who will work in collaboration with the other school district recipients of the
grant. Project AWARE is a five-year grant and its purpose is to increase awareness of
mental health issues among school-age youth, train educators, and other youth-serving
adults to detect and respond to mental health issues and to connect children, youth and
families who may experience behavioral health issues with appropriate services. Program
implementation is expected to expand access to school and community based mental
health promotion, prevention, early identification and treatment services and initiatives,
build collaboration among families, schools and communities, increase culturally specific
and developmentally appropriate mental health services, provide outreach to youth and
families, develop systems for identifying signs and symptoms early and link families to
existing services and develop multi-tiered behavioral health frameworks.

Attached, please find the recommended school calendar for 2019-2020. An Ad-hoc Calendar
Committee has completed its work in preparing this calendar. The committee referred to the
EASTCONN Regional School Calendar as a foundation. Below is a brief summary of the
recommendations.
• Continue with six full professional development days
• Reduce from four to two half-day professional development days
• Continue with early dismissal days for all schools to hold parent-teacher conferences
• Winter break is extended two days to avoid attendance issues at all schools based on
attendance data
• The teacher school year for 2019-2020 will be 186 days per contract

Student Handbooks
The administration shall publish and annually revise a handbook containing information
about the District and about the individual schools and the rules and regulations with
which students are expected to conform. The administration is responsible to ensure
that the handbook does not conflict with any district policies or state or federal law.
The handbook shall be distributed to all students the first week of each school year and
to new students when they enroll.
Addition:
The superintendent or designee shall approve the publications of all handbooks,
curriculum guides, manuals, pamphlets, and similar publications that deal with policies
and procedures of the school system.

RECOMMENDATION
That the Board of Education approve the District’s participation in the Healthy Food
Certification program.
BACKGROUND
Section 10-215f of the Connecticut General Statues requires that each local board of
education or governing authority for all Connecticut public school districts participating the
National School Lunch program must take action annually to certify whether all food items sold
to students will or will not meet the CNS.
The Board of Education must elect whether to implement the healthy food option. If the Board
of Education votes yes for the healthy food option, the Board must then vote to allow food
exemptions after the school day such as game day concessions, etc. If the Board votes yes on
allowing exceptions on foods after the school day, they must also vote to allow exception on
beverages as well.

Section 10-215f of the Connecticut General Statutes requires that each local board of education
or governing authority for all Connecticut public school districts participating in the National
School Lunch Program (NSLP) must take action annually to certify whether all food items sold
to students will or will not meet the Connecticut Nutrition Standards. This includes all public
schools, regional educational service centers, the Connecticut Technical High School System,
charter schools, interdistrict magnet schools, and endowed academies.
For school year 2019-20, the HFC period is July 1, 2019, through June 30, 2020. The board of
education vote on whether to participate in HFC must occur by July 1, 2019, or the district is
ineligible for HFC participation during school year 2019-20. Conduct the HFC vote at the scheduled meeting of the board of education or governing authority. Maintain a copy of the meeting minutes indicating the results of the HFC vote outlined in step 1 above.
1. Minutes must indicate whether the board of education or governing authority voted “yes” or “no” to implement the healthy food option.
2. If the board of education or governing authority voted “yes,” for the healthy food option, the minutes must also indicate whether the board of education or governing authority voted “yes” or “no” to allow food exemptions after the school day such as game day concessions etc…
3. If the board of education or governing authority voted “yes” on allowing exceptions on foods after the school day they must also vote “yes” or “no” to allow exceptions on beverages as well.
In years past the Board has always voted YES on question number 1. Last year, the Board voted YES on question number 2, which allows for snacks and beverages that do not meet the Healthy Food standards be allowed to be sold after the school day such as during sporting events, fundraising activities that occur after the school day and any time school is not in session. On question #3, this includes items such as soda and other high sugar drinks that are not approved for sale during the school day. *see below Criteria for beverage exemptions Beverages that do not meet the requirements of C.G.S. Section 10-221q can only be sold to students on school premises if the local board of education or governing authority votes to allow beverage exemptions and the following criteria are met: 1) the sale is in connection with an event occurring after the end of the regular school day or on the weekend; 2) the sale is at the location of the event; and 3) the beverages are not sold from a vending machine or school store.
An “event” is an occurrence that involves more than just a regularly scheduled practice, meeting, or extracurricular activity. For example, soccer games, school plays, and school debates are events, but soccer practices play rehearsals, and debate team meetings are not. So again there are 3 votes. First is on the Healthy Food options for all food and beverages sold and served during the school day. Second is whether or not to allow exemptions to occur after the school day and when school is not in session. Third is the vote on allowing exemptions for beverages sold after the school day.
